에너지전환과 지방정부의 역할: 문재인 정부의 재생에너지 정책을 중심으로 (Energy Transition and Roles of Local Governments: Renewable Energy Policy under the Moon Jae-in Administration)

  • In December 2017, the Moon Jae-in administration announced a major policy shift away from nuclear and coal, committing itself to the vision of creating a society where renewable sources account for 20% of its electricity generation by 2030. This energy transition involves not just a technical transition from conventional energy sources to renewable energy but also active participation of multiple stakeholders in the energy governance. While energy policy making has long been dominated by the central government in Korea with the aim of managing the supply for rapid industrialization and economic growth, the Moon administration aims to diffuse the central government's authority across various actors in society. Among those actors, this study focuses on the roles that local governments play in energy transition. Despite deepening local autonomy since 1995, Korean local governments have remained policy targets or recipients in the energy policy domain. This article discusses how such a traditional role has evolved under the new administration's energy transition policy and examines what challenges and limitations local governments face in creating a more decentralized energy governance system.

Comparative Analysis of the Role of Business Improvement Districts (BIDs) according to the Characteristics of Business Districts - Based on a case study on BIDs in London, UK -

  • London's BID, introduced in the early 2000s, has grown significantly to fill the gap between government services which have been decreased by the global recession and localism, and the demand for better services to strengthen competitiveness on a global level. Based on this background, this study comparatively analysed two BIDs in London with contrasting regional characteristics to find how BID works differently for the regeneration and sustainable development of regional business districts according to regional characteristics. As a result, the two BIDs ultimately had the goal of improving the local business environment and strengthening the competitiveness of local businesses and had a common point of working in close partnership with the public sector such as the local government. However, depending on the local situation and characteristics, it has been observed that there are differences in the strategies of work and the roles and relationships in the partnership with the public sector.

  • 본 연구는 도로상에 설치, 유지·관리되는 교통안전시설 관련업무체계의 개선방안을 모색함에 그 목적이 있다. 현재 교통안전시설 관련업무는 예산과 대다수 인력은 지방자치단체에서 지원되나, 업무의 주관은 중앙행정기관인 경찰이 수행하는 이원화된 체계로 인하여 많은 문제점이 유발되고 있다. 본 논문에서는 델파이기법을 이용하여 교통안전시설 관련 업무체계의 문제점을 분석하고 개선방안을 제시하였다. 설문결과는 설문대상자 전체 또는 이해관계그룹별로 분석하였으며, 다차원척도법을 이용하여 하나의 지각도상에 표현하여 분석하기도 하였다. 이러한 분석결과를 토대로 할 때, 교통안전시설 관련업무체계는 일원화되어야 하는 바, 구체적으로는 지방자치단체내에 전문기관이 설립, 운영되는 것이 최적대안으로 제시되었으며, 교통경찰을 지방경찰화하는 것이 차선대안으로 제시되었다.

Analysis of the Effect of Local Universities on the Local Economy - Based on the Daranee Analysis -

  • As a result of this study, the income generation effect of local universities on the local economy through the Daranee (1976) model was found to be 110.9 billion won (direct and indirect income 78 billion won, induced income 32.9 billion won). In the case of Korea, it has been verified through a number of previous studies that local universities play a role in preventing the outflow of local talent to the metropolitan area. Considering this, it seems that the government should make bold investments to foster local universities in terms of balanced national development. This is because the movement of local talents to the metropolitan area not only undermines the growth potential of the provinces and undermines the basis for regional existence, but also creates a vicious cycle that hinders balanced national development. To break this vicious cycle, the development of local universities is very important. It is judged that the horizon of balanced national development will be opened when local universities revitalize the local economy through the government's bold investment in local universities and are reborn as entities that provide various services based on the facilities and equipment of local universities.

