An Exploratory Study on the Characteristics and Distribution of Traditional Liquor among China, Japan and Korea

  • Purpose - The study investigates the history, production methods, market scale, and distribution of the traditional liquors of three countries: South Korean sokokju, Chinese shaoxing-chiew, and Japanese sake. These have similar production methods, being made from rice or cereal, cores of their respective food industries. Research design, data, and methodology - The study investigated the history of the three liquors, liquor classification in the three countries, and production methods. It examined the scale of the traditional liquor market and these countries' distribution structure. Results - Brand cognition of traditional liquors is affected by a focus on wellbeing and LOHAS (lifestyle of health and sustainability). Promotion and marketing strategies along with a high quality image, shelf life of draft liquor, traditional liquor identification systems, and high taxes on traditional liquor, and the need for continuous R&D and training of professionals all impacted the industry. Conclusions - These countries play important roles in world trade, seeking economic integration. By forming a free trade agreement (FTA), their traditional liquors, with a proud history, can be jointly branded in the world market.

Current Status of Ginseng Cultivation and Soil Characteristics of Northeastern Three Provinces in China

  • This study was conducted to improve the continuous techniques for international competitiveness of ginseng industry to Korea-China FTA negotiation and conclusion, and provide the basic information for ginseng industry development of Korea. It was carried out the visiting of the northeastern three provinces (Jilin, Liaoling and Heilongjang) in China for 3-year from 2014 to 2016 and observed the farmers' fields of ginseng cultivation with soil environmental status. The types of ginseng cultivation could be observed in small scales of 0.5~3.0 ha, in middle scales of 4.0~10.0 ha and in large scales of 30~700 ha with the kinds of imhasam, Chinese ginseng, Korean ginseng and western ginseng. Also ginseng was cultivated in newly reclaimed land of forest in two types of direct seeding and transplanting of ginseng seedlings. The field beds of ginseng growing were covered with vinyl films in arch design of 100~130 cm height and vinyl was painted in spraying with blue, green and yellow colours for shading. It was investigated in status of the physico-chemical properties of soils. The physical information on the field soils were silt loam, loam and sandy loam in soil textures, and some plain in low slope, some alluvial fan or local valley in forest of land topography. Soil pH ranged within 5.0~5.2, soil EC was $0.93{\sim}3.78dS\;m^{-1}$, organic matter was $37{\sim}35g\;kg^{-1}$, nitrate nitrogen $63{\sim}490mg\;kg^{-1}$, available $P_2O_5$ $55{\sim}163mg\;kg^{-1}$, and in exchangeable cations, K was 0.30~0.98, Ca was 6.5~14.0, Mg was $1.1{\sim}5.3cmol_c\;kg^{-1}$ in ranges. Farmers used the fertilizer for ginseng cultivation in 10~11 t of compost, $200{\sim}400kg\;ha^{-1}$ of complex fertilizer and $750kg\;ha^{-1}$ of oil cakes. The northeastern three provinces of China can use the newly lands with large areas of ginseng cultivation in soil sickness by continuous cropping. and the soil basic fertility is batter than that of Korean in standard guide of ginseng cultivation soil.

한·중 기술무역장벽의 경제적 효과 추정 (Estimating the Economic Impact of Technological Barrier to Trade between Korea and China)

  • 본 논문에서는 한국과 중국간 기술무역장벽(TBT)의 경제적 효과를 국제투입산출분석법(IIO)을 이용하여 추정한다. WTO 출범과 FTA 확산으로 관세나 수량할당 등의 관세 혹은 비관세 장벽은 크게 감축 내지 철폐되고 있으나 대표적인 비관세 장벽 중의 하나인 기술무역장벽(TBT)의 영향력은 오히려 강화되는 추세에 있다. 그 결과 각국의 정부 및 학계의 TBT에 대한 관심도 증대되고 있으며, 해외에서는 TBT의 경제적 효과를 수량적으로 분석하려는 실증 연구들이 꾸준히 시도되고 있다. 그러나 국내적으로는 TBT 관련 연구가 TBT의 개념 및 동향, 관련 제도 및 정책 등에 대한 문헌 고찰 수준에 머물고 있어 TBT의 경제적 효과에 관한 정량적 분석은 거의 제시되지 못하고 있는 상황이다. 이에 본 논문에서는 우리나라와 지리적으로 가깝고 또한 교역량이 급증하고 있는 중국을 대상으로 양국간 TBT의 경제적 효과를 생산과 고용의 측면에서 정량적으로 추정하였다. 분석에 사용된 기초자료로는 하태정 외(2010)의 예비연구에서 추정한 산업별 TBT와 IDE-JETRO에서 발간한 아시아국제투입산출표(AIIO)를 이용하였다. 추정결과는 생산에서 최대 363억 달러의 생산유발과 고용에서 최대 181만 명의 고용유발이 예상되었다. 그러나 양국간 산업 및 지리적 연관관계는 높지 않았으며 중간재의 투입률과 배분율에서 중국의 산업들은 전반적으로 한국의 산업들보다 높고 대외의존성은 상대적으로 한국이 높게 나타났다.

