Ecological Study of the Marine Algal Community at the Coast of Taean Thermal Power Plant, Korea (태안화력발전소 주변 해조군집의 생태 연구)

  • The community structure of benthic marine algae was investigated at Taean Thermal Power Plant and other places around Taean Peninsula, the west coast of Korea. Total of 100 species including 3 Cyanophyta, 14 Chlorophyta, 18 Phaeophyta, and 65 Rhodophyta were identified. The number of species was highest with 78 species at the Power Plant intake, followed by 61 at the discharge, 56 at Bunjeondo, and 50 at Maoe. It was noteworthy that a subtropical species Caulerpa okamurae was collected at the intake in autumn and it was the first observation in the west coast of Korea. The pattern of vertical algal distribution showed Gloiopeltis furcata occurred in the upper intertidal zone, Sargassum thunbergii and Corallina spp. in the middle and lower zone and Enteromorpha spp. in the lower middle zone. These were all dominant species except for Enteromopha spp., which was subdominant species. Other subdominant species were Chondrus ocellatus and Neorhodomela aculeata. The average diversity indices were between 0.70 and 1.20 at each area based on their dry weight. The similarity index was 0.79 between the algal flora of this study and that of 1987, indicating that the condition of the benthic environment remained unchanged since then. This area maintained its environmental quality, so the algal community remained same with similar structure. This study area seemed a suitable place for long term monitoring of the benthic environment where industrial facilities such as a power plant might affect the benthic algal community.

The Study on the Improvement of Environmental Assessment Method through Analysis of Environmental Investigation Results of Taean Thermal Power Plant (환경영향평가와 사후환경조사의 비교에 관한 연구 - 태안화력발전소 사례분석 -)

  • This study compares the results of environmental impact assessment with the results of post-environmental investigation, using the case of Taean thermal power plant construction. The atmospheric and water qualities were not greatly changed before and after the construction of the power plant. However, the site of the highest concentration predicted by the atmospheric quality modeling in environmental impact assessment was different from that after operation of 4 power plants. There was also a difference in the diffusion range of thermal discharge water between the measured result(1km) and the predicted value(1.5km) with the model. Thus, environmental impact evaluation should be based on long-term (more than a year) environmental monitoring data. For the modeling of atmospheric quality and numerical thermal discharge water diffusion, appropriate models for each plant should be selected and the numerical modeling should be accompanied by computer simulation, wind tunnel test, etc. Moreover, environmental evaluation should focus more on the degree of impact on surroundings than the prediction of changes in surroundings caused by operation of plants.

Thermal Discharge Effects on the Species Composition and Community Structure of Macrobenthos in Rocky Intertidal Zone Around the Taean Thermoelectric Power Plant, Korea (태안화력발전소 주변 암반조간대에 서식하는 대형저서동물의 종조성 및 군집구조에 미치는 온배수의 영향)

  • This study was conducted to understand the distribution and changes of macrobenthos on rocky intertidal areas around Taean thermoelectric power plant, Also, the purpose of this study was to produce a base-line data on the changes in water temperature due to the operation of the power plant and to understand its thermal impact on the macrobenthic community on intertidal rocky bottoms. A field survey was seasonally conducted at 3 rocky intertidal sites around the Taean thermal power plant. There was no seasonal difference in the community parameters such as number of species, mean density, biomass and species diversity during the study period. The major dominant species were Chthamalus challenger, Littorina brevicula, Crassostrea gigas. In comparison with previous study, thermal discharge in the study area did not significantly affect the distribution of dominant species. The structure of the macrobenthic community revealed that there were showed 3 different faunal groups depending on the difference in the mean density of major dominant species. The result of SIMPER analyses to determine which species were the main contributors to the differences between each community, C. challenger, Lottia spp. And Mytilus galloprovincialis, etc., revealed that there was showed a significant difference between each group. The abundance of M. galloprovincialis, showed a significant difference between faunal groups.

Marine Algal Floras and Community Structures in the Vicinity of the Taean Power Plant in Korea (태안화력발전소 주변 해역의 해조상 및 군집구조)

  • Marine algal flora and community structure were examined seasonally at four study sites around Taean Power Plant, Korea from Jan. to Nov. 2006. A total of 73 algae species (12 green, 9 brown, 52 red) and 1 marine plant were identified. The number of species was maximal at the power plant Discharge (57 species) site followed by Hakampo (46 species), Intake (28 species) and Breakwater (15 species) sites during the study period. The average biomass in dry weight varied from 13.12g/m2 at Intake to 69.60g/m2 at Hakampo. Dominant and sub dominant species in terms of biomass were Gelidium divaricatum - Ulva pertusa at Intake, Chondria crassicaulis - Ulva pertusa at Discharge, Corallin a pilulifera - Chondrus ocellatus at Breakwater, and Corallina pilulifera - Sargassum thunbergii at Hakampo. Species richness of warm tolerant and green algae were greater at Discharge site than Hakampo, showing similar species richness. However, community indices were not distinguishable between Discharge and other study sites. In conclusion, species richness and biomass of seaweeds were greater at Discharge site compared to intake and breakwater sites, and the abundance of warm tolerant and green algal species were higher than Hakampo.

