DEA를 활용한 국가별 글로벌 기술협력 수준 분석 : OECD 국가를 중심으로 (Using DEA to Analyze the Degree of Global Technology Cooperation at the National Level)

  • Under a rapidly changing environment, firms have attempted to co-operate with organizations that possess high technologies to improve their technical capabilities. Most countries have worked towards developing a suitable strategy for international technology co-operation based on the diagnostic results of their technological capabilities and indices. These diagnostic results indicate the level and degree of international technology co-operation that have been developed in academia. However, identifying the overall conditions of international technology co-operation based on existing indices is a difficult task. Hence, to address this problem, indices that can measure diverse perspectives of core technology co-operation activities need to be developed. This research aims to develop a framework for identifying the current state of international technology co-operation in diverse perspectives at the national level. We develop indices based on relevant literature and formulate an analytical framework for international technology co-operation in diverse perspectives using DEA analysis. The results are expected to contribute to effective technology planning at the national level by diagnosing capabilities for international technology co-operation from diverse perspectives.

고품질 무기체계 획득을 위한 성숙도평가 방안 소개 (A Study on Readiness Assessment for The Acquisition of High Quality Weapon System)

  • Purpose: Technology readiness assessment(TRA) used as a standard readiness assessment tool in the acquisition program of weapon system has some limitations in the comprehensive understanding of the complex system. Therefore, this research is intended to suggest a holistic maturity assessment method for the acquisition of high quality weapon system. Methods: Technology readiness level(TRL), manufacturing readiness level(MRL), integration readiness level(IRL) and system readiness level(SRL) developed to assess system maturities in the various aspects are compared and analyzed to draw an improvement avenue for the current readiness assessment method. Results: TRL, MRL, IRL and SRL have large differences in their maturity targets during the acquisition life cycle: technological performance, manufacturing capability, interface between components and total system, respectively. They complement one another's shortcomings Conclusion: To achieve a successful acquisition of high quality weapon system, multi-dimensional readiness assessment is required. Therefore, comprehensive readiness assessment using TRL, MRL, IRL and SRL will contribute to the acquisition of high quality weapon system through the accurate maturity information of overall system.

국내기업의 인터넷 이용에 관한 실증적 연구

  • It is quite a necessity for the small and medium corporations(Abbre : SMC) to have information technology in order to survive in ever changing global business environment . Especially recently, the importance and uses of Internet have greatly increased by SMCs facing changing environment. This thesis aims to propose various application alternatives of Internet through the analysis of the Internet uses by SMCs. For the analysis, questionaires were distributed nationally to 126 small and medium corporate entities, and 64 out of 82 retrived questionaires have been used for the analysis. The analysis revealed several notable points related with Internet applications by SMCs that , although SMCs strongly feel the need for the use of Internet. -the level of recognition for the existence of the Internet was relatively low -the time used was also at low level -the job which uses Internet was mainly marketing related -and the fields applied were concentrated in those of search and e-mail. The benefits which are derived from the use of Internet include swift provision of technological information to SMCs ,improvement of active interchanges of information through the whole relate networks, strengthened promotion of products made by Internet to promote smooth communications (among related divisions or personnels), to automate work systems , and to systemizestrategic management planning process etc. Consequently, it is expected that, althgough the level of application of Internet is quite low, Internet can be served as a source of information technology and futher as a weapon to better combat strong competition through various supports at government level, since small and medium corporations feel its strong need for Internet.

기술사업화 성공에 대한 기술성숙도 및 사업화 활동의 영향에 관한 연구: 공공기술을 중심으로 (A Study on the Effect of Technology Readiness Level and Commercialization Activities on the Success of Technology Commercialization: Focusing on Public Technology)

  • 우수한 연구성과를 상업화하여 산업발전에 기여하는 '기업가적 행위자(entrepreneurial actor)'로서의 공공 연구기관의 기능과 역할에 대한 관심이 높아지고 있다. 그러나 이들의 상용화 단계 성과는 미흡하다는 지적이 제기되고 있다. 공공기술의 기업이 활용하기에 기술성숙도 또는 재현성(repeatability)이 미흡하여 공공 연구기관으로부터 개발된 기술의 사업화가 성공적이지 못하다는 주장이 있다. 본 연구에서는 공공기술을 도입한 기업을 대상으로 조사한 자료를 활용하여 기술사업화 성공에 대한 기술성숙도(TRL) 및 사업화 활동의 영향을 실증적으로 분석한다. 이를 위해 대학 및 출연(연)으로부터 기술을 이전받은 369개 기업의 설문응답 결과를 활용하여 프로빗 모형 분석을 실시하였으며, 특히 도입시점의 TRL 수준과 현재시점 TRL 수준의 차이(TRL Gap)를 측정하여 이의 조절효과를 검증하고자 하였다. 연구 결과, 기업이 도입한 공공기술의 도입시점 TRL이 높을수록 기술사업화 성공 가능성 또한 높은 것으로 나타났다. 또한, 도입시점의 TRL 수준과 사업화 시점의 TRL 수준의 차이(TRL Gap)는 그 자체로 기술사업화 성공에 영향을 미치지 않으며, 도입시점 TRL과 결합하여 추가적인 효과를 발생시키는 것으로 나타났다. 마지막으로, 한계효과 추정을 통해 TRL이 4~6 수준인 기술을 도입하여 TRL 9 수준으로 향상시키면 기술사업화 성공 가능성이 가장 높게 나타나는 것으로 관측되었다.

