The paper aims to investigate empirical causes of poverty of the Khmer ethnic people and suggest policy implication to help the Khmer ethnic people escape poverty in Tra Vinh province and the Mekong Delta. The study has been conducted with direct interviews with 300 Khmer households living in seven districts and cities in Tra Vinh province and with the use of multivariate regression. The research results show that a number of causes that affect poverty of poor households include lack of capital for production, lack of means of production, poor health and lack of labor, large families, lack of job opportunities or unemployment, and lack of willingness to escape poverty and education. Thus, there should be poverty reduction policy for the poor househlods in the coming time. Based on the current situation and regression results, the authors propose a number of recommendations: 1) Focus on preferential loan policies for poor people 2) Provide occupational training programs for improving incomes for the Khmer ethnic households 3) Build up special infrastructure in the Khmer ethnic areas 4) Focus on promoting cultural and belief institutions in areas of the Khmer ethnic people and 5) Improve and build up healthcare clinics services and facilities.
In this study, the effective technology readiness assessment (TRA) method for system development project is suggested. We analyze the domestic and foreign TRA practice and derive the new idea to resolve the problems found from the analysis. Domestic and foreign organizations develop and use checklist for the precise TRA, but the checklist has some problems in type of questions and analysis of assessment. TRA method using the original TRL definition or the checklist should be selected depending on the project characteristic. Questions of the checklist should be classified into critical or non-critical according to their importance. Finally, Test and evaluation master plan (TEMP) in system engineering process can provide an obvious criteria to assess technology readiness level (TRL) of critical technology elements (CTE) composing the system.
This study aims to isolate and identify the fungal pathogen responsible for gummosis disease affecting Thanh Tra pomelo in Vietnam. Through molecular identification utilizing primer pairs ITS5 and ITS4, the analysis pinpointed Lasiodiplodia theobromae as the specific fungal pathogen. Notably, the fungal colonies exhibited vigorous growth on potato dextrose agar. Initially, these colonies appeared whitish-grey, transforming into a black-grey hue within 5-7 days at a temperature of 30℃. According to previous reports, Phytophthora spp. was the most common pathogenic genus causing gummosis on Thanh Tra pomelo in Vietnam. To our knowledge, this is the first report on L. theobromae causing gummosis on Thanh Tra pomelo in Vietnam.
Objective : Until recently, the transfemoral approach (TFA) was used as the primary method of arterial approach in acute ischemic stroke (AIS). However, TFA resulted in longer reperfusion times and worse outcomes in the mechanical thrombectomy (MT) of patients with complex aortic arches and significant carotid tortuosity. We found that the transradial approach (TRA) is a more favorable alternative approach for MT in such cases. Methods : We performed a retrospective review of our institutional database to identify 202 patients who underwent MT for AIS between February 2015 and December 2019. Patient characteristics, cause of TFA failure, procedure time, intra-procedural complications, and outcomes were recorded. Results : Eleven (5.4%) of 202 patients, who underwent MT for AIS, crossed over to TRA for recanalization, and eight (72%) of 11 achieved successful recanalization (≥modified Treatment in Cerebral Infarction 2b). The mean age (mean±standard deviation [median]) was 82.3±6.6 (76) years, and five of the 11 patients were male. The last seen normal to puncture time was 467.9±264.72 (264) minutes; baseline National Institutes of Health Stroke Scale score was 28.9±14.5 (16). Six (55%) of the 11 patients had right vertebrobasilar occlusions, and the remaining five (45%) had anterior circulation occlusive disease. The time from groin puncture to final recanalization time (overall procedural time) was 78.0±20.1 (62) minutes. The mean crossover time from TFA to TRA was 45.2±10.5 (41) minutes. The mean time from radial puncture to final recanalization was 33.8±10.5 (28) minutes. Distal thrombus migration events in previously unaffected territories occurred in 3/8 patients (37%). At 90 days, three patients (28%) had a favorable clinical outcome. Conclusion : Although rare, failure of TFA has been known to occur during MT for AIS. Our results demonstrate that TRA may be an alternative option for AIS intervention for select patients with subsequent timely revascularization. However, the incidence of distal thrombus migration was high, and the first puncture to reperfusion time was prolonged because of the time taken for the crossover to TRA after failure of TFA. This study provides some evidence that the TRA may be a viable alternative option to the TFA for MT of AIS.
Large planar military antenna boasts a range of electrical components, including TRA(Transmit-Receive Assembly), signal processors, etc. which engage in computations and calculations. These processes generate a significant amount of heat, leading to unforeseen consequences for the equipment. To mitigate these adverse effects, it's imperative to implement a cooling system that can effectively reduce heat-related issues. Given the antenna's intricate nature and the multitude of components it houses, a two-step estimation process is necessary. The first step involves a comprehensive model calculation to determine the total flow characteristics, while the second step entails a thermal analysis of individual TRA set. In this study, we depicted an antenna set using simplified 3D models of its components, considering their material and thermal properties. The sequential analysis process facilitated the calculation of branched flow rates, providing insights into the individual TRA. This approach also allowed us to design a cooling system for the TRA set, assessing its thermal stability in high-temperature environments. To ensure the optimal performance of TRA, breaking down the analysis into stages based on the cooling system's structure can assist operators in predicting numerical results more effectively.
