  • This study is a comprehensive analysis of housing policy for our country, that is divided into the capital area and several regions. Also discussed, are ways to establish more new housing policies, which are based on this government's housing policy.

Forecast and Demand Analysis of Oyster as Kimchi's Ingredients (김장굴의 수요 분석 및 예측)

  • This paper estimates demand functions of oyster as Kimchi's ingredients of capital area, other areas excluding a capital area, and a whole area in Korea to forecast its demand quantities in 2011~2015. To estimate oyster demand function, this paper uses pooled data produced from Korean housewives over 30 years old in 2009 and 2010. Also, this paper adopts several econometrics methods such as Ordinary Least Squares and Feasible Generalized Least Squares. First of all, to choose appropriate variables of oyster demand functions by area, this paper carries out model's specification with joint significance test. Secondly, to remedy heteroscedasticity with pooled data, this paper attempts residual plotting between estimated squared residuals and estimated dependent variable and then, if it happens, undertakes White test to care the problem. Thirdly, to test multicollinearity between variables with pooled data, this paper checks correlations between variables by area. In this analysis, oyster demand functions of a capital area and a whole area need price of the oyster, price of the cabbage for Gimjang, and income as independent variables. The function on other areas excluding a capital area only needs price of the oyster and income as ones. In addition, the oyster demand function of a whole area needed White test to care a heteroscedasticity problem and demand functions of the other two regions did not have the problem. Thus, first model was estimated by FGLS and second two models were carried out by OLS. The results suggest that oyster demand quantities per a household as Kimchi's ingredients are going to slightly increase in a capital area and a whole area, but slightly decrease in other areas excluding a capital area in 2011~2015. Also, the results show that oyster demand quantities as kimchi's ingredients for total household targeting housewives over 30 years old are going to slightly increase in three areas in 2011~2015.

A Study of Unregistered Manufacturing Plants: Their Problems and Alternative Policies (首都圈 無登錄工場 問題와 對策에 관한 硏究)

  • The purpose of this study is to examine the increasing number of unregistered manufacturing plants and related problems, and to recommend alternative solutions to the problems. Data are obtained from a field survey of randomly selected small scale manufacturing plants in Seoul and its suburban cities. A total number or respondents are 533, and 416 of them are unregistered plants. The Capital Regional Planning has had a goal during last three decades to lead a balanced regional economic development by restriction manufacturing plants in the Capital Region and by encouraging them in other regions in the nation. It was 1984 when a comprehensive planning was established to achieve this goal. Sets of various regulations, by-laws and codes have been implemented to regulate manu-facturing activities in the Capital Region to achieve the goal. The region is divided into three sub-regions, and a different degree of regulations is applied to each sub-region. Only a certain types of industries are allowed in a particular sub-region. For instance, a plant manufacturing high-technology products could be allowed in the most urbanized sub-region. All manu-facturing plant in the Capital Region which has ares size of larger than 200"\;"$m^2$ is compulsory to register to the local government office. In practice, however, it is not common or sometimes almost impossible to get approval for many applicant manufacturers because of strict regulations. There have been increasing number of plants in the Capital Region during last several decades, despite the strict regulations. Many of those newly established plants are without formal registration at the local administration office. howerver. These are so called 'unregisterd' plants. Surveyed data and many government official data show that many of unregistered plants have been established in recent years. which indicate that current regulations are no longer effective. The number of unregistered plants are increasing tin the Capital Region because of many locational advantages in the region for plants, particularly those in small scale. Unregistered plants are the source of many problems, such as local water pollution or noise pollution in residential areas. There are also many administration problems, bed\cause they are not registered. The central government has attempted to cure the problems of unregistered plants. For example, the government allowed a unregistered plant to remain at present site for three ydars, if it met certain conditions in three years. However, this program was unsuccessful because many of those plants were not able to meet the concitions. Three times the government renewed the term for those which did not meet conditions since 1989, but it was afraid to be without success. There are many evidences that current policies to control manufacturing plants are not effective. The Capital Region must face mounting problems if ploicies are not reformed soon. This study suggests that the policy of the Capital Regional Planning has to be reoriented to provide more favorable policies for manufacturing plants in the Capital Region than current regulations which is aimed to restrict manufacturing activities. It is time to improve many existing problems in the region through reforms and of current regulations to foster unregistered plants. This study also proposes many smaller-area sub-divisions instead of current three large area sub-regions which is too broad to apply single kind of regulation, or codes. Flexible regulations and codes can be applied to such a small-area sub-divivisions based on location and industrial characteristics of the individual sub-divisions. It is necessary to provide decent industrial environment in the Capital Region, which is best equipped to provide many favorable industrial locational factors in the nation, thus this nation can be further prepared to compete in an inter-national market at an era of globalization in manufacturing.

