A Study on the International Recognition of the COVID-19 Vaccination Certificates (코로나19 예방접종증명서의 국제적 인정에 관한 연구)

  • After the COVID-19 outbreak in 2019, the spread of COVID-19 has not been easily caught despite preventive measures in each country. The spread of COVID-19 has hit the world, especially in the economic and tourism sectors. Countries around the world are easing restrictions on the movement of vaccinated people in preparation for the post-corona era. Under the name of "Vaccine Passport," "Vaccination Certificate," and "Digital Health Pass," vaccination measures are being implemented to allow vaccination recipients to use multi-use facilities. However, there is no international agreement on the movement of countries, and each country has its own immigration policy. In order to return to pre-corona daily life, global agreements must be reached from the movement of vaccinated people between countries, and standards and implementation methods must be determined. This study focuses on the implementation and utilization of vaccination certificates suitable for the COVID-19 era. We will look at the spread of COVID-19 and its international response policies. In the case of COVID-19, we will investigate why vaccination certificate installation should be standardized and how far the current standardization has been discussed, and discuss the characteristics of vaccination certificate installation and considerations. In order for the immunization certificate discussed in the previous chapter to be recognized internationally, institutional and technical considerations are identified and security factors that may occur in each implementation are also presented. Finally, the international recognition case of vaccination certificate is discussed, and the method of installation and utilization of vaccination certificate is proposed. This paper can be used as a policy because of its timeliness in studying the standards of vaccination certificates and considerations for international recognition to restore movement between countries in the spread of COVID-19. In addition, if other infectious diseases occur in the future or similar cases where movement between countries is restricted, it can be used as a reference to support the movement of verified people.

An Algorithm for Labia Minora Reduction Based on a Review of Anatomical, Configurational, and Individual Considerations

  • A variety of reduction labiaplasty techniques have been introduced to date, but no single technique will offer the optimal solution for every patient. Rather, the technique should be chosen based on anatomical, configurational, and technical considerations, as well as on patients' personal preferences regarded maintenance of the labial rim, maintenance of labial sensitivity, and prevention of iatrogenic thickening of the labium. We reviewed, defined, and assessed labial configurational variety, neurovascular supply, reduction techniques, and patient's preferences as the considerations relevant to the choice of labiaplasty technique. Based on this review, an algorithm was constructed that leads to a choice of reduction technique through five decisions to be made regarding (1) resection or (partial) retention of the labial free rim, (2) the measure of required labial width reduction, (3) labial vascular status, (4) prevention of iatrogenic labial thickening, and (5) preservation of labial sensibility. The choice of techniques includes edge trimming, central spindle form de-epithelialization or full-thickness resection, and three modifications of the wedge resection or de-epithelialization technique. These three modifications comprised a modified anterior resection or de-epithelialization combined with posterior flap transposition, a custom flask resection or de-epithelialization, and a modified posterior wedge resection or de-epithelialization combined with anterior flap transposition. Use of the five decisional steps and the inclusion of modifications of all three conventional reduction techniques offer an improved algorithm for the choice of labioplasty technique.

  • In this paper, we propose the technical considerations for the rules on television white space(TVWS), that becomes a center of public notice, in terms of incumbent services protection, technical requirements of television band devices (TVBDs) and administration of TV band databases. The basic idea behind the proposed method is based on the perfect protection of incumbent services such as digital television and wireless microphone. It has been found that FCC's approach has the advantage that a list of available channels and transmission power are provided for TVBDs faster than Ofcom's approach that requires DB to perform the algorithm for determining frequencies and transmission power for TVBDs everytime DB is asked from TVBDs.

  • This study focused on the development of an AI essay tool for assessing writing-communication competence using ChatGPT. During the development process, the interaction between content expert and technical expert was emphasized to explore the fusion of IT and humanities and social sciences. Through close communication and interaction between the content and technical experts, they incorporated scoring criteria for writing-communication competence and developed an AI essay test tool that provides scores and feedback in the appropriateness of content, effectiveness of organization, and accuracy of grammar. This process revealed how content and technology combine and presented considerations for future fusion researchers, including technical experts in generative AI assessment tools.

