Oceanographic Tasks and International Coorperations for the Utilization and Disaster Prevention of the Yellow Sea (황해의 리용과 재난방지를 위한 해양학적 과제와 국제협력)

  • Due to the natural increase of human population and the concentration of industrial complexes to coastal area, the uses of nearshore area were increased drastically, and the tendency will not stop for a while. Therefore, the loss of human life and property damages of the present days for a disaster of the same magnitude should be heavy as compared to those of the past. For the better utilization of the sea and the prevention of the frequent marine natural and man-made disaster, and for the preparedness for the ocean pollutions, through ocean researches are required. the circulation, tidal currents, storm surges, sea surface wind, waves and sea fogs of the Yellow Sea should be investigated first from the oceanographic point of view, and then the dispersion and diffusion of spilled oil and pollutants, beach erosion, red tide, and longterm sea level oscillations can be studied. International cooperation is crucial for the investigation of the sea because of the temporal and geographic scales of the oceanic phenomina.

Equal Gain Differential Precoding Technique for Temporally Correlated Channels (시간 상관 채널에서 동 이득 차분 선부호화 기법)

  • In this paper, we propose a novel equal-gain differential precoding scheme utilizing temporal correlation of channels. The conventional differential precoding schemes only quantize a part of channel space not the whole channel space, so that it virtually increases codebook size which enhances the system capacity. But the conventional differential schemes increase peak-to-average power ratio (PAPR) without preserving equal-gain transmission. This paper proposes the design method of equal-gain differential precoding scheme and analyzes the performances of the proposed equal-gain precoding scheme. Monte-Carlo simulations verify that the proposed scheme has an advantage of 1dB to obtain the same system capacity with the same amount of feedback information compared with the conventional LTE schemes, with showing very low PAPR property.

"All This is Indeed Brahman" Rammohun Roy and a 'Global' History of the Rights-Bearing Self

  • This essay interrogates the category of the 'global' in the emerging domain of 'global intellectual history'. Through a case study of the Indian social-religious reformer Rammohun Roy (1772/4-1833), I argue that notions of global selfhood and rights-consciousness (which have been preoccupying concerns of recent debates in intellectual history) have multiple conceptual and practical points of origin. Thus in early colonial India a person like Rammohun Roy could invoke centuries-old Indic terms of globality (vishva, jagat, sarva, sarvabhuta, etc.), selfhood (atman/brahman), and notions of right (adhikara) to liberation/salvation (mukti/moksha) as well as late precolonial discourses on 'worldly' rights consciousness (to life, property, religious toleration) and models of participatory governance present in an Indo-Islamic society, and hybridize these with Western-origin notions of rights and liberties. Thereby Rammohun could challenge the racial and confessional assumptions of colonial authority and produce a more deterritorialized and non-sectarian idea of selfhood and governance. However, Rammohun's comparativist world-historical notions excluded other models of selfhood and globality, such as those produced by devotional Vaishnava, Shaiva, and Shakta-Tantric discourses under the influence of non-Brahmanical communities and women. Rammohun's puritan condemnation of non-Brahmanical sexual and gender relations created a homogenized and hierarchical model of globality, obscuring alternate subaltern-inflected notions of selfhood. Class, caste, and gender biases rendered Rammohun supportive of British colonial rule and distanced him from popular anti-colonial revolts and social mobility movements in India. This article argues that today's intellectual historians run the risk of repeating Rammohun's biases (or those of Hegel's Weltgeschichte) if they privilege the historicity and value of certain models of global selfhood and rights-consciousness (such as those derived from a constructed notion of the 'West' or from constructed notions of various 'elite' classicized 'cultures'), to the exclusion of models produced by disenfranchised actors across the world. Instead of operating through hierarchical assumptions about local/global polarity, intellectual historians should remain sensitive to and learn from the universalizable models of selfhood, rights, and justice produced by actors in different spatio-temporal locations and intersections.

Analysis of Water Quality and Soil Environment in Paddy Fields Partially Irrigated with Untreated Wastewater (미처리하수지구 논에서의 수질 및 토양 특성 분석)

  • The objectives of this study were to monitor and analyse water quality and soil property in paddy fields where untreated wastewater is irrigated. Three paddy fields where streamflow mixed with untreated wastewater has been irrigated (untreated wastewater district, UWD) were selected for monitoring, and five paddy fields in Yongin area (Yongin district, YID) where water from Idong agricultural reservoir (well-managed) has been irrigated were selected for comparative evaluation. Electronic conductivity (EC), suspended solids (SS), total nitrogen (T-N), total phosphorous (T-P), $NO_3-N$, $Ca^{2+}$, $Mg^{2+}$, $Na^+$, total coliform (TC), fecal coliform (FC), and E. coli of the irrigation water in the UWD were significantly higher than those in the YID. Relatively high concentrations of EC, T-N, T-P, TC, FC, E. coli, copper (Cu), lead (Pb), zinc (Zn), and aluminium (Al) were shown in the irrigation water of the UWD especially during May to June. In general, the paddy soil in the UWD contained more Pb, Zn, and Cu than in the YID although the soil heavy metal contents in the UWD still meet the Korean soil contamination warning standards. No temporal trends in the heavy metal concentrations were found in paddy soils of the UWD. This study showed that the use of untreated wastewater to paddy fields has the possibility of negative impacts on water quality and soil, although long-term monitoring is needed to fully evaluate its effects.

