미국에서는 1996년에 62년이라는 장기간에 걸쳐 적용되어 오던 연방통신법의 대개정이 이루어졌다. 2006년 2월은 1996년 전기통신법 개정 10주년이 된다 미국에서는 그 동안 이루어진 IP화의 진전이 계기가 되어 통신법 재개정의 움직임이 현재 활발하게 진행되고 있다. 여기에서는 우선 1996년 전기통신법 성립 배경을 살펴 본 다음, 광대역화, VoIP 등장 등 동법이 예상하지 못했던 10년간의 시장 환경변화에 대하여 살펴보고, 현재 개정을 위하여 제출되어 있는 개정 법안을 소개하는 한편, 통신법 개혁 논의의 행방에 대하여 간략하게 살펴본다.

The ubiquitous technology, leading the stream of change in telecommunication market, makes VoIP a foundation technology to enter NGN era. With this trend in mind, VoIP providers try to satisfy customer needs and invest on R&D in order to survive in this emerging market. The critical issues to VoIP providers are two fold the first one is to find out the quality attributes of Internet telephony service; and the second one is to assess the impact they have on customer satisfaction, customer loyalty and customer performance. In this study, we attempt to empirically answer the above two issues employing SEM (structural equation modeling) and AHP (analytic hierarchy process), and suggest strategic guidelines for successful deployment of Internet telephony service.

This study aims at investigating the stylized facts of the complex system products innovation in Korea. It reviewed the preceeding studies on the innovation patterns of complex system products and selected the issues to be examined in investigating Korean case. In addition, the stylized facts of innovation patterns of Korean complex system products were suggested. The peculiar characteristics of Korean cases are as follows: Korea has succeeded in integrating foreign technologies and components into commercial complex system products and in substituting the foreign system products in the domestic market. However, it faces a great difficulty in upgrading the products to the next generation. It lacks capabilities which facilitate the evolution of system products competing in the world market.

The development of information & telecommunication technology and internet-based electronic commerce helps to create a new economic environment. Such an economic environment requires the companies to change themselves, while providing unlimited potential and opportunities to them. Thus, in order to help the companies engaged in a fair and free competition in the electronic market, a fair competition policy needs to be designed and operated. The electronic commerce has not only promote the competition but also impede it. The electronic commerces tend to violate the fair trade than the conventional commerces in terms of differentiation, monopoly, conference, limited competition and intellectual property rights, schumpeterian competition, Alliance competition. With such basic concepts in mind, this study was aimed at reviewing the economic effects of the electronic commerce in the market and addressing the problems involving the application of the fair trade code to the electronic commerce, and thereby, suggesting the insights into our fair competition policy and reform measures.

Recently, the number of input method by Smart-Phone increasing in handheld digital product released. According to the development of telecommunication speed of middle carrier, demand for the multimedia contents is high so, it demands that the display of smart-phone shall be large. It is expected that the market share of smart-phone will be constantly getting bigger. For the robust changes, related study is not done too much for smart-phone. As the market of smart-phone, it is expected that the necessity of relevant study is salient issue.

We propose a method for detecting DDoS (Distributed Denial of Service) traffic in real-time inside the backbone network. For this purpose, we borrow the concepts of MACD (Moving Average Convergence Divergence) and RoC (Rate of Change), which are used for technical analysis in the stock market Due to the fact that the method is based on a quantitative, rather than a heuristic, detection level, DDoS traffic can be detected with greater accuracy (by reducing the false alarm ratio). Through simulation results, we show how the detection level is determined and demonstrate how much the accuracy of detection is enhanced.

Having the characteristics of public goods, Radio Spectrum had been controlled by Government Authorities. In the past, technological side of spectrum, such as cross protection, was the main concern, but as the telecommunication industry is developing gradually, economic side of spectrum is becoming an important part. To uplift the Economic efficiency of spectrum management policy, clarifying the basic value of spectrum is one of the most important things. Also, both government authorities and spectrum licensees will have to choose license or investment under uncertainties such as license timing, time to market, technology standard, and so on. Considering all things, this paper gives the value to the spectrum by real options theory, which is a powerful method concerning uncertainty, especially for government, And we applied it to a specific spectrum band for the portable Internet in Korea. These results can provide information about the technological standard, optimal market-entry time as well as the value of spectrum for the portable Internet.

Recently domestic mobile carriers have been engaged in heated battles for survival as the market is now rapidly approaching its maturity phase. and the launch of 3G service combined with the introduction of mobile number portability is dramatically reshaping the market landscape. The mobile carriers may have to create and maintain their competitive advantage based on their core capabilities and differentiated strategies. which will lead continuous survival and profits of the firm. This paper investigated competitiveness factors among mobile carriers. and analyzed the relationships of firm capabilities. competitive strategies and competitive advantage. We found that core capabilities and competitive strategies affecting competitive advantage are different from each carrier. Finally. we discussed strategic implications for carriers to increase their competitiveness.

This paper proposes a new spectrum forecasting (SF) model to estimate the spectrum demands for future mobile broadband (MBB) services. The model requires five main input metrics, that is, the current available spectrum, site number growth, mobile data traffic growth, average network utilization, and spectrum efficiency growth. Using the proposed SF model, the future MBB spectrum demand for Malaysia in 2020 is forecasted based on the input market data of four major mobile telecommunication operators represented by A-D, which account for approximately 95% of the local mobile market share. Statistical data to generate the five input metrics were obtained from prominent agencies, such as the Malaysian Communications and Multimedia Commission, OpenSignal, Analysys Mason, GSMA, and Huawei. Our forecasting results indicate that by 2020, Malaysia would require approximately 307 MHz of additional spectrum to fulfill the enormous increase in mobile broadband data demands.

The world is paying a lot of attention to digital twins to preoccupy future technological competitiveness. Digital twins can be used in various fields such as manufacturing, medical care, and cities. Various market research institutes predict that the market size of digital twins will gradually expand. Korea has also selected digital twin as one of the representative tasks of the Korean version of the New Deal and is promoting related policies. However, a common platform or standard for building digital twins is not enough. Interoperability is a very important characteristic for the purpose of creating new value through interconnection between digital twins rather than independently developing and utilizing digital twins. The Digital Twin Consortium is an international council for the effective development and utilization of digital twins, and is working to solve the problem of digital twin interoperability. The Digital Twin Consortium recently published the 'Digital Twin System Interoperability Framework', and this paper analyzes the digital twin interoperability based on it.
