Accidents involving children are an important cause of death and disability. They also have enomorous financial implications. In order to prevent childhood accidents, research and education for safety should be strengthened. The purpose of this study was to determine how often young children have accidents and what factors affect the accident rate. The sample consisted of 771 children who were in the second, third and forth grades of two elementary schools located in Kyung-gi Province. One school had students from middle class families living in apartment complexes and the other, students from lower income families mainly living in single houses. The questionnaires included items on the occurance of accidents and the parents' attitudes regarding accidents during the academic year from March 1997 to February 1998. The Questionnaires were distributed to conventiently selected students to be compeleted by their parents and collected during the period of May 28, to June 6, 1998. The data were analyzed using SAS PC statistical package. The results of the study are as follows ; 1. Of 771 student subjects, 393 had 887 accidental injuries during the study period. 2. The month, the day and the time with the highest accident rate were May, Sunday, and between 1 and 4 p. m. each. 3. In the analysis of the location where the injury took place, the most frequent place was on around their homes followed by school and, then, inside the home 4. Most of the accidents were caused by carelessness on the part of the children and the most frequent type of injury was an abrasion. 5. Children most injured their legs 6. They were treated at home most often and usually emergency treatment was performed by family members with, disinfection being the main type of first aid. Cost of the treatment ranged from 8,000 to 20,000 won in most cases. 7. House type and parents' education level were statistically significant in chi-square analysis. 8. Parents educate their children about traffic safety most frequently followed by fire safety and, then, prevention of violence. 9. Parents think that prevention of violence should be the most important part of injury prevention education both at school and home. 10. To identify factors related to accident occurrence, multiple logistic regression was performed and the main factors were birth order and house type.

In the case of a pedestrian traffic accident, it has a large-scale danger directly connected by a fatal accident at the time of the accident. The domestic ITS is not used for intelligent risk classification because it is used only for collecting traffic information despite of the construction of good quality traffic infrastructure. The CNN based pedestrian detection classification model, which is a major component of the proposed system, is implemented on an embedded system assuming that it is installed and operated in a restricted environment. A new model was created by improving YOLO's artificial neural network, and the real-time detection speed result of average accuracy 86.29% and 21.1 fps was shown with 20,000 iterative learning. And we constructed a protocol interworking scenario and implementation of a system that can connect with the ITS. If a pedestrian accident prevention system connected with ITS will be implemented through this study, it will help to reduce the cost of constructing a new infrastructure and reduce the incidence of traffic accidents for pedestrians, and we can also reduce the cost for system monitoring.

The Government presented improvement plans such as "Traffic Accident Frequent Point" and "Hazardous Roads" to reduce traffic accidents on the increase after 1980s. In case of the hazardous roads, they are expressed by grades which are marked by geometric elements such as width, radius, grade. sight distance. and other environmental factors. As each business for improving roads goes by only focusing on improvement of geometric elements, excessive expense can be invested too much nowadays causing economical waste. Therefore, as improvement plans approached by economic access are needed, this paper shows the cost-effective improvement of the business to keep safety related to traffic accident and economical waste. The hazardous roads which authorized by Gwang-ju National Road Preservation Office of Construction and Transportation Ministry in 1995 for business for improvement of roads, were investigated before 1999. First of all, estimating traffic accident models are presented by using existed data statistically. The models help to maximize traffic accident decrease through control of the presented factor. Secondly, optimum construction cost of improvement is presented to prevent overcapitalization. However, this paper is limited because it was difficult to sort the data with various areas and to approach various ways.

Intelligent transport services on smart roads tend to have a problem at the stage of benefit-cost analysis that can not secure economic feasibility of the new services which increase early investment cost on building its infrastructure. It is expected that the number of road accidents, 'Incident/Accident', will decline through various safety services using intelligent safety facilities, intelligent transport management and so on, and that traffic congestion will also decrease. The effect of traffic congestion reduction could be the benefit by safety improvement, however current investment-analysis process in Korea does not appropriate it as a benefit. This study estimated road blocking time with 'Incident/Accident' classification and highway accident data of past three years. It also developed a generalized model by a regression analysis with a microscopical simulation. Furthermore, it suggested necessary units on quantitative analysis in order to make the developed model applicable to investment evaluation. As a result of applying the developed model to Smart-Highway Project, it showed that total safety improvement benefit is about 139 billion dollars over 30 years when it is supposed that accident decreasing rate by smart safety facilities is 10%.

In this paper, we propose a novel traffic safety system designed to reduce pedestrian traffic accidents and enhance safety on university campuses. The system involves real-time detection of vehicle speeds in designated areas and the interaction between vehicles and pedestrians at crosswalks. Utilizing the YOLOv5s model and Deep SORT method, the system performs speed measurement and object tracking within specified zones. Second, a condition-based output system is developed for crosswalk areas using the YOLOv5s object detection model to differentiate between pedestrians and vehicles. The functionality of the system was validated in real-time operation. Our system is cost-effective, allowing installation using ordinary smartphones or surveillance cameras. It is anticipated that the system, applicable not only on university campuses but also in similar problem areas, will serve as a solution to enhance safety for both vehicles and pedestrians.