주요 약초류 재배에 대한 소득분석 (Income Analysis on the Cultivation of Major Medicinal Herbs)

  • 본 연구는 주요 약초류(8개 품목) 재배에 투입된 비용과 수입 등을 파악하여 소득분석을 실시함으로써 향후 단기소득임산물 손실에 대한 보상 기준 및 임업경영환경 개선을 위한 정책수립에 필요한 기초자료 제공을 목적으로 수행하였다. 약초류 재배에 대한 소득분석(10a 기준) 결과, 단위면적당 연평균소득은 잔대가 14,233천원으로 가장 높았고, 다음으로 하수오 4,121천원, 천마 3,766천원, 삼지구엽초 3,537천원, 삽주 2,655천원, 독활 1,048천원, 작약 1,025천원, 시호 919천원 등으로 나타났다. 이는 2014년에 분석한 주요 수실류 소득과 비교하면 약초류의 단위면적당 연평균소득이 비교적 높은 것으로 나타났다. 특히, 잔대와 독활의 경우 새순은 식용으로 뿌리는 약용으로 이용되고 있어 향후 농산촌지역의 새로운 소득원으로 부상할 수 있을 것으로 판단된다. 한편, 작약은 중국산으로 인한 판매 가격하락을 보이고 있어 향후 한-중 FTA가 시행되면 타 약초류에도 중국산으로 인한 소득손실 피해가 예상된다.

Perception of Traditional Medical Doctors on Policy Issues in Korea: Cooperation with Western Medicine, and the Demand and Supply of Practitioners

  • Objectives: This study was conducted to explore the contemporary perception of traditional Korean medical doctors (TKMDs) on traditional Korean medicine (TKM) policies and issues. Methods: A questionnaire that included traditional medicine policy- and treatment-related issues was sent to 130 TKM medical centers and 4,300 TKM local clinical offices in Korea, and received responses from total 648 TKMDs in 122 TKM medical centers and 465 TKM local clinical offices. Results: Of the responding TKMDs, 40% believed that unification of Western and traditional medicines would benefit both modes of medical treatment, 67.6% were against allowing Chinese doctor certification to be effective in Korea through the Korea-China FTA (Free Trade Agreement), and 57.8% believed that the number of TKMDs should be reduced. We also found that 46.1% of TKMDs believed that more lectures on Western medicine would be needed in schools of TKM. Moreover, 87.5% of respondents regarded medical knowledge as necessary for treatment, and 49.4% believed National Certification Commission for Acupuncture and Traditional Medicine (NCCAOM) would be not necessary. TKMDs regarded governmental efforts as more vital than education in schools or individual efforts for enhancement of the traditional medical care market in Korea. To efficiently provide the advantages of complementary CAM, such as cost and safety, detailed research is required when policy is made. Conclusions: The TKM industry must implement policies how the relationship with Western medicine can be better defined under the current dual medical system. On the issue of human resources, more research will be needed on the current policy, which serves to maintain the status quo by blocking the importation of Chinese practitioners and by reducing the number of new practitioners.

한.인도간의 통상분쟁 현황과 사례 분석 -인도의 반덤핑 관세정책을 중심으로- (Case analysis of trade dispute between Korea and India)

