농지제도의 문제점: 이원화와 부조화 문제 (The Problems of Dualizing Condition of Farmland Conservation System & Dissonance Problems)

  • Farmland conservation function of 'The Farmland Act' has been being weakened according as farmland conservation system came to the dualizing condition. Overall land use issues including farmland are determined by 'The National Land Planning Act'. In this process, much farmland has been disappeared unilaterally. Above all, 'The National Land Planning Act' recognized farmland as land for development rather than looking in conservation perspective. Formulating with a 'urban(rural) plan', 'The National Land Planning Act' brings means and development methods in a variety of setting. So 'The Farmland Act', the center of farmland conservation system, lose an effect of its conservation functions. Farmland is a kind of facility made with heavy investment for agricultural purpose definitely. Therefore conversion of recognition that farmland must not be undermined indiscriminately in dimension such as urban planning facilities.

효율적인 농지이용계획수립 방향에 관한 연구 (A Study on the Directions of Effective Farmland Use Planning)

  • The initiative to determine farmland use has been transferred to local side under the decentralized government system in Korea. New Land Act and Rural Development Act support it. Changes in external and internal environments of Korean agriculture require to diversify farmland use. Lpcal development plan may be implemented when specific farmland use plan is prepared. However, (armland use planning has not been prepared by the local governments yet. This study aims to identify problems encountered in current farmland use and suggest directions of effective and reasonable farmland use planning relevant to local conditions. Questionnaire method was used to prove topographical differences of community land demand, Statistical analyses show that farmers desire to utilize marginal farmland for income increase. Growing grass(42.0%) and cash crops(41.7%) was greatly demanded by them. They were generally eager for developing touristic farm (52.1 % ). By topographical characteristics, the eager was greatest in coastal areas, on the contrary, it was relatively low in mountainous areas. There were more farmers who want to expand their farmland in rice farming(48.4%) or rice-horticulture farming(46.9%) areas. Potential retirer among farmers were most in suburban areas, However, it was expected that there would be the highest retirement rate in rice farming areas because of the high rate of aged farmers. Farmland use planning should be incorporated into food production policies and community people's needs for income increase and life improvement. Agriculture promotion areas must be maintained for scale optimized farming and cash crop farming as much as possible. However, minimum portion for other uses in each village or farming community unit should be adopted. Less favored areas will have to be utilized for both agriculture and non-agriculture uses. Priority can be put into touristic resorts as a non-agriculture use. Furthermore, such areas can be used for sustainable agriculture as well as for residence, industry, animal breeding.

The Study on Property Criteria of Soil Dressing, Mounding and Earth Cutting for Farmland Preservation

  • Korea's agricultural land is constantly being reduced. The reasons for this are due to the change of agricultural profitability and the policy conditions. The reduction of agricultural land in 2010 showed a decline trend by 14.4 % of paddy fields and 1.2% of uplands compared to areas from 2000. These reductions were mainly due to switch rice paddy fields into upland or greenhouse facility cultivation because of low profitability of rice products compared to farm products. In addition, the permit system of agricultural areas was relaxed in switching paddy fields and this accelerated the reduction of agricultural land. For this reason, more than 1% of agricultural land area has been reduced every year for last five years. Moreover, indiscreet fill and cover materials such as construction wastes were used in agricultural lands and caused land contamination which threatened foundation as sustainable agricultural lands. For these reasons, it is a desperate situation to conserve good agricultural lands. However, the standards of transported soils, filling soils and cutting soils in the Agricultural Land Act are qualitative and have a problem of causing complaints. Therefore, the following criteria (proposals) are proposed in the Agricultural Land Act; (1) Use the proper soils for crops (criterion), (2) Soil components and amounts should be proper as transported soils (range), and (3) Prohibiting usage of improper earth rocks or recycled aggregates in case of filling soils (kinds). The presented criteria (proposals) suggest following; (1) Use physio-chemically proper soils for crops (criterion), (2) In case of transported soils, i, exclude potential acid sulphate soils, ii, gravel content sould be less than 15%, and iii, Heavy metals and other contaminants should be less than the soil contamination warning limit from the Ministry of Environments, (3) In case of filling soils, 13 kinds of recycled wastes specified in the Wastes Control Act should not be used as filling soils, (4) Practice soil conservation technology in case of sloping areas, and (5) Follow proper fertilizer application standards for maturing paddy fields and uplands when cutting soils.

