  • This study estimated the possibility of phosphate removal characteristics to utilize EAF(electric arc furnace) slag as submarine cover material. The major phosphate removal mechanism was a certain formation of HAP precipitation occurred by the ionization reaction between $Ca^{2+}$ and $OH^-$, which were leached from the EAF Slag. Another phosphate removal mechanism was the adsortion of EAF slag surface. As a result of $PO_4{^-}-P$ removal characteristics using continuous column reactor, $PO_4{^-}-P$ concentration decreased rapidly after 3 days and 10 days later, it show under 0.5 ppm. The result as applied in real sea water, shows that the phosphate removal effects were 93~98% by the subaqueous sediment removal using the EAF slag. In conclusion, EAF slag is useful in $PO_4{^-}-P$ removal and control and it is possible to use without additional process like crush and selection.

  • This study started by recognizing that a competency-based major curriculum in physics education was necessary to respond to field demands in the intelligent information age. To address this need, the research developed a competency-based major curriculum model for the Department of Physics Education at G University. The research process involved several stages: environmental analysis focusing on the characteristics of the intelligent information age, needs analysis of the educational field, establishment of ideal human resources and academic goals, selection of major competencies, curriculum system composition, and roadmap development. The major curriculum committee reviewed and evaluated each stage of this process. The study established an ideal image of 'innovative and communicative educators leading future education' along with three educational objectives. It also identified academic-research competency, field-job competency, and convergence-integration competency as major competencies, defining sub-competencies for each. The research team restructured the curriculum to achieve a balanced development of major competencies and introduced a new science edutainer micro-degree program to address career diversification. The project implemented complementary extracurricular programs to supplement insufficient major competencies and established systems for managing individual students' major competencies and the overall major curriculum. The competency-based major curriculum model developed through this study aims to strengthen the practical competencies of physics education students and provide an effective approach to respond to future changes in the educational environment.

  • This paper proposed a method to separate a liver into left and right liver lobes for simple and exact volumetry of the river graft at abdominal MDCT(Multi-Detector Computed Tomography) image before the living donor liver transplantation. A medical team can evaluate an accurate river graft with minimized interaction between the team and a system using this algorithm for ensuring donor's and recipient's safe. On the image of segmented liver, 2 points(PMHV: a point in Middle Hepatic Vein and PPV: a point at the beginning of right branch of Portal Vein) are selected to separate a liver into left and right liver lobes. Middle hepatic vein is automatically segmented using PMHV, and the cutting line is decided on the basis of segmented Middle Hepatic Vein. A liver is separated on connecting the cutting line and PPV. The volume and ratio of the river graft are estimated. The volume estimated using 2 points are compared with a manual volume that diagnostic radiologist processed and estimated and the weight measured during surgery to support proof of exact volume. The mean ${\pm}$ standard deviation of the differences between the actual weights and the estimated volumes was $162.38cm^3{\pm}124.39$ in the case of manual segmentation and $107.69cm^3{\pm}97.24$ in the case of 2 points method. The correlation coefficient between the actual weight and the manually estimated volume is 0.79, and the correlation coefficient between the actual weight and the volume estimated using 2 points is 0.87. After selection the 2 points, the time involved in separation a liver into left and right river lobe and volumetry of them is measured for confirmation that the algorithm can be used on real time during surgery. The mean ${\pm}$ standard deviation of the process time is $57.28sec{\pm}32.81$ per 1 data set ($149.17pages{\pm}55.92$).

  • Understanding of the amount of energy resources and site selection are required prior to develop Ocean Thermal Energy (OTE). It is necessary to calculate the appearance probability of difference of seawater temperature(${\Delta}T$) between sea surface layer and underwater layers. This research mainly aimed to calculate the appearance probability of ${\Delta}T$ using frequency analysis(FA) and harmonic analysis(HA), and compare the advantages and weaknesses of those methods which has used in the South Sea of Korea. Spatial scale for comparison of two methods was divided into local and global scales related to the estimation of energy resources amount and site selection. In global scale, the Probability Differences(PD) of calculated ${\Delta}T$ from using both methods were created as spatial distribution maps, and compared areas of PD. In local scale, both methods were compared with not only the results of PD at the region of highest probability but also bimonthly probabilities in the regions of highest and lowest PD. Basically, the strong relationship(pearson r=0.96, ${\alpha}$=0.05) between probabilities of two methods showed the usefulness of both methods. In global scale, the area of PD more than 10% was less than 5% of the whole area, which means both methods can be applied to estimate the amount of OTE resources. However, in practice, HA method was considered as a more pragmatic method due to its capability of calculating under various ${\Delta}T$ conditions. In local scale, there was no significant difference between the high probability areas by both methods, showing difference under 5%. However, while FA could detect the whole range of probability, HA had a disadvantage of inability of detecting probability less than 10%. Therefore it was analyzed that the HA is more suitable to estimate the amount of energy resources, and FA is more suitable to select the site for OTE development.

