A Study on the Derivation of the Optimum Taxation Cost Model through the Correlation Analysis between Tax Evasion and Taxation Cost - Case of high-income individual business' tax evasion - (탈세와 징세비 간의 상관분석을 통한 최적 징세비 모형 도출에 관한 연구 - 고소득 개인사업자의 적출소득을 중심으로 -)

  • Tax evasion is increasing, but efficiency of tax administration is evaluated as improving. This is because the taxation cost, which is a measure to judge the efficiency of the tax administration, does not consider the tax evasion effect at all. This method of estimating the cost of taxation is a dispute that neglects the role of taxation authorities in tax evasion. The existing study focuses on the development of a tax evasion model focused on maximizing the utility through the tax evasion of the taxpayer as the tax evasion approaches the individual 's deviant problem. However, this has the aspect of making the role of the tax authorities in tax evasion negative. This study empirically derived the optimal size of tax administration in Korea by using tax collection cost and tax cooperation cost. Also, it is meaningful to consider the role of the taxation authorities in tax evasion and to derive the optimal taxation cost model by estimating the decrease in tax evasion due to the taxation expenditure of the tax authorities. In order to derive the optimal size of tax administration in Korea, taxation cost and tax cooperation cost are derived by classifying tax officials. The optimal taxation cost model was derived by estimating the taxation expenditure related to tax evasion. This study is meaningful to make it possible to emphasize the role of tax authorities in studying future tax evasion by studying the effect of taxation expenditure on tax evasion.

Electronic Commerce and Environmental Welfare: An Analysis of Optimal Taxation (전자상거래와 환경후생)

  • This article examines the impact of electronic commerce on environmental welfare. In particular, we analyze a game model of price competition between offline and online firms when consumption taxes are imposed on both offline and online transactions that produce environmental pollution. We investigate the properties of optimal taxation between offline and online markets and demonstrate that there is an optimal difference between the two taxes, depending upon not only the transaction cost between offline and online consumption, but also the environmental damage cost. We also investigate the effect of tax-free online transactions on tax revenues, and the financial feasibility of the optimal taxation.

Analysis on Taxation Public Servant's Pride in Organization (세무공무원의 조직에 대한 자긍심 분석)

  • The purpose of this research is to investigate empirically the relationship among organization identity, organization immersion, and pride(또는 self-esteem) of taxation public servants. The results of the research showed the following. First, the research showed that gender and work year, as individual characteristic variables, influence a significant effect on organization identity. Second, it turned out that the pride of taxation pubic servants influences a positive effect on organization identity, and groups of lower pride affect organization identity more than groups of higher pride. Third, it turned out that the pride of taxation public servants also influences a positive effect on organization immersion. In other words, taxation public servants with higher pride showed higher organization immersion. Groups of lower pride affect organization immersion more than groups of higher pride. These results verified that higher pride of organization members can strengthen organization identity and organization immersion.

A Study on the Taxation Equity between Non-Residential Real Estate and Apartment Houses (비주거용 부동산과 아파트의 과세형평성에 관한 연구)

  • The purpose of this study was to compare the taxation equity of non-residential collective real estate based on its standard market prices set by National Tax Service and those for taxation set by the Ministry of Government Administration and Home Affairs with that of the apartment houses in Seoul, South Korea. The study findings were as follows. First, the analysis results of the standard market price rates of non-residential collective real estate pointed to a huge gap in the assessment rate (AR) of the taxation standards among the Gu offices. Second, there was a big coefficient of dispersion (COD) in the standard market prices of non-residential collective real estate, which confirmed the presence of horizontal inequity. Finally, there was regressive vertical inequity, which leads to the undervaluation of high-value assets, in the standard market prices of non-residential collective real estate. The evaluation of the standard market prices of non-residential collective real state should thus reflect the market prices and the addition and assessment of the land and buildings to achieve taxation equity. Based on these findings, it is hoped that this study will make a significant contribution to the improvement of the official announcement system for non-residential real estate based on real transactions during the shift to such system.

A Second - Best Environmental Taxation for Polluting Firms with Distortionary Taxes (조세왜곡과 오염배출기업의 최적조세에 관한 고찰)

  • Environmental taxes tend to compound the welfare cost of pre-existing tax distortions, the tax-interaction effect, however they also raise government revenues, tax revenue-recycling effect. By incorporating these two opposite tax effects, this paper examines a second- best environmental taxation for a polluting monopolist with distortionary taxes. The analysis suggests that the complications posed by pre-existing tax distortions as well as market structure can be key considerations in designing environmental taxes. In the tax setting game between regulator and regulated firm, we also derive the equilibrium tax rate and examine its relationship with distortionary taxes.

