  • As the use of private cars increases along with the technological advancement in the automobile industries and their capabilities to supply, a wide range of issues are followed including the increase in traffic congestion costs, pavement damages and more. In spite of consistent effort to resolve such urban traffic problems, the modal share rate of private cars continuously increases, thus it is becoming more important to explore the ways to enable drivers to take reasonable measures, in self-motivated manner, by taking part of the transportation demand management policy rather than to rely on the strict enforcement of control policy. Considering that the urban transportation infrastructures are in much better shape than before, it is necessary to implement Mobility Management (MM) that induces reasonable usage of private cars by promoting the change in one's consciousness and behavior through communication. Hence, the research studies the factors that influence the mobility through the survey targeting the citizens of Busan on their awareness on the former transportation demand management policy, to explore the ways to motivate the citizens' involvement in reducing the use of private cars as a measure of Mobility Management.

People's Creativity and User/Field-driven Innovation: Literature Review for the Paradigm of Creative Economy (국민의 창의성과 사용자/현장 중심 혁신: 창조경제 패러다임 정립을 위한 문헌 연구)

  • 'Creative Economy' has been announced as the new paradigm of socio-economic development strategy of newly elected President Geun-Hye Park's administration. By explicitly defining people as a major player in creative activity, it seems to depart from expert-driven or science & technology-focused development paradigms of previous administrations. Yet, its interpretation and operation in terms of government policy does not seem to show any differences. This study aims to explicate the nature of Creative Economy as a development paradigm by clarifying the differences between people's creativity and that of scientists and engineers through extensive literature review. People can contribute to the creative activity not just as users but also as living persons who make everyday yet independent choices based on their humanistic, philosophical, ethical and experiential capabilities which are clearly different from the sources of scientists' & engineers' creativity. People's creative activity does involve value judgement about life and can often accelerate the system innovation or transition by changing consumer behaviour and lifestyle, and hence destruct technological lock-in user lock-in of the existing system. People's creativity can thus present 'User/Field-driven Innovation Paradigm which clearly differs from existing expert- or science & technology-driven innovation paradigm. The Creative Economy with focus on people's creativity therefore faces new socio-economic development challenges of fulfilling the User/Field-driven Innovation Paradigm.

An Analysis of Application Performance of Defense R&D Technologies Acquired by Offset Programs (절충교역을 통해 획득한 연구개발 기술의 활용성과 분석)

  • Offset trade has been applied in Republic of Korea's defense acquisition programs since early 1980s and used for national economic development as well as enhancement of military capabilities. The accumulated offset trade value amounts to over 10 billion dollars by 2010. However, questions in regards to the effectiveness of offset trade have been constantly raised. As it is a quite difficult task to analyze and calculate the application performance of defense technologies acquired by offsets objectively, limited level of quantitative analysis of application performance have been conducted so far. Hence, in this paper, we came to understand the overall status of application of those technologies through in-depth performance analysis and suggested some specific policies for the further development of offset trade based on the analysis results. To begin with, we developed a questionnaire based on performance indicator deducted through literature review of relevant researches, and conducted survey of major offset recipients. Also, another survey of offset experts belonged to the army, government organization, research institute and companies was conducted to evaluate the performance and effectiveness of offsets qualitatively. And we analyzed the efficiency of application performance using DEA. The results of all surveys are showing that there is positive accomplishment in the technological aspect, but in economic aspect, it shows relatively inactive outcome. Based on these results, policy direction is considered to be changed from the emphasis on the acquisition of core technology to revitalization of domestic defense industry in line with new government's policy orientation.

  • As ICT technology becomes advanced, the importance of future internet is emphasized and in part of that, M2M (Machine-to Machine communications) is magnified in terms of importance and usage in public and private sector. M2M is emerging as a next generation strategic industry but there is no existing analyzed data or market classification, so it disrupts establishing policies on the M2M industry. As the technology is progressing, the evolution from M2M to IoT (Internet of Things) has started and many countries actively try to find technological trend through market analysis in order to develop new growth engine. Therefore, in order to strengthen competitiveness, we should secure differentiated capabilities in industry and service. This article examines Korea's domestic market and international market trends in IoT and analyses the economic impact of the IoT industry using quantitative methodology and evaluates relations between the IoT industry and other relevant industries. As a result, the effect of IoT industry on production inducement is KRW474.6 billion; the effect on value-added inducement is KRW314.7 billion; and it is measured that 3,628 jobs will be created by the IoT industry.

Gender Analysis in Elderly Speech Signal Processing (노인음성신호처리에서의 젠더 분석)

  • Changes in vocal cords due to aging can change the frequency of speech, and the speech signals of the elderly can be automatically distinguished from normal speech signals through various analyzes. The purpose of this study is to provide a tool that can be easily accessed by the elderly and disabled people who can be excluded from the rapidly changing technological society and to improve the voice recognition performance. In the study, the gender of the subjects was reported as sex analysis, and the number of female and male voice samples was used equally. In addition, the gender analysis was applied to set the voices of the elderly without using voices of all ages. Finally, we applied a review methodology of standards and reference models to reduce gender difference. 10 Korean women and 10 men aged 70 to 80 years old are used in this study. Comparing the F0 value extracted directly with the waveform and the F0 extracted with TF32 and the Wavesufer speech analysis program, Wavesufer analyzed the F0 of the elderly voice better than TF32. However, there is a need for a voice analysis program for elderly people. In conclusions, analyzing the voice of the elderly will improve speech recognition and synthesis capabilities of existing smart medical systems.

