The propulsive strategy of the 3rd five-year plan can be summarized into three parts; firstly, it is to divert from the technical approach, such as law reform, and to focus more on the culture in order to transform the perspectives of the employers and the employees. Secondly, it is to provide distinct policies for the areas prone to industrial accidents. Thirdly, the central government needs to seek decentralization and become a promoter of the strategy by abandoning its former restrictions, providing data about the strategy and building infrastructure.

The design of a supertall building poses many challenges to the architect and engineer. Using Jeddah Tower as a case study; this paper intends to discuss a few of those challenges specifically related to the arrangement of programmed spaces in the tower, their functional connection by means of the vertical transportation system and physical connection with shafts which introduces the potential for stack effect in the building. The measures applied in response to and mitigation of these issues are discussed.

Following the mobile era, the technical architecture and the software development environment of mobile system plat form has been explained, and the future development direction has been summarized in the 5 ways. Closed operating system can be developed in the certain period. However, because of the lack of maintenance of the development infrastructure, it has been met its limit. Android, which is open source mobile, will be greatly spread, As it is the age SNS(Social Network System), I will introduce cases apply to formal community which used Twitter, Facebook, and so on.

For the flow facing highly informationized age, there Is a flow from fixed communications connecting fixed places such as offices and homes to mobile communications connecting mobile objets such as automobiles, ships and aircraft. This flow has added to diversifying communications including data and images. While the fixed mode Is diversifying information media by digitalization of communications network and computers, the mobile mode has brought higher sophistication of communication modes by a higher degree of electric wave utilization. The following descriptions outlines the mobile communication which Is utilizing the electric wave phenomena. In sequence the following items are described: a brief history of mobile communications, the technical object and various kinds of services, propagation of electric wave signal.

The first high speed railway in Korea was opened to traffic on April 1, 2004 and the second phase will be opened on November 1. 2010. Many technical problems that occurred during construction have been solved. In its early period of project, difficulties were encountered in design, construction of high speed line. because most of Korean railway engineers were familiar only with conventional railway. Now they understand the various phenomena occuring during operation of the KTX and have accumulated extensive technical knowhow. Valuable experiences and knowledges that have been obtained from frials and errors will lead to further improvement for the future project.

A Technical Manual is the tool that offers a guidance to a maintenance engineer in order to exactly use and maintain of complicated weapon system. Safety engineers should be reasonably assigned to construction sites in order to prevent accidents specially for large-scaled projects. More engineering-oriented safety engineers should be assigned to those large-scaled projects because accident causes are found to be due to more technical aspects rather than general safety problems. more experienced engineers should be assigned to larger scaled projects for covering more technical aspects. This one is analyzed by the existing accident results. This study is to find out some formulae to calculate how many safety engineers should be assigned to construction sites, by amounts, by project kinds, by project scales, by engineer grades. So that construction contractor can assign them to their site economically.

The national 2G-3G roaming is emerging as one of essential and important issues In Korea in connection with the recent granting of 3G licenses. Accustomed to the current seamless coverage and superb quality of 2G networks, many subscribers have very high expectations of an equal or better service provisioning by 3G networks. However, it is very unlikely for 3G operators to successfully build their networks as comprehensive as the current 2G networks in the beginning of network implementation and commercial launch. Therefore,3G operators are seriously considering the national 2G-3G roaming in Korea. In this paper. 1 would like to discuss and present a technical implementation scheme and problems that need to be solved fer successfully realizing the national 2G-3G roaming.
