This study presents an exploratory investigation of SMEs in Vietnam to understand the impact of personal-level factors on middle managers' work motivation and the moderating role of work environment. A survey of 450 middle managers (MMs) in 150 Hanoi's SMEs was conducted. The findings of this research showed a significant positive impact of Achievement (ACHV), Recognition (RECOG), and Responsibility (RESP) on work motivation of MMs under the investigation. Furthermore, the result indicated that the work environment affects the relationship between personal-level factors and work motivation of participants. Consequently, both work environment improvement and strategies related to personal-level factors need to be taken into consideration. Especially, Recognition and transparency in Responsibility are appreciated in organizations with a low level of work environment satisfaction. However, there were no indications that Participation (PAR) and Communication (CMM) have a considerable impact on work motivation of respondents, being neither low level nor high level of work environment satisfaction. Based on the findings, recommendations are suggested for Vietnam's SMEs to improve work motivation of MMs, by (i) developing standards with emphasis on their achievement, (ii) paying attention to organizational culture focusing on the responsibility of this managerial level, and (iii) building an adequate incentive system, especially non-financial incentives.

This study estimates the influence of organizational-level factors on work motivation and job performance of middle managers of small and medium enterprises (SMEs) in Vietnam. A 5-point-Likert-scale structural questionnaire consisting of 36 observation variables was used to survey middle managers of Vietnamese SMEs. 425 out of 500 responses collected were valid for multivariate data analysis. The results of confirmatory factor analysis and structural equation modeling reveal three main findings. First, philosophy and policy, compensation and benefits, goal system, and leadership have positively significant impacts on the work motivation of middle managers under investigation. Second, there is a significantly positive influence of work motivation on job performance. However, there is no indication that growth opportunities, work environment, evaluation system have significant impacts on the work motivation of respondents. Based on the findings, the study suggests four recommendations for Vietnamese SMEs to improve motivation and job performance of middle managers, which are (1) ensuring the clarity and soundness of the organizational policies and philosophies, especially human resources policy that boosts employees' work motivation; (2) building a comprehensive compensation and benefit system to attract and retain talented employees; (3) developing a clear and adequate goal system; (4) enhancing top-level managers' leadership abilities.

The Internet has motivated firms to participate in electronic commerce. With the development of electronic commerce, SMEs (small- and medium-sized enterprises) may be forced to use e-intermediaries in export marketing. This study aims at assessing e-intermediaries in various aspects. Empirical and theoretical studies are conducted to investigate determinants and effects of eintermediary use in export marketing. Based on resource-based view (RBV), the study develops a conceptual model that can address the question of which international competence and export performance are closely related to e-intermediary use by SMEs. Based on literature review and theoretical foundations, this study made four hypotheses. With AMOS, structural equation modeling (SEM) was used for testing four hypotheses. The empirical findings support all hypotheses. Last, this study suggests examining comprehensive internal and external factors in terms of e-intermediary use as an interesting topic for future research.

기술집약형 중소기업의 기술사업화 활동은 초기 기술을 대상으로 사업화를 전개하는 경우가 많기 때문에 기술 및 시장 위험도가 상대적으로 높다. 따라서 개별 기업의 역량이나 전략만으로 설명되기 보다는 혁신시스템적 관점에서 파악할 때 실효성 있는 정책 방안을 제시할 수 있다. 본 연구에서는 기술집약형 중소기업이 집적되어 있는 대덕연구개발특구 지역을 중심으로 이들 기업의 기술사업화 행태와 혁신시스템의 분석을 통해 그 특성을 밝히고 이러한 특성을 고려한 기술사업화 지원정책 방향을 도출하고자 하였다. 특히 현재 대덕연구개발특구의 기술사업화 시스템의 한계와 문제점을 국가수준과 지역 수준에서의 혁신시스템 전환기에 나타나는 '시스템 전환 지체'로 파악하고, 이러한 시스템 실패 극복을 위한 정책방향과 과제를 제안하였다.

중소기업 활성화를 위한 정부 R&D지원이 다양하게 이루어지고 있으나 이와 관련한 기존 대부분의 연구는 정부 R&D지원 중 재무적인 부분에 초점이 맞추어져 있었다. 그러나 최근 들어 정부의 재정적 한계로 인해 정부의 비재무적인 R&D지원책에 대한 관심이 높아지고 있다. 본 연구에서는 중소기업을 대상으로 정부 R&D지원을 재무적, 비재무적 전략으로 유형화하고, 유형별 기술혁신 성과를 분석하였다. 동시에 R&D의 성과가 기업의 특성별로 다양할 수 있는 만큼 성과변수를 기술개발 가능성, 기술혁신성, 기술독창성으로 구분하여 지원방식과 성과의 특성 간 관계성에 대해 접근하고자 하였다. 분석 결과, 정부 R&D지원은 중소기업의 기술적 성과에 긍정적인 영향을 미치는 것으로 나타났다. 하지만 재무적 지원의 강도는 기술독창성에는 영향을 미치지 않는 것으로 나타나 정부 R&D지원의 규모효과에는 한계가 예상된다.

