결혼보조금이 결혼에 미친 영향: 2004-2018 한국의 결혼이민자를 중심으로 (The Effect of Marriage Subsidy on Marriages: Focusing on Marriage Immigrants in South Korea 2004-2018)

  • 이 연구는 2006년부터 한국의 일부 지자체에서 지원된 결혼보조금이 결혼에 미친 영향을 분석한다. 한국 남성과 외국인 여성 간의 국제결혼을 대상으로 한 결혼보조금은 국제결혼에 대한 경제적 유인을 증가시킨다. 2004-2018년 기간의 한국의 인구동향조사의 혼인 데이터를 기반으로 기초지자체(시군구) 및 연도별 결혼보조금 차이 및 이중차분법을 활용하여 분석한 결과, 결혼보조금은 비혼 한국 남성이 외국 여성과 결혼하는 확률을 통계적으로 유의하게 증가시켰다. 한국 여성과의 결혼에 대한 구축효과(crowd out effect)는 나타나지 않았으며, 결혼보조금이 전체결혼에 미치는 영향은 통계적으로 유의하게 양으로 나타났다. 세부그룹 분석 결과 결혼보조금이 나이가 많고 학력이 고졸인 남성에게 있어 가장 뚜렷하게 국제결혼을 증가시키는 효과를 보였다.

정치제도가 사회정책의 발전에 미치는 효과에 관한 비교 연구 (Comparative Patterns of Political Institutions and Social Policy Developments)

  • 이 연구는 사회정책의 결과는 사회성원들의 사회정책 선호를 집합적인 의사결정으로 전환하는 기제, 즉 정치제도의 차이와 관련된다는 이론모형을 경험적으로 검증하는 것을 목적으로 한다. 중위특성을 가진 사회성원이 사회정책을 선호한다고 하더라도 그러한 선호를 집합적으로 모으는 제도적 장치가 어떻게 작동하느냐에 따라 사회정책의 결과는 달라질 수 있다는 것이다. 분석결과 사회정책에 대한 직능제약 선호만 놓고 보면 일본과 한국은 조정시장경제로 분류되는 다른 국가들 못지않다. 하지만 일본과 한국은 조정시장경제나 자유시장경제로 분류되는 다른 국가들에 비해 민주주의 정치제도의 발전정도가 상대적으로 낙후되어 있으며, 노동인구를 표적집단으로 하는 사회정책 프로그램의 발전 정도 또한 낮다. 이러한 비교양상은 사회성원들의 선호를 집합적 의사 결정의 바탕으로 삼는 민주주의 정치제도의 낙후성이 사회성원들의 사회정책 선호와 실제 사회정책 발전 사이의 괴리라는 현상과 관련될 가능성을 보여준다. 한편 민주주의 정치제도가 어느 정도 발전해 있는 국가들 사이에서는 사회정책에 대한 사회성원들의 직능제약 선호의 차이 뿐 아니라, 선거규칙이라는 정치제도의 측면에서도 차이가 발견된다. 결국 16개 국가들의 종합적 양상은 사회성원들의 사회정책 선호와 그것을 집합적으로 모으는 정치제도, 그리고 실제 사회정책 발전 사이에는 밀접한 관계가 존재함을 보여준다.

Legality of R&D Subsidies and Its Policy Framework under the World Trading System: The Case of Civil Aircraft Disputes

  • Technology research and development (R&D) expenditures have increased as most countries recognize that technological innovation is a significant factor for continued economic growth. R&D subsidies by governmental entities were permitted in accordance with the Subsidy and Countervailing Measure (SCM) Agreement under the World Trade Organization (WTO) system. However, according to Article 31 of the SCM Agreement the provision for R&D subsidies have been terminated as of January 2000 and legal disputes over R&D subsidies are likely to increase. The aircraft industry has been the only industry where R&D subsidies have become an issue under the WTO. This paper examines international trade disputes within the aircraft industry in regards to measures by Canada and bilateral disputes between the U.S. and the European Communities (EC). In these cases, various R&D subsidies on civil aircraft are found to be inconsistent with WTO rules. This study summarizes the WTO decisions on various R&D subsidies disputed in the aircraft cases and examines the type of R&D subsidies found to be inconsistent (or consistent) with the WTO to provide guidelines for current and future R&D subsidy policies in high-tech industries. The Canada-Aircraft case indicates that R&D subsidies directly targeted towards near market R&D projects with a high export potential will likely be in violation of current WTO rules. Furthermore, findings from the EC-Aircraft and the U.S.-Aircraft cases suggest that the forms (or the methods) of R&D subsidy distribution were not a sufficient condition for the WTO ruling; instead, what ultimately mattered was whether and specifically to whom the benefits of the R&D subsidies are conferred by the government entities.

A Study on Corporate Support for Employment of Retirees in Gyeongsangnam-do Employment Crisis

  • Gyeongsangnam-do needed an employment stability response policy to induce re-employment of job seekers who retired due to large-scale unemployment and job instability following the employment crisis, and stable settlement and long-term employment after new employment.This study is to confirm the effective corporate support policy as an employment promotion strategy through new recruitment of the employment crisis in Gyeongsangnam-do. A total of 380 companies in Gyeongsangnam-do were targeted for the survey through online surveys and in-person surveys. As a result of the study, as a measure to improve working conditions through financial support for long-term employment stability, first, support for youth-middle-age asset formation of SME workers is required, and second, support for old-age income guarantee for SME workers was proposed. Third, direct corporate subsidies are continuously needed for job promotion and job stability of Gyeongsangnam-do companies.

농촌지역 개발정책의 지방화 방향 (Localization of the Rural Development Policy)

  • Korean agriculture and rural sector has undergone a wide range of reform after the Uruguay Round. Major policy measure is to put finances of huge budget from tax payers since 1994 in preparation of the Rural Development Strategy and Reform Program. Both in the total amount and individual size of the subsidy and loan for eligible farmers and farmers group are large and drastically enormous than any other programs in the past. The strategy adopted was a bottom-up approach, Particularly in selecting the project with local autonomy. However, it has been still criticized as the form of centralized control of budget and decsion. In terms of the program effectiveness too, it is doubtful to judge that Korean agriculture is in a road to getting the international competetiveness as targeted. Since the local autonomy was started in 1995, the political structure has been settling in a way to be more locally institutionalized. Rural development policy, as the key point of economic and industrial dimension of local autonomy, should be initiated and practiced in real term by the local government. This paper, in this concern, in reviewing the past rural development prolicy and programs, discussed the necessary issues relevant to legal bases of land uses in Korea. Further, the direction of increasing local automous power of local government was discussed in the senses of budgetary control and decision. The power and budget should be allocated more to the rural development plans of local government in order to fulfilize integrated rural spatial development in this new era of globalization.

Utilities Market: The Sphere of Protection of Subjects

  • The study covers three components of the facility for protecting public utilities market participants in the public utilities market: prevention of potential poverty, reduction of existing poverty and compensation to the injured party in a case of tort that exacerbates or threatens to exacerbate its poverty. The analysis is based on official statistical information on the activities of the public utilities sector. Operational information of public utility service providers regarding certain indicators of their activity in the work was not studied. This approach narrows the empirical basis of the study, but at the present stage in the context of different rates of implementation of changes in regions, sectors and at the level of individual entities, as well as lack of uniformity in the structure of indicators published by service providers, analysis allows to identify «bottlenecks» of legal regulation, which are systemic in nature and largely independent of the subjective factor.