Human Mental Condition Monitoring through Measurement of Physiological Signals

  • Nowadays, one of the most common diseases is chronic mental fatigue syndrome. This can be caused by many factors, such as busy life, heavy workload, high population density, and adverse technological impact. Most office workers and students who are sitting all day long while being exposed to this kind of environments are likely to be involved in the mental illness. Therefore, to prevent the illness, it has been highly required to design a device that enables mental fatigue to be monitored continuously without human intervention. This paper proposes a linear regression method to reliably estimating the level of human mental fatigue using wearable physiological sensors, with an estimation error of 0.852. Also, this paper presents an Android application that is able to check mental health conditions in daily life.

Triple Helix and the Circle of Innovation

  • This paper positions the triple-Helix as a meso-level notion, an epicycle in a grander circle of technological change, institutional change, and psychological change. Because of the differing speeds of these several kinds of change, speed is proposed as a high-level system metric. This implies that what we commonly call bridging agencies or facilitators - lawyers, venture capitalists, incubators, etc. - are better called buffering agencies, as they help to engage entities changing at different speeds. They use human judgment as well as information technologies to choose feasible timing for these engagements. The paper highlights implications for thinking about innovation diffusion: The grand cycle of socio-technical change means we should, rather, think in terms of innovation reinforcement, or a circle of innovation.

  • With new competitive environments, innovation is more necessary to survive severe competitions than ever. However, most Small and Medium(SM) businesses are used to be short of professional staffs, money and equipments for performing various innovations(ie., technological or administrative innovation, product development or Process development, and radical or incremental innovation). Many students have suggested that incremental innovation is more adequate than radical innovation in SM business. The purpose of this paper is to find antecedent factors In promote employees' Incremental Innovation Activities(IIA), In analyse moderating effects of ability and attitudes, and to test the difference of IIA-level by ability(or attitudes) and 11 independent factors. Each IIA-level by 5 variables of 11 independent variables-job variety, importance, identity, communication, performance dependency-is found to be significantly different in high-ability group affirmative-attitude group.

PMO 대가 산정모형의 개발 (A Study on the Development of PMO Cost Estimation Model)

  • Recently the complexity and difficulty of the IT projects are increasing due to technological and environmental risks, resulting in the adoption of PMO(Project Management Office) onto IT project management practices, including public area projects. For example, the Korean government regulated the application of PMO onto large scale public IT projects. However, since there has been no reliable method to estimate the cost to execute PMOs, a PMO cost evaluation model to support the budget and cost planning of PMO projects is required. Thus, the purpose of this research is to develop a systematic cost evaluation model for PMO projects. We identified the dimensions that determine the PMO execution cost to be the scale of the subject project, the technical difficulty level of the subject project, and the tasks to be executed in the PMO project. Based on the determinants, the PMO execution cost model were developed from historical data and experts opinion. Upon verification, the validity of the developed model has high level of consistency compared with their experiences of real PMO project costs.

  • 이 논문에서는 지구관측용 가시광선 및 적외선 위성센서의 검보정 방법들을 소개하였다. 먼저 지구관측용으로 쓰이는 위성용 센서들에 대해 간단히 살펴보고, 이들의 검보정 방법들을 정리하였다. 위성센서 중 특히 가시광선 및 적외선 광학센서의 보정장치들을 예로 들어 이들 장치의 원리에 대해서 간략하게 설명함으로써 센서레벨에서 이루어지는 1차적인 보정원리에 중점을 두었다.

  • Using patent and firm-level panel data for 1982-2001, this study investigates spillover effects of patents and the strengthening of intellectual property rights on Productivity and Innovation. As well as we consider the effect of intra-industry spillovers, we extend the effect to inter-industry spillovers which implies the effects of IT industries on non-IT industries. The empirical results are summarized as follows. First, allowing for firm-level variables, market competition and technological spillovers, the strengthening of intellectual property rights does not play a significant role on innovative activities. Second, while innovative activities of domestic firms affect significantly firms' innovative activities, those of foreign firms do not. Third, innovative activities of IT industries as inter-industry spillovers play a significant role on innovative activities and labor productivities of domestic firms.
