  • A modified fuzzy mechanical control of large-scale multiple time delayed dynamic systems in states is considered in this paper. To do this, at the first level, a two-step strategy is proposed to divide a large system into several interconnected subsystems. As a modified fuzzy control command, the next was received as feedback theory based on the energetic function and the LMI optimal stability criteria which allow researchers to solve this problem and have the whole system in asymptotically stability. Modeling the Fisher equation and the temperature gauge for high-speed aircraft and spacecraft shows that the calculation method is efficient.

A Study on Improvement Plan of Evaluation Method in National Technical Qualification Exam focus on Information Processing Fields based on NCS (NCS 기반 정보처리 분야 국가기술자격 실기시험 평가방법에 관한 연구)

  • This paper describes a research for improvement official approval of information processing in national technical qualification. In this paper, we analysis the contents of current exams and propose the new evaluation method of practical exam in information processing fields through grafting new trends of ICT and ability unit, fulfillment criteria in national competency standards(NCS). Also, we have verified the effect of exam through the pilot test. In the future, we will apply the new exams after the revision of guidelines for marking questions by expert group in its duty fields basis on this research

Technical Performance of Two-Dimensional Shear Wave Elastography for Measuring Liver Stiffness: A Systematic Review and Meta-Analysis

  • Objective: To assess the technical performance of two-dimensional shear wave elastography (2D-SWE) for measuring liver stiffness. Materials and Methods: The Ovid-MEDLINE and EMBASE databases were searched for studies reporting the technical performance of 2D-SWE, including concerns with technical failures, unreliable measurements, interobserver reliability, and/or intraobserver reliability, published until June 30, 2018. The pooled proportion of technical failure and unreliable measurements was calculated using meta-analytic pooling via the random-effects model and inverse variance method for calculating weights. Subgroup analyses were performed to explore potential causes of heterogeneity. The pooled intraclass correlation coefficients (ICCs) for interobserver and intraobserver reliability were calculated using the Hedges-Olkin method with Fisher's Z transformation of the correlation coefficient. Results: The search yielded 34 articles. From 20 2D-SWE studies including 6196 patients, the pooled proportion of technical failure was 2.3% (95% confidence interval [CI], 1.3-3.9%). The pooled proportion of unreliable measurements from 20 studies including 6961 patients was 7.5% (95% CI, 4.7-11.7%). In the subgroup analyses, studies conducting more than three measurements showed fewer unreliable measurements than did those with three measurements or less, but no intergroup difference was found in technical failure. The pooled ICCs for interobserver reliability (from 10 studies including 517 patients) and intraobserver reliability (from 7 studies including 679 patients) were 0.87 (95% CI, 0.82-0.90) and 0.93 (95% CI, 0.89-0.95), respectively, suggesting good to excellent reliability. Conclusion: 2D-SWE shows good technical performance for assessing liver stiffness, with high technical success and reliability. Future studies should establish the quality criteria and optimal number of measurements.

Implicit Treatment of Technical Specification and Thermal Hydraulic Parameter Uncertainties in Gaussian Process Model to Estimate Safety Margin

  • The Gaussian process model (GPM) is a flexible surrogate model that can be used for nonparametric regression for multivariate problems. A unique feature of the GPM is that a prediction variance is automatically provided with the regression function. In this paper, we estimate the safety margin of a nuclear power plant by performing regression on the output of best-estimate simulations of a large-break loss-of-coolant accident with sampling of safety system configuration, sequence timing, technical specifications, and thermal hydraulic parameter uncertainties. The key aspect of our approach is that the GPM regression is only performed on the dominant input variables, the safety injection flow rate and the delay time for AC powered pumps to start representing sequence timing uncertainty, providing a predictive model for the peak clad temperature during a reflood phase. Other uncertainties are interpreted as contributors to the measurement noise of the code output and are implicitly treated in the GPM in the noise variance term, providing local uncertainty bounds for the peak clad temperature. We discuss the applicability of the foregoing method to reduce the use of conservative assumptions in best estimate plus uncertainty (BEPU) and Level 1 probabilistic safety assessment (PSA) success criteria definitions while dealing with a large number of uncertainties.

