정리업무 아웃소싱의 문제점 분석과 개선방안 (A Study on Analysis and Suggestions of Library Technical Services Outsourcing)

  • 이 연구는 국내 대학도서관에서 정리업무 아웃소싱을 시행하고 있는 기관을 조사하여 현황을 분석하고 성공적인 아웃소싱을 시행하기 위한 방안에 대해 논의하였다. 선행연구에서 제시하는 아웃소싱 방법론에 대한 연구 분석을 기초로 하여 실제 아웃소싱을 시행하고 있는 기관에서 발견되는 아웃소싱의 문제점을 분석하였다. 제언을 포함한 결론에서는 아웃소싱을 시행하는 과정에서 인식해야 할 과제를 제안하였다. 아웃소싱의 모든 과정을 도서관에서 제어해야 하며 품질관리를 위한 정규직원이 배치되어야 한다는 점과 목록데이터의 품질유지를 위해 노력해야 한다는 점 등을 제안하였다. 이 연구는 정리업무 아웃소싱을 계획 혹은 시행하고 있는 대학도서관에서 실질적인 참고자료로 활용될 수 있을 것이다.

  • 이 연구의 목적은 정리업무 아웃소싱을 시행하고 있는 대학도서관에서의 정리업무 품질관리 방안에 대해 논의하는 것이다. 이를 위해 선행연구를 조사하였고 실제 아웃소싱을 시행하고 있는 도서관에서의 품질관리현황에 대해 조사 분석하였다. 목록을 생산하고 품질을 관리하는 방식에 대해 논의하였고 정리 업무량의 변화를 분석하였다. 마지막으로 결론에서는 정리업무 아웃소싱의 품질 향상을 위해 다음을 제안하였다. (1) 품질에 대한 정의와 상세한 업무 매뉴얼을 개발하여 그에 따라 업무를 하도록 한다. (2) 자관의 핵심지식과 기술을 보유하고 이를 계속 전수할 수 있도록 한다. (3) 자체 교열시스템의 도입을 고려한다. (4) 도서관과 아웃소싱업체간의 긴밀한 의사소통을 유지한다. (5) 업체직원은 업무에 필요한 교육을 이수하도록 한다.

  • 이 연구는 대학도서관(전문대학 포함)의 정리업무의 아웃소싱 적용현황을 조사, 분석하여 앞으로 도서관에서 아웃소싱을 적용할 때 고려해야 할 사항과 정책수립에 필요한 방향을 제시하고자 시도되었다. 연구방법은 문헌연구와 설문지 기법을 병행하였다. 분석 결과 아웃소싱을 시행한 도서관은 대개 그 결과에 만족했으며, 대상 업무는 아직까지 목록에 집중되고 있었다. 아웃소싱에 도서관 직원이 참여하는 것이 효율이 높았으며, 아웃소싱 업체의 전문성 부족을 문제점으로 지적했다. 앞으로도 아웃소싱을 고려할 수 없는 업무로는 참고업무를 첫째로 꼽았다.

  • It is well known that PMO (Project Management Office)s are effective for successful project performance. Since it takes a long time to develop PMO capability, many public organizations and companies that do not have internal PMOs are increasingly relying on outsourcing of PMO functions in order to introduce mature PMO capabilities in a short period of time. However, it is not verified yet whether outsourced PMO is more effective than internal PMO or not. The objective of this study is to verify the effectiveness of PMO outsourcing. There are many different definitions about PMO function, and even the same PMO function may have different effectiveness depending on the Industry. Thus, this study redefined the PMO functions and Project Performance based on the past studies, and conducted research by focusing on the ICT (Information and Communication Technology) industry. The ICT industry is an important industry economically and has been attracting global attention recently. This study is the first attempt to prove the effectiveness of outsourcing of PMO function in Korea. We found that PMO function outsourcing is effective for certain aspects of project performance, particularly technical support and infrastructure management. Overall, PMO outsourcing is usually more effective than internal PMO for improving project performance. The results of this study are expected to contribute to the development of PMO theories and practices.

