This paper presents how Korea succeeded in developing an indigenous nuclear power plant model over fifty years. Long-lasting national R&D for technical progress and the Korean government for managerial process were the two pillars in the build-up of indigenous Nuclear Power Plant (NPP) technological capabilities. The concept of technological capabilities is used to examine its evolutionary process with a qualitative and longitudinal approach. The government had a developing country ambition to formulate a strategic plan for technical self-reliance on nuclear power plant while establishing the country’s institutions and organization structure for the plan. Under the government leadership, it was national R&D that led to the resolution of a good number of technological problems, efficiently, by absorbing imported technologies and effectively adapting them to local circumstances.

SW산업의 생산요소는 인적자원이 대부분을 차지하고 있기 때문에 SW의 경쟁력을 결정하는 핵심요소는 인적자원이라 할 수 있다. 그러나 국내 IT 산업 현장에서의 SW인력에 대한 경제적 대우나 사회적 가지는 제대로 인정되지 않고 있는 실정이다. 이에 정부는 SW산업 육성정책을 지속적으로 추진해 왔다. 그러나 정부의 SW산업 육성정책은 대부분 기업의 국내 시장조성, 국제 경쟁력 제고, 중소벤처의 경쟁기반 강화 등에 초점을 맞추고 있어 핵심요소인 인력에 대한 정책은 소외되어 온 게 사실이다. 이에 본 연구는 SW기술인력에 대한 정책 필요성을 제기하면서 현 SW산업정책의 분석과 이의 개선을 위한 정책대안을 제시하고자 한다. 이를 위한 연구의 중점은 SW산업 정책 관련 주요변수들 간의 구조관계분석에 있으며, 이 구조관계분석을 통해 증명된 내용을 토대로 SW인력의 처우개선 방안을 제시할 것이다.

이 연구는 주요 시설채소 작목인 오이(반촉성) 농가의 경영현황을 진단하고 개별 오이농가의 생산효율성 증대를 위해 필요한 요인을 도출하고 있다. 주요 경영지표 검토 및 세부 경영효율성 분석 결과 오이농가에는 향후 규모화보다는 기술효율성 증대를 통한 생산효율성 증대 가능성이 더 높은 것으로 나타났다. 생산량은 순수기술효율성과 양의 상관관계를 가지지만 그 정도가 미미해, 일정한 조건 하에서는 순수기술효율성 증대를 위해 투입요소의 절감이 더 시급한 것으로 도출되었다.

This paper deals with the national competitiveness of hydrogen energy. The effectiveness of investments for hydrogen energy R&D and constructions of hydrogen energy infrastructures can be evaluated by the national competitiveness of hydrogen energy, and it is evaluated by an AHP(analytic hierarchy process) method. The evaluation indices of the national competitiveness are selected as the technical level, the number of researchers, the investments for R&D, and the infrastructure of hydrogen energy. Similarly, the technical level is divided into the number of published papers, the number of foreign patents, and the number of published proceeding papers. The evaluation indices of the technical level and the number of researchers were investigated by database searches. It appears that South Korea locates the sixth position in the world. The results of our study suggest that South Korea is relatively competitive in the technical level and the number of researchers. However, our country needs the long-term and well-focused R&D, and the expansion of infrastructures to enhance the national competitiveness of hydrogen energy in the future.

현재 국내에서 DTV 전환 이후 지상파 다채널 서비스 도입에 대한 필요성이 제기되면서 다채널 서비스 도입을 위한 정책을 추진하고 있다. 이에 따라 지상파 방송사들은 지상파 다채널 서비스 실현을 위해서 공동대응책을 마련하고 있다. 아울러 규제기관인 방송통신위원회 역시 지상파 다채널 서비스 정책 수립에 적극적인 입장이며, 지상파 방송사들과 함께 실험방송을 준비하고 있다. 이에 본 글은 지상파 다채널 서비스에서 제기되는 기술적 문제와 서비스 구현을 위한 정책적 방안을 살펴봄으로써 향후 지상파 다채널 서비스가 추구해야 할 방향과 규제기관의 정책수립에 도움이 되고자 한다.

This study empirically analyze efficiency and productivity changes of public hospitals of Korea using data envelopment analysis/Window model and global Malmquist indices model. We use the ten-year data from 2001 to 2010 of 30 regional public hospitals listed database from the Association of Korean Regional Public Hospitals. The main focuses are to reveal whether the technical inefficiency are improved as time goes by, and efficiency and productivity are affected by environmental factors. The results can be summarized as follows. First, the efficiencies of public hospitals rise in trend as time passes. Second, regional public hospitals show the different average efficiencies according to their regional type, hospital type, operational type, medicaid type, and demand and supply conditions by Mann-Whitney U-tests. Third, technical efficiency changes mainly contribute to 4.4% annual average growth rate of productivity of regional public hospitals during that period. Our findings have some policy implications. It is confirmed that there exist some environmental inefficiencies, and those inefficiencies can not be overcome through just improving the inner management system. Thus, policy and institutional changes are necessary for regional public hospitals to improve efficiency and productivity overall.

Using the service innovation system model, the development of Korean online game industry is analyzed. The model proposed by Gallouj (2002) is modified in order to reflect IT service characteristics such as network externalities. Success factors and innovations patterns of Korean online game industry are examined. First, at the early stage of her growth, Korean online game industry was not supported or coordinated by any Government policies unlike DRAM, CDMA or TFT-LCD. Many parts of technical and service innovations were unintentionally initiated by online game developing ventures without predeterminde strategies. Second, the online game industry is basically a service industry so that users' needs and technical and service characteristics are intertwined to produce innovation. The innovation system of the online game industry is quite different from conventional product technological innovation systems in a sense that there are no blueprints for innovation as well as major players in the system. Third, Government's policies for promotion of IT industry such as the broadband infrastructure installation policy, the hi-tech venture promotion policy and the military exemption policy contributed greatly to development of the online game industry. However, these policy tools were not intended for online game industry but in the end gave a great impact on the service innovation system of the online game industry.