  • The digital economy has created a new platform-based business model and raised the issue of the international taxation system in line with rapid economic development. Voices of fair taxation have also grown due to tax breaks to countries with low tax rates, problems caused by the gap between traditional and digital companies, and problems of business-oriented taxation systems. As a result, the international movement to lay the foundation for the international taxation system based on the business model suitable for the digital economy has become active. The stances of foreign organizations and countries are different, and the necessity of domestic policy introduction is increasing when cooperation at the international level is needed. This study was conducted to analyze the policy network and to help decision making. The results of the study showed that there were differences among domestic stakeholders depending on the actors. The EU suggested SDP in the long term, Digital Service Tax in the short term, and OECD suggested SEP in the long term. It was found that a careful approach to decision making and an in-depth study of the policy process are necessary.

  • The number of tax consultants in Central Java registered at the Indonesian Tax Consultant Association is still limited, likewise, the number of accountants with licensing practices is still small, and making the career opportunities of tax consultants and auditors remain open. This study aims to provide a perspective for career interests in taxation and auditing for accounting students. This study used a quantitative approach by distributing questionnaires to the respondents. The research population involved accounting students who had taken audit and tax courses. The sampling method employed purposive sampling. 270 accounting students at state and private universities in Semarang-Indonesia were chosen. The analysis technique used Warp Partial Least Square (PLS). The results revealed that labor market motivation and considerations positively affected career interests in the taxation and audit fields. Self-efficacy also had a positive effect on career interests in the audit field but not on tax career interests. Besides, gender influenced career interests in auditing. In contrast to the expectation, this study found that gender did not influence career interests in tax. In conclusion, this study can provide information in explaining career interests in the taxation and audit fields, although the ability to explain is still limited.

  • Data mining techniques can also be used to increase the efficiency of production in the tax sector, which requires professional skills. As tax-related computerization was carried out, large amounts of data were accumulated, creating a good environment for data mining. In this paper, we have developed a system that can help tax accountant who have existing professional abilities by using data mining techniques on accumulated tax related data. The data mining technique used is random forest and improved by using f1-score. Using the implemented system, data accumulated over two years was learned, showing high accuracy at prediction.

The Effects of Human and Institutional Factors on Succession Intentions of Small and Medium Enterprises (인적 요인 및 제도적 요인이 중소기업 승계 의도에 미치는 영향)

  • As the founders of small and medium-sized businesses age, the issue of business succession becomes increasingly important. In this study, we empirically analyzed the impact of various human and institutional factors on corporate succession intentions, including the CEO's competency, the successor's competency, third-party stakeholders, and institutional factors such as legislation, taxation, and trust. We surveyed CEOs who were currently running small and medium-sized enterprises (SMEs), and received a total of 201 valid questionnaires. We then conducted an empirical analysis using the multiple regression analysis method. Our results showed that both the CEO's competency and the successor's competency, which are human factors, had a significant positive impact on corporate succession intention. Institutional factors such as taxation and trust also had a significant positive impact on corporate succession intention. However, third-party stakeholders and legislation did not have a significant effect on corporate succession intention. Among the factors that had a significant impact, the size of the influence was in the order of successor's competency, CEO's competency, taxation, and trust. These research results have both academic and practical implications. By going beyond existing studies that focus solely on human factors, we have revealed that institutional factors such as taxation and trust have a very important impact on corporate succession.

Effect of the Organizational Culture of the Revenue Officer on Organizational Satisfaction and Job Performance (세무공무원의 조직문화가 조직만족과 직무성과에 미치는 영향)

  • This study aims to present basic directions and implications of the organizational culture and job performance by analysis of the causal path between the variables acknowledging the important role of the organizational satisfaction on the assumption that the organizational culture which is developed for improvement of the revenue officer's job performance by the taxation organization. In the results of analysis, the clan culture, hierarchy culture and market culture except the culture of innovation have positive effects on the organizational satisfaction, and the higher the organizational satisfaction, the higher efficiency of the performance of the tax administration affairs become, so the job performance becomes increase. This can be the results that the characteristics of the tax organizational culture which conducts the taxation administration affairs by the clan culture which is hierarchical and emphasizes the business performance through teamwork, and the market culture which emphasizes the results reflect the job performance. Therefore, the organizational culture that develops sense of ownership and being performed autonomously and responsibly should be created in order to increase the competitiveness in the organizations and to increase the job performance efficiently by the members of the organization to have worthwhile feeling.
