PREDICTION OF TOKAI EARTHQUAKE DISASTER DAMAGE IN HAMAMATSU CITY AND THE COMPARISON TO THE PREDICTION REPORT OF SHIZUOKA PREFECTURE GOVERNMENT USING GIS

  • It is commonly believed that a gigantic earthquake (Tokai Earthquake) could occur in Shizuoka Prefecture in the near future. The Shizuoka Prefecture Government made the prediction report of Tokai Earthquake disaster damage. But this report does not pay attention to the ground conditions. The authors make a prediction map using GIS of Tokai Earthquake disaster damage in Asada-cho and Hirosawa Ni-chome in the central Hamamatsu City and revealed the location of dangerous houses and dangerous points in road networks in each town. These information could be useful when people try to find escape routes in an earthquake.

Digital map arrangement of Hamamatsu City for the prediction and restoration of the earthquake disasters

  • The purpose of this study is to arrange the digital maps of Hamamatsu City and to construct the map information system to support the prediction and restoration of Tokai earthquake disasters. The authors arrange the land condition map and compute the populations of each land surface conditions and revealed that $37\%$ of the whole population lives in the safe land, but $63\%$ lives in the rather unsafe surface condition. The authors also arrange the digital map of the main lines of water supply pipe lines in corporation with the Hamamatsu City Water Supply Department and revealed the rather dangerous pipe line area in case of Tokai earthquake.

일본 태평양 연안의 Tokai, Tonankai 및 Nankai의 3연동지진에 의한 지진해일이 제주도 연안에 미치는 영향 (Effects on the Jeju Island of Tsunamis Caused by Triple Interlocked Tokai, Tonankai, Nankai Earthquakes in Pacific Coast of Japan)

  • 본 연구는 지진해일의 전파과정을 수치모의할 수 있는 비선형수치모델을 구축하고, 이로부터 최근 일본 태평양 연안에서 발생 가능성이 제기되고 있는 리히터 규모 9.0의 Tokai, Tonankai 및 Nankai의 3연동지진으로 인한 지진해일이 제주도 연안에 미치는 영향을 검토하였다. 수치해석에 있어서는 천해역에서의 천수효과를 충분히 재현하기 위해 격자접속기법을 이용하였으며, 2011년에 발생한 동일본지진과 1983년 동해중부지진에 의한 지진해일에 대한 수치계산을 수행하여 수위변동, 전파시간, 침수계산 등에 대한 기존의 계산치 및 관측치와의 비교로부터 본 수치모델의 타당성을 검증하였다. 3연동지진에 대한 수치모의는 지진해일의 영향을 충분히 고려할 수 있도록 지진 발생으로부터 10시간 동안 계산을 수행하였다. 수치모의를 통해 지진해일의 전파과정에서의 수위변동은 해저수심변화, 굴절, 회절, 반사 등의 영향에 의해 크게 좌우되며, 우리나라 제주도 연안에서는 사계항에서 1.6 m의 최대지진해일고가 추정되었다.

  • Earthquake disaster frequently happens in Shizuoka Prefecture and it is commonly predicted that a giant earthquake(Tokai Earthquake) could occur in the near future. When a giant earthquake happens, extensive damage of lifelines will be expected. It is considered that the collection of damage information and the establishment of a communication network system are very important in order to restore lifelines quickly. And geographic information system(GIS) might playa very important role to grasp the spatial information of lifeline damage in a natural disaster. The authors' group had a research project to study a lifeline restoration support system with image processing and ad hoc networking in a natural disaster. The objectives of this presentation are to introduce our project and to show some results of our study. The authors finally constructed the GIS for the integration of damage information acquired by image processing and ad hoc networking.

  • 2011년 일본동북지방 대지진 이후, 규모 9.0의 토카이, 토난카이 및 난카이 대규모 지진이 일본 서부의 태평양 해안을 내습할 수 있다는 주장이 제기되고 있다. 본 연구에서는 태평양 해안과 일본의 주요 3대 만인 도쿄만과 이세만 그리고 오사카만에서 규모 9.0의 토카이, 토난카이 및 난카이 대규모 지진에 의해 발생하는 지진해일의 전파 특성을 수치적으로 검토하였다. 본 연구에서 수행된 수치해석결과 M9.0의 지진에 의해 발생하는 태평양 해안에서의 지진해일 높이는 M8.7의 지진에 비해 그 크기가 약 2배에 달하며 지진원으로부터 떨어진 일부 지역에서는 빠른 지진해일의 도달시간을 확인하였다. 또한, 페쇄된 만의 영향에 의해 오랜 시간 동안 만내에서 고수위가 지속됨을 알 수 있었다.

  • Remote sensing can provide invisible information in addition to acquire wide-view image data from space. Synthetic Aperture Radar (SAR) transmits microwave to the earth from a satellite and collects the reflected echo from the surface. Interferometric processing of SAR data can detect the subtle land deformation. The information of the surface movement by SAR is useful to monitor the volcanic activity, extended subsidence of urbanized area and the prediction of the earthquake caused by crustal deformation, and it complements the conventional levelling and GPS technique. PSInSAR (Permanent Scatterers Interferometric SAR) is one of interferometric techniques to be applied to practical projects in Japan. In this paper, the projects of land deformation monitoring are shown after the explanations of the PSInSAR principle. Tokai earthquake risk assessment is the first example. PSInSAR detects the subduction of crustal deformation of the adjacent area of new assumed epicenter region of the Tokai Earthquake. The extended subsidence of the urbanized area was implemented by using Japanese satellite data i.e. JERS that has so much data the surrounding of Japan as the archive. We examine the relationship between the geological structure and settlement at Nohbi basin including Nagoya city.

  • The purpose of this report is to show the process of the development of the database of physical and social environments of Iwata City as the basic information for estimation of earthquake disasters and to show the contents of a computer application for handling the database. As the development of GIS in Iwata City, several facts were revealed as the very useful information for the prediction of disasters.

Collapse Behavior of an 18-Story Steel Moment Frame during a Shaking Table Test

  • A shaking table test was conducted at the E-Defense shaking table facility to investigate the damage and collapse behavior of a steel high-rise building under exceedingly large ground motions. The specimen is a one-third scale 18-story steel moment frame designed and constructed according to design specifications and practices used in the 1980s and 1990s. The shaking table tests used a long-duration, long-period ground motion simulated for a sequential Tokai, Nankai, and Nankai earthquake scenario. The building specimen was subjected to a series of progressively increasing scaled motions until it completely collapsed. The damage to the steel frame began through the yielding of beams along lower stories and column bases of the first story. After several excitations by increasing scaled motions, cracks initiated at the welded moment connections and fractures in the beam flanges spread to the lower stories. As the shear strength of each story decreased, the drifts of lower stories increased and the frame finally collapsed and settled on the supporting frame. From the test, a typical progression of collapse for a tall steel moment frame was obtained, and the hysteretic behavior of steel structural members including deterioration due to local buckling and fracture were observed. The results provide important information for further understanding and an accurate numerical simulation of collapse behavior.