Significance of Dissimilatory Fe(III) Reduction in Organic Matter Oxidation and Bioremediation of Environmental Contaminants in Anoxic Marine Environments (혐기성 해양환경에서 철 환원세균에 의한 유기물 분해 및 생물정화)

  • I reviewed an ecological and environmental significance of microbial carbon respiration coupled to dis-similatory reduction of fe(III) to Fe(II) which is one of the major processes controlling mineralization of organic matter and behavior of metals and nutrients in various anaerobic environments. Relative significance of Fe(III) reduction in the mineralization of organic matter in diverse marine environments appeared to be extremely variable, ranging from negligible up to $100\%$. Cenerally, Fe(III) reduction dominated anaerobic car-bon mineralization when concentrations of reactive Fe(III) were higher, indicating that availability of reactive Fe(III) was a major factor determining the relative significance of Fe(III) reduction in anaerobic carbon mineralization. In anaerobic coastal sediments where $O_2$ supply is limited, tidal flushing, bioturbation and vegetation were most likely responsible for regulating the availability of Fe(III) for Fe(III) reducing bacteria (FeRB). Capabilities of FeRB in mineralization of organic matter and conversion of metals implied that FeRB may function as a useful eco-technological tool for the bioremediation of anoxic coastal environments contaminated by toxic organic and metal pollutants.

The Effects of Technology Commercialization Activities on the Business Performance: Case study of basic science and technology of public research institutes transferred to enterprises (기술사업화 활동이 기업의 경영성과에 미치는 영향: 기업으로 이전된 공공연구기관의 기초·원천기술을 중심으로)

  • In Korea, interest in basic research is growing, in order to ensure the sustainable competitiveness of the main industries and to support world-class technology that can create high added value in the future. However, companies are known to encounter various problems when attempting to market products based on the results of basic research, which is known to be due to their lack of experience of commercialization and related activities. Therefore, in this study, we tried to analyze the effect of the technology commercialization activity stemming from basic science and technology research on the business performance. The technology commercialization activities are divided into experience of commercialization, complete charge department, and consulting on technology commercialization and we developed an analytical model that (distinguishes between?) the technology innovation activities and technology innovation capabilities and analyzed their impact on the business performance. As a result, the importance of technology commercialization activities was confirmed by the fact that it had a positive effect on the business performance, while the technological innovation activity was found to positively affect the management performance, demonstrating that it plays a strategic role in companies. Finally, it was found that the technology innovation capacity partially influences the management performance and that it is necessary to establish a strategic research and development infrastructure.

  • The balance between exploration for new possibility and exploitation for existing certainty is an important issue in strategy, innovation, R&D as well as organization learning. Among the convergence trends of technologies, many firms seek to have the wider technological knowledge assets and the deeper technology capabilities for the sustainable competitive advantage at the same time. While firms plan technology portfolio strategies, they should consider the attribute of the technology. Nanotechnology, a cutting-edge technology, is a general purpose technology, unlike conventional product-oriented technologies. This empirical study was focused on how multi-national firms' exploration and exploitation strategies for nanotechnology affect their innovative and financial performance. It uses multiple regression analysis on panel data. This result shows that the more diversified and specialized nanotechnology as platform technology is positively related to their innovative and financial performance, unlike the research results for product-oriented technologies. In addition, exploratory innovation is more effective to firm performance than exploitation. This implies how global firms can manage effectively platform technology strategies under the constraints of resources.

  • Background: The need for regulatory science development to evaluate advanced regulatory products is gradually increasing without hindering the technological development. Creating a research environment and fostering experts through the establishment of regulatory agency-led policies are essential for the development of regulatory science. Method: This is a comparative study of the United States, Japan, Singapore, and Korea. The literature and websites of each regulatory agency were reviewed, and the focus was on advantages and comparing advantages based on definition, development trends, and expert training projects. Results: The United States is striving to develop regulatory science in response to changes in the new pharmaceutical industry through the regulatory science report, and to foster expert both inside and outside the Food and Drug Administration (FDA). Japan is promoting regulatory science centered on regulatory science centers, and is focusing on researching work-related regulatory science within the Pharmaceuticals and Medical Devices Agency (PMDA) and improving employees' ability to make regulatory decisions. Singapore was aiming to improve Southeast Asia's regulatory capabilities under the leadership of Centre of Regulatory Excellence (CoRE) within Duke-NUS University. In 2021, Korea is in its early stages, starting to run a university's degree program related to regulatory science this year. Conclusion: Regulatory science should be developed with the aim of improving the regulatory ability of the Ministry of Food and Drug Safety with Korea's independent concept of regulatory science.

A Study on the Standardization of Offshore Wind Power Technology and the Development of Localization of Parts (해상풍력 기술의 표준화 및 부품국산화 발전 방안 연구)

  • This paper proposes to strengthen the technological capabilities of small and medium enterprises on the establishment of a component standardization system and the localization of parts, which is the basis of the marine wind industry. The wind industry is a natural energy industry that countries around the world are paying attention to, and continues to invest and research and development. In particular, most companies are focusing on research and investment in component development, the smallest unit. Therefore, it is believed that we should focus on the three most fundamental and underlying wind industry, an eco-friendly energy industry that could determine the fate of the nation in the future. First, an understanding of the roadmap for standardization should be prioritized. Second, it is necessary to establish a domestic standardization of international standards according to domestic conditions. Third, localization of high value-added single products and components should be achieved by lowering dependence on overseas imports. In the future, it is hoped that the wind industry, centered on small and medium-sized enterprises, will become a solid-based national industry and be completed as a national infrastructure leading the global wind market.
