Korea is facing great threat from other countries as a major global sourcing site for textile and apparel products. The threat has been augmented by changes in external environment such as advents of Trading Blocs and Free Trade Area(FTA) as well as internal environment such as hikes in labor cost and lack of flexibility in accommodating international buyers' needs. This study analyzed international buyers' sourcing activities in Korea for the purpose of developing strategies to enhance competitiveness of the Korean textile and apparel industries in the global market. The data used in this study were gathered by surveying 52 non-Korean textile and apparel product buyers with cooperation of the Korea Federation of Textile Industries (KOFOTI). The data were analyzed by mean, frequency, Pearson correlation coefficient, and x$^2$ analysis. The results indicated that Korea is still attractive to many international buyers especially to those who have been engaged in global sourcing for longer periods of time with bigger purchasing budgets. However, in order to expand and solidify their customer bases, Korean companies should focus more on developing competitively priced value added products a step ahead of their foreign competitors, diversifying their marketing channels including internet.

The results showed that workers' attitudes toward textile industry were neither positive nor negative. The attitudes revealed to be divided into two components-cognition, affect/behavioral intention. Cognitive attitude was observed to be more positive than affective/behavioral intention attitude. The attitude differed according to personal characteristics such as sex, educational status, position, period of one's service, types of industry and job specifications. Technical advances contribute to the affluent life of human society. However, many people in underdeveloped countries live in poverty. Hence, many social groups are making efforts to improve their quality of life. The concept of appropriate technology is central to this endeavor. Utilization of appropriate technology in the textile design sector is one of the most efficient ways to make a living, while maintaining traditional skills and tools. It differs from the supply mechanism of advanced technology and products to people in the underdeveloped countries. In this study, we aimed to explore the fundamental ways toward self-reliance among citizens of substantially underdeveloped countries by integrating appropriate technology in the field of textile design. Application types were analyzed by researching cases that incorporate appropriate technology in textile design. These are classified into three ways based on underdeveloped regions, developed countries, and collaborative case with designers and companies. Improvement of the 3 aspects was approached in terms of product development, ongoing management and expansion popularity.

This study was designed to investigate actual conditions of textile design education at technical high school in Korea, and to present possible solutions for improving its effectiveness. Inchon Girl's Polytechnic high School was selected as sample of case study because it was the only school which has textile design major. Survey was done through questionnaire and telephone interview. 100 students, 25 graduates, 8 teachers, and 8 managers of textile industry were involved in survey. The data were analyzed by using frequency, t-test, correlation. Statistical analysis resulted in the following suggestions to be considered for maximizing the effectiveness of the textile design education at technical high schools: First, the curriculum should be flexibly reorganized to come up with trends in the market and demands from industry, and also to stimulate and motivate students into the biggest achievements possible. Second, more weight should be given to practical design subjects which have proved to be preferred by students and industry by reducing class hours for non-design subjects or theoretical subjects. Third, equipments and facilities for practical exercise should be open to students anytime needed so that students can improve their practical skills without any restrictions. Fourth, new teachers having majored in textile design at the university should be employed and the existing teachers should be periodically re-educated to keep abreast with new knowledges and technology. Fifth, The solidarity and the connection between schools and companies should be reinforced, not only to provide graduates with more chances to get a job, but also to make education at schools refreshed and updated.
Recently Korean textile industry has been in the phase that requires its strategy change from the less-develped country style of the labor-intensive products to the developed country style of the technology-intensive products. It needs to make more efforts to develop the value-added products to meet the customer's various needs. In addition, development of technology, equipment, and design is required to implement its corporate strategy successfully. Although Korean textile companies have currently kept skillful labor and advanced equipments, they are losing their share in the international textile markets. This is mainly because corporate management has not been involved with efficient strategy. Strategy is an adoption of a company to environment by its corporate members, thus leading to the requirement of coordination of the main functions such as manufacturing and marketing. In fact, the coordination of the two departments toward reaching the corporate goal is not easy since the two are interested in different areas, respectively. Manufacturing people show their interests in production capacity, equipment layout, process technology, quality, purchasing, and labor while marketing people, target customer, product mix, advertisement, product specification, and customer service. For this reason, conflicts sometimes happen between the two departments. There are, however, many area that need a horizontal cooperation, for instance, in layout, process technology, product mix, and potential demand. Therefore, reciprocal coordination is necessary for achieving the firm's common objectives. This study was concerned with determining the factors that enhance the competitiveness of textile firms so that they could reach the common goal of the two departments with a horizontal collaboration.
The aim of this paper is to review KORUS FTA Rules of Origin. Although there are some differences in terms of structure and contents, KORUS FTA Rules of Origin is not much different from the other FTA's texts that Korea has already concluded. Textile and Apparel chapter is also separately specified. For textile and apparel goods, Korea and the US agreed to adopt 'yam-forward rule', allowing exceptions for certain goods. Both sides also agreed to introduce procedures for permitting to use non-Party's materials when fibers ryarns rfabrics are not available in commercial quantities. Overall evaluation on KORUS FTA is considered to be positive. Economically, KORUS FTA is expected to provide good opportunities for Korean companies to access the US market. Politically, Korea and the US can take advantage of KORUS FTA to reinforce the relationship between the two countries.
