An Analysis of Interior Space on Catholic Churches from the Perspective of Universal Design - Focused on Liturgical Spaces of 6 Cases in Busan Parish - (성당 실내공간에 대한 유니버설 디자인 관점 분석 - 부산교구 6개 사례의 전례공간을 중심으로 -)

  • Liturgical space of Catholic churches should be equal conditions for everyone who wants to participate in the liturgy. However liturgical space is standardized for healthy adults without considering the elderly and the disabled. This study intended to suggest the guidelines required for the construction of Catholic churches from the perspective of universal design for all believers to equally participate in liturgy. The results of the study are as follows. First, as a result of the analysis of the liturgical spaces in six Catholic churches from the perspective of universal design, although the principle of universal design was not appropriately applied to all liturgical spaces of a Catholic church, there were cases where it was appropriately applied in part to each of the Catholic churches. Therefore, this study suggested the examples of exemplary installation by space, which is considered to be the materials that can be referenced and utilized when planning the liturgical spaces in the Catholic churches from the perspective of universal design. Second, the obligations required by the building regulations were installed in six cases, but the application of the universal design was insufficient in other spaces. Therefore, more careful consideration for users is considered necessary during space planning. Third, the construction of Catholic churches should be planned, taking into account the liturgical law; for this purpose, the provision of the guidelines for Catholic architectural planning further than the guidelines for architecture by each diocese is necessary. At this time, the collaboration between the Catholic officials and the architects and designers with knowledge of Catholic doctrine is required.

A Study on Improvements of Local Governments' Planting Regulations in Korea (우리 나라 지방자치단체 식재 조례 기준의 현황 및 개선방향)

  • In 1977, Local governments' planting regulations for the development projects were established in accordance with the revised building law in Korea. A landscaped area, planting densities of trees and shrubs, a percentage of evergreen plants, minimum tree size and species were prescribed in the planting regulations. But the clauses for an excessive planting density and a high ratio of evergreen trees that the regulations includes, have been gradually in the way to a creative planting design, and raise a problem of poor growth of trees an a disordered planting landscape. Therefore, in this study the present planting regulations of 124 local governments throughout the country were analyzed and compared with 13 foreign local governments' of 4 countries ; Japan, the United States of America, Canada and Singapore. And the linitations and characteristics of the regulations are drawn as follows ; 1. The regulations focus on controlling the green spaces and plantings by quantitative methods such as controlling the number of trees and the landscaped area, which are inadequate for estimating the crown coverage of mature trees, and which areinadequate for estimating the crown coverage of mature trees, and implementing the function of polantings and the use of green spaces. 2. Minimums of tree densities are higher than those of foreign countries, especially higher about 10 times to 100 times than those of the United States of America. 3.Excessive number of evergreen trees and fruit trees should be planted under the present planting regulations, that results in constricting the creativity in planting design. 4. An article for using specific tree size, 2.0ms over in height makes it difficult to use a wide variety of different sizes of trees. And there is no incentive measures when larger trees are planted. To enhance the quality of green spaces and plantings, it is needed that the function and locating of green spaces and plantings have to be emphasized, and the planting density should be concerned about the mature tree size. The incentive measure to use various sizes of trees is also needed, and the regulations to use excessive number of evergreen trees or fruit trees should be loosened.

A Study on Activation Policy of Smart Construction Safety Cost by Analyzing Actually Estimated Amount in Safety Management Plan (스마트건설안전 비용의 안전관리계획서 계상 현황 분석을 통한 활성화 방안 연구)

  • This study analyzed the smart construction safety cost included in safety management plans that are approved before construction. Specifically, it refers to the cost incurred in constructing and operating a safety management system using wireless communication and facilities. Based on the obtained statistical results, an activation policy for the inclusion of the smart construction safety cost in building safety management plans was proposed. The smart construction safety cost must be included in the safety management cost; notably, this is mandated by the Construction Technology Promotion Act. However, there are some problems with the inclusion of smart construction safety costs. To analyze the problems encountered when calculating the smart construction safety cost and including it in safety management plans, in this study, statistical analysis was performed using the data of 1,334 safety management plans received at the Construction Safety Management Integrated Information (CSI) from June to August 2021. The results show that only 50.7% of the safety management plans included the smart construction safety cost although the current law mandates 100% inclusion of these costs. Thus, it is apparent that the smart construction safety costs are only included in a low proportion of sites. In addition, the calculated smart construction safety costs were shown to have a small correlation with the construction cost; moreover, they appeared to be distributed at a constant cost level. In this context, it is believed that perfunctory cost calculations were performed at most sites since the effect of the construction cost on the smart construction safety cost was negligible. Therefore, it is necessary to improve the inclusion of smart construction safety costs by strengthening the authorization process of the approval institute of safety management plans. In addition, institutional support, such as guidelines that promote the calculation and inclusion of appropriate smart construction safety costs according to the characteristics of sites, are needed.

