화학물질 위험성 평가 시 건강영향 기준값의 단계적 적용에 관한 고찰 (Study on the Tiered Applicability of Health-Based Reference Value in Chemical Risk Assessment)

  • Objectives: For chemical risk assessment in workplaces, it is necessary to determine a reference value through hazard assessment. In general, OEL (Occupational Exposure Limit) is used for this value. However, since chemicals with OEL were not enough, the concept of DNEL (Derived No Effect Level) was introduced in chemical safety assessment. In this study, the possibility and approach of applying DNEL for chemical risk assessment in domestic workplaces were investigated. Methods: The characteristics of OEL and DNEL were investigated. In addition, ACGIH TLV and GESTIS DNEL were compared and the corresponding scopes were analyzed among the chemical substances notified in South Korea. Results: OEL and DNEL are similar concepts reflecting reference values that should not be exposed based on health effects. While their evaluation and derivation are determined based on similar information and procedures, they may vary depending on the responsible actor, data availability, principles of judgment, and more. As a result of the comparative analysis of ACGIH TLV and GESTIS DNEL, it was confirmed that there is some correlation between TWA and DNEL. The conservatism of DNEL was around 50%. Additionally, it was found that the available range of DNEL among chemicals in South Korea is considerable. Conclusions: This study showed that DNEL can be applied when assessing the risk of chemical substances in domestic workplaces considering several regards. However, since this is not the same level as OEL, we have proposed a proper approach to carry out risk assessment step by step.

Strategies to Assess Occupational Exposure to Airborne Nanoparticles: Systematic Review and Recommendations

  • In many industrial sectors, workers are exposed to manufactured or unintentionally emitted airborne nanoparticles (NPs). To develop prevention and enhance knowledge surrounding exposure, it has become crucial to achieve a consensus on how to assess exposure to airborne NPs by inhalation in the workplace. Here, we review the literature presenting recommendations on assessing occupational exposure to NPs. The 23 distinct strategies retained were analyzed in terms of the following points: target NPs, objectives, steps, "measurement strategy" (instruments, physicochemical analysis, and data processing), "contextual information" presented, and "work activity" analysis. The robustness (consistency of information) and practical aspects (detailed methodology) of each strategy were estimated. The objectives and methodological steps varied, as did the measurement techniques. Strategies were essentially based on NPs measurement, but improvements could be made to better account for "contextual information" and "work activity". Based on this review, recommendations for an operational strategy were formulated, integrating the work activity with the measurement to provide a more complete assessment of situations leading to airborne NP exposure. These recommendations can be used with the objective of producing homogeneous exposure data for epidemiological purposes and to help improve prevention strategies.

IMO 2세대 선박 복원성 기준에 따른 서프라이딩/ 브로칭 취약성 기준 검증을 위한 계산 코드 개발 (Development of a Computation Code for the Verification of the Vulnerability Criteria for Surf-riding and Broaching Mode of IMO Second-Generation Intact Stability Criteria)

  • Recently, the Sub-Committee on SDC (Ship Design and Construction) of IMO have discussed actively the technical issues associated with the second-generation intact stability criteria of ships. Generally, second generation intact stability criteria refer to vulnerability five modes ship stability which occurs when the ship navigating in rough seas. As waves passes the ship, dynamic roll motion phenomenon will affect ship stability that may lead to capsizing. Multi-tiered approach for second generation of intact stability criteria of IMO instruments covers apply for all ships. Each ship is checked for vulnerability to pure loss of stability, parametric roll, and broaching/surf-riding phenomena using L1(level 1) vulnerability criteria. If a possible vulnerability is detected, then the L2(level 2) criteria is used, followed by direct stability assessment, if necessary. In this study, we propose a new method to verify the criteria of the surf-riding/broaching mode of small ships. In case, L1 vulnerability criteria is not satisfied based on the relatively simple calculation using the Froude number, we presented the calculation code for the L2 criteria considering the hydrodynamics in waves to perform the more complicated calculation. Then the vulnerability criteria were reviewed based on the data for a given ship. The value of C, which is the probability of the vulnerability criteria for surf-riding/broaching, was calculated. The criteria value C is considered in new approach method using the Froude-Krylov force and the diffraction force. The result shows lower values when considering both the Froude-rylov force and the diffraction force than with only the Froude-Krylov force was considered. This difference means that when dynamic roll motion of ship, more exact wave force needs considered for second generation intact stability criteria This result will contribute to basic ship design process according to the IMO Second-Generation Intact Stability Criteria.