Background: Environmental concentrations of substances can be estimated by K-CHESAR based on main, industrial, and use categories (MC/IC/UC) and ECETOC TRA based on environmental or specific environmental categories (ERC or spERC). Objectives: Three different systems for estimating environmental concentrations were compared to figure out their order with possible reasons along with relationship of regional predicted environmental concentrations (PECregional) and final PEClocal for various uses of a substance. Methods: Typical uses of the case substance and their corresponding ERCs were selected from the webpage of the European Chemical Agency. Proper MC/IC/UC and spERC were assigned to each ERC. Emission fractions were compared for each assessment code from the available database. PECs were calculated by three estimating systems: K-CHESAR using MC/IC/UC, ECETOC TRA using ERC, and ECETOC TRA using spERC with their default values for input parameters. Percentage of PECregional to PEClocal were manually calculated for each use. Results: Emission factors decreased in the order of ERC > MC/IC/UC > spERC. Values of the final PEClocal derived as sum of PECregional and Clocal decreased in the order of calculations using ECETOC TRA-ERC>KCHESAR with MC/IC/UC>ECETOC TRA-spERC for all environmental media. Percentages of PECregional, water to PEClocal, water ranged from 0 to 10.3% in industrial uses calculated with MC/IC/UC and ERC but 96.3 to 100% in wide dispersive uses of ERC and spERC where values of Clocal, water are estimated to be very low. Conclusions: ECETOC TRA generated the most refined PNEC values with spERC and the least with ERC, while K-CHESAR with MC/IC/UC generated values between the two results. The ratio of PECregional to PEClocal can be a good measure for performing suitable estimation of PNECs according to use.
Objectives: By law, companies in Korea must periodically measure workers' exposure to harmful chemicals (the system is called the Work Environment Monitoring Program (WMP)[a]) and report the results to the government. The government also measures exposure to monitor the WMP's reliability (called Reliability Assessment (RA) for WMP[b]). The issue is that measured data from these two sources are so different that the objectivity of WMP needs to be confirmed by comparing the results using the European Centre for Ecotoxicology and Toxicology of Chemicals' Targeted Risk Assessment (ECETOC TRA). Methods: Step 1: Data collection from WMP reports submitted by companies (n=586) and RA for WMP written by the government (n=33). Step 2: Data Standardization by key information included. Step 3: Data conversion to input-variables required to run the ECETOC TRA model, and run the model with specific data (n=514) which meet the predetermined exposure scenario. Step 4: Statistical data analysis by process category (PROC) and ventilation type from each source ([A] and [B]). Step 5: Additional analysis of any unexpected results. Results: The process categories of the production and handling of Dichloromethane were classified into 12 PROCs, and ten of them were selected to run ECETOC TRA. Modeled values tended to be higher than measured values from both sources. For the measured values from WMP, RCR distribution by PROC was narrow (0.197-0.267, 95% CI) and did not have a relationship with ventilation type, which differs from the tendency of the modeling result. Meanwhile, the measured values from RA for WMP were relatively widely distributed (0.301-1.177, 95% CI) by PROC. In particular PROCs (13,19) were high enough to exceed 1. Also, they become low with better ventilation types and appear differently depending on the ventilation type, similar to the model result. Conclusions: This study revealed that ECETOC TRA might have the potential to serve as a screening tool for exposure assessment and to be used as assistive method for WMP to estimate exposure. Further empirical study is required to confirm its availability as a screening tool.
The purpose of this study is to evaluate the future potential value of CTE(Critical Technology Element)s that are evaluated to be low in TRA(Technology Readiness Assesment) and to present investment prioritization technologies in defense R&D(Research and Development) based on them. To do this, we used the DEA(Data Envelopment Analysis) method, which is useful in evaluating the efficiency of the organization. Specifically, we suggest a systematic framework to evaluate the future value of CTEs by setting the CTEs derived from the TRA process to DMU(Decision Making Unit)s, the cost and time required to develop each CTE as the input factor of the DEA and the effects of the development of each CTE as the output factor of the DEA respectively. We also conducted an illustrative case study on radar technologies to demonstrate the usefulness of the proposed approach.
Purpose: Simple part or equipment is necessary TRA(Technology Readiness Assessment) or MRA(Manufacturing Readiness Assessment). But sole maturity like TRA, MRA has limit complex systems or SoS(System of System). Especially complex weapon system need from the System Maturity Point of view. This research shows necessity of SRA(System Readiness Assessment). Methods: In case of complex systems, it is essential to SRA(System Readiness Assessment). For the purpose of calculating SRL(System Readiness Level), TRL and IRL must be calculated. And then SRL can obtain know from equation of TRL and IRL. To prove SRA effectiveness, it is calculated SRL of JTDLS(Joint Tactical DataLink System) programs. Results: SRA procedure is proposed and case study shows as examples of JTDLS programs. Although result of TRA is TRL6, result of SRA is not 0.6. From this research, we can know necessity of SRA. Especially complex systems or SoS(System of System) is essential to SRA. Conclusion: SRA(System Readiness Assessment) is required to overcome limitation of sole maturity and to achieve a successful acquisition of high quality weapon system. This research intended to suggest SRA procedure and case study in complex defense system.
