  • Generally, in nuclear plants, distance relay (21R) has adapting to protect and to operate main protective of transmission lines and backup protective of main generator. Operation of 21R was required and based on exactly accurate calculation and criteria. But presently method of 21R setting has applied according to protection devices operation guide of KPX, excepting IEEE and ISA standards, which have a difference review directions, consider parameters and devices, also consideration factors were affected to relay operations by uncertain guides. therefore this paper proposed new protection relay setting method and unvague criteria from IEEE 741 and ANSI/ISA 67.04.01, and reviewed a different results through numerical calculation results for methods and criteria including previous and established 21r setting by IEEE, ANSI/ISA Technical standards.

  • The customer premise facilities assume an important role in the telecommunication networks. The present technical standards for domestic customer cabling facilities are established with the multimedia environment reflected, but are insufficient for accommodation of multimedia services of the ultra high-speed information and communication networks In the present paper, the status of international standardization as well as technical standards in the U.S.A., Japan, other countries are reviewed and the domestic technical standard and emblem is investigated and analyzed in order to enhance customer cabling facilities in Korea. The problems with emblem are analyzed, and how to improve customer cabling telecommunication facilities is suggested based on the above.

  • The European Standards Organisation (CEN) has planned to develop a complete set of harmonized European building standards. The Eurocodes, being the design standards, form part of this total system of European standards, together with standards for fabrication and erection and product standards. After a period of experimental use of the ENV(European Pre Standard)-versions of the Eurocodes, these are now converted into official EN's (European Standards). Design of composite steel and concrete buildings and bridges is covered by Eurocode 4. An overview will be given of the historic development of Eurocode 4, the structure and contents of the EN version and the present status and planning for completion. The Eurocode treatment of some selected technical items will be presented in more detail.

  • This study focuses on the data schema and data content, which includes maintenance data, data structures and illustration data relevant with the maintenance process of ship and offshore structures. Product lifecycle management (PLM) is expected to encompass all the product data generated for the operation and maintenance information as well as the design and production. This paper introduces a data exchange schema in PLM of ship and offshore, serving as the basis for the role of standards required by the middle-of-life PLM. Also this paper identifies a typology of standards relevant to PLM that addresses the schema of evolving standards and identifies a XML schema supporting the exchange of data related with maintenance operations. Technical document based on standards in accordance with S1000D and Shipdex is explained. A case study illustrating the use of standard data exchange and technical document is presented.

  • Standards are increasing of importance for photovoltaics. The rapid growth of production is one reason for this but standards are equally important in ensuring the quality and reliability of installed PV systems. which have a propound impact on acceptance of the technology in the expanding marketplace. Korea government (Korean Agency for Technology and Standards. KATS)make and implement a five year plans for promotion of international standardization of this field from 2004. Through these works and harmonization of PV Korea standards with international standards(international electrotechnical commission. IEC). KATS leads the technology innovations and eventually increases the international Competitiveness. Strategic collaboration with other countries is also strengthened through Korea's participation in IECEE(IEC system for conformity and certification of electrical equipment) on standards and conformity assessment. One of the major goals of the Plan is to facilitate trade between Korea and its trading partners by emphasizing harmonization of its national conformity assessment system with international norms

  • The Korean railway standards (KRS), formerly managed by Korea Railroad (Korail), have been managed by the Korean Ministry of Land, Transport and Maritime Affairs (ML TM). According to Korean railway safety law and its ordinances, which were established for the guarantee of railway safety, the management of KRS including enactment and revision of technical standards for railway vehicle and components, was committed to Korea Railroad Research Institute (KRRI). Currently, a total of 195 standards has been managed from the various railway applications including track, electrical, and vehicle areas. Moreover, according to the guideline on the management of KRS, the conformity of KRS with international standards is encouraged for the enlargement of international trade. In this investigation, a brief management activity of KRS and the recent activities on conformity of KRS with AAR standards on automatic coupler will be introduced.

Disciplines on Telecom Standards in US' FTAs : Main Features and Implications (미국 FTA의 통신기술표준 규범 : 특징 및 시사점)

  • The Korea-US dispute on telecom standards has shown the inability of existing trade rules that can be applicable to standardization policy in telecom services sector. It has entailed plenty of dissenting but unsolved trade issues, including legal jurisdiction over technical standards on telecom services and their compatibility with WTO agreements. Question remains how US will cope with this tricky trade puzzle. This paper points out that Korea-US negotiations on telecom standards have provided US with a momentum to think seriously over the necessity of further rule-setting on telecom standards, and FTAs are the rescue train for US to ride on for that purpose. That is to say, US is taking advantage of FTA as a means to promote its national commercial goals by creating trade rules, which seek to deprive its trading partners of regulatory autonomy in telecom standardization. Based upon the research output, it is very important for Korean government in the upcoming Korea-US FTA negotiations to ensure facilitating public policy objectives in telecom standardization as possible as it can, and not to adopt the provision of international standards in the existing US' FTAs.

According to Korean railway safety law, which were established for the guarantee of railway safety, the management of KRS including enactment and revision of technical standards for railway vehicle and components, was committed to Korea Railroad Research Institute (KRRI). In this paper, the detailed master plan for the management of KRS will be introduced for the effective management of KRS, and KRS management direction for the future will be suggested.