  • Quantization in video coding plays an important role in controlling the bit-rate of compressed video bit-streams. It has been used as an important control means to adjust the amount of bit-streams to at]owed bandwidth of delivery networks and storage. Due to the dependent nature of video coding, dependent quantization has been proposed and applied for MPEG-2 video coding to better maintain the quality of reconstructed frame for given constraints of target bit-rate. Since Scalable Video Coding (SVC) being currently standardized exhibits highly dependent coding nature not only between frames but also lower and higher scalability layers where the dependent quantization can be effectively applied, in this paper, we propose a dependent quantization scheme for SVC and compare its performance in visual qualities and bit-rates with the current JSVM reference software for SVC. The proposed technique exploits the frame dependences within each GOP of SVC scalability layers to formulate dependent quantization. We utilize Lagrange optimization, which is widely accepted in R-D (rate-distortion) based optimization, and construct trellis graph to find the optimal cost path in the trellis by minimizing the R-D cost. The optimal cost path in the trellis graph is the optimal set of quantization parameters (QP) for frames within a GOP. In order to reduce the complexity, we employ pruning procedure using monotonicity property in the trellis optimization and cut the frame dependency into one GOP to decrease dependency depth. The optimal Lagrange multiplier that is used for SVC is equal to H.264/AVC which is also used in the mode prediction of the JSVM reference software. The experimental result shows that the dependent quantization outperforms the current JSVM reference software encoder which actually takes a linear increasing QP in temporal scalability layers. The superiority of the dependent quantization is achieved up to 1.25 dB increment in PSNR values and 20% bits saving for the enhancement layer of SVC.

  • This paper proposes an algorithm that predicts the state of user's next actions, exploiting the HMM (Hidden Markov Model) on user profile data stored in the ubiquitous home network. The HMM, recognizes patterns of sequential data, adequately represents the temporal property implicated in the data, and is a typical model that can infer information from the sequential data. The proposed algorithm uses the number of the user's action performed, the location and duration of the actions saved by "Activity Recognition System" as training data. An objective formulation for the user's interest in his action is proposed by giving weight on his action, and change on the state of his next action is predicted by obtaining the change on the weight according to the flow of time using the HMM. The proposed algorithm, helps constructing realistic ubiquitous home networks.

  • The mixed convolved action principle provides a new rigorous weak variational formalism for a broad range of initial boundary value problems in mathematical physics and mechanics in terms of mixed formulation, convolution, and fractional calculus. In this paper, its potential in the development of numerical methods for transient problems in various dynamical systems when adopting temporally second order approximation is investigated. For this, the classical single-degree-of-freedom linear elastic dynamical systems are primarily considered to investigate computational characteristics of the developed algorithms. For the undamped system, all the developed algorithms are symplectic with respect to the time step. For the damped system, they are shown to be accurate with good convergence characteristics.

  • The complexity to search a specific content over TV platform is drastically increasing. Based on previous studies from computer data management system, we propose a new method that helps users to search and select content effectively. In general, contents over computers are represented by spatial metaphor, which replicates our physical environment and value systems about space. We suggest 3D lattice structure to construct information space for TV platform. Users can infer relevance between contents via special clue in information space, so as to select content more easily. Also, they can search contents through its temporal property that also represented in space. We make full use of our natural capability that can reduce additional overload to learning new interface. The results of this study can be significant and heuristic contributions, as they can be applied to diverse service areas utilizing video contents.

A Dynamic Transmission Rate Allocation Algorithm for Multiplexing Delay-sensitive VBR-coded Streams (VBR로 부호화된 지연 민감 서비스의 다중화를 위한 동적인 전송률 할당 알고리즘)

  • This paper describes a novel multiplexing scheme for delay-sensitive multiple VBR-coded bit streams in live multimedia service offered to high-speed networks. The primary goal of multiplexing in this paper is to keep delay limits of each bit streams and to enhance network resource utilization when they no multiplexed and transmitted over network. For this aim, this paper presents a dynamical control scheme which does not cause violation of any delay constraints to each bit steam. The scheme is based on the assumption that recent behavior of the each bit scream has high correlation with near-term future behavior. Such property is used to make as flat as possible by both temporal averaging on a stream-by-stream and spatial averaging is introduced when multiple VBR-coded bit streams are multiplexed. The effectiveness of the scheme is evaluated by several simulation using an MPEG-coded video trace of Star_wars and it is shown that the proposed scheme can effectively reduce the feat rate md coefficient of variation of the multiplexed transmission rate.

Vision-based Real-time Lane Detection and Tracking for Mobile Robots in a Constrained Track Environment

  • As mobile robot applications increase in real life, the need of low cost autonomous driving are gradually increasing. We propose a novel vision-based real-time lane detection and tracking system that supports autonomous driving of mobile robots in constrained tracks which are designed considering indoor driving conditions of mobile robots. Considering the processing of lanes with various shapes and the pre-adjustment of operation parameters, the system structure with multi-operation modes are designed. In parameter tuning mode, thresholds of the color filter is dynamically adjusted based on the geometric property of the lane thickness. And in the unstable input mode of curved tracks and the stable input mode of straight tracks, lane feature pixels are adaptively extracted based on the geometric and temporal characteristics of the lanes and the lane model is fitted using the least-squared method. The track centerline is calculated using lane models and the motion model is simplified and tracked by a linear Kalman filter. In the driving experiments, it was confirmed that even in low-performance robot configurations, real-time processing produces the accurate autonomous driving in the constrained track.
