The Problems and Improvements of Process to Predict Fire Risk of a Building in Performance Based Design (성능위주설계에서 화재위험성 예측 과정의 문제점 및 개선방안)

  • Performance based design(PBD) is the method to make a fire safety design against them after predicting the factors of fire risk in a building. Therefore, predicting fire risk in a building is very important process in PBD. For predicting fire risk of a building, an engineer of PBD must consider various factors such as ignition location, ignition point, ignition source, first ignited item, second ignited item, flash over, the state of door and fire suppression system. But, it is difficult to trust fire safety capacity of the design because the process in Korea' PBD is unprofessional and unreasonable. This paper had surveyed some cases of PBD that had been made in Korea to find the problems of the process to predict fire risk. And it have proposed the improvements of process to predict fire risk of a building.

  • The purpose of this study is to improve the fire safety characteristic of the FRP vessel. In this study, we analyzed the fire accidents of FRP vessel and investigated the ruels of domestic and other country for the structural fire protection standard of FRP vessel. We suggested the fire-retardent resin quality standard, and the improvement program for fire safety of FRP vessel.

Analyzing Safety Factors of Swimming Pool

  • Purpose: Swimming industry is improving faster than the other types of sport industries and populations of participating swimming are promptly increasing. Lack of recognition of fire safety in swimming facilities is issues related-studies has only recently begun to pay attention. This study is to review and extract fire safety factors for managing swimming pool. Research design, data, and methodology: The study reviewed related-ordinances, governmental documents, and studies discussing safety management of sport facility. Given the literature review, the study produced an initial construct presenting items and factors including fire safety elements and experts' review were conducted to ensure conceptual validity. Finally, the study generated the final factors and subitems representing fire safety elements for swimming pool management. Results: The study confirms factors and elements as follows: the study identifies fire safety equipments as first factors presenting fire extinguisher' place, its proper run, check list and so forth, Second factor is warning system including fire warning equipment, its proper operation, sprinkler and its proper operation, switch and lamp of emergency panel and their proper run and so on. Third factor is evacuation system including a fire exit, exit sign, broadcasting equipment, and their proper operation, and so on. The other factors are an electronic equipment and its subelements, gas management including safety management of LPG, gas valve, pipe, and fire prevention facility including a fire door and its proper operating. Conclusions: Regarding safety management of swimming pool, further discussions and implications were made, and future directions for related-studies were discussed.

Analysis of Unwanted Fire Alarm Signal Pattern of Smoke / Temperature Detector in the IoT-Based Fire Detection System (IoT 기반 화재탐지시스템의 연기 및 온도감지기 비화재보 신호 패턴 분석)

  • Fire-alarm systems are safety equipment that facilitate rapid evacuation and early suppression in case of fire. It is highly desirable that fire-alarm systems have low false-alarm rates and are thus reliable. Until now, researchers have attempted to improve detector performance by applying new technologies such as IoT. To this end, IoT-based fire-detection systems have been developed. However, due to scarcity of large-scale operational data, researchers have barely studied malfunctioning in fire-alarm systems or attempted to reduce false-alarm rates in these systems. In this study, we analyzed false-alarm rates of smoke/temperature detectors and unwanted fire-alarm signal patterns at K institution, where Korea's largest IoT-based fire-detection system operates. After analyzing the fire alarm occurrences at the institution for five years, we inferred that the IoT-based fire-detection system showed lower false-alarm rates compared to the automatic fire-detection equipment. We analyzed the detection pattern by dividing it into two parts: normal operation and unwanted fire alarms. When a specific signal pattern was filtered out, the false-alarm rate was reduced to 66.9% in the smoke detector and to 46.9% in the temperature detector.

Some Considerations for the Fire Safe Design of Tall Buildings

  • In any subject area related to the provision of safety, failure is typically the most effective mechanism for evoking rapid reform and an introspective assessment of the accepted operating methods and standards within a professional body. In the realm of tall buildings the most notable failures in history, those of the WTC towers, widely accepted as fire induced failures, have not to any significant extent affected the way they are designed with respect to fire safety. This is clearly reflected in the surge in numbers of Tall Buildings being constructed since 2001. The combination of the magnitude and time-scale of the WTC investigation coupled with the absence of meaningful guidance resulting from it strongly hints at the outdatedness of current fire engineering practice as a discipline in the context of such advanced infrastructure. This is further reflected in the continual shift from prescriptive to performance based design in many parts of the world demonstrating an ever growing acceptance that these buildings are beyond the realm of applicability of prescriptive guidance. In order for true performance based engineering to occur however, specific performance goals need to be established for these structures. This work seeks to highlight the critical elements of a fire safety strategy for tall buildings and thus attempt to highlight some specific global performance objectives. A survey of tall building fire investigations is conducted in order to assess the effectiveness of current designs in meeting these objectives, and the current state-of-the-art of fire safety design guidance for tall structures is also analysed on these terms. The correct definition of the design fire for open plan compartments is identified as the critical knowledge gap that must be addressed in order to achieve tall building performance objectives and to provide truly innovative, robust fire safety for these unique structures.