The Role of Government Expenditure and Investment for MSME Growth: Empirical Study in Indonesia

  • In Indonesia, micro-, small- and medium-sized enterprises (MSMEs) are introduced to increase income by providing many easier jobs to improve economic growth. They have also been reported to be generally supportive of the local industry. The government policies on investment and expenditure have the ability to promote MSMEs and economic growth. Therefore, this research was conducted to analyze the theoretical background and empirical study to investigate government's role to promote MSMEs growth in Indonesia. The secondary data after the 2008 global financial crisis recorded quarterly from 2009 to 2019 Q3 were analyzed using the Ordinary Least Square (OLS) regression model. The results showed government expenditure has a positive and significant contribution to small- and medium-sized enterprises, but the effect was not significant for micro-businesses. Meanwhile, the investment sector was discovered to have a positive and significant effect on MSMEs. The policy implications of the Indonesian government are expected to focus on its expenditure's role as the most important factor for "social-economic protection of the community" through micro-enterprises, which are numerous and more attached to the real community economic-social life. Therefore, the existence of micro-businesses is very helpful for the lower classes despite their high vulnerability to crisis.

우리나라 정부간 재정관계의 실증분석 (Empirical Analysis on Intergovernmental Financial Relations in Korea)

  • 본 연구는 우리나라 정부간 재정관계가 어떤 상태에 있는지, 그리고 우리나라 정부간 재정관계에 대한 적실성 있는 이론이나 모형을 모색하고자 하였다. 정부간 재정관계 모형을 집권모형, 관리 분권모형, 협력 분권모형, 경쟁 분권모형으로 분류하고, 우리나라 정부간 재정관계를 정부간 권력관계, 중앙/지방간 역할분담, 재원배분이라는 기준을 통해 실증 분석하였다. 분석 결과 우리나라 정부간 재정관계는 전반적으로 관리 분권모형에 해당한다고 볼 수 있으며, 점차 협력 분권모형으로 옮겨가고 있는 추세이다.

  • Performance measurement systems based on the principle that "if you can't measure it, you can't manage it" reinforce a short-term culture by focussing on tangible outputs. Instead, the focus of organisations should be on sustainable long-term performance through continuous systemic improvement. To establish and reinforce behaviours that drive systemic improvement, measurement and reporting systems need to be de designed to re-enforce work to role behaviour by managers. This paper discusses this concept and how it is being applied in practice through an ongoing action research project.

The Determinant Factors of Development Batik Cluster Business: Lesson From Pekalongan, Indonesia

  • The study examines how business conditions, demand conditions and the role of government can influence the development of batik clusters in Pekalongan. This research is expected to be able to provide recommendations for both employers and local governments in order to help in optimizing the development of batik clusters. The research applied a quantitative research by engaging multiple regression analysis as an effort to understand the effect of the relationship between independent and dependent variables. In addition, this research was conducted in three largest batik clusters in Pekalongan, Indonesia namely batik cluster of Pasindon, Kauman, and Jenggot. These results indicate that business conditions positively affect the batik clusters development. It implies that the greater both business conditions in a cluster will lead the better the development. Indeed, the demand conditions also have an impact on the cluster development. This finding remarked that demand conditions are variable that need to be considered to development of batik cluster. Lastly, Government's role is confirmed that positively related to the Development of Batik Clusters. It implies that the more active the government's role in a cluster will have a good impact on the development of the cluster in certain area.

지역사회 노인을 위한 종교시설의 활용 가능성 - 교회의 노인 복지 활용성을 중심으로 (Utilizing Religious Facility Space for Neighborhood Elderly - Churches for elderly welfare)

  • Purpose: Religious facilities often intend to contribute to surrounding neighborhood and local community. While motivated by religious aims, churches can play a role in social welfare for elders in local community. It is obvious that the role will be different from official social welfare services from government and this study aims to examine the possibility of churches in the role of elderly social welfare in terms of space and program. Methods: Researchers interviewed management of four existing welfare programs by churces in order to understand operation of social welfare program for elders by churches. The second step was case study of four churches in Suwon City area. The potential for social welfare space use for elders was examined. Results: Researchers found the role of churches in providing welfare relevant programs and services but its function is not well established yet. Financial support is needed and another support is need from welfare experts. Implications: While churches has not well established the role in elderly welfare in local communities, churches can further develop welfare services utilizing space, manpower, and activity programs.