  • 서비스수준협약(SLA)은 IT 서비스의 품질개선을 통해 성공적인 아웃소싱 수행을 위해 많이 연구가 되어왔다. 특히 SLA 측정 지표와 평가기준은 IT 아웃소싱을 추진하는 회사(이용자, 서비스 제공자)의 IT 생존성에 영향을 주는 중요한 요소이다. SLA 측정 지표들은 기술적, 관리적, 사용자적 관점의 항목들로 구성되어 있으며, 안정적인 IT 서비스의 제공과 지속적인 품질개선을 목표로 관리하고 있다. 본 연구에서는 IT 아웃소싱의 SLA 지표 중 HW 가용성 지표에 중점을 두고 있다. 발주자(이용자)의 시스템 환경을 고려하여 SLA 목표 수준을 정하여 SLA 계약과 평가가 될 수 있는 HW 구성 수준에 맞는 인프라 가용성 기준을 제안한다. SLA 계약상의 인프라 구성 기준을 제시하고, IT 운영감리 환경에서 목표수준의 적정성을 확인 할 수 있는 기준을 제안한다. 제안한 모델은 관련 분야의 전문가 및 경험자들의 설문을 통해서 인프라 구성 기준과 운영감리 개선항목에 대한 필요성과 효과성을 검증하였다.

국내 대학도서관 정리부서 현황과 조직 변화에 대한 인식 연구 (A Study on the Organizational Changes in Technical Service of Korean University Libraries)

  • 이 연구는 도서관 정리부서 변화 요인을 조사하고 국내 대학도서관 정리부서 조직 현황과 변화에 관한 사서들의 인식을 살펴봄으로써, 정리부서 조직 개선을 위한 변화와 발전 방향을 파악하고자 하였다. 도서관 정리부서의 변화의 주요 요인은 분담편목과 아웃소싱, 그리고 다양한 형태의 전자자원과 이에 대한 메타데이터 생성이었다. 국내 32개 대학도서관 정리부서 담당자를 대상으로 정리부서 현황과 조직 변화에 대한 인식을 조사 분석한 결과, 대부분 정리전문사서의 양성, 정리부서 체제의 변화가 필요한 시점이라고 응답하였으며, 전통적인 편목과 함께 전자자원에 대한 메타데이터 업무가 통합된 형태로 운영되는 것이 바람직하다고 인식하고 있었다. 하지만 현재까지는 대학도서관 전반적으로 메타데이터 관련 업무가 분산되어 있었고, 정리부서 내에서 담당하지 않는 메타데이터 관련 업무에 대한 파악이 부족한 것으로 조사되었다.

DEA 모형에 의한 서비스 운영의 기술적 효율성 평가: 컨택센터 서비스를 중심으로 (Evaluating the Technical Efficiency of Service Operations Using DEA Models: An Application to Contact Center Services)

  • Recently, many companies have been very interested in CRM(Customer Relationship Management). Most companies have been also considering the contact center as a key CRM channel, because it is a contact point between customers and companies. It turns out that the contact center handles over 70% of all customer-company interactions and the success or failure of a company can be determined by the customer satisfaction with contact center experiences. Despite of the strategic importance of the contact center, there has been few empirical study on the efficiency of contact center operations in the literature. One of the main purposes of this study is to evaluate the efficiency of contact centers so as to not only identify the current status of contact center operations, but also suggest ways to improve operational efficiency. For this purpose, we apply a non-parametric efficiency measurement method, DEA (Data Envelopment Analysis), to 57 domestic contact centers in order to compare their relative efficiency. It is expected that the measurement methods suggested in this study can be applied to various issues such as service KS certification, outsourcing service management, and the productivity analysis of service personnel.

Service Desk의 서비스 품질이 조직의 업무 효율성 증대에 미치는 영향에 관한 연구 (A Study on Effectiveness Enhancement of Organization thru Service Quality of Service Desk)

  • This study is to guide to estimate service quality on ITSM operation based on ITIL(IT Infrastructure Library). ITIL v2 and v3 provide how to integrate framework of IT service and business process. It is widely used as ITSM operation base. As a latest IT trend, ITSM covers Hardware, Software, SaaS, Network, Call center, Helpdesk, ASP portal and IT operation. Servicedesk is selected as target area where valid sampling is addressable and service change is rapid. Traditional Helpdesk was focusing on technical support to solve internal IT issues passively. But it was evolved into Service Desk which focus in process and provide integrated service from customer's business view point preventively and proactively. Accordingly outsourcing types business are normally performed by group of professional capability. Service quality is measured under the SLA(Service Level Agreement). This study utilized SERVQUAL model as service quality measuring tool developed by Parasuraman, Zeitaml and Berry to find critical factors to satisfy customer. And test was processed regarding effectiveness of IT organization and customer view point thru sampling. Though valid parameters can be changed by ITSM areas under the SERVQUAL models, they naturally can be accepted as a index of service quality measurement after sampling test with acceptable significance. And I recommend to follow this study as a preparation before official SLA.

