Purpose: Simple part or equipment is necessary TRA(Technology Readiness Assessment) or MRA(Manufacturing Readiness Assessment). But sole maturity like TRA, MRA has limit complex systems or SoS(System of System). Especially complex weapon system need from the System Maturity Point of view. This research shows necessity of SRA(System Readiness Assessment). Methods: In case of complex systems, it is essential to SRA(System Readiness Assessment). For the purpose of calculating SRL(System Readiness Level), TRL and IRL must be calculated. And then SRL can obtain know from equation of TRL and IRL. To prove SRA effectiveness, it is calculated SRL of JTDLS(Joint Tactical DataLink System) programs. Results: SRA procedure is proposed and case study shows as examples of JTDLS programs. Although result of TRA is TRL6, result of SRA is not 0.6. From this research, we can know necessity of SRA. Especially complex systems or SoS(System of System) is essential to SRA. Conclusion: SRA(System Readiness Assessment) is required to overcome limitation of sole maturity and to achieve a successful acquisition of high quality weapon system. This research intended to suggest SRA procedure and case study in complex defense system.

TRA(Technology Readiness Assessment) quantitatively assesses the current level of domestic technology and is used as a key tool for determining the possibility of domestic R&D and risk management. However, since the current TRA utilizes hardware-oriented TRL(Technology Readiness Level), it is suitable for independent assessment of each technologies, but has limitations in evaluation from a system integration perspective. In addition, the checklist-based assessment is highly likely to involve subjective evaluation. This study proposes an enhanced TRA framework by redefining TRA procedures and criteria from the systems integration perspective of system engineering. We focused on developing a framework that overcomes the limitations of the current TRL/TRA and enables easier and more intuitive assessment. The proposed framework distinguishes between TE(Technology Element) and CTE(Critical Technology Element) in terms of HW, SW and interface and redefines TRL. TRA is performed according to the TRL redefined from the above three points of view, and the lowest evaluation value is used as system maturity level in consideration of risk management. The proposed CTE selection method minimizes the intervention of the evaluator by utilizing the quantitative goal of the key ROC(Required Operational Capability), development difficulty, and application of COTS(Common Off The Shelf) technology. The effectiveness of this framework was confirmed through a case study of the TSS(Target Surveillance System). It is hoped that starting with this study, research at the framework level will be activated and contribute to the improvement of the TRA system.
The purpose of this study is to examine consumers' risk perception in internet clothing shopping and its relation with technology readiness and the frequency of purchase. Thereafter, this study examines how consumers' risk perception affect service quality and satisfaction at the apparel shopping sites. An on-line survey was made to collect data, and the replies from 785 people, who had an experience of apparel shopping on line, were used in data analysis. From factor analyses, risk perception comprised 3 factors of product related risk, delivery related risk, and security related risk, and technology readiness comprised 4 factors of optimism, innovativeness, discomfort, and insecurity. Based on cluster analysis, consumers were classified into 3 types in terms of the internet risk perception: low risk group, medium risk group, and high risk group. From path analysis, risk perception was decreased with high frequency of purchase and low discomfort and insecurity of technology readiness, and risk perception and service quality had an influence on consumers' satisfaction with the shopping sites.

Technology readiness assessment is a procedure for managing defense project risk factors based on the preemptive identification of technical risks. Under current regulations, technology readiness is determined based on considerations of the ratings of factors itemized on a checklist, whether unsatisfied factors have a fatal impact on the project, and whether countermeasures for unsatisfied factors have been established. However, objective criteria for assessing the impact of unsatisfied factors have not been presented, and thus, at present, the results of technology readiness level determinations are largely subjective. In addition, the importance of questions on the checklist is dependent on individual project characteristics and this is not considered during the assessment process. In this paper, we propose an improved technology readiness assessment procedure that considers the characteristics of each project. Using the proposed procedure, we quantitatively determined the importance of each checklist item using a weighting method. We found the devised procedure improved the reliability and objectivity of technology readiness assessment results. A case analysis of a complex weapons system is presented to demonstrate these improvements.