A Study on the Criteria for Digitization of Records (기록의 디지털화 기준에 관한 연구)

  • The purpose of this study is to suggest an improvement of digitization criteria for records that can faithfully reproduce the contents and properties of original records by complementing the problems and deficiencies of "NAK 26:2018(v2.0) Digitization Criteria for records". Thus, this study proposes a technical standard improvement that should be applied to the digitization process for records not produced in the form of digital files by comparing and analyzing the criteria for digitization of records in Korea with overseas digitization criteria, guidelines, recommendations, and so on. In addition, verifying the validity on this study by interviewing experts from the record-related institutions. As a result, suggested a final improvement of criteria for digitization of records such as applying non compression-Lossless codecs, proposing appropriate resolution values for each type of records, audio channels, frame rates, scan methods, and criteria for microform types.

  • The Korea Coast Guard evaluates the risk of major coastal activity places to prevent coastal accidents, and patrols and manages them based on that, but it is not responding properly to the continuously increasing number of coastal accidents. The reason for this is that, despite the gradual expansion of coastal activity places, there is a lack of manpower to manage and supervise them, resulting in blind spots in coastal accident safety management. Therefore, in order to solve this problem, it is necessary to prepare more efficient and effective measures that check and supplement the current coastal safety management system. Coastal accidents show different characteristics of accident causes and places due to differences in the activity characteristics of users according to time. As a result of analyzing coastal accident data (2017~2021), the frequency of daytime accidents is high in the case of sea rock, beach, and offshore, where family leisure activities are frequent. In the case of wharf, tidal flat and bridge, where accidents due to drinking, disorientation, and suicide mainly occur, the frequency of accidents at night is high. In addition, there were more accidents on weekends when the number of users increased compared to weekdays. This trend indicates that the user's temporal activity characteristics must be reflected in the risk assessment of coastal activity places. Therefore, in this study, based on the case of coastal accidents, the characteristics of accidents at coastal activity places according to time were identified, and the criteria were presented for risk evaluation by grading them. It is expected that it will be possible to lay the foundation for reducing coastal accidents by efficiently managing and supervising coastal activity places over time using the presented evaluation criteria.

Selecting Strategic Energy Technology R&D Programs Applied to the AHP Approach as Planning a Big-sized Energy R&D Program (대형과제 기획시 계층분석적 의사결정기법을 적용한 전략적 에너지기술 R&D 프로그램 선정)

  • The R&D budget of energy technology development has increased in the sector of korean energy technology development continuously. In addition to that, KIER, the government invested research institute and unique energy technology R&D research institute, is trying to plan for a big-sized energy R&D program for the well focused R&D and excellent research outcomes. In the phase of R&D process, the planning is one of the most important sectors because it drives the direction of R&D. In this study, we suggest the assessment criteria to select a strategic energy technology R&D programs by the analytic hierarchy process, which is one of multi-criteria decision making method (MCDM)We structure 2 tiers of hierarchy for assessing a big-sized R&D program and also establish 6 criteria in the level 1, which are energy environment, economic spin-off, technical spin-off, marketability, KIER mission, and cost. We allocate the relative weights of criteria by checking the values of consistency ratio as making pairwise comparisons. The result of this research will provide the decision makers as they select a right well focused R&D program.

A Study on Water Quality Standard for the Protection of Human Health and Aquatic Life (인체의 위해성과 수생태계를 고려한 수질환경기준 설정에 관한 연구)

  • There are about 40,000 chemicals used in Korea and 300 new types of chemicals are added to the list every year, influencing quality of air, soil and water. Water quality standards that serve as the basis for water quality management have been proved inefficient and insufficient compared to those of advanced countries. This study aims to improve the existing water quality standards. Most importantly, the water quality standards need to take into account not only protection of human health but also aquatic resources. To that end, water quality criteria need to be set by monitoring each watershed every year and conducting risk assessment. Criteria for human health are set at $10^{-6}$ cancer risk level, and for aquatic life at conservative level, adopting the methodology of the U.S. and Australia, respectively. After carrying out technical and economic feasibility studies, more conservative criteria will be used to decide final water quality standards. The development of this system to establish integrated water quality standards for both human health and aquatic resources protection is urgently needed.
