The Influence of Foreign Aid on Public Sector Efficiency: A Panel Data Analysis

  • Purpose: This paper examines whether foreign aid influences public sector efficiency in policy areas of administration, education, and stability. Research design, data and methodology: The study uses panel data of 77 aid recipient developing countries over the period 2000-2020 and employs various panel data techniques to estimate. Results: We found that a percentage change in foreign aid increases administrative efficiency by 0.02 to 0.04 on average ceteris paribus in the short run. On the other hand, a percentage increase in foreign aid decreases education efficiency by 0.005 to 0.006 on average. While the impact of foreign aid on the policy area of stability is insignificant. Conclusions: The empirical results of this study have important implications for both donors and aid recipient countries. It suggests that to get positive influence from foreign aid, in the area of education and stability, the recipient countries need to increase accessibility of secondary schools with quality education especially; technical and vocational. Also, the donor should provide a minimum threshold amount of foreign aid to developing countries for reforming the institutions' capacity building.

  • Multivariate data analysis tools were used to improve the understanding of the wet end chemistry and white water system of the Papermill at NorskeCanada Crofton Division. Specifically, the analysis was aimed at identifying what variables were contributing to increased retention aid use and wet end instability. Several models were developed using data sets with up to 88 process variables and over 3000 observations. It was found that increased retention aid use was driven primarily by PCC and TMP usage as well as the addition of Alaskan White Spruce to the TMP furnish.

Improvement of Wet-end Performance and Paper Strength with Polyvinylamine

  • This study was performed to introduce recently developed polyvinylamine as a wet-end process and paper strength improving aids. As a retention and drainage aids, high cationic charged polyvinylamine was more effective at the BCTMP and ONP stock condition than LBKP stock condition. As a dry tensile strength aid, dual system of polyvinylamine with anionic polyacrylamide was the best at the LBKP or ONP stock conditions. On the other hand, polyvinyl amine alone was better than dual system of polyvinylamine with anionic polyacrylamide at the BCTMP condition. As a wet tensile strength aid, polyvinylamine single system and dual system of polyvinylamine with anionic polyacrylamide were good at LBKP, BCTMP and ONP stock conditions. However, poly(aminoamide)-epichlorohydrin resin was good at LBKP and ONP stock conditions but efficiency of poly(aminoamide)-epichlorohydrin resin was remarkably decreased at BCTMP stock condition.

  • This study aims to observe effects of global R&D cooperation outcomes and global business abilities of small businesses by a national aid program. This study selected a program, Industry Technical Global Cooperation Project launched from Korea Institute for Advancement of Technology (KIAT). Also, small businesses CEOs' roll and efficiency are very important to increase outcomes and improve abilities of their companies. In this study, CEO's global level or ability is regarded of small businesses' global level. Then, this study shows positive effects between a national aid program and global R&D cooperation outcome and between global R&D cooperation outcome and global business abilities.

Utilization of Wood Flour for Drying Energy Saving of Old Corrugated Container (골판지 원지의 건조효율 증대를 위한 목분의 이용)

  • The increase of wet web solid content in wet pressing will save drying energy greatly. We applied wood flours as spacers to increase the old corrugated container (OCC) solid contents in wet pressing. The mixed furnish of OCC and wood flours of 3-5% (wt/wt) increased bulk and drainage rate, and by increasing wet pressing pressure, its solid content started to be higher than 100% OCC furnish at more than 50% solid content level. Addition of cationic starch and drainage aid to the mixed furnish increased solid content further up to around 2%. Cationic starch addition compensated or exceeded the loss of tensile and compressive strength caused by the addition of wood flour, but drainage aid did not. Cationic starch also improved the stretch of the OCC, which could mitigate cracking at folding in boxboard.

  • The consequence of water system closure and reduced water consumption in Paper Mills is increased white-water conductivity associated with increased total dissolved solids. This leads to difficulties man-aging the wet end chemistry of paper machines, mainly due to stearic hindrance effects on wet end chemical additives. This in turn causes poor productivity and Inefficient chemicals usage. The success of a number of projects is reported. The application and development of new multi-component micro-particle systems which can further assist in achieving a significant degree of system closure or Zero Effluent is described.

  • 보청기가 자계 pick-up 코일을 구비하고 있고, 전화 수화기에서 충분한 자계를 발생할 경우의 전화 수화기와 보청기의 자기결합을 이용한 전화기를 보청기 호환성 전화기 (hearing-aid-compatible telephone)라고 한다. 본 고에서는 보청기와 전화 수화기의 결합방법과 자계결합에 관한 국제 기준을 고찰하여, 국내의 보청기 호환성 전화기의 자계 기준 및 측정법에 관한 검토사항을 제시한다.

Effects of a First-aid Skills Training for Elementary Students - Focus on Management of Foreign Body Airway Obstruction - (일부 초등학교 학생들의 응급처치 교육효과 -기도 폐쇄 시 응급처치 교육을 중심으로-)

  • Purpose: This paper compares practical first aid training and theoretical first aid training in elementary schools. Methods: Research subjects were randomly selected and sorted into experimental and control groups. The former is one class (28 students) of the fifth grade students, and the latter is another class (30 students). In order to verify the effect of first aid training, we conducted theoretical as well as practical first-aid instruction about foreign body airway obstruction to the experimental group, but conducted only theoretical instruction with the control group. Data were analyzed by the ${\chi}^2$-test and t-test, one-way using the SPSS / win 12.0 program. The results were as follows (p=.05). Results: The first hypothesis was that the knowledge of an experimental group would be better than that of a control group. The analysis showed a significant difference (p=.000) between the two groups, supporting this hypothesis. The second hypothesis was that the experimental group would be more accurate than the control group. There was no because of (p=.000) between the two groups on this measure. The third hypothesis, that the two groups would vary over time on the measure of accuracy, was supported by the following observations: the experimental results were accumulated before, two days after and two weeks after the training (experimental group, p=.000, and control group, p=.000). This supports the third hypothesis that the technical performance accuracy levels of complete respiratory obstruction first aid vary over time. Conclusion: First aid training has to include practical education as well as theoretical education in the future, as part of a school's health education for elementary students. Health education classrooms should be prepared to teach first-aid theory and be supplied with equipment for practical exercises. Schools, communities, and private organizations need to carry out the practical education component periodically.
