The broad aim of this paper is to provide a detailed understanding of the post-war problems associated with materials for reconstruction in Libya, and to identify key problems and obstructions. Theoretical and empirical studies are being conducted in Libya. The theoretical study focuses on materials for construction and the key issues such as sources, transport and storage of materials, as well as their impact on the national economy, the nation's socio-economic development and the environment. This empirical study employed questionnaires, observations and a series of interviews with researchers, academics, suppliers and manufacturers, supported by the researcher's three decades of experience of working in the construction industry and its associated processes and operations. The empirical study illustrated that materials for post-disaster reconstruction in Libya suffer from external problems related to policies and decision-making in terms of availability of materials, fluctuation of prices of materials, specifications, building codes, legislation and regulations, and internal problems related to the construction and building material's key players: construction companies, consultancy firms, manufacturers and suppliers.

Delays in completing construction projects have significant financial and social impact to all parties involved in the construction process and in particular in developing countries. This is very evident in most construction projects in Libya and in both public and private sectors. The research study was initiated by Libyan Government and the main aim of the project is to develop a new strategy in reducing the impact of delay factors. In order to achieve this, a number of objectives have been set-to conduct a comprehensive literature survey, to conduct a comparative study of the delay factors in project completion in both Libya and UK using semi structured questionnaire and finally, to identify and analyse the causes of delay and ranked them using frequency of occurrence and severity. The critical causes of delay for construction projects were quite different between Libya and UK. For the former, the most critical causes of delay in Libyan construction industry were low skills of manpower, changes in the scope of the project, slowness in giving instruction and poor qualification of consultant, while for the latter they were financial problems, bad weather conditions on the job site and change in the scope of project. Statistical experiments including Paired Samples T-Test, was run to test the significance of the survey data in both countries Libya and UK. The statistical results confirmed the collected data from the survey were significant.

Customer satisfaction and customer relationship are crucial aspect in any enterprises including housing construction projects. In general, the housing developers are facing a number of new challenges in different countries including Libya. The construction industries/housing developers need to continuously improve their products and services to meet customers' satisfaction desires and to remain in the current competitive market. This paper focuses on analysing the satisfaction factors of customers including qualityaspects of products and services in the construction projects. A framework was developed to evaluate the dynamics relationship between customer satisfaction and quality products or services, aiming to help companies' managers and policy makers to understand the needs and points of view of their customers. Apragmatic analysis was conducted to explore and analyse the customer satisfaction factors in construction industry considering different aspect of customer groups in Libya. Results indicate that there is a high demand of improvements in the contractor's performance in terms of cost, time and quality of products. It was also found that Libyan construction companies have been forced to transform their policies after on Libyan war 2011 to focus on client and customer satisfactory policies, or say centric for the purpose of improving client requirements and turn the business into more advantageous for any company.

The use of inappropriate procurement methods to deliver construction projects has long been acknowledged as a major source of poor project performance and is particularly problematic for the Libyan Construction Industry. Poor procurement method selection has been recognised as a major contributory factor to frequent time and cost overruns. This paper offers a way of selecting specific procurement methods to maximize successful project performance. The methodology involves an intensive review of relevant literature, followed by a semi-structured questionnaire survey. The key findings of the study reveal that 11 out of its 12 common selection criteria exhibit a significant contribution to one or more project performance criteria (time, cost and quality). Project clients should therefore prioritise these criteria when selecting a design-bid-build method. Knowledge of the criteria that contribute positively to project performance will also enable clients to work out, prior to and during construction, the best measures and provisions for successful project outcomes.