ASP(Application Service Providers)의 핵심 역량과 성과 탐색 (An Explorative Study on the Core Competency of Application Service Providers and its Influence on Business Performance)

  • ASP (Application service provider) as a new type of information systems service has been popular recently and has taken a much attention of information systems professionals and researchers. One stream of the research on ASP performed by IS community dealt with utilization and benefits of ASP systems use. The other researchers argue the importance of ASP vendors' capability to provide users with appropriate services. Kern, Lacity and Willcock (2002) summarized the components of core competency of service providers based on their extensive case studies on application service providers. Also, Levina and Ross (2003) developed a value delivery process of application service Providers in their case study This study is developing Prepositions and an empirical model based on the theory of core competency from strategic management study. The dimension of core competency is composed of management competency, technical service competency and customer service competency. Each dimension is made up of competency items derived from previous studies and adapted by professionals in ASP industry. The validity of the dimensions and items in each dimension has been checked with factor analytic method for empirical test. The core competency dimensions are correlated with performance factors of application service providers including growth of revenue, asset and customer base.

제주도 119구조·구급대의 활성화 및 전문화 방안 (A Study on the Activation·Specification of 119 Rescue & Care in JeJu)

  • Since 1992, conventional fire fighting businesses have been converted into a metropolitan autonomous fire fighting system to be ready for a variety of disasters. However, the corresponding investment has been overlapped due to the non-integration of businesses to prevent any potential disasters, and a series of collaborative systems have been not functioning so well. In the meantime, our fire fighting sector has been trying to set up its own clean and faithful position by abolishing any inconvenient system or outsourcing private sectors, and expanded its work scope from conventional fire fighting even to rescue and emergency works. While focusing on handling disaster, the fire fighting sector has been widely trusted and reliable throughtout our nation. Moreover, our fire fighting sector has secured nation wide mobile organizations, technical personnel by field, special equipments and independent communication network. In addition, the fire fighting sector has knowledges, expertise and capabilities required for managing disasters, while in charge of almost every disaster management works including fire, explosion, collapse, disaster and flood. It becomes an organization for comprehensive disaster management under an absolute national trust, which is based on the system for prevention, preparation and countermeasure against a variety of disasters. Thus, our fire fighting sector must make many efforts and try to modernize conventional education and training. The ways to facilitate rescue and emergency works may include the nurture of technical fire fighting personnel along with modernized equipments, the reinforcement of rescue and emergency education, the facilitation of operating civil defense corps, the facilitation of operating volunteer fire fighting corps, the better arrangement of 119 briefing room for public healthcare in provincial offices, the sterilization of rescue instruments and equipments the better repair education for emergency rescue member, the establishment of regional emergency assistant system and the expansion of fire fighting personnel and equipments. In terms of reinforcing the functions and services of rescue 119 and emergency corps, we must review the following considerations: Building up security system along with operational expansion, building up a system for emergency medical treatment, building up a comprehensive information management system for rescue and emergency, constructing a provincial safety museum and so forth. For the ways to better the works of rescue 119 we can review the following considerations : Improving the education for fire fighting training corps under Jeju Provincial Fire and Disaster Management Department, providing rescue members with more opportunities for clinical practices, enhancing the morale of rescue members, installing a comprehensive briefing room for emergency rescue members, building up medical networks along with reasonable policies for information service, operating the consulting system for rescue 119 and so on. If these requirements are met, it is expected that the fire fighting departments in Jeju province can cope with every accident and disaster a little more rapidly and quickly in compliance with local needs, so that they can keep their own position as a public fire fighting organization which may be trusted by the public.