Comparative Study on Various Ductile Fracture Models for Marine Structural Steel EH36

  • It is important to obtain reasonable predictions of the extent of the damage during maritime accidents such as ship collisions and groundings. Many fracture models based on different mechanical backgrounds have been proposed and can be used to estimate the extent of damage involving ductile fracture. The goal of this study was to compare the damage extents provided by some selected fracture models. Instead of performing a new series of material constant calibration tests, the fracture test results for the ship building steel EH36 obtained by Park et al. (2019) were used which included specimens with different geometries such as central hole, pure shear, and notched tensile specimens. The test results were compared with seven ductile fracture surfaces: Johnson-Cook, Cockcroft-Latham-Oh, Bai-Wierzbicki, Modified Mohr-Coulomb, Lou-Huh, Maximum shear stress, and Hosford-Coulomb. The linear damage accumulation law was applied to consider the effect of the loading path on each fracture surface. The Swift-Voce combined constitutive model was used to accurately define the flow stress in a large strain region. The reliability of these simulations was verified by the good agreement between the axial tension force elongation relations captured from the tests and simulations without fracture assignment. The material constants corresponding to each fracture surface were calibrated using an optimization technique with the minimized object function of the residual sum of errors between the simulated and predicted stress triaxiality and load angle parameter values to fracture initiation. The reliabilities of the calibrated material constants of B-W, MMC, L-H, and HC were the best, whereas there was a high residual sum of errors in the case of the MMS, C-L-O, and J-C models. The most accurate fracture predictions for the fracture specimens were made by the B-W, MMC, L-H, and HC models.

Overcoming Cybercrime in Ukraine (Cyberterrorism)

  • Ensuring national security in cyberspace is becoming an increasingly important issue, given the growing number of cybercrimes due to adaptation to new security and protection technologies. The purpose of this article is to study the features of counteracting, preventing, and detecting crimes in the virtual space of Ukraine on the example of cases and analysis of the State Center for Cyber Defense and Countering Cyber Threats CERT-UA and the Cyber Police Department of the National Police of Ukraine. The research methodology is based on the method of analysis and study of cases of crime detection in the virtual environment of the State Center for Cyber Defense and Countering Cyber Threats CERT-UA and the Cyber Police Department of the National Police of Ukraine. The results show that the consistent development of the legal framework in 2016-2020 and the development of a cyber-defense strategy for 2021-2025 had a positive impact on the institution-building and detection of cybercrime in Ukraine. Establishing cooperation with developed countries (USA) has helped to combat cybercrime by facilitating investigations by US law enforcement agencies. This means that international experience is effective for developing countries as a way to quickly understand the threats and risks of cybercrime. In Ukraine, the main number of incidents concerns the distribution of malicious software in the public sector. In the private sector, cyber police are largely confronted with the misappropriation of citizens' income through Internet technology. The practical value of this study is to systematize the experience of overcoming cybercrime on the example of cases of crime detection in a virtual environment.

STRUCTURAL RETROFIT AND COMPUTATIONAL ENGINEERING FOR SEISMIC ENGINEERING IN JAPAN

  • It is needless to say that the computer and/or computational engineering has contributed much to the development of the earthquake engineering such as seismic design of structures in providing good tools to researchers and engineers. However, it has been also pointed out that the proper selection of numerical analysis and/or computer program is very important for engineers in utilizing it in the design of structures, because a numerical analysis method is based upon its own coverage. A rigorous analysis does not always gives a correct solution in a sence of engineering or of structural safety, but, some times, it gives mathematically rigorous but unrealistic solution. Therefore, numerical analysis should be performed with engineering judgement or experiments specially in the field of earthquake engineering because this field has large uncertainties on predicting the effect of earthquake on structures. This paper is based on the presented paper at the Bertero Symposium held in January 31an4 February 1 at Berkeley, California, USA which was entitled "Needs to Evaluate Real Seismic Performance of Buildings-Lessons from 1995 Hyogoken-Nambu Earthquake-". The lessons for buildings from the damage due to the Hyogoken-Nambu Earthquake are necessity to develop more rational seismic design codes based upon a performance-based design concept, and to evaluate seismic performance of existing buildings. In my keynote lecture at the Korean Association for Computational Structural Engineering, the history of seismic design and use of structural analysis in Japan, the lessons for buildings from the Hyogoken-Nambu Earthquake, the building damage due to the earthquake, the reasons why the seismic retrofit has not been implemented much, the responses to the lessons from the earthquake, the Network Committee for promotion of seismic retrofit of buildings, the Law for promotion of seismic retrofit of buildings and the implementation of seismic retrofit in Japan are presented.