영농형 태양광 경제성 제고를 위한 정책 방안 (Policy Directions to Enhance Economic Feasibility of Agrivoltaics in Korea)

  • This study analyzes the economic feasibility of agrivoltaics in South Korea. The key findings are as follows. It was ascertained that an amendment to the Farmland Act, which currently has an 8-year permit period, is necessary to ensure the economic feasibility of agrivoltaic projects. Furthermore, economic feasibility improves when agrivoltaic projects are financed, as against cases without financing. Furthermore, the availability of low-interest loans through financial support programs significantly enhances economic feasibility. Scaling up projects leads to cost savings due to economies of scale, while community-based agrivoltaic initiatives generate higher revenue through the acquisition of additional Renewable Energy Certificates. These factors can help improve the economic feasibility of agrivoltaic projects. These incentives are emphasized as they can serve as a source of funding to foster community acceptance of agrivoltaic projects.

북한의 산림복원계획과 기준 경사도 고찰 (Review of Slope Criteria and Forestland Restoration Plan in North Korea)

  • The objectives of this study were to establish the slope criteria and analyze the forest land restoration plan in North Korea. Reviewing the literature of the countries, the relationships among the climate, erosion controls, and slope criteria with forest restoration programmes, implemented were analyzed. Comparison of forest land management policies was conducted between South and North Korea. The soil erosion controls using biological barriers were at $15{\sim}20^{\circ}$slopes in arid climate regions and $25{\sim}30^{\circ}$ in humid climate regions. In the case of South Korea, an afforestation policy from the "Act on Clearance Project of Slash-and Burn Agriculture" of 1966 was enforced on mountains with slope greater than $20^{\circ}$, however, at present, the "Marginal Cropping Land Policy" recommends cropping lands with slope bigger than $8.5^{\circ}$ to forest land. In 1961, in "Land Reclamation of One Million Hectare", North Korea reclaimed additional cropping lands with slope bigger than $8.5^{\circ}$, and currently, the "Act on Forestry" states to enforce reforestation with slope bigger than $20^{\circ}$. This study recommends that South Korea aids for forest land restoration in North Korea based on the different stages of their development on reconciliation and cooperation between South and North Korea.

도시계획 수립에 있어 도시생태현황지도 활용방안 연구 - 용도지역과 시가화예정용지를 중심으로 - (A Study on the Utilization of Biotope Map in Urban Planning - Focusing on the land use designation and planned urbanized area -)

  • In South Korea, there is a growing domestic need for a biotope map which contains ecological and environmental geographic information of a city. After the production of a Urban Ecological Maps(biotope map) by the Seoul metropolitan government in 2000, Natural Environment Conservation Act was revised in 2017 to make it mandatory for a local government to draw up its own urban ecological map. The aim of the present study was to find out ways to utilize an urban ecological map as a mean of communication between natural environment planning and urban planning sectors in a preliminary stage before introducing a big framework of 'environmental and ecological planning.' The northern area of Incheon metropolitan city was selected as the target area for this study. The major research content includes a comparative analysis of special-purpose zones, urban planning zones, restricted development zones, and conservation forests with focus on biotope types and Grades 1 of 'Biotope Type Assessment.' Farmland biotopes and forest biotopes within an area designated as an urban zone (residential, commercial and industrial zones) need to be redesignated as a zone which can conserve them. Especially considering a high possibility of damage to a large scale of natural green areas, these areas need to be readjusted immediately. If the entire area designated as an urban planning zone is to be developed, it is likely to cause serious damage to natural biotopes in the area (56.2%), including farmland biotope (30.4%), forest biotope (15.0%) and grassland biotope (10.8%), and thus, readjustment is needed. In case of a conservation forest, as it can possibly be damaged by the designation of special-purpose zones, it is necessary to match the designation of conservation forests or a special-purpose zones with their biotope types. In conclusion, we present a variety of thematic maps for utilization of an urban ecological map and propose a phase-specific environmental and ecological plan. Phase 1 is the establishment of a urban plan in consideration of ecological status; Phase 2 is the independent establishment of an environmental and ecological plan by an environment department; Phase 3 is an integrated management of ecological planning system and urban planning system.

