  • Including technical device and general information system, the information-technical(IT) system is defined as the technical system for acquiring, processing, storing and transferring information to a person. This paper presents Knowledge-based Heuristic Evolution Model for creating the advanced information-technical system. This Evolution Model is derived from the historical review on definition of evolution, the research on the architecture of the general IT system, history of IT system, technology innovation theory and multi-case study research. The evolution model is applicable to the conceptual creation of the advanced product in R&D organization requiring development methodologies like rapid-prototyping to develop next generation product. For the detailed theoretical construction and practical application of Evolution Model, the case study research based on action research is performed. the object of the case study is mobile device, especially mobile hand-held phone. Thus, we obtain the Evolution Model for creating the advanced information-technical system.

  • As the research and development(R&D) has become a necessary motive in social development, the importance on the evaluation of the technical information service is also emphasized. Among others, the economical evaluation and the productivity of the technical information service are very complex and complicated as of the information value. Also the technical information service is influenced by its infrastructure. Therefore, the economical evaluation on the productivity of the technical information service requires a more systematic and complex approaches simply to be more objective and rationalized.

  • The Department of Energy's (DOE) Scientific and Technical Information Program (STIP) has successfully reinvented the way in which DOE collects, organizes, archives, disseminates, and uses scientific and technical information in the performance of research and development (R&D). Through a suite of innovative Web-based products conceived and developed by the Department's Office of Scientific and Technical Information(OSTI), information and resources resulting from the Department's R&D activities, as well as worldwide information needed by the research community, are readily available to all users in a fully integrated E-Government environment.   • Based on analysis of trend and development of industrial and technical information such as patents and scientific data, using industrial and technical information in the process of planning can be a important factor to reduce budget and opportunity cost. This study aims to investigate needs to collect and analyze industrial and technical information in planning of R&D project. To do it, this study examines definitions, needs and types of industrial and technical information for planning of R&D project. And then this study investigates the importance of use of industrial and technical information in the process of planning of R&D and performs case study in domestic and foreign countries. Lastly, this study investigates a method to analyze industrial and technical information for R&D planning and proposes the role of a library for R&D planning.

The Impact of Comprehensive Decision-Making of Information Technology Investment on Firm Performance (정보기술 투자의사결정의 포괄적 고려가 기업 성과에 미치는 영향)

  • When firms are confronted with IT investment decision-makings, technical or financial factors are widely considered. However, based on sociotechnical systems theory, it is argued that in addition to the traditional factors, social issues must be considered in the IT investment decision-makings. Even though the strategic criteria of social issues within organization are important for IT investment decision-makings, the social or organizational issues are hardly considered in IT implementation and adoption(Ryan and Harrison, 2000). The objective of this study is to empirically verify how the comprehensive consideration of both of technical and organizational issues related with IT investment affects firm performance through its impact on IT technical capability and IT personnel skills. Senior managers of 153 Korean firms were surveyed, and the collected data were analyzed with PLS technique. The results of the PLS path analysis show that the comprehensive consideration of the technical and social issues affected indirectly firm performance through IT technical capability and IT personnel skills. It is found that the comprehensive consideration had a significant impact on IT technical capability and IT personnel skills, and that IT technical capability and IT personnel skills affected firm performance. IT personnel was also found to affect IT technical capability. Finally, this study found that the consideration of social factors had greater impacts on firm performance than that of technical factors.

  • 자가 치유 시스템은 자율 컴퓨팅의 개념 중 하나로 사람의 개입 없이 시스템의 이상상태를 인식하고 정상상태로 복귀 가능한 시스템을 의미한다. 발생한 오류는 또 다른 오류를 유발할 수 있고, 하나 이상의 원인이 되는 오류나 사건이 있을 수 있다. 따라서 오류의 원인에 따른 치유전략을 필요로 하며 발생한 오류에서부터 전이될 수 있는 오류에 대한 추론을 요구하게 된다. 따라서 본 논문에서는 오류의 인과관계에 따른 진단 및 추론 기법을 제안하고자 한다. 제안사항을 통해 오류트리를 기반으로 하여 발생한 오류의 원인이 되는 오류를 파악할 수 있으며, 오류의 원인에 따른 치유 전략을 계획 가능하고, 발생 가능한 오류의 추론이 가능하다.

  • 자가 치유란 시스템에서 발생될 수 있는 에러나 오류를 미리 예상하거나 감지하고 시스템 스스로 치유함으로써 시스템의 오동작을 최소화하는 것을 의미한다. 자가 치유 시스템의 신뢰성을 높이기 위해서는 정확한 테스트 기법이 필요하다. 하지만 기존의 테스트 기법은 성공 또는 실패만으로 나타내기때문에 정량적인 평가가 불가능하다. 따라서 본 논문에서는 자가 치유 시스템이 달성해야 할 목표를 추출하고 관계에 따라 트리로 작성하여 이를 기반으로 시스템의 자가 치유 기법의 성공률을 정량적 측정하는 기법을 제안한다. 본 기법을 통해 자가 치유 시스템의 치유 결과를 정량적으로 평가 가능하고, 평가결과를 기반으로 치유 전략에 대한 문제점이 분석 가능하므로 자가 치유 시스템의 신뢰성 향상이 가능하다.

  • The article presents the method that medium enterprises could manage technical information effectively. There are some merits in using the next generation Web brower, HyperWave as technical information management system. First, it makes anyone else to manage the technical information easily. Second, if he could manages the technical in-formation by using HyperWave, he can input, modify, and delete information effectively. Third, HyperWave system can creat the link to connect the related documents or images. Fourth, it provides various retrieval techniques. Lastly, HyperWave system can organize technical information at a low cost.

  • RI-Biomics is a new concept that combines radioisotopes (RI) and Biomics. For efficient collection of information, establishment of database for technical information system and its application to the system, there is an increasing need for constructing the standard classification system of technical information by its systematical classification. In this paper, we have summarized the development process of the standard classification system of technical information in the field of RI-Biomics and its application to the system. Constructing the draft version for the standard classification system of technical information was based on that standard classification one in national science and technology in Korea. The final classification system was then derived through the reconstruction and the feedback process based on the consultation from the 7 experts. These results were applied to the database of technical information system after transforming as standard code. Thus, the standard classification system were composed of 5 large classifications and 20 small classifications, and those classification are expected to establish the foundation of information system by achieving the circular structure of collection-analysis-application of information.