RAM(Reliability, Availability, Maintainability) is important performance factor to keep combat readiness and optimize operational and maintenance cost of weapon systems. This paper discusses the method to establish RAM for combat readiness by using field failure data from similarity equipments. Operational availability is estimated from a binomial distribution function of user's operational conditions such as combat readiness preservation probability, operational rate, operational availability and total number of equipment. Reliability and maintainability is estimated from field failure data from similarity equipment to accomplish operational availability. The effectiveness of established RAM is verified through analysis of combat readiness preservation probability and mission reliability. A case study of weapon system illustrates the process of the proposed method.

A Manufacturing Readiness Assessment (MRA) was adapted to prevent the probable ascending expense, poor quality, and delay from the development to production phase and assess the level of manufacturing readiness in 2012. Consequently, there are positive effects on improving the quality to identify the manufacturing risks during the production of military supplies and manage the issues in advance. On the other hand, because the appraisee is becoming accustomed to preparing for MRA checklists tailoring, it was found to intensify the MRA points more than before, which damages the goal of the MRA. This paper proposes the quantitative MRA methodology using MWV (Manufacturing Readiness Level 8 Weighted Value) to define and measure the HOM8, DOM8, ICOM8, and M8RA to reflect the history of MRA, the difficulties of MRA checklists, the intrinsic cruciallity and risk assessment of program, which can overcome the problems mentioned before. This paper shows the MWV of four weapon system programs to be carried out and an analysis of the proposed MRL 8 methodology.
Recently, many companies are interested in adopting cloud computing as their IT strategy. However, no distinct results have appeared in the substantial implementation of this technology. The main reason for such result is from the absence of research models leading to high impact studies on cloud computing. Thus, this study attempts to find a possible answer for the following research question : what factors influence an organizational assimilation of cloud computing? This study investigates Technology-Push (TP)/Need-Pull (NP) theory as a main factor affecting cloud computing assimilation. Also, the study examines the moderating role of organizational readiness. TP includes of perceived benefits, vendor pressure, cost savings, and IT activity intensity while NP includes competitor orientation, information technology policy, technological turbulence, and performance gaps. In addition, organizational readiness suggests two variables, financial resources and technological knowledge. Result from 217 adopting organizations showed that all of these factors with exception of competitor orientation and vendor pressure, have statistically significant impact on assimilation of cloud computing. The implications of the findings propose a theoretical framework for the foundation of studies on cloud computing assimilation, which can server as important practical guidelines for technology development.
The role of knowledge as the key source of potential advantage for organizations and economies has become a hotly debated topic. Some studies found that organizations had their own knowledge management styles. Knowledge Management draws form existing resources that organizations may already have in place. Checking the organization's infrastructures for Knowledge Management is the first step for Knowledge Management. Although the as- is analysis of organizations before knowledge management is important, but there is no study on the readiness for Knowledge Management. This study reports on the development of an instrument designed to measure the readiness of an organization for knowledge Management. Starting with the literature, 4 dimensions - strategy, process, culture/people, and technology - and 18 factors were identified. Then, a questionnaire for measuring readiness was created. Finally, the instrument was pilot tested to prove its reliability and validity. Following the pilot test, the factors all demonstrated acceptable levels of reliability. The result is 19 factors instrument comprising 4 dimensions which provide a useful tool for measuring the readiness for Knowledge Management.
Research and development (R&D) methodology for the practical use of accident tolerant fuel (ATF) in commercial light water reactors is discussed in the present review. The identification and quantification of the R&D-metrics and the attribute of candidate ATF-concepts, recognition of the gap between the present R&D status and the targeted practical use, prioritization of the R&D, and technology screening schemes are important for achieving a common understanding on technology screening process among stakeholders in the near term and in developing an efficient R&D track toward practical use. Technology readiness levels and attribute guides are considered to be proper indices for these evaluations. In the midterm, the selected ATF-concepts will be developed toward the technology readiness level-5, at which stage the performance of the prototype fuel rods and the practicality of industrial scale fuel manufacturing will be verified and validated. Regarding the screened-out concepts, which are recognized to have attractive potentials, the fundamental R&D should be continued in the midterm to find ways of addressing showstoppers.