첨단산업에 속한 기업들은 빠른 기술변화에 대응하기 위해 전략적 기술기획 활동이 중요하지만, 중소기업들은 자원과 역량이 부족하여 자체적으로 기술로드맵을 수립하는 것은 한계가 있다. 따라서 정부주도로 중소기업 영역의 기술로드맵을 제시하고 이를 근거로 R&D 방향 및 R&D 역량을 지원하는 정책적 노력이 있었다. 2011년 도입한 기술로드맵은 중소기업의 R&D방향성에 이정표 역할을 하고 있으나 기술로드맵과 연계한 R&D투자정책은 미흡하다. 본 연구에서는 기술로드맵 중심의 R&D투자우선순위를 제안함으로써 R&D투자방향 일원화 및 R&D투자정책의 효율성 개선에 기여하고자 한다. 기술로드맵을 활용한 R&D투자정책은 기술로드맵의 R&D전략과 R&D사업별 예산편성을 연계할 수 있는 논리적 근거가 필요하다. 따라서 전략기술 투자우선순위 결정을 위해 '중소기업 R&D 투자우선순위 결정모형'을 제안하고, 실증분석을 위해 기술로드맵 수립에 참여하는 전문가 46명을 대상으로 설문조사를 실시하였다. 기술로드맵의 전략성을 고려하더라도 중소기업의 기술개발 관련 의사결정을 모두 반영하기에는 한계가 있으나, 집중과 선택을 통한 투자우선순위 결정모형을 통하여 R&D정책의 가이드라인 역할과 R&D투자방향 일원화에 기여할 수 있다.

This study is to suggest the government's support direction for the small and medium sized enterprises (SMEs) by examining the relations among technology level, innovation factors, entrepreneur's characteristics, and start-up reasons. The management bottlenecks and the necessary fields of government's support are also investigated across the company's growth stages. Empirical analysis was conducted based on the 318 Korean SMEs' data receiving the Venture and/or Inno-biz certification. Results show that managing difficulties of the company have typical pattern according to the stage of growth. The characteristics of an entrepreneur such as age, education background and past experience affect the early stage of starting business. We also found that the technology level is closely connected with operational innovation activities and circumstances, entrepreneur's characteristics, start-up motives, and technological innovation activities.

This paper proposes the enhanced application of superconducting magnetic energy storage (SMES) for the effective compensation of power fluctuations based on the interleaving technique. With increases in demand for renewable energy based photovoltaic (PV) generation system, the output power fluctuations from PV generation system due to sudden changes in environmental conditions can cause serious problems such as grid voltage and frequency variations. To solve this problem, the SMES system is applied with its superior characteristics with respect to high power density, fast response for charge and discharge operations, system efficiency, etc. In particular, the compensation capability is effectively improved by the proposed interleaving technique based on its parallel structure. The dynamic performance of the system designed using the proposed method is evaluated with several case studies through time-domain simulations.

지능정보사회의 포노 사피엔스 시대에 대부분 기업 활동은 네트워크 및 정보시스템에 대한 의존도가 더욱 높아지고 있다. 우리나라 기업의 대부분을 차지하고 있는 중소기업은 보유하고 있는 정보 자산의 가치와 기술력이 점차 증가하고 있고 기업 성장의 원동력이 되는 핵심기술에 대한 보호역량은 기업의 가장 중요한 경쟁력이 될 것이다. 이에 따라 과학기술정보통신부와 한국인터넷진흥원은 높은 수준의 기업 맞춤형 정보보호 컨설팅 지원을 통해 중소기업의 현재 정보보호 수준을 평가하고 정보보호 역량을 제고함으로써 해킹, 정보유출 등 각종 사이버 위협으로부터 받는 피해를 최소화할 수 있는 기반을 제공하고 있다. 본 연구에서는 한국인터넷진흥원에서 수행한 중소기업 정보보호 컨설팅 결과를 기반으로 정보보호 효과를 분석하고 중소기업 정보보호 컨설팅 결과에서 도출된 문제점과 한계점을 파악하여 중소기업이 정보보호 관리체계를 보다 효율적이고 효과적으로 관리할 수 있는 중소기업 정보보호의 개선방안을 제안하도록 한다.

SMEs(Small and Medium-sized Enterprises) have implemented the various IT-based Production Information Systems(PIS) to cope with the highly competitive environment as well as to improve their competitiveness and productivity. For the efficient development of PIS In SMEs, standardizing the system development process is required. Methodology for the development of PIS is especially important for the systematic and efficient implementation to communicate among the SI companies, SMEs, and a supervision agency. TIPA(Korea Technology and Information Promotion Agency for SMEs) has developed PSDM(Production System Development Methodology), and supplies it to the SI companies. The research goal of this paper is to explore the productivity improvement by adopting the PSDM with the cases of SI companies applied PSDM. The results show that such benefits as risk management, productivity improvement, easy system implementation and maintenance are perceived by PSDM Users. This research could be the first case study reveal the effectiveness of PSDM. For further research, the survey could be carried out with more samples.
