  • This paper presents incentive application strategies and delay prevention strategies as schematic approaches to improve time performance of highway construction contracts. This research recognizes the importance of improving time performance during highway construction. Strategic solutions of the most core issues on time performance incentive contracting are identified. The suggested incentive application strategies develop criteria for applying time classification to projects, for assigning project time classifications to contractors and designers, and for determining appropriate incentive values in A (cost) + B (time cost) and other performance incentive contracts. The suggested delay prevention strategies develop criteria for determining the appropriate subsurface utility engineering (SUE) level and to develop best practices for avoiding utility relocation delays. A schematic approach for each strategy is developed. This paper also introduces current incentive contracting practices in Florida. The researchers obtained the information from experienced persons in the highway construction industry, including key highway contractors, designers, and Department of Transportation (DOT) and Federal Highway Administration (FHWA) personnel. The major focus of this research is to develop strategies and suggest approaches to improve time performance of highway construction contracts. For future study, practical tools to facilitate implementation of the suggested strategies should be developed, so that the criteria, implementation processes, and best practices developed may contribute to the current industry-wide effort to improve time performance.

  • The mathematical interpretation of a practical sampler which is useful to obtain the small signal models for the peak and average current mode controls is proposed. Due to the difficulties in applying the Shannons sampling theorem to the analysis of sampling effects embedded in the current mode control, several different approaches have been reported. However, these approaches require the information of the inductor current in a discrete expression, which restricts the application of the reported method only to the peak current mode control. In this paper, the mathematical expressions of sampling effects on a current loop which can directly apply the Shannons sampling theorem are newly proposed, and applied to the modeling of the peak current mode control. By the newly derived models of a practial smapler, the models in a discrete time domain and a continuous time domain are obtained. It is expected that the derived models are useful for the control loop design of power supplies. The effectiveness of the derived models are verified through the simulation and experimental results.

  • In single atrial cells isolated from the rabbit the properties of inward current of Na-Ca exchange were investigated using the whole cell voltage clamp technique. The current was recorded during repolarization following brief 2 ms depolarizing pulse to +40 mV from a holding potential of * 70 mV. Followings are the results obtained: 1. When stimulated every 30 seconds, the inward currents were activated and reached peak values 6-12 ms after the beginning of depolarizing pulse. The mean current amplitude was 342 pA/cell. 2. The current decayed spontaneously from the peak activation and the time course of the relaxation showed two different phases fast and slow phase. The time constants were 10-18 ms and 60-140 ms, respectively. 3. The recovery of inward current was tested by paired pulse of various intervals. The peak current recovered exponentially with time constant of 140 ms and 1 p M isoprenaline accelerated the recovery process. 4. Relaxation time course was also affected by pulse interval and time constant of the fast phase was reduced almost linearly according to the decrease of pulse interval between 30 sec and 1 sec. 5. The peak activation was increased in magnitude by long prepulse stimulation, 5 p M Bay K, 1 p M isoprenaline or internal and external application of c-AMP. 6. The relaxation time constant of the fast phase was prolonged by 5 p M Bay K or c-AMP, and shortened by isoprenaline. However the time course of the slow relaxation phase was not so much changed. From the above results, it could be concluded that increase of the calcium current by Bay K or c-AMP results in the potentiation and prolongation of intracellular calcium transient, and the facilitation of Ca uptake by SR might be a mechanism of shortening the time constant of current relaxation by short interval stimulation or isoprenaline.

  • Induction motors are critical components in industrial processes since their failure usually lead to an unexpected interruption at the industrial plant. The studies of induction motor behavior during abnormal conditions and the possibility to diagnose different types of faults have been a challenging topic for many electrical machine researchers. In this regard, an efficient and new method to detect the induction motor-fault may be the application of the Time Synchronous Averaging (TSA) to the stator current Park's Vector. The aim of this paper is to present a methodology by which defects in a three-phase wound rotor induction motor can be diagnosed. By exploiting the cyclostationarity characteristics of electrical signals, the TSA method is applied to the stator current Park's Vector, allowing the monitoring of the induction motor operation. Simulation and experimental results are presented in order to show the effectiveness of the proposed method. The obtained results are largely satisfactory, indicating a promising industrial application of the hybrid Park's Vector-TSA approach.

  • In this study, we demonstrated the inhibitory effect of the Class Ic antiarrhythmic agent propafenone on voltage-dependent $K^+$ (Kv) channels using freshly isolated coronary artery smooth muscle cells from rabbits. The Kv current amplitude was progressively inhibited by propafenone in a dose-dependent manner, with an apparent $IC_{50}$ value of $5.04{\pm}1.05{\mu}M$ and a Hill coefficient of $0.78{\pm}0.06$. The application of propafenone had no significant effect on the steady-state activation and inactivation curves, indicating that propafenone did not affect the voltage-sensitivity of Kv channels. The application of train pulses at frequencies of 1 or 2 Hz progressively increased the propafenone-induced inhibition of the Kv current. Furthermore, the inactivation recovery time constant was increased after the application of propafenone, suggesting that the inhibitory action of propafenone on Kv current is partially use-dependent. Pretreatment with Kv1.5, Kv2.1 or Kv7 inhibitor did not change the inhibitory effect of propafenone on the Kv current. Together, these results suggest that propafenone inhibits the vascular Kv channels in a dose- and use-dependent manner, regardless of $Na^+$ channel inhibition.

  • The mass-spring model has been typically employed in physical-based simulators for clothes or patches. The mass-spring model frequently utilizes equal mass and the gravity factor. The model structure of masses supports a shape applicable to fishing nets. Therefore, to create a simulation model of a fishing net, we consider the mass-spring model and adopt the tidal-current and buoyancy effects in underwater environments. These additional factors lead to a more realistic visualization of fishing-net simulations. In this paper, we propose a new mass-spring model for a fishing-net and a method to simplify the calculation equations for a real-time simulation of a fishing-net model. Our 3D mass-spring model presents a mesh-structure similar to a typical mass-spring model except that each intersection point can have different masses. The motion of each mass is calculated periodically considering additional dynamics. To reduce the calculation time, we attempt to simplify the mathematical equations that include the effect of the tidal-current and buoyancy. Through this research, we expect to achieve a real-time and realistic simulation for the fishing net.

  • China is one of the countries in which flood occurs most frequently in the world and with the current economic growth; flood disaster causes more and more economic losses. Chinese government pays more attention to flood monitoring and assessment by space technology. Since1983, NOAA(AVHRR), Landsat-TM, LANDSAT-ETM+, JERS-1, SPOT, ERS-2, Radarsat-1, CBERS-1, Envisat have been used for flood monitoring and assessment. Due to the bad weather conditions during flood, microwave remote sensing is the major tools for flood monitoring. Envisat is one of the best satellite with powerful SAR. Its application for flood monitoring has been studied and its near real time(NRT) application can be realized on the basis of real-time delivery of image. During the 2005, 2006 and 2007 flood seasons, over the 31 NRT flood monitoring based on Envisat, had been carried out in Yangtze, Songua, Huaihe, pearl river basin. The result shows that Envisat SAR is very useful data source for flood disaster monitoring and assessment.
