Effects of Technology Transfer Policies on the Technical Efficiency of Korean University TTOs

  • The Korean government has provided various policy devices to boost technology transfers between academia and industry since the establishment of the Technology Transfer Promotion Act in 2000. Along with the enactment of the law, the Korean government mandated the establishment of a technology transfer office at national and public universities and encouraged technology transfer activities. Despite the quantitative expansion of technology transfer offices (TTOs), operational inefficiency was brought up. As a supplementary policy, the Korean government implemented a line of projects to support the labor and business expenses of leading TTOs. This research questions whether the project greatly affected the technical efficiency of TTOs. We analyze publicly available university panel data from 2007 to 2015 using a one-step stochastic frontier analysis. The results suggest that the program was marginally effective at shifting the technical efficiency distribution to the right on average, but it failed to maximize its impact by diversifying the policy means based on targets. The marginal effects of the program on technical efficiency differ according to the research capability and size of each school. We also compare technical efficiency against the licensing income at the start and end of the program. Technical efficiency increased for the leading TTOs, and both measures show improvements for unsupported TTOs. Our empirical results imply that diversifying the program for universities with different characteristics may have improved the effectiveness of the policy.

  • The purpose of this paper to study on measuring method in technical progress. Technology is combination method of raw material and capital, land, labour. The first step to technical Progress is COBB-DOUGLAS production function, so technical progresses are important role in economic growth and development. General production function from Y=f(K, L, T) and COBB-DOUGLAS production function Y=${AK^I}{L^b}$ is first condition. Technical progress is saving of production factor In capital saving, labour saving, neutral saving. Marred Hicks Robinson has Insist on technical progress by each view of production factor, but, what is most excellent measuring method of technical progress\ulcorner I : productivity index method. II : Gross Production function method. Productivity method used in every products level in weight values, gross method function method used in production factor attributed to products. Above two measuring method has delicate problem in each input factor, substitution relation and production factor simultaneously linked each others This basic problem based on technical progress is not solubable in this time.

Development of a Training Model for Electro-Technical Officers on Ships (선박 전자기관사를 위한 교육모델 개발)

  • The purpose of this paper is to develope a training model and to make a syllabus for electro-technical officers(ETOs) on ship. In order to complete the purpose, firstly we study on qualification for electro-technical officers and also examine the foreign, domestic cases. Secondly, through the STCW convention and the IMO Model Course 7.08, we have compared the standards of competence for officers in charge of an engineering watch and ETO, and analyze the additional standards of competence to acquire the ETO's licenses. Finally, based on the results of this, we will suggest the development of a training model that officers in charge of an engineering watch must complete in order to obtain an ETO's license. This paper is expected to be useful in the educational institution preparing for training course.

Stochastic optimum design criterion of added viscous dampers for buildings seismic protection

  • In this study a stochastic approach for linear viscous dampers design adopted for seismic protection of buildings is developed. Devices optimal placement into the main structure and their mechanical parameters are attained by means of a reliability-based optimum design criterion, in which an objective function (O.F.) is minimized, subject to a stochastic constraint. The seismic input is modelled by a non stationary modulated Kanai Tajimi filtered stochastic process. Building is represented by means of a plane shear type frame model. The selected criterion for the optimization searches the minimum of the O.F., here assumed to be the cost of the seismic protection, i.e., assumed proportional to the sum of added dampings of each device. The stochastic constraint limits a suitable approximated measure of the structure failure probability, here associated to the maximum interstorey drift crossing over a given threshold limit, related, according with modern Technical Codes, to the required damage control.

  • Research and technology development is an ongoing, iterative process that must be both forward looking and flexible enough to address new needs. The railway technical researches are key to making railway operations safer and more secure, reducing delays, reducing costs, raising effective capacity, improving customer satisfaction, improving energy utilization, reducing emissions, and becoming more economically viable. The railway technical research and development projects can be implemented as independent systems, in which case their benefits will be limited, or they can be implemented as integrated systems, in which case the benefits will be compounded. But the overall objectives of railway technical researches are to provide the railway system with technology which includes increasing quality and boosting productivity.

  • The Technology Readiness Assessment(TRA) has the advantage of identifying immature technologies in promoting weapon system research and development project. However, a more diverse set of information is required for the determination of phase shift and technical risk management for weapons system R&D projects. In this paper, we investigate the various indexes the various indexes proposed to overcome the limitations of the Technology Readiness Level(TRL) and analyze the possibility of applying to the actual weapons system R&D projects. Based on the analysis, it was possible to provide additional information that could not be presented in TRA using technical risk indexes other than TRL, confirming that it could be used for technical risk management for weapons system R&D projects.

  • This study aimed to develop methods for technical design education that can be intimately connected to the industrial field. For this, technical design jobs performed in the fields of the domestic and foreign fashion industries and their required competences were examined, and educational methods based on constructivism were proposed. Korean fashion technical designers' works were identified, and then the fashion technical designer's responsibilities and qualifications were collected and analyzed from global employment sites. On the basis of the collection and analysis, hands-on staff members and education experts were interviewed about required competences for the actual business and possible suitable methods for education. The results of research showed that in the case of the US, job systems and relevant duties for technical designers were clearly defined by clothing brands, whereas in Korea, businesses were systematized around vendors, not brands, and as a result the businesses of technical package composition and specification proposals were not performed properly. This study organized the contents of technical design education into fit development and specification, the composition of technical design packages, the evaluation and approval of samples, fit schedule management and fitting, block pattern setting and pattern correction, sewing specifications appropriate for styles and materials, grading, technical terms, and production management. As for the technical design education models, the cognitive apprenticeship model, resource-based learning, the problem-based and anchored model, and the problem-based and resource-based models were proposed.

Trade-Development Partnership between South Korea and the Developing Countries via ODA for the TBT/SPS-related issues of Agro-fisheries & Food Goods (수입 농수산식품 검사·인증 분야에 있어서 ODA를 활용한 개도국과의 상생무역협력 방안)

  • The export of agricultural, fisheries, and food products acts as an engine of growth for developing countries in particular. However, exporting these items is easier said than done since issues of certification and inspection, so-called technical barriers to trade (TBT) and sanitary and phytosanitary measures (SPS), in developed markets have worked as major obstacles for exports. This paper examines the institutional aspects and recent trends of South Korea's TBT/SPS-related cases against exporting firms of the developing countries. We suggest a win-win partnership model that can promote cooperative synergies between Korea and developing employing trade-related technical cooperation or ODA (Official Development Aid). Technical cooperation such as the provision of on-spot field consulting services on TBT/SPS-related issues for exporting firms and Korean OEM firms of developing countries can lead to mutual gains. This cooperative partnership can create gains from "the trade-development nexus" for both sides while promoting sustainable trade and investment relationships between Korea and developing countries.