Fire Safety Education Programs for Preventing Fire Accident of Young Children (유아 화재사고 예방을 위한 화재안전 교육프로그램 개발 방향 탐색)

  • The purpose of this study is to explore appropriate fire safety education programs for young children by both examining the actual damage condition and problems associated with fire accident in young children and considering fire safety education programs in America and legal basis for fire safety education in Korea. The results are as follows. First, the mortality of young children by fire accident in Korea is higher than that of U.K, Germany, and Sweden. Second, it is defined by the Child Welfare Law in Korea to implement the mandatory fire safety education for young children in kindergarten and preschool programs. Third, in order to activate fire safety education programs for young children, the fire safety education needs to be suitable for children's developmental characteristics, and various audiovisual materials and activity programs should be developed and provided. Fourth, fire safety education both for early childhood teachers and parents needs to be interrelated and systemized to reduce the risk of fire accident.

Evacuation Safety Evaluation for Apartment Complexes and Officetel under Floors (공동주택 및 오피스텔 지하층에 대한 피난 안전성 평가)

  • Human and material damage can be reduced if the risk is evaluated by engineering analysis of fire combustion products, smoke concentration, and smoke movement speed in the event of a fire in apartment houses and officetels. In this study, a lot of research on related safety evaluation in the basement needs to be studied and reflected in design, so experimental research was conducted to analyze the flow of smoke through computer simulation and provide analysis data through evacuation safety evaluation. First of all, the five-story underground parking lot subject to simulation has a large floor area, which is advantageous for improving evacuation safety performance, but it uses temperature detectors to increase detection time and fire spread speed. Second, it was analyzed that the evacuation time at all evacuation ports did not exceed the evacuation time, and as the time from the start of evacuation to the evacuation time was 216.9% compared to the travel time, it was evaluated that the safety performance of the evacuation was secured. Third, the above simulation results are a comprehensive safety evaluation based on the non-operation of fire extinguishing facilities in the fire room to increase safety, which means that smoother evacuation safety performance can be secured by linking fire extinguishing facilities.

Study on the Effect of Life Safety Awareness and Safety Behaviors of Fire Professional Engineers on Life Safety (소방기술사의 안전의식, 안전행동과 인명안전과의 관계 연구)

  • In the present study, a group of subjects consisting of "Fire Professional Engineers" was selected to examine the effects of life safety awareness and safety behaviors of the subjects on life safety through an analyses of the descriptive statistics, factors, reliability, and correlation; simple regression and three-stage regression analyses on mediation were also carried out based on the hypotheses developed. The results showed that the degree of safety behavior increased by 72.1% in accordance with the increased safety awareness of fire professional engineers; the life safety was also increased by 61.5% and 64.5% by the increases in safety awareness and safety behavior of fire professional engineers, respectively. In addition, the safety behaviors demonstrated a partial mediatory effect in the relationship between safety awareness and life safety. All hypotheses (H1, H2, H3, H4), established for the present study, were accepted based on statistical verifications that justified an amendment of the Acts pertinent to firefighting service focusing on life safety; the data are expected to be exploited to reflect significance of life safety.

Development of U-Building Fire Safety Management System (U-건물 화재안전관리 시스템 개발)

  • Ubiquitous computer technology (U technology) is continually, and the trend is moving towards the miniaturization of devices, cost reduction, performance enhancement, and intelligence. It is important to improve fire safety system by the application of advanced IT technologies. In this study, a vulnerable point in fire safety was selected for improvement by U technology. The structure of the whole system and a unit system was were designed. This system is divided into 5 parts: the U-fire protection facility management system, the U-fire safety information system, the U-fire safety education system, the U-fire response system, and the U-wide area fire safety management system. The prototype system was constructed in a real building to confirm the applicability of the system.

Study on the Status of Fire Safety Management in Elderly Welfare Facilities (노인복지시설의 소방안전관리실태에 관한 연구)

  • Elderly welfare facilities are extremely susceptible to mass casualties in disastrous situations, such as fire, due to the limited physical and mental abilities of their residents. This study examined the status of fire safety management, including the structural problems of elderly welfare facilities, problems of the installation and management of firefighting systems, and problems regarding of fire safety managers. After the Sejong Medical Welfare Facility fire, these problems have been complemented by retrofitting firefighting systems in accordance with the revision of the relevant laws and regulations. On the other hand, the overall status of fire safety management is still insufficient. Therefore, it is important to improve the stability of buildings and firefighting systems as well as fire safety management through additional revision of the relevant laws and regulations.