  • As traditional import regulations have decreased all over the world in recent decades, the usage of "unconventional" trade protection measures has grown in the developing countries. In particular, antidumping investigations have risen rapidly and have growing in India and China. Therefore, this thesis aims to provide countermeasures to our government and Korean exporting companies by studying characteristics of antidumping. India is one of the most frequent initiators of antidumping cases by protecting their industries and impeding imports from FTA. This year, economic exchanges of Korea and India will be increasing by the conclusion of CEPA. This will lead to the increase of dispute by import regulations. Under such circumstances, to decrease Indian antidumping cases Korea will respond as follows. i)If antidumping laws, system and practice of India have injustice or are different from WTO rules, our government will have to indicate injustice and actively urge Indian government to make corrections. For example, they are continuous bilateral contact about the problems, fallacy of calculation of dumping margin, and intense investigations into cause and effect relationship and losses in dumping market, ect. ii)Our government should give more support to the small and medium exporting company which have difficulties in dealing with trade conflicts, counseling, arbitrating a lawyer. iii)Our government which is in control of domestic trade relief system should strengthen its investigation ability about new regulations and moniter import regulations of India. Over the long time, Korean companies need to export competitive advantage items of a higher value-added business and build solidarity by technology transfer. Accordingly, that will result in the decrease of trade dispute in India.

약용작물 종자 생산 및 보급체계 개선 (Seed Production and Distribution System Improvement of Medicinal Crop Seeds)

  • 국민의 건강과 웰빙에 대한 관심 증대 및 소득 증가로 한약재 소비를 비롯한 식품과 화장품 원료로서의 산업적 가치가 커지면서 약용작물의 수요는 점차 증가할 것으로 예상하며 한, 중 FTA 체결로 인해 약용작물 시장개방의 수입증가는 위협요인으로 작용할 것이다. 그러한 측면에서 약용작물을 포함한 농식품산업을 미래 성장 동력산업으로 육성하기 위해서는 종자품종육성과 생산유통기반의 정비와 확충, 산지이용규제 완화 등의 다양한 대책이 마련되어야 한다. 본 연구 결과의 활용방안을 살펴보면 다음과 같다. 첫째, 국가의 약용산업 육성 중장기 전략과 종자관리체계의 구축에 필요한 약용작물의 데이터베이스를 구축하고 향후 개발해야 할 중점기술을 제시해야 한다. 둘째, 우수한 약용작물 품종 개발 및 보급으로 농업생산성을 높여야 한다. 셋째, 약용작물 종자생산 및 보급에 필요한 제도정비가 필요하다. 넷째, 우량종자의 표준화 및 규격화로 약용작물의 생산유통체계를 확립해야 한다. 현재 약용작물의 소비행태는 직접적인 섭취보다 화장품, 의약품, 식품의 형태로 소비되는 패턴으로 바뀌고 있으며 규모가 점점 확대될 것으로 전망된다. 그러므로 향후 약용작물의 생산에서는 이러한 산업화 추세와 변화에 대응한 정책개발과 제도적인 개선이 뒷받침되어야 한다.

ICSID의 투자분쟁 해결구조에 관한 고찰 (A Study on Settlement of Investment Disputes under ICSID Mechanism)

  • Settlement of investment disputes is quite different from that of commercial disputes arising from ordinary commercial transactions in view of disputing parties, applicable laws and rules, etc.. Therefore, it is very important to consider the Convention on the Settlement of Investment Disputes between States and Nationals of Other States(Washington Convention) of 1965. The creation of the International Centre for Settlement of Investment Disputes(ICSID), which was established under the Washington Convention, was the belief that an institution specially designed to facilitate the settlement of investment disputes between governments and foreign investors could help to promote increased flows of international investment. Pursuant to the Washington Convention, ICSID provides facilities for the conciliation and arbitration of disputes between member countries and investors who qualify as nationals of other member countries. Recourse to ICSID conciliation and arbitration is entirely voluntary. However, once the parties have consented to arbitration under the Washington Convention, neither can unilaterally withdraw its consent. Moreover, all Contracting States of the Washington Convention are required by the Convention to recognize and enforce ICSID arbitral awards. Provisions on ICSID arbitration are commonly found in investment contracts between governments of member countries and investors from other member countries. Advance consents by governments to submit investment disputes to ICSID arbitration can also be found in many bilateral investment treaties including the Korea-China Agreement on the Encouragement and Reciprocal Protection of Investments(1992), the Korea-Japan Agreement for the Liberalization, Promotion and Protection of Investment(2003) and the Korea-Chile FTA, the latter was signed as of February 15, 2003 and is still pending in the National Assembly for its ratification. Arbitration under the auspices of ICSID is similarly one of the main mechanism for the settlement of investment disputes under the bilateral treaties on investment. Therefore, it is a problem of vital importance that Korean parties interested in investment to foreign countries should understand and cope with the settlement mechanism of investment disputes under the Washington Convention and bilateral investment treaties.