Mobile Ad Hoc 네트워크를 위한 계층적 오버레이 멀티캐스트 구조 연구 (A Study on Hierarchical Overlay Multicast Architecture in Mobile Ad Hoc Networks)

  • 오버레이 네트워크는 하부계층의 네트워크에 변화가 있어도 응용계층의 트리에는 변화를 줄 필요가 없으며, 오버레이 네트워크가 멀티캐스트를 지원하지 않는 노드들이 존재하는 환경에서도 만들어질 수 있게 해준다. 오버레이 프로토콜은 동적인 그룹을 모니터링하는 반면, 하부계층의 유니캐스트 프로토콜은 동적인 네트워크를 책임짐으로써, 동적인 환경에서도 제어 오버헤드를 줄이고, 프로토콜의 오퍼레이션을 안정적으로 만든다. 그러나, 만약 오버레이 멀티캐스트 프로토콜이 구성원의 위치정보를 모른다면, 효율적인 멀티캐스트 트리를 만드는 것은 매우 어렵다. 그래서, 위치정보를 이용한 계층적 오버레이 멀티캐스트 구조(HOMA: Hierarchical Overlay Multicast Architecture)를 본 논문에서 제안한다. 제안된 구조는 멀티캐스트에 참여하는 호스트들만으로 정적인 지역을 기반으로 동적 그룹을 만들어서 상위 계층에서는 그룹을 대표하는 호스트들 간의 오버레이 멀티캐스트 망을 형성하근 하위 계층에서는 지역에 속한 멀티캐스트 호스트들 간의 멀티캐스트를 지원하는 응용 계층의 2-계층 오버레이 멀티캐스트이다. 이것은 GPS를 사용하고, 지리적 영역을 활용하며 노드의 이동에 크게 영향을 받지 않는 지역 기반의 상위 계층의 오버레이 멀티캐스트 트리를 보여준다. 시뮬레이션 결과는 멀티캐스트의 효율성의 문제를 효과적으로 해결하였음을 보여준다.

Comparison of International Guidelines of Dermal Absorption Tests Used in Pesticides Exposure Assessment for Operators

  • The number of farmers who have suffered from non-fatal acute pesticide poisoning has been reported to vary from 5.7% to 86.7% in South Korea since 1975. Absorption through the skin is the main route of exposure to pesticides for farmers who operate with them. Several in vitro tests using the skins of humans or animal and in vivo tests using laboratory animals are introduced for the assessment of human dermal absorption level of pesticides. The objective of this study is to evaluate and compare international guidelines and strategies of dermal absorption assessments and to propose unique approaches for applications into pesticide registration process in our situation. Until present in our situation, pesticide exposure level to operator is determined just using default value of 10 as for skin absorption ratio because of data shortage. Dermal absorption tests are requested to get exposure level of pesticides and to ultimately know the safety of pesticides for operators through the comparison with the value of AOEL. When the exposure level is higher than AOEL, the pesticide cannot be approved. We reviewed the skin absorption test guidelines recommended by OECD, EFSA and EPA. The EPA recommends assessment of skin absorption of pesticides for humans through the TPA which includes all the results of in vitro human and animal and animal in vivo skin absorption studies. OECD and EFSA, employ a tiered approach, which the requirement of further study depends on the results of the former stage study. OECD guidelines accept the analysis of pesticide level absorbed through skin without radioisotope when the recovery using the non-labeled method is within 80~120%. Various factors are reviewed in this study, including the origin of skin (gender, animal species and sites of skin), thickness, temperature and, etc., which can influence the integrity of results.

주요국의 수급불안정 의약품 관리제도에 관한 고찰과 한국에의 시사점 (Policies to Manage Drug Shortages in Selected Countries: A Review and Implications)

  • 의약품 부족은 전 세계적으로 보건학적 위험을 초래할 수 있는 문제이다. 본 연구의 목적은 미국, 캐나다, 일부 유럽 국가에서 국가의 의약품 부족에 대응하는 정책을 비교하고, 시사점을 도출하고자 하였다. 본 연구는 'drug shortage'와 'stock-out'와 같은 키워드를 사용하여 검색엔진과 구글학술검색을 통해 검색된 보고서 및 논문들을 검토하였다. 미국은 의약품 제조 중단에 대한 보고시스템을 구축하고, 의약품 공급망 관리의 중요성을 강조하고 있다. 또한 의약품 부족에 대한 대응체계를 마련하고자, 정부부처와 민간기관 간 의약품 부족 테스크포스를 설립했다. 캐나다는 중앙 및 지방 정부, 민간 부문의 대표를 참여시켜 의약품 부족에 관한 이해관계자 운영위원회를 설립하고, 의약품 부족 문제에 대해 단계적 접근방식을 채택하고 있다. 유럽의약품청(European Medicines Agency)은 2019년 유럽 경제 지역(European Economic Area)의 의약품 부족 커뮤니케이션에 대한 지침을 발표하였다. 외국에서는 의약품 부족을 모니터링하고 적시에 대응하기 위해 다양한 이해관계자 간의 의사소통에 중점을 두고 있다는 점을 확인하였다. 국내에서도 의약품 수급불안정 문제가 지속되는 만큼, 전담조직을 구성하고 가이드라인을 마련하며, 정부, 제약사, 의약품 유통사 등 민간부문의 협의와 조정을 통해 문제를 개선하는 것이 필요하다.