Environmental Friendly Space Planning for Reservoirs in Siheung City (시흥시 주요 저수지의 환경친화적 공간 계획)

  • This report designs a landscape plan of six reservoirs in Sihung city which has possibilities both in development and in destruction. The report suggests how to create a leisure space in harmony with the surroundings in Sihung city. Building a leisure town will create the local residents' demand in recreational activities and improve the amenities. Therefore this study analyzes eco-friendliness of the land, conditions of fauna and flora, the quality of water and the usage figures of the six reservoirs so as to develop those six reservoirs more eco-friendly. Based on environmentalism, the leisure spot development plan attribute the ultimate importance to local residents' pleasant leisure time and recreations. With this master plan, the report suggests expanding the city's green space, since the city has under 50% out of the optimal percentage of green space per person. In addition, the report intends to plan each six reservoirs developed separately but organically connected at the same time that those six can put together and become a Sihung Green Way which makes the city's leisure space a belt. Apportioning the six reservoirs development levels in order to balance the development, accumulating and arranging buildings and facilities in available spaces according to the governing law, and creating resting area, promenade and parking lot to make an eco-city. Also the report suggests conserving environment and regulating contamination such as ban on fishing to move forward sustainable development. Since the adventives predominate the site, introducing indigenous plants should be necessary soon.

A Study on the Characteristics of Chinese Arbitration System and Its Historical and Cultural Background (중국 중재제도의 특징과 그 역사.문화적 배경에 관한 연구)

  • This thesis, which mainly focuses on the characteristics of the Chinese arbitration system, will mainly deal with three characteristics and analyze the causes that directly or indirectly influence them. The first characteristic is China does not recognize ad hoc arbitration. Ad hoc arbitration is the initial form of arbitration, and it occupies an important position in many countries; however, China's judicial system does not recognize it. There are many disadvantages for building a system of ad hoc arbitration in China; i. e., the arbitration system in China is undeveloped and shot-time established, and it lacks social and civil society basis, along with a credit system, which the Western ad hoc arbitration relies on. The second characteristic is the existence of excessive judicial supervision and control over arbitration in China. Judicial supervision over arbitration has been the customary practice in each country of the modern world, but sharp variation exists in the legal stipulations and the courts' attitude toward the standard to be applied in the supervision over arbitration. In China, there has always been a controversy over judicial supervision, and the standards applied in the supervision over arbitration by courts in different regions are less than identical. The last characteristic is the existence of a combination of mediation with arbitration, which is called Arb-Med in China. Such means that in the process of arbitration, the arbitrator may conduct mediation proceedings for the case it is handling if both parties agree to do so. Under the Chinese law, Arb-Med may lead to a binding and enforceable outcome. However, it has several legal disadvantages and almost no country adopts this system. China still insists that this system will go on because Arb-Med was first made in China, and its effect was proven through long-time practice in CIETAC.

  • On Dec 1, 2008, according to the special law for the information disclosure of education relevant institutes, the educational information of each university is opened at their homepages and at portal web sites. Every university, thus, is in the moment to set up strategies to consistently respond to following information disclosure as well as the one already disclosed. The strategy should contain the assurance of the basic accountability mechanism of the university. On the occasion of the public announcement of the university information, the present study has a purpose to examine the structure of the university accountability and to suggest a mechanism, which is necessary for effectively and efficiently executing the increasing accountability practices in disclosing and announcing the information. To meet the purpose, this study introduces how to redesign university jobs as practices focused on evidence information for the accountability and also suggests solutions how to improve the mechanism for the accountability responsibility, which include clarifying the roles and responsibilities for accountability jobs, revising the process of information disclosure and building the information systems for an accountability.

Whole-working history analysis of seismic performance state of rocking wall moment frame structures based on plastic hinge evolution

  • Aiming at studying the plastic hinge (PH) evolution regularities and failure mode of rocking wall moment frame (RWMF) structure in earthquakes, the whole-working history analysis of seismic performance state of RWMF structure based on co-operation performance and PH evolution was carried out. Building upon the theoretical analysis of the elastic internal forces and deformations of RWMF structures, nonlinear finite element analysis (FEA) methods were employed to perform both Pushover analysis and seismic response time history analysis under different seismic coefficients (δ). The relationships among PH occurrence ratios (Rph), inter-story drifts and δ were established. Based on the plotted curve of the seismic performance states, evaluation limits for the Rph and inter-story drifts were provided for different performance states of RWMF structures. The results indicate that the Rph of RWMF structures exhibits a nonlinear evolution trend of "fast at first, then slow" with the increasing of δ. The general pattern is characterized by the initial development of beam hinges in the middle stories, followed by the development towards the top and bottom stories until the beam hinges are fully formed. Subsequently, the development of column hinges shifts from the bottom and top stories towards the middle stories of the structure, ultimately leading to the loss of seismic lateral capacity with a failure mode of partial beam yield, demonstrating a global yielding pattern. Moreover, the limits for the Rph and inter-story drifts effectively evaluate the five different performance states of RWMF structures.