Statistical Analysis of the Usage Type of Online Cremation Reservation Service in Funeral Information System : Focused on the Public Cremation Facilities of Incheon Metropolitan City

  • As of 2016, the cremation rates in the capital area are 91.2% in Incheon Metropolitan City, 87.5% in Seoul Special City, and 87.1% in Gyeonggi-do Province, of which Incheon has the highest rate, and cremation of general corpses through the online cremation reservation service of the funeral information system is continuously increasing every year. And as of 2017, the ratio of the cremation for those outside the jurisdiction (residents of other regions) among the users of public cremation establishment in Incheon, is about 32%. As the supply capacity is expected to reach the limit within several years due to the increase in demand for such a cremation facility, I would like to suggest a policy as follows. The expansion of cremation supply capacity by increasing the number of operations in the cremation furnace; The attractions of operating funds through contracts for joint use of the cremation facility with other local governments and investment funds for the expansion of cremation facilities; The plan for controlling the demand in cremation such as an increase in cremation charge for those outside the jurisdiction(residents of other regions), should be considered.

Regional Quality of Life Satisfaction and Life SOC Service Gap Analysis: A Case of Chungcheongnam-do (지역의 삶의 질 만족도와 생활SOC 서비스 격차분석: 충청남도를 사례로)

  • Despite the rapid economic growth, people's quality of life has not been improved and the regional and hierarchical disparities of it have deepened. We analysed regional differences in quality of life and it was found that non-capital regions, provinces and rural areas compared to Seoul and capital region, metropolitan cities, and urban areas respectively, show a relatively lower level of satisfaction in the quality of life. An in-depth analysis of Chungcheongnam-do province shows that the trend was similar to that of the national analysis. The quality of life satisfaction of the elderly was lower than that of the young and middle-aged, and this trend was similar regardless of region. Young people living in the Dong area showed high satisfaction with the quality of life than the middle-aged and elderly living in the Myeon area. It was observed the level of Life SOC services in urban areas have been better than the one in rural areas. However, there is no clear relationship between quality of life satisfaction and the expansion of Life SOC, therefore, it is difficult to argue that the government intervention to expand Life SOC will improve the citizen's quality of life satisfaction. The implication of the study is that the future supply policy of the Life SOC should be based on the detailed analysis of the impact on the environment, and linking with the development of various programs in progress rather than supplying a Life SOC that provides a single service. Furthermore, in rural areas it is essential to enhance user demand by combining several services in supply and to improve the efficiency of managing the services.

A Review on Multidecadal Coastal Changes at Funafuti, Tuvalu from 1897 to 2015

  • Tuvalu is a small reef islands country in the Pacific Ocean. Its coastal regions are very much dynamic due to the profound effects of tropical cyclones and sea level rise (SLR). However, research works on coastline dynamics of Tuvalu mainly cover its capital, Funafuti. Therefore, this review summarizes the extent of long-term coastal changes in different islets of Funafuti and on overall Tuvalu. In Funafuti, highly accreting areas are Te Afualiku, Fuafatu, Motugie, and Amatuku, and highly eroding areas are Fuagea and Tefala with the fully disappeared islet of Vasafua after 2005. However, in spite of different causes and supposition of scientists on disappearing these lands the accretion is more dominant than erosion which resulted in 7.3% net increase of land areas of Tuvalu over 117 years till 2015. Severe tropical cyclones mainly caused accretion of land areas by forming coral rubble rampart formation and further reworks and erosion to small sandy islands whereas frequent low-energy cyclones mainly caused erosion. Though, till now severe erosion of coastal areas are not evident by global SLR, islets of Funafuti experienced remarkable shoreline increase as formation of 30-40 m wide rubble rampart formation along 19 km in 1971 by tropical cyclone Bebe and net increase of area of 3.45 ha by tropical cyclone Pam in 2015. In spite of such overall accretion of coastal areas several scientists suspect drowning of its areas in future because of high SLR (~5.1±0.7 mm/year) at Funafuti which supposedly will not work as a breakwater anymore. Thus, protection measures should be taken to prevent coastline erosion as well as land reclamation activities should be done following the global examples.
