일·EU FTA 상호인정협정(MRA)에 대한 수출기업의 대응방안 연구 (A Study on the Response of Export Companies to Japan-EU EPA Mutual Recognition Agreement (MRA))

  • 본 연구는 일-EU 자유 무역 협정의 내용에서 한국 기업들에게 직접적으로 영향을 줄 수 있는 상호인정 협정 (MRA)을 검토하고 한국 수출 기업에 대한 함의를 제시하는 것이다. 2017 년 벨기에 브뤼셀에서 개최 된 G20 정상 회담에 앞서 일-EU FTA 협상이 재개되었으며 모든 교역 품목의 95%에 대한 관세 철폐에 합의했다. 일본 자동차는 7년간의 유예 기간과 15년간 유럽 치즈의 점진적인 철폐와 함께 관세 폐지에 대해 적극적으로 협상을 벌였다. EPA 협정으로 일본과 비슷한 산업 구조를 가진 한국은 가공 식품, 화학제품, 의료 장비, 유제품 및 자동차 산업에 타격을 줄 것으로 예상된다. 이러한 상황에서 한국 수출기업의 대응방안으로 첫째, 국제적 기술기준에 대한 이해와 전략적 대응. 둘째, 한국기업의 국가별 인증제도에 대한 이해. 셋째, 한국이 체결한 FTA의 적극적인 활용. 넷째, 기업의 MRA 운영에 적극적으로 참여등을 제시하였다.

The Studies on Molecular Geometries and Electronic Structures of Substituted meso-Catecholic Porphyrins: DFT Methods and NSD

  • Geometry optimizations and electronic structure calculations are reported for meso-tetraphenyl porphyrin (TPP) and a series of meso-substituted catecholic porphyrins (KP99150, KP99151, KP99152, KP99153, and KP99090) using density functional theory (DFT). The calculated B3LYP//RHF bond lengths are slightly longer than those of LSDA//RHF. The calculated electronic structures clearly show that TPP and meso-catecholic group contribute to π-electron conjugation along porphyrin ring for HOMO and LUMO, significantly reduced the HOMO-LUMO gap. The wavelength due to B3LYP energy gaps is favored with experimental value in Soret (B), and LSDA energy gaps are favored with experimental value in visible bands (Q). The electronic effect of the catecholic groups is to reduced energies of both the HOMOs and LUMOs. However, the distortion of porphyrin predominantly raises the energies of the HOMOs, so the net result is a large drop in HOMO and smaller drop in LUMO energies upon meso-substituted catecholic group of the porphyrin macrocycle as shown in KP99151 and KP99152 of Figure 5(a). These results are in reasonable agreement with normal-coordinate structural decomposition (NSD) results. The HOMO-LUMO gap is an important factor to consider in the development of photodynamic therapy (PDT).

Upregulation of thiamine (vitamin B1) biosynthesis gene upon stress application in Anabaena sp. and Nannochloropsis oculata

  • Thiamine pyrophosphate (TPP), the active form of thiamine is a cofactor for enzymes involved in central metabolism pathways. However, it is also known to have a role as a stress signaling molecule in response to environmental changes. Anabaena sp. and N. oculata are microorganisms which are abundantly found in Malaysia's freshwater and marine ecosystem. However, not much studies have been done especially in regards to thiamine biosynthesis. This work aimed to amplify of gene transcripts coding for thiamine biosynthesis enzymes besides looking at the expression of thiamine biosynthesis genes upon stress application. Various stress inducers were applied to the cultures and RNA was extracted at different time points. The first two genes, ThiC and ThiG/Thi4 encoding enzymes of the pyrimidine and thiazole branch respectively in the thiamine biosynthesis pathway were identified and amplified. The expression of the genes were analysed via RT-PCR and the intensity of bands were analysed using ImageJ software. The results showed up to 4-fold increase in the expression of ThiC and ThiG gene transcript as compared to control sample in Anabaena sp. ThiC gene in N. oculata showed an expression of 6-fold higher as compared to control sample. In conclusion, stresses induced the expression of the gene coding for one of the most important enzymes in thiamine biosynthesis pathway. This is an agreement with the hypothesis that overexpression of thiamine is crucial in assisting plants to combat abiotic stresses.