한의원의 경영 현황과 정책 인식도에 대한 조사 연구 (Survey on the current status of the management of traditional Korean medical clinics and perception of the policies)

  • Objectives The purpose of this study is to help improve the management of traditional Korean medical(TKM) clinics and the policies for supporting them, by conducting a survey of the practitioners of TKM. Methods Stratified sampling was conducted based on regional location, and 700 samples were selected in a random manner from the membership list. The questionnaire was delivered and returned by mail. The survey was conducted between 20 July and 31 August 2010. A total of 177 questionnaires (recovery rate: 25.28%) were recovered and analyzed for the study. Results 1. The the survey indicate that the overall size of TKM clinics has fallen compared with previous survey, while the average number of beds per clinic has remained unchanged at 7.9. The sale of medicine as a proportion of total monthly sales has increased. 2. There has been no change in the composition of clinical staff as there are three nursing assistants. Although the average daily number of patients to clinics has remained at around 33.90 compared with ten years ago, the number of patients requiring seeking acupuncture treatment has increased while the number of those treated with medication has decreased. 3. Clinicians in TKM have indicated their preference for a binary system that separates TKM from western medicine (57.4%). The respondents do not favor the separation of dispensary from medical practice (81.5%), marks of origin for medicinal herbs (68.9%), disclosure of the prescriptions (67.2%), and the overseas expansion of Korean medical services (70.4%). However, they indicated that they are very much in favor of being granted the authority to employ and give orders to medical technicians (96.0%). 4. The respondents selected Korea as the country that maintains a proper academic system for traditional medicine (45.5%), and are not in favor of opening Korea's traditional medicine market under an Free Trade Agreement(FTA) with China (72.7%). Conclusion The overall status of the management of TKM clinics has declined compared with the preceding decade. There has been only a slight change in clinicians' opinion of the related policies and regulatory issues.

홍콩 국제 인삼시장의 수입수요 분석 (An Analysis of Import Demand for International Ginseng Market in Hong Kong)

  • 인삼 한 뿌리 생산하지 않는 홍콩은 국제 인삼시장의 중심지 역할을 하고 있다. 전 세계 인삼 수출의 70% 이상을 취급하면서 또한 이를 주변 국가로 재 수출하여 국가의 부를 창출하여 왔다. 이러한 홍콩 국제 인삼시장에서 한국산 고려인삼의 시장 점유율 하락으로 고려인삼의 존재가 점점 희박해지고 있다. 이에 홍콩 국제 인삼시장에서 한국산 고려 인삼과 다른 나라 인삼의 수입 현황을 분석하였다. 한국산 고려인삼이 다른 나라 삼에 비해 비싸게 팔리는 것으로 파악하였다. 그리고 홍콩 인삼 수입수요 분석에서는 한국산 고려인삼의 수입물량과 수입가격 변수가 홍콩 국제 인삼시장에서 다른 나라 인삼수입에 영향을 미치는 것으로 분석되어 졌다. 이는 한국산 고려인삼이 홍콩 국제 인삼시장에서 중요한 역할을 한다고 볼 수 있다. 그러나 이러한 중요한 역할 에 비해 홍콩으로 한국산 고려인삼 수출 물량의 감소는 안타까운 일이다. 홍콩 국제 인삼시장으로 한국산 고려인삼의 수출 확대에 다시 한번 우리 모두 지혜를 모아야 할 때이다. 분석 결과처럼 한국산 고려인삼의 수출가격이 중요한 변수이므로 다양한 가격 전략에 따른 수출 마케팅 전략이 수립 되어야 한다. 더 나아가 적극적인 수출 마케팅 전략으로 고려인삼의 우수성을 꾸준히 홍보하며 객관적인 효능 연구 자료도 발표하여야 한다. 인삼 한 뿌리 생산하지 않는 홍콩이 국제 인삼시장의 물류 중심지이고 인삼 한 뿌리 생산하지 않은 스위스 제약회사 파마톤(지금은 독일 베링게 인겔하임) 의 연간 인삼제품 세계 수출액이 적어도 1억불 이상으로 고려인삼 종주국인 우리나라 인삼 총 수출액보다 많음을 다시 한번 생각해야겠다. 그리고 향후 WTO/DDA 협상이나 FTA 협상에 따른 험난한 파고에 우리 민족의 유산인 고려인삼을 어떻게 지켜 나갈 것인가를 우리 인삼인들이 모두 함께 고민해야할 문제이다.
