A Study for the Effects of Interconnection Charge Policy on Consumer Welfare in the Mobile Telecommunications Market (이동통신시장의 상호접속료 정책이 소득분위별 후생에 미치는 영향 연구)

  • This paper analyses the effects of mobile telecommunications market's interconnection charge on consumer welfare between 2000 and 2010 by estimating price elasticity of demand with using log linear model and augmented Alexander et al(2000)'s model. The results show that consumer welfare is about 6 trillion won in 2009 and an upward trend. In the 2nd analysis, the decline in interconnection charge raise consumer welfare but, asymmetric interconnection and current TD-BU LRIC system have negative(-) relation with consumer welfare. Hence we need to revise interconnection policy frame.

Control strategies of energy storage limiting intermittent output of solar power generation: Planning and evaluation for participation in electricity market

  • Renewable energy generation cannot be consistently predicted or controlled. Therefore, it is currently not widely used in the electricity market, which requires dependable production. In this study, reliability- and variance-based controls of energy storage strategies are proposed to utilize renewable energy as a steady contributor to the electricity market. For reliability-based control, photovoltaic (PV) generation is assumed to be registered in the power generation plan. PV generation yields a reliable output using energy storage units to compensate for PV prediction errors. We also propose a runtime state-ofcharge management method for sustainable operations. With variance-based controls, changes in rapid power generation are limited through ramp rate control. This study introduces new reliability and variance indices as indicators for evaluating these strategies. The reliability index quantifies the degree to which the actual generation realizes the plan, and the variance index quantifies the degree of power change. The two strategies are verified based on simulations and experiments. The reliability index improved by 3.1 times on average over 21 days at a real power plant.

  • With the lanuch of the World Trade Organization(WTO) system, National and international trends toward more liberalized regulation of telecommunications terminal equipments drive the globalization of the telecommunications market. Despite of such trends, most countries have long viewed the type approval system as a major hindrance to overseas maketing because of a hodgepodge of diverse type approval system of telecommunications terminal equipments in each country. But, recently, many countries under these situations try to make a better understanding of respective requeirements of each country's many countries under these situations try to make a better understanding of respective requirements of each country'stype approval system, and where possible to strengthen commonalities, through referred to as "multual recognitio" system for the purpose of the development of procedures for hamonization oftype approval system in "one world, one market". Thus, this paper covers the definition, considerations and the case studies of mutual recognition between countries. Also, this paper suggests the desirable and general model of mutual recognition to be applied all the countries, which are being preparing and processing it.g and processing it.

A Study on the Tariff Index of Mobile Telephony in Korea

  • Since the opening of the mobile telecommunications market to new entrants in 1996, the mobile telecommunications industry in Korea has transformed into a severely competitive market. Although there are numerous methods to evaluate the effects of the competition policy, the most relevant would be to measure the decreased degree of mobile service tariff. Also, after the Introduction of competition in the market, most carriers launched a variety of new tariff plans, which would satisfy the users′ traffic volume and pattern. Therefore, it is necessary to develop a "mobile tariff index" that would collectively consider all the various tariff plans. This paper aims to develop a mobile tariff Index that would accommodate all the various tariff plans provided by mobile carriers. To develop this mobile tariff index, mobile user′s will first be classified by their traffic volume, and then calculate the average tariffs per minute of each group of users, and lastly weight-average those tariffs per minute. And finally, this paper shows the mobile tariff index by considering those averaged tariffs and the carriers′ market shares to reflect the contribution of individual carriers and the users′ traffic volume.

  • Quantum computing can be a game changer in all areas of economy security, and society, and it is expected to bring innovation to the entire industrial ecosystem. The competition in this industry is accelerating with various countries pushing for policies to preempt technology and maintain a technological advantage. The quantum computing market is expected to show commercial gains in 2027 as an inflection point. Initially, it is expected to replace the high-performance computing market. However the continuous growth of quantum computing will depend on the development innovative services such as ChatGPT in AI, and technological breakthroughs. We examine the definition and outlook, evolution and dynamics, and supply chain structure of the quantum computing industry in an attempt to unveil implications for its development.

  • This study examines the status of Korea's information security industry through mutual comparison between Korea and the world, and also suggests policy implications. In the world information security industry, we find that the service market is far greater in sales and the market attractiveness than the product market, but in Korea, the opposite result is obtained. The results of this study suggest that it is urgent to take measures to increase the value added of information security products with weak income generation capability and it is necessary to introduce the restructuring of the main market of information security industry from product market to service market.

Empirical Study on Unit Bias under the Flat Rate Pricing in the Korean Mobile Telecommunication Market (이동통신시장에서의 단위편향 소비행태 발생에 관한 실증연구)

  • The purpose of this paper is to empirically identify whether unit bias exists or not under the flat rate pricing in the Korean mobile telecommunication market and to give the desirable form of pricing plans for minimizing this irrational behaviors. Our results show that with the flat rate pricing consumers tends to make more voice or data traffic over their optimal consumption level, meaning the existence of unit bias in the Korean mobile market. These results imply that under the current pricing plans subscribers may pay higher monthly fee than their optimal cost which maximizes their utility, for using the telecommunications service. Thus, policy makers need to consider adopting mobile operators' segmentation of the flat rate pricing plans for the reduction of subscribers' telecommunications costs and the improvement of consumer welfare.

Non-resonant Element in Slotted Ground Plane for Multiband Antenna Operation

  • New ways of achieving small, multiband, multifunctional, and standard solutions for mobile handset antennas are demanded in the current wireless market. A non-resonant element of $5mm{\times}5mm{\times}5mm$, a matching network, and a $100mm{\times}40mm$ slotted ground plane are proposed to satisfy mobile market demands that require multiband operation and small antenna solutions. The main advantage of the proposed design is that with only one non-resonant element of considerably small size ($0.015{\lambda}$, 900 MHz), the handset is capable of providing operation at mobile bands.
