Analysis of the 2nd Pilot Test of Time of Use (TOU) Pricing for Korean Households (주택용 계시별 요금제 2차 실증사업의 효과 분석)

  • This study analyzes the effect of the 2nd pilot test of Tiime of Use (TOU) pricing for Korean households using a two-level electricity demand model. The test, implemented from May to September 2021, was conducted to compare the effects of two TOU pricing rates and the standard rates for households living in apartment and detached house in 7 provinces of Korea. Based on the data on electricity consumption during the test period and during the same period last year of the 1,292 participants and their socio-economic characteristics, this study analyzes (1) whether the relative demand across periods has changed in response to hourly price changes and (2) whether the price responsiveness of daily consumption has changed after the introduction of TOU pricing. The results show that both types of TOU pricing affect neither the relative demand across periods nor the price responsiveness of daily consumption. The reason behind the results could be related to the level of TOU pricing rates and the periodical classification, which were not sufficient to induce changes in the participants' electricity demand patterns.

Design and Impact Analysis of Time-Of-Use Pricing based on Progressive Pricing (누진제기반 계시별요금제 설계 및 효과 분석)

  • Current residential electricity rates, which are charged regardless of consumption patterns, have a problem of restricting consumer choice. In order to improve the problem, the Korea government started a demonstration project based on Time-Of-Use(TOU) pricing from September 2019. However, the analysis of its effect is still limited. This study analyzed the changes and limitations of TOU pricing compared to the current progressive pricing. The result showed that the high rate payer's bill decreased by up to 33.8 % while the low rate payer's bill increased by up to 117.7 %. This can lead to the problem of accepting electricity rates from a social point of view. In this study, TOU pricing based on progressive pricing was proposed to overcome the problem. The results presented the rate changes depending on the power consumption patterns while decreasing the average rate change from 32 % to -1.9 %. It means that the proposed pricing can support the TOU effect while maintaining the framework of the existing progressive pricing.

Building Indoor Temperature Control Using Control Horizon Method in Cooling Systems (냉방시스템 제어구간설정 방법을 이용한 건물 실내온도 제어)

  • In this paper, the TOU tariff's based building indoor temperature control algorithm in cooling systems is proposed using control horizon method. A control horizon switching method and linear programming algorithm is used for optimal control, and both TOU and peak tariffs are included to calculate the energy costs. Simulation results show that the reductions of energy cost and peak power can be obtained using proposed algorithms.

  • This paper presents an optimal operation control method for energy saving in the water reuse pumping system. A predictive horizon switching strategy is proposed to implement an optimal operation control and a linear programming (LP) algorithm is used to solve optimal problems in each time step. Energy costs are calculated for electricity on both TOU in the light, heavy, and maximum load time period and peak charges. The optimal operation in water reuse pumping systems is determined to reduce the TOU and peak costs. The simulation results show a power energy saving for water reuse pumping systems and power stability improvement.

An Agent-Based Model Analysis on the Effects of Consumers' Demand Response System (행위자기반모형을 이용한 선택적 전력요금제의 전력요금 절감효과 분석)

  • There are growing interests in the introduction of consumer's selective electricity tariff systems in order to enhance demand response in electricity market in Korea. Real time pricing (RTP) and Time of Use (TOU) are typical examples of demand response system through which electricity price is linked to real time demand. This paper adopts an agent-based model to analyze the effects of such demand system on the counsumers' electricity costs. The result shows that real time pricing system is effective to reduce electricity costs of consumers by providing more flexible tariff system, depending on each consumer's demand pattern. This finding could be used as a basis for supporting smart grid system in the presence of responsive demand environment.

  • We estimated the price range of electricity transactions under the prosumer system, considering the spread of renewable energy and the prospect of introducing a surplus power trading system between power consumers in Korea. The range (min/max) of power transaction prices was estimated by prosumers and consumers who could purchase electricity from utilities if needed. It is assumed that utilities purchased electricity from prosumers and consumers under a Time-of-Use (TOU) rate, trading at a monthly price. The range of available transaction prices according to the amount of power purchased from utilities and the amount of transaction power was also estimated. The price range that can be traded is expected to vary depending on variables such as the TOU rate, purchased and surplus power, levelized cost of electricity, etc.

  • In this paper, we proposed the modeling in one zone buildings and the energy efficient temperature control algorithm using particle swarm optimization (PSO). A control horizon switching method with PSO is used for optimal control, and the TOU tariff is included to calculate the energy costs. Simulation results show that the reductions of energy cost and peak power can be obtained using proposed algorithms.

  • This paper presented a methodology for calculating daily load curves per city by taking into account the charging/discharging location of electric vehicle. In other words, this is the daily load curve calculation algorithm by city, which takes into account the charging/discharging location of electric vehicles, so that the impact of loads generated by charging/discharging of electric vehicles on the power grid can be easily understood in certain cities. Specifically, in accordance with the PEVs share scenario, the PEVs discharge power was calculated to reflect both the characteristics of the arriving vehicle in the morning and the SMP plan after establishing a assumption that the electric vehicle arrived at work in the morning and the electric vehicle arrived at home in the afternoon for each of the charging/discharging locations, that is, work and home, of electric vehicles in the city. After calculating the daily load curve for each charging/discharging power type for the PEVs charging strategy, which takes into account both the characteristics of the vehicle arriving at home in the afternoon and the TOU fare system, it was analyzed by comparing the impact assessment on the grid by adding the existing load.

  • This paper presents a control method for energy cost saving in the water reuse pumping system. An optimize horizon switching strategy is proposed to implement an pump control. And Particle Swarm Optimization (PSO) algorithm is used to solve optimal problems in each time step. Energy costs are calculated for electricity on both TOU in the light, heavy, and maximum load time period and peak charges. The control method in water reuse pumping systems is determined to reduce the TOU cost. The simulation results show a energy cost saving for water reuse pumping systems.