Energy Band Structure, Electronic and Optical properties of Transparent Conducting Nickel Oxide Thin Films on $SiO_2$/Si substrate

  • Nickel Oxide (NiO) is a transition metal oxide of the rock salt structure that has a wide band gap of 3.5 eV. It has a variety of specialized applications due to its excellent chemical stability, optical, electrical and magnetic properties. In this study, we concentrated on the application of NiO thin film for transparent conducting oxide. The energy band structure, electronic and optical properties of Nickel Oxide (NiO) thin films grown on Si by using electron beam evaporation were investigated by X-Ray Photoelectron Spectroscopy (XPS), Reflection Electron Energy Loss Spectroscopy (REELS), and UV-Spectrometer. The band gap of NiO thin films determined by REELS spectra was 3.53 eV for the primary energies of 1.5 keV. The valence-band offset (VBO) of NiO thin films investigated by XPS was 3.88 eV and the conduction-band offset (CBO) was 1.59 eV. The UV-spectra analysis showed that the optical transmittance of the NiO thin film was 84% in the visible light region within an error of ${\pm}1%$ and the optical band gap for indirect band gap was 3.53 eV which is well agreement with estimated by REELS. The dielectric function was determined using the REELS spectra in conjunction with the Quantitative Analysis of Electron Energy Loss Spectra (QUEELS)-${\varepsilon}({\kappa},{\omega})$-REELS software. The Energy Loss Function (ELF) appeared at 4.8, 8.2, 22.5, 38.6, and 67.0 eV. The results are in good agreement with the previous study [1]. The transmission coefficient of NiO thin films calculated by QUEELS-REELS was 85% in the visible region, we confirmed that the optical transmittance values obtained with UV-Spectrometer is the same as that of estimated from QUEELS-${\varepsilon}({\kappa},{\omega})$-REELS within uncertainty. The inelastic mean free path (IMFP) estimated from QUEELS-${\varepsilon}({\kappa},{\omega})$-REELS is consistent with the IMFP values determined by the Tanuma-Powell Penn (TPP2M) formula [2]. Our results showed that the IMFP of NiO thin films was increased with increasing primary energies. The quantitative analysis of REELS provides us with a straightforward way to determine the electronic and optical properties of transparent thin film materials.

미국과 EU의 FTA에 나타난 무역-노동기준 연계에 관한 비교 분석 (Comparative Analysis of Trade-Labor Linkage in FTAs of the US and EU)

  • 본 연구는 무역과 노동기준의 연계에 있어 미국과 EU의 FTA에 나타난 노동장(chapter)을 비교분석하는 것을 목적으로 한다. 비교적 단기간에 효과가 나타나는 관세철폐와 달리, 노동기준의 조율은 장기간에 걸친 제도변화 및 규제의 수렴현상을 일으킬 수 있으며, 경제뿐만 아니라, 사회적 변화까지 수반하기 마련이다. 미국은 북미자유무역협정 이후 양자 FTA를 추진함에 있어 위반 시 제소와 벌금부과까지 가능한 구속력 있는 노동조항을 포함시켜왔고, 이에 반해 EU가 체결한 FTA의 노동장은 대화 또는 협력에 기반을 둔 권고적 조항을 중심으로 형성되어 왔다. 이와 같은 차이는 양측이 갖고 있는 FTA 추진의 목적, 국내법 및 운영체계와 같은 국내적 상황이 복합적으로 작용한 결과이다. 한국은 양측과 동시에 FTA를 발효시켰고, 한국기업의 해외노무관리가 점차 중요해짐에 따라 향후 국제적인 무역-노동기준 연계 논의에 더 많은 영향을 받게 될 것이다. 한·미 FTA의 이행을 살펴보면, 한국이 ILO 협약 등 국제기준을 대부분 준수하고 있다는 점에서 양측 간에 큰 문제가 불거질 것으로 예상되지는 않으나, 한국의 노사관계법과 노사관계 관행이 미국식과 맞지 않을 경우 문제가 발생할 수 있다. 한·EU FTA는 이행과정에서 양측이 정부는 물론, NGO를 포함하는 시민사회 간의 대화를 실시할 것을 규정하고 있어서, 비록 구속력은 없으나, 지속적인 외압으로 작용할 수 있다. 이러한 점을 감안할 때 한국은 FTA를 통해 미국과 EU의 노동규제로부터 끊임없이 직간접적인 영향을 받을 것으로 예상된다.