폐탄광지역 비소오염 농경지(논) 개량 시 복토두께에 따른 비소의 벼 전이 및 토양용액 특성 (Transfer of Arsenic from Paddy Soils to Rice Plant under Different Cover Soil Thickness in Soil Amendments in Abandoned Coal Mine)

  • 본 연구에서는 폐금속광산과는 달리 우려기준 전후의 낮은 비소 오염농도 분포특성을 가지는 폐석탄광산 농경지 토양을 대상으로 광해방지사업(토양개량·복원사업) 시 복토층의 두께 감소 가능여부를 벼를 식재한 담수형 컬럼실험을 통해 검토하였다. 담수 후 4개월 동안 토양용액의 pH, EC, ORP 및 무기원소(Fe, Mn, Ca, As) 농도를 모니터링한 결과 컬럼하층에서 상층으로 미치는 영향은 높지 않은 것으로 나타났다. 복토 두께에 따른 비교에서도 하층의 영향보다는 복토층 두께 변화에 따른 ORP 변화가 복토재 무기원소의 거동에 영향을 미치는 결과를 보였다. 이러한 결과는 토양용액의 거동이 상하층간 반응의 영향보다는 각 층별 나타나는 토양의 이질성에 우선하여 나타난 것으로 판단되었다. 모니터링 종료시점에서 채취한 벼 뿌리의 비소 농도는 현행 사업 조건과 같은 40 cm 두께의 복토층을 조성한 경우 컬럼하층의 안정화 처리여부에 상관없이 대조구 대비 98%가 감소되었다. 20 cm 두께의 복토층에서는 오염토의 안정화가 없을 경우 58%, 안정화처리 시 80%의 전이감소 효율을 나타내었다. 따라서 오염 농경지 토양에 대한 적정 안정화 처리를 수행할 경우 복토재의 사용량을 감소시킬 수 있으며, 경제적인 사업수행효과도 이룰 수 있을 것으로 판단된다.

논용수 수요량 산정을 중심으로 한 농업용수 수요량 산정방법의 개선 (Improvement of agricultural water demand estimation focusing on paddy water demand)

  • 현재 농업환경 및 식생활 변화 등으로 인하여 농지 수요는 꾸준히 감소하고 있다. 이러한 현상과 맞물려 정부에서는 2019년 6월에 물관리기본법을 제정함으로써 지속가능한 통합 물 관리시대를 본격화 하고 있다. 따라서 효율적인 통합 물 관리를 실현하기 위해서는 61%라는 가장 많은 용수를 사용하고 있는 농업용수에 대한 면밀한 검토가 이루어져야 할 시점이다. 금회 연구에서는 현재 농업용수 사용량 현황을 분석함과 동시에 농업용수 중 67% ~ 87%의 비율을 차지하고 있는 논 용수 산정법을 검토한 후 문제점을 분석하였다. 논 용수 산정방법의 가장 큰 문제점은 잠재증발산량 산정식 선정에 있다. 현재 사용하고 있는 잠재증발산량 방법은 식량농업기구(Food and Agriculture Organization of the United Nationns: FAO)에서 권장하고 있는 Penman-Monteith 식이 아닌 과거부터 사용되고 있는 수정 Penman 식이다. 또한 실제 증발산량 산정의 주요 인자인 작물계수는 23년 전의 작물계수를 이용함으로써 현재 기후 및 작물품종 변화를 반영할 수 없다는 문제점을 가지고 있다. 전주기상청의 자료를 이용하여 Penman 및 Penman-Monteith 식을 비교한 결과 수정 Penman 식이 Penma-Monteith 식에 비하여 2배 이상의 큰 값을 보였다. 작물계수를 적용할 경우 증발산량이 높게 발생되는 5월 하순에서 8월 하순까지 두 산정방식에 의한 결과 차이가 크게 나타났다. 또한 전북 김제지역 4개 농업용 저수지 용수공급량 자료를 이용하여 실제 사용량과 산정된 농업용수 수요량을 비교 검토하였다. 잠재증발산량 뿐 아니라 담수심법에 따라 최적 수요량 산정방법에는 차이를 보였다.