To cope with traffic congestion, traffic accidents and lack of parking facilities, caused by dramatic increase in total vehicle number, vigorous researches on managing vehicles efficiently are done, both domestically and internationally. The vehicle license plate recognition makes effective management of traffic possible, with its wide application in many fields, covering from speed enforcement, collecting toll, stolen vehicle detection to parking management. The vehicle license plate recognition system causes high cost for collecting training data. Many researches are done by using the virtual sample method, which can be effective for utilizing limited number of training data by generating virtual sample. This paper investigates techniques to improve the performance of vehicle license plate recognition by using the training data's annexation. Also, popular methods for virtual sample creation used for text recognition algorithm are analyzed and their effectiveness is verified.
According to the statistics of traffic accidents over recent 5 years, traffic accidents during the night times happened more than the day times. There are various causes to occur traffic accidents and the one of the major causes is inappropriate or missing street lights that make driver's sight confused and causes the traffic accidents. In this paper, with smartphones, we designed and implemented a lane luminance measurement application which stores the information of driver's location, driving, and lane luminance into database in real time to figure out the inappropriate street light facilities and the area that does not have any street lights. This application is implemented under Native C/C++ environment using android NDK and it improves the operation speed than code written in Java or other languages. To measure the luminance of road, the input image with RGB color space is converted to image with YCbCr color space and Y value returns the luminance of road. The application detects the road lane and calculates the road lane luminance into the database sever. Also this application receives the road video image using smart phone's camera and improves the computational cost by allocating the ROI(Region of interest) of input images. The ROI of image is converted to Grayscale image and then applied the canny edge detector to extract the outline of lanes. After that, we applied hough line transform method to achieve the candidated lane group. The both sides of lane is selected by lane detection algorithm that utilizes the gradient of candidated lanes. When the both lanes of road are detected, we set up a triangle area with a height 20 pixels down from intersection of lanes and the luminance of road is estimated from this triangle area. Y value is calculated from the extracted each R, G, B value of pixels in the triangle. The average Y value of pixels is ranged between from 0 to 100 value to inform a luminance of road and each pixel values are represented with color between black and green. We store car location using smartphone's GPS sensor into the database server after analyzing the road lane video image with luminance of road about 60 meters ahead by wireless communication every 10 minutes. We expect that those collected road luminance information can warn drivers about safe driving or effectively improve the renovation plans of road luminance management.

Recently, various alternatives for safety and efficiency of commercial vehicles have been considered, and one of the new alternatives is the application of a digital tachograph. In Korea, the installation of a digital tachograph to commercial vehicles was regulated from 2011 and Korea Transportation Safety Authority developed e-TAS to analyze the monitoring data from digital tachographs installed in the order of 100 commercial vehicles. This study performs the potential impact analysis of the DTG installation, which includes a trend of dangerous driving, a trend of traffic accidents and cost-effective analysis, a trend of fuel consumption and cost-effective analysis, a cost-effective analysis of social benefits using e-TAS data. Depending on the frequency of dangerous driving, the participants are divided into three groups; high-dangerous group, average-dangerous group and low-dangerous group. The high-dangerous driving group shows lower km/liter than the low-dangerous driving group by 15% for buses and taxis and by 30% for trucks. About $CO_2$ emission, the difference becomes bigger; 25%, 25% and 42% for buses, taxis and trucks, respectively. Although this study is a short-term period analysis, the methodology will be applicable for the long-term period analysis with larger data.

Continuous increase of traffic demand has caused confirmed congestion, fuel consumption, emission, safety, etc. as serious social problems at the present time. The Smart Highway Project has been conducted by the supervision of Ministry of Land, Transport and Maritime Affaire to solve such problems since 2007. The Smart Highway Project includes LDWS (Lane Departure Warning System), a system to prevent broadside collisions and accidents, as a sub-technology of road-vehicle associating technologies. This system warns drivers when their vehicle deviates from the lane where they are traveling at high-speed on the highway. In this paper, the LDWS was evaluated using CBA to analyze the socio-economic consequences. Estimated benefits include reduction of accidents and convenience of drivers. In addition, the economics according to the distribution rate is various when it comes to Lane Departure Warning Technology, the economics of both cases - positive scenario and negative scenario, which was analyzed. As a result, the Benefit-Cost ratio(B/C) of negative scenario showed 0.97 in 2020 and 1.36 in 2030 while B/C ratio of the positive scenario showed 1.04 in 2020 and 1.59 in 2030, which indicated that the higher distribution rate is, the higher the economics generates. Therefore, it is judged that the introduction of Lane Departure Warning Technology will result in high economics.
The dangerous impact on the traffic flows of cars is caused by no only the construction on the street but diverse construction sites. This in turn substantially influence on the citizens and pedestrians, thereby bring about the possibility of giant incidents. As the countermeasure for the problem in advanced countries, particularly in Japan "traffic inducement security system" has been implemented. It is analyzed that the death toll from traffic accidents has considerably declined. In the case of South Korea the system has not been administered but restrictively executed at some construction sites; however proceeding it with the lack of professionalism. The introduction of traffic inducement security system would be the opportunity for South Korea to make a progress in the safety culture such as traffic security and traffic jam. This study thus aims at analyzing the advanced countries' cases, conducting comparative analysis with Korea's scheme, and establishing the plan to adopt the traffic inducement security system. Through the output of this study followings were proposed as plans of introducing the traffic inducement security system. First of all, legal assessments regarding traffic inducement operation, for example adding the operation of the system into the category of security service, need to be preceded prior to its introduction secondly, the traffic inducement security is the institution which can contribute to the improvement of traffic safety, and also internalizing social cost. therefore, it needs to be equipped with the new qualification such as the instruction with the standardized traffic safety map, instruction system, curriculum and the publication of teaching materials. thirdly, the education for the guard should be proceeded with dividing academic and technical ones with specific curriculum. At the fourth, the securement of the venue for the driving training, the determination on technical instruction contents and the training professional instructor needs for the method of administration. In addition, the efforts on the overal standardization of traffic inducement security is necessary, and it also requires constant collaboration among private security industry, academia, professionals, relavant research institutes, etc. At the last but the least, henceforth it is prerequisite that the networking system with a diverse array of associated entities due to its social ripple effect and job creation effect.