  • Risk-based remediation strategy (RBRS) is a consistent decision-making process for the assessment and response to chemical release based on protecting human health and the environment. The decision-making process described integrates exposure and risk assessment practices with site assessment activities and remedial action selection to ensure that the chosen actions are protective of human health and the environment. The general sequences of events in Tier 1 is as follows: initial site assessment, development of conceptual site model with all exposure pathways, data collection on pollutants and receptors, and identification of risk-based screening level (RBSL). If site conditions do not meet RBSL, it needs further site-specific tier evaluation, Tier 2. In most cases, only limited number of exposure pathways, exposure scenarios, and chemicals of concern are considered the Tier 2 evaluation since many are eliminated from consideration during the Tier 1 evaluation. In spite of uncertainties due to the conservatism applied to risk calculations, limitation in site-specific data collections, and variables affecting the selection of target risk levels and exposure factors, RBRS provides us time- and cost-effectiveness of the remedial action. To ensure reliance of the results, the development team should consider land and resource use, cumulative risks, and additive effects. In addition, it is necessary to develop appropriate site assessment guideline and reliable toxicity assessment method, and to study on site-specific parameters and exposure parameters in Korea.

  • This study was conducted to establish a standardized process for developing food safety health indicators. With this aim, we proposed a standardized process, accessed the validity of the suggested process by performing simulations, and provided a method to utilize the indicators. Developing process for domestic environmental health indicators was benchmarked to propose a standardized process for developing food safety health indicators, and DPSEEA framework was applied to the development of indicators. The suggested standardized process consists of an exploitation stage and a management stage. In the exploitation stage, a total of 6 procedures (initial indicators suggestion, candidate indicators selection, data availability assessment, feasibility assessment, pilot study, and final indicator selection) are conducted, and the indicators are routinely calculated and officially announced in the management stage. The exploitation stage is operated by an interaction between a task force team who manages the overall process, and an advisory committee (minimum of 4 in academia, 2 in research, 4 in specialists of Ministry of Food and Drug Safety) who reviews and performs evaluations on the indicators. The standardized process was simulated with 45 initial indicators, and total of 4 indicators (17 detailed indicators) were selected: 'Proportion of domestic fruit/vegetable receiving 'acceptable' in the evaluation of pesticide/herbicide residues', 'Food-borne disease outbreaks', 'Food-borne legal infectious disease incidence', 'Salmonellosis incidence'. Synthetic food safety health index was derived by calculating percent difference with the data from 2010 to 2012. Results showed that when comparing the year 2010 to 2011, and 2011 to 2012, the overall food safety status improved by 10.37% and 9.87%, respectively. In addition, the contribution of indicators to the overall food safety status can be determined by looking into the individual indicators, and the synthetic index may be illustrated to enhance the ease of interpretation to the public and policy makers. In overall, food health safety indicators can be useful in many ways and therefore, attention should be drawn to conduct further studies and establish related legislations.

  • 'Haedamssal' is an early maturing and rice stripe virus disease-resistant cultivar adaptable for early-transplanting cultivation that was developed by the rice breeding team of the Department of Southern Crop, NICS, RDA, in 2014. This cultivar was derived from the cross YR25869 (YR21247-B-B-B-49-1/Sasanishiki BL4//Koshihikari) and YR25868 (Unkwang//YR21247-B-B-B-49-1/Sasanishiki BL4) made in the 2005/2006 winter season and was advanced to the F5 generation by a bulk breeding method using rapid generation advance. To incorporate rice stripe virus resistance, marker-assisted selection on the RSV gene was conducted in 3-way and 6-way cross F1 generation using the tightly linked marker RM6897. From testing in the replicated yield trial in 2011, a promising line YR26258-B-B-B-33-3 was selected and it was designated as 'Milyang276'. A local adaptability test of 'Milyang276' was performed at three locations from 2012 to 2014 and it was named as 'Haedamssal', which was a good eating quality variety. The culm length was 67 cm in yield trials, which was 4 cm shorter than 'Jopyeong'. The number of spikelets per panicle was lower than 'Jopyeong', whereas the number of tillers per hill was higher. This variety was resistant to RSV disease, bacterial blight, and leaf blast disease. The milled rice yield of 'Haedamssal' was 5.48 MT per ha at the early transplanting in the local adaptability test. 'Haedamssal' is well adapted to early transplanting cultivation in the southern plain area (Registration No. 6811).

  • The HR policy in the public sector was closed and operated mainly on written tests, but in 2006, a new evaluation, promotion and education system based on competence was introduced in the promotion and selection system of civil servants. In particular, the seniority-oriented promotion system was evaluated based on competence by operating an Assessment Center related to promotion. Competency evaluation is known to be the most reliable and valid evaluation method among the evaluation methods used to date and is also known to have high predictive feasibility for performance. In 2001, 19 government standard competency models were designed. In 2006, the competency assessment was implemented with the implementation of the high-ranking civil service team system. In the public sector, the purpose of the competency evaluation is mainly to select third-grade civil servants, assign fourth-grade civil servants, and promotion fifth-grade civil servants. However, competency assessments in the public sector differ in terms of competency assessment objectives, assessment processes and competency assessment programmes compared to those in the private sector. For the purposes of competency assessment, the public sector is for the promotion of candidates, and the private sector focuses on career development and fostering. Therefore, it is not continuously developing capabilities than the private sector and is not used to enhance performance in performing its duties. In relation to evaluation items, the public sector generally operates a system that passes capacity assessment at 2.5 out of 5 for 6 competencies, lacks feedback on what competencies are lacking, and the private sector uses each individual's competency score. Regarding the selection and operation of evaluators, the public sector focuses on fairness in evaluation, and the private sector focuses on usability, which is inconsistent with the aspect of developing capabilities and utilizing human resources in the right place. Therefore, the public sector should also improve measures to identify outstanding people and motivate them through capacity evaluation and change the operation of the capacity evaluation system so that they can grow into better managers through accurate reports and individual feedback