가축분뇨실태조사를 위한 지하수 오염현황조사 지점 선정 방법 개발 (Development of a Groundwater Quality Sampling Method for Livestock Excreta Survey)

  • The groundwater quality through livestock excreta survey based on "Act of the management and use of livestock excreta" was investigated by selecting sampling sites within 1 km of the farmland without considering hydrogeological units. However, these sites can be affected by various pollution sources such as chemical fertilizers and livestock excretions. Additionally, the effects of pollution sources on groundwater quality in the sites cannot be clearly distinguished from naturally occurring backgrounds. In this study, a method was developed to select the sampling sites for groundwater quality through livestock excreta survey in order to understand the effects of pollution sources especially livestock excreta. First, the concentrations of nitrate within the radius of 200 m, 300 m, 500 m and 750 m, respectively, from the farms regarded as pollution sources in hydrogeological units were compared in 2016-2017. All the nitrate concentrations at 200 - 500 m from the farms exceeded a background concentration, 13.3 mg/L. Those at 750 m and the background concentrations measured by the Ministry of Environment were comparable. Therefore, the appropriate radius was suggested as 500 m for livestock excretions survey. In this study, the areas within 500 m from the farms could be considered under the influence of livestock excretions, while those beyond 500 from the pollution sources as background in hydrogeological units. The developed method was validated by applying it to the sites selected based on both administrative divisions and watersheds for livestock excretion survey. The average densities for the developed method were 0.82 and 0.39 points/km2, respectively, which were considered as appropriate levels according to those of the European Environmental Agency.

간척의 역사적 의미와 간척문화유산의 보존·활용 방안 연구 - 새만금 지역 근·현대 간척 시설을 중심으로 - (A Study of the Historical Significance of Reclamation and How to Preserve and Utilize Reclamation of Cultural Heritage -Focusing on modern and contemporary reclamation sites in the Saemangeum area-)

  • 간척은 인구 증가에 따른 식량 확보를 위한 경작지 등 다양한 용도로 활용하기 위하여 근해의 간석지에 제방을 축조하여 새롭게 토지를 창출하는 행위이다. 고대부터 간척으로 인하여 토지의 확대 및 개발, 인구의 이동, 도시의 형성이라는 환경적, 경제적, 사회적, 문화적인 측면에서 급격한 변화가 초래되었다는 사실에 기반하여 간척 시설물의 가치를 검토하고 보존 및 활용 방안을 다루었다. 간척 문화는 간척에 따른 제반 환경의 변화에서 생성된 사람들의 인식과 관념 체계, 행위 양식, 문화적 생성물을 총칭하며, 간척에 의해 직·간접적으로 생성된 유형 유산과 무형 유산, 그리고 자연 유산을 간척문화유산으로 정의하였다. 간척을 추진했던 역사적 배경이 시간의 추이에 따라 다르며, 간척 시설물은 역사성, 학술성, 희소성이 있기 때문에 문화유산으로서의 가치가 있음을 확인하였다. 새만금 방조제 건설 이후 그 본래의 기능을 마감한 광활, 계화 방조제를 중심으로 수많은 간척문화유산이 멸실 위기에 놓여 있다. 활용은 보존을 기본 전제로 한다는 생각 아래 제도적 측면에서의 보존 방안을 제시하였다. 먼저 근현대 간척 시설물에 대해 등록문화재, 향토문화유산, 미래유산, 농업유산으로 지정하여 관리할 필요가 있다. 특히 고려~조선시대 및 1950년대 이후에 조성된 간척 시설물이 문화재로 지정되지 않은 것으로 확인되어, 이 시기를 비롯하여 전국 간척자료에 대한 전수 조사를 통해 간척 시설물의 특징과 가치에 대한 검토가 요구된다. 우리 삶과 밀착되어 그간 주목받지 못했던 간척문화유산의 효율적이고 지속 가능한 활용 방안으로는 그 유산에 내재된 스토리 발굴, 간척 자원의 효율적인 활용을 위한 거버넌스의 구성, 해당 간척 지역의 역사와 문화를 수집하고 전시하는 박물관 건립이 필요하다. 마지막으로 간척사업의 경험이 있는 국가들과의 연계를 통해 간척에 따른 사회, 문화, 환경 등 국제적 이슈에 대해 공동으로 대처하고 인류 발전을 위한 다양한 사업을 실행할 수 있을 것이다.