  • The agency which is responsible for work related to the restoration of vegetation on the quarry in Hong Kong is the Geotechnical Engineering Office of Civil Engineering and Development Department (CEDD). CEDD's environmental management system was certified as ISO 14001 : 2004 in 2006 and diverse instructions and technical documents about the restoration of the quarry were published and used for the performance of work and the implementation of the project. The restoration of the quarry is being carried out to respond to short-term and long-term goals. The general instructions for the restoration of vegetation says that a plant, when selected, should be self-sustainable with minimum maintenance required, have a high growth and survival rate, be tall enough to cover the rock slope faces, and preferably produce colourful flowers. These instructions prescribe the vegetation introduction technology, planting seasons, structural material of the vegetation works, maintenance and management, tree nursery operation, means of water supply, etc. This report introduced the outline of work on restoring vegetation carried out at Anderson Road, Shek O, Lam Tei, Turret Hill, Lamma, all large-sized quarries. In addition, it additzed Anderson Road's master plan. It is hoped that the Hong Kong examples so introduced are referred to in terms of institutional and technical considerations related to the nation's project for restoring quarries.

New Concept of Stiffness Improvement in Paper and Board

  • A new concept of stock preparation for the increase of bending stiffness in paper and board was proposed. The 'stiff' fibers, which were mechanically not treated or treated slightly to remove fiber curls, were combined with extensively refined fibers (ERF) to produce higher stiffness papers than those where the whole fibers were refined. The combination of 'stiff' fibers and extensively refined fibers produced higher stiffness at the same tensile strength than the control furnish, in which all the fibers are refined together. In this concept, the fibers from recycled papers could be as much useful as the virgin fibers as long as they are stiff enough or they can produce highly bondable fiber fractions by extensive refining. Use of the concept in real paper mill needs considerations such as increase of refining energy, slower drainage, and added drying burden, but savings of wood fibers, utilization of more recycled fibers, and increase of physical properties may offset the negative concerns. The success of this concept implementation in mills, therefore, depends on the wood fiber market around the mills and the proper decision making for the papermakers about how to apply this concept.

  • In this paper, the technical problems or considerations which could be arisen at the certification for composite small aircraft structures per FAR Part 23 have been reviewed and the actions expected applicants should take also have been explored. This paper focuses on the technical problems considered to be happening and describes the relation to the certification regulations and to the certification experiences. This paper is general information to composite certification activities, and presents some useful guidance materials and reference materials. The general information described in this paper could not be applied to any composite structures and to the secondary structures which not critical to flight safety.

  • The greater Increase of the demand for environmental friendly materials especially for packaging industry leads to the larger interest in the reusable and recycable materials such as pulp mold. Although the pulp mold has great characteristics for packaging, some deficiency compared with other packaging material like EPS(Expandable Polystyrene) need to be overcome, for example, the relative higher cost. In this report, since the water drainage rate at the forming zone of a wet pulp mold process could have a great influence on the economical efficiency not only by increasing machine speed but also reducing the drying energy, the optimum ways for increasing drainage were investigated The mechanism of vacuum drainage In pulp mold forming was successfully evaluated by using RDA(Retention and Darinage Analyzer). Since the conditions of stock were greatly affected by the pulping time of low consistency pulper, the optimum pupling time was investigated with considerations of all stock preparation processes. The change of stock temperature and the addition of polyelectrolyte could improve the vacuum drainage rate. It was founded that the wire mesh types of mold former had a little influence on the retention because of the relatively mild vacuum drainage. However, the bigger size of dewatering hole showed better drainage rate and could reduce the plugging and con lamination of mold.

  • Radionuclide X-ray fluorescence analysis is a method, which has many advantages for analysing various historic artefacts, as it is relatively cheap, sensitive and non-destructive, and it allows measurements in-situ. However, this analysis has also certain limitations especially concerning sensitivity to chemical elements only, irrespective of the compounds or chemical forms in which these elements have been bonded. In addition, light elements emitting very soft X-rays cannot be measured, and in order to detect a wide range of elements, it is necessary to carry out repeated measurements with different radiation sources. Despite these limitations, valuable information can be obtained about the composition of historic materials and data about the origin and age of these artefacts can be derived. Analyses of wall paintings, ancient metal sculptures or other objects of art provide the basis for historic considerations documented in our results for some objects belonging to the Czech cultural heritage. The results are promising. Thus it is expected that our laboratory will expand its work into more fields of the fine and applied arts.

  • Data envelopment analysis(DEA) has proved to be powerful for benchmarking and has been widely used in a variety of settings since the advent of it. DEA can be used in identifying the best performing units to be benchmarked against as well as in providing actionable measure for improvement of a organization's performance. However, the selection of performance benchmarks is a matter of both technical production possibilities and organizational policy considerations, managerial preferences and external restrictions. In that regards, DEA has a limited value in benchmarking because it focuses on only technical production Possibilities. This research proposes a new perspective in using DEA and a frame-work for benchmarking to select benchmarks that are both feasible and desirable in terms of organizational context. To do this, the concept of local and global efficiency is newly proposed. To show how useful the suggested concept and framework are, a case study is addressed.