Feasibility Study on Thermal Power Plant Condenser Heat Recovery for District Heating and Fuel Line Preheating (발전소 복수기 배열회수의 지역난방 및 연료라인 예열용 활용타당성 검토)

  • Recovered heat has been considered as a renewable energy in Europe since 2008 because its great effect on energy saving and carbon decreasing in plant process. Energy saving and decreasing green gas are critical issue today, so various technologies to save energy and decrease carbon dioxide in plant process have been applied to many industrial area. In this paper, the feasibility of condenser heat recovery by heat pump in power plant for district heating and fuel line preheating were reviewed by verifying energy (heat) balance and mass balance of power plant model. Some ways to compose proper system to recover heat of condenser are suggested and their possibilities are also reviewed. Limitations on heat recovery in power plant are also reviewed. The results are verified by calculating input/output energy based on actual performance test data of Taean Thermal Power Plant in Korea. There is noticeable improvement of plant performance in some cases which demand low temperature (<100 C) heat like distrcit heating, fuel line heating, and so forth.

  • This paper describes the initial characteristics of turbine generators at the Taean thermal power plant #4 and Wolsong nuclear power plant #2. The turbine generators had been in service for two years. The insulation diagnostic tests included measurements of insulation resistance, polarization index, ac current, dissipation factor($tan{\delta}$) and partial discharges (PD). The values of ac current and tan a were measured by Schering bridge. PD measurements were conducted using digital PD detector. The variation of $tan{\delta}$ and PD was confirmed in two generator stator insulations.

  • A recurrent surge oscillograph(RSO) test was performed at the Taean thermal power plant on #5 turbine generator. The test was conducted using a rotor reflectometer and digital oscilloscope. A DC voltage step is applied to each end of the rotor winding in turn. Each reflected wave, at the input end of the winding, is monitored and the two waveforms are superimposed automatically and monitored on a single channel oscilloscope. As the half windings in a rotor are identical, the two waveforms monitored at each end of the rotor will also be identical for a healthy winding. A winding with a fault will cause different voltages to be monitored at the two ends.

Performance Characteristics of the 300 MW Integrated Gasification Combined Cycle Plant according to Ambient Temperature (대기온도에 따른 300 MW 석탄가스화복합발전 성능특성)

  • In this study, the output and thermal efficiency of Taean Integrated Gasification Combined Cycle Plant were calculated by using the manufacturer's basic design data and the performance correction factor for each atmospheric temperature, and the actual performance was measured at summer and winter representative points. The results were compared with the calculated values to verify their validity. The thermal efficiency is the highest at around $15^{\circ}C$ and lower at lower temperature and higher temperature. This is similar to that of natural gas Combined Cycle Power Plant, but the thermal efficiency has drastically decreased due to the increase of power consumption of the air separation unit at relatively high temperature. The output is highest in the range of 5 to $15^{\circ}C$, and is kept almost constant at below $5^{\circ}C$ and declines above $15^{\circ}C$. The reason why the output does not increase at low temperatures is that the torque limit of the shaft is activated by the increase of the flow rate due to the nitrogen injection of the gas turbine combustor. In order to improve the performance in the future, efforts should be made to improve the power generation output and to reduce the power consumption of the air separation unit in summer.

  • Fire accidents in foreign countries, like the accident in a thermal power plant in Beijing, the accidents in domestic power plants, including Boryeong Power Plant in 2012 and Taean Power Plant in 2016, a disaster in a nuclear power plant in Fukushima in 2011 or the large-scale power failure in California in 2001 are safety accidents related to electric power, which caused losses in the people's stable lives and the countries. Electricity has an absolute impact on the people's life and the economy, so we can easily expect the serious situation affecting economic growth as well as direct damage to the protection of the people's lives and the losses of properties, if there are fire or explosion accidents or radioactive leak because of negligence in safety management, or problems because of natural disasters like an earthquake in power plants that generate electricity. In this study, it was drawn the improvement of the organizations exclusively in charge of firefighting, the operation of a program for the improvement of professional competency, the development of a customized firefighting management system for plants for systematic firefighting safety management and the improvement of the earthquake-proof correspondence system, which has recently become an issue, as measures for improvements through a survey of the actual conditions concerning the necessity of the construction of a firefighting safety management system for power plants with five power generation companies, including Korea Southern Power Co., Ltd., and the persons in charge of firefighting safety Korea Hydro & Nuclear Power Co., Ltd.

Implementation of ISO45001 Considering Strengthened Demands for OHSMS in South Korea: Based on Comparing Surveys Conducted in 2004 and 2018

  • Background: According to the previous studies, the work-related accident rate decreased in Korea after the introduction of occupational health and safety management system (OHSMS), but there were several disasters in Korea such as subway worker's death at Guui station in 2016 and the Taean thermal power plant accident in 2018, which escalated the social demand for safety. In 2018, OHSMS became an international standard, as ISO45001 was announced. Methods: A survey was conducted to research the implementation status of OHSMS and changes in people's perception, and the results were compared with those of a past survey. Results: Enhanced social demand and various stakeholders' (not only buyer) needs, and social responsibility are perceived as the motivation for the introduction of OHSMS rather than legal compliance or customer demand. In the questionnaire about problems with the implementation of OHSMS, the factors with higher response rate in 2018 than 2004 were "excessive cost" and "complicated documentation management." In the questionnaire about how to promote OHSMS in organizations, most people answered "reduction of workers' compensation insurance rate" in 2004, but most people answered "exemption from health and safety supervision" in 2018. Conclusion: For the effective implementation of ISO45001, emphasis is placed on social demand, training to recognize health and safety as a part of management, and the reduction of certification and consulting costs to promote the introduction of OHSMS. Incentives such as insurance premium cuts and exemptions from health and safety supervision are needed.
