A Study on the Technical Evaluation of the Quality Certification for e-Learning Contents (이러닝 콘텐츠 품질인증 기술성 평가기준에 관한 연구)

  • The increase of social interest for the e-Learning industry leads to the increase of e-learning contents and the system providers which are targeted at private education companies and public institutions. As the e-Learning is used in various areas, the evaluation for evaluation criteria and suitability are needed to provide a high-quality service and reliability. Previous works suggested the evaluation criteria for quality certification, however, the technical evaluation criteria are not provided. In this paper, we suggest the technical evaluation criteria for quality certification of e-Learning contents and describe the detailed features. Through the proposed work, we can establish the technical evaluation criteria and suggest detailed evaluation items for them by providing examples. It is expected that the proposed study is able to be utilized in e-Learning industry, if the policy is reflected and notified according to the feedback of the results of the trial service.

Fuzzy-AHP Application in Analyzing the Factors Affecting Quality of Rural Labor

  • This paper aims to investigate the factors affecting the quality of rural labor in Vietnam, a case study in Thai Nguyen province. For this purpose, we establish an integrated framework of factors affecting the quality of rural labor. We use Fuzzy analytic hierarchy process (Fuzzy-AHP) to assess the weight of the criteria and sub-criteria of rural labor quality. This method introduced by Saaty (1987) is a useful tool to cope with the complexity of decision-making. The Fuzzy-AHP is one of the most common Multi-Criteria Decision-Making instruments for dealing with quantifiable and intangible criteria, which reflect the relative importance of the alternatives based on constructing a pairwise comparison matrix. The results show that the four most weighted factors are institutions, local government policies, technical qualifications, and mentality. In particular, the weight of the institution is the largest (0.2343), meaning that this factor is the most important one affecting the quality of rural labor in Thai Nguyen province. The weight of local government policy is close to that of institution, about 0.2259. The weights of technical qualification and mentality are 0.1238 and 0.1135, respectively. In addition, age and education levels do not significantly affect the rural labor quality of Thai Nguyen province.

  • Bluetooth stands for a technical specification for radio communication or a radio equipment that uses the Bluetooth specification of which the main purpose is to substitute the complicated communication cable of the informative device or electronic apparatus used at home or industrial fields, and was expected to be a mastermind of revolution in the short range radio communication. But the Bluetooth has recently been led to the mobile communication field which is somewhat apart from the primary purpose of Bluetooth and occur the question on its effectiveness. This paper review the situation of Bluetooth in the aspect of radio technical criteria and propose the direction for improvement of regulatory basis considering the prospection of the technical development of Bluetooth.

Establishing the Importance Weight Model of IT Investment Evaluation Criteria through AHP Analysis (AHP 기법을 적용한 IT프로젝트 사전타당성 평가항목의 가중치 산출)

  • The purpose of this research is to identify the major evaluation criteria of IT investment projects and establish the importance weights of criteria through AHP analysis. Seven evaluation criteria which have been drawn from prior studies and industry practices are direct costs, indirect costs, financial benefits, strategic value, risk, technical necessity, and political considerations. Data have been collected from 95 IT projects in 40 public organizations and private firms in Korea. After having applied the data reliability test, 79 projects have been selected. The results of AHP analysis show the importance weights and priorities of seven evaluation criteria as follows: financial benefits 25.2%, strategic value 22.36%, direct costs 14.34%, risk 12.10%, technical necessity 11.55%, political considerations 8.3%, and indirect costs 6.48%. And the weights of seven criteria shows considerable differences among three different IT project types such as transactional, informational, and infrastructural.

  • In this study, safety requirement & criteria for high-speed rail system were developed for safety verification as a national rules and regulations. Safety criteria were presented through analysis of high-speed rail development specification, survey of related regulations for safety requirements. and review of operation compatibility with domestic rail system. Finally, safety rule consist of system safety requirements and safety criteria for technical parts.

  • The first successful case of a CM application in Shanghai, China in 1993 presented its possibility. According to the State Council's 'Investment system reformation', in 2004, more than 40 sub-provincial divisions in China were increased the productivity of construction by the CM application. It is predicted that CM will be utilized as a technical management method at government's plan, which raises the urbanization level more than 60% through the construction industry by 2020. However, compared with increasing CM demands, there are no complete evaluation criteria of CM in china. For instance, 26 areas in china arrange criteria individually, so. Therefore, it is necessary to establish integrated evaluation criteria on the basis of regional ones. This research will draw the evaluation criteria of selecting for the China CM Corporation in order to vitalize CM system.

  • The railway industry is constrained by barriers within itself, which prevent it from competing effectively with other means of transportation, particularly road transportation. Therefore, many countries have adopted the policies that aim to remove barriers to providing international transport services by creating a common framework for railway industry. Recently, the European Union has produced the European Interoperability Directives, which aim to remove the technical problems involved in running trains between member states. In this respect, it is important to harmonize the technical requirements and specifications of Korea railway industry. This paper presents an action plan for the advancement of railway technical specifications in Korea. For this, the railway law and regulations of other countries are reviewed. Also the technical problems and operational barriers of railway industry are analyzed in Korea. This will help transportation agencies to resolve the technical problems of criteria in Korea railway industry.

The Impact of Comprehensive Decision-Making of Information Technology Investment on Firm Performance (정보기술 투자의사결정의 포괄적 고려가 기업 성과에 미치는 영향)

  • When firms are confronted with IT investment decision-makings, technical or financial factors are widely considered. However, based on sociotechnical systems theory, it is argued that in addition to the traditional factors, social issues must be considered in the IT investment decision-makings. Even though the strategic criteria of social issues within organization are important for IT investment decision-makings, the social or organizational issues are hardly considered in IT implementation and adoption(Ryan and Harrison, 2000). The objective of this study is to empirically verify how the comprehensive consideration of both of technical and organizational issues related with IT investment affects firm performance through its impact on IT technical capability and IT personnel skills. Senior managers of 153 Korean firms were surveyed, and the collected data were analyzed with PLS technique. The results of the PLS path analysis show that the comprehensive consideration of the technical and social issues affected indirectly firm performance through IT technical capability and IT personnel skills. It is found that the comprehensive consideration had a significant impact on IT technical capability and IT personnel skills, and that IT technical capability and IT personnel skills affected firm performance. IT personnel was also found to affect IT technical capability. Finally, this study found that the consideration of social factors had greater impacts on firm performance than that of technical factors.

  • This paper presents review on human comfort criteria in major codes and standards for tall buildings. In general, human comfort criteria of tall buildings have been used by magnitude of wind-induced acceleration response. Two different indexes in determination of the magnitude have been used: the peak value which occurs during a period of time and the rms value averaged over this same period. These distinctive acceleration indexes are discussed in detail and each criterion is reviewed and compared. The distinctions arisen because of the different wave forms, or acceleration signatures are addressed. It is described that which index of acceleration should be adopted in establishment of Korean human comfort criteria. In addition, some arguments from a technical standpoint that favor the use of each index are presented.
