The purpose of the present study is to explore effective ways of teaching English grammar, which is geared toward improving students' communicative competence. Grammatical competence is essential to communicative competence. Grammatical knowledge cannot be acquired unconsciously in an EFL environment such as in Korea. Therefore learners should be given grammar instruction. More importantly, they should be instructed in grammar so that they can develop their grammatical abilities which are the foundation of communicative competence. The following is proposed for the grammar instruction placing the focus on improving communicative competence. First, it is effective to explain the form, meaning and pragmatics of a grammatical rule to learners in Korean. Second, learners should be given instruction in grammatical patterns that deals with constructions and meanings together, which can enable them to produce sentences by themselves. Third, it should be taught to understand constructions and meanings on the basis of word orders. Then the following steps of grammar instruction are suggested. In the first step of grammatical instruction, students should be provided with the illustrations of grammatical structures which link communicative functions and grammar. In the second step, learners should be gotten to practice grammatical constructions repeatedly enough to use them unconsciously. Lastly, communicative activities such as description and role plays should be included in grammar instruction to integrate grammar practice and communicative language use.
For the pre-feasibility study and project evaluation, the discount rate or cutoff rate should be given by the government authority. To get the Benefit/Cost Ratio, NPV(Net Present Value) and IRR(Internal Rate of Return) of the public investment projects, the pertinent and realistic discount rate should be determined to be suitable to the present time period. The cut-off rates in Korea were equivalent to 15% in 1970's, 10% in 1980's and 8% in 1990's. The prevailing rate of discount as 8% is considered not to be suitable for the 2000's public project appraisal considering the present interest rates on deposit and national bonds. To determine the socio-economic feasibility of the public projects, the IRR should be bigger than the present cutoff rate. When we still use the high old rate of discount, the analytical results of project appraisal will show always economically unfeasible. Therefore the new rate of discount suitable for present time should be determined by the government. The public projects to be implemented in 2000 year onward are recommended to be adapted 5% of cutoff rate for the project appraisal and evaluation according to the results of reviewing the tendency of discount rates and market rates of interest in Korea.
Scheduling plays an important role in shop floor planning. A scheduling shows the planned time when processing of a specific job will start on each machine that the job requires. It also indicates when the job will be completed on every process. Thus, it is a timetable for both jobs and machines. There is only one server available and arriving work require services from this server. Job are processed by the machine one at a time. The most common objective is to sequence jobs on the severs so as to minimize the penalty for being late, commonly called tardiness penalty. Based on other objectives, many criteria may serve as s basis for developing job schedules. The process also comprises all strategic planning, capital investments, management decisions, and tasks necessary to create a new product. manufacturing processes must be created so that the product can be produced in the product facility. Purchasing new equipment and training workers may be required if new technology is to be used. Tools, fixtures, and the sequence of steps in the manufacturing processes must all be developed to allow rapid, high-quality, cost effective production. Also, it may be needed to be rearrange the production facility to adapt to the new manufacturing processes. Therefore, this study tries to proposed that Scheduling by customer needs group for minimizing the problem and reducing inventory, product development time, cycle time, and order lead time.

The results of this study can be summarized as follows. First, the chief executive of the organization to configure a service orientation and a detailed understanding of the factors that determine this by managing the organization to effectively come up with a way to make and ultimately the organization's service orientation, organizational culture can be positioned as effort should be taken. Second, service companies through regular training and education to maintain a certain level of service quality should be. Third, the service organization's service orientation is not a fad or a means of sustain and develop the company's survival strategy is to get out. To do this, good communication between the field and management can be achieved by a variety of channels to be established, and management's willingness to provoke sympathy for the employees should be provided.

Representing all the parts of human body visible to fit into the script, it can be told that real make-up has been done. Based on the point of view. it will be different from others. To become the beautiful, beauty make-up has to be done, however, to be someone described in the script or any other factions after analyzing characters of being represented, special make-up fits into that category. In the special make-up, there are two different pins: one is 2 dimension make-up which is describing images using dots, lines and colors and other is 3 dimension which will include necessary shapes to figure. Even though there seems to be different between modern technologies and handy work, since accurate measures and graphics have to be used to make perfect character describes in the script, more investments and studies than before have to be made. Real attraction of 3 dimension make-up is building up the images and shapes using unseen abstract images having analyzing characters. It will be decided in the working process called modeling. As having distinguished this part from other make-ups as named prosthetics make-up, proposing means and measures of prosthetics make-up will actually help the others who are studying make-up.

The impact of land cover changes on streamflow of the Akaki catchment will be assessed using Soil and Water Assessment Tool (SWAT) model. The study will analyze the historical land cover changes (1993 to 2016) that have taken place in the catchment and its effect on the streamflow of the study area. Arc GIS will be used to analysis the satellite images obtained from the United States Geological Survey (USGS). To investigate the impact of land cover change on streamflow the model set up will be done using readily available spatial and temporal data, and calibrated against measured discharge. Two third of the data will be used for model calibration (1993?2000) and the remaining one-third for model validation (2001?2004). Model performance will be evaluated by using Nash and Sutcliff efficiency (NS) and coefficient of determination (R2). The calibrated model will be used to assess two land cover change (2002 and 2016) scenarios and its likely impacts of land use changes on the runoff will be quantified. The evaluation of the model response to these changes on streamflow will be presented properly. The study will contribute a lot to understand land use and land cover change on streamflow. This enhances the ability of stakeholder to implement sound policies to minimize undesirable future impacts and management alternatives which have a significant role in future flood control of the study area.

Present, we cannot expect the maximum studying effect in a home economics and the drill unit of secondary schools because of several problems. Such problems can be enumerated as follows. 1. The explaination of a making process in texts would be difficult for the students who have a poor understanding to grasp. 2. The much effort would be made due to teacher’s repeated exhibition, by which the progress of a text might be unreasonable. 3. The teachers unaccustomed to the drill might treat it carelessly and become to avoid it. 4. The skill to grasp a general work flow might be lack. Baseing on such problems, this researcher did using a medium of Video in teaching method of home economics. For this purpose, the quality of Video Tape would be important. Above all, we made out the script of Video Tape through advices of specialists in Video medium, majors in home economics, and the students teaching of home economics and the concerned persons, by which we recorded a gather skirt, as a finished goods, especially of the characteristics of each kind of a skirt. Next, we recorded and produced the total steps from a preparation of skirt-making to a finishing as using a V.T.R. shot technique. The Video would be screened and the supplemented explaination of a teacher would be added in a step of instruction. In the development of instruction, students would begin the making. The expected effects according to using Video Tape are as follows. 1. The making order of text would be exhibited by a model directly and the explaination of a narrator would be added concurrently, by which students would understand it easily as confirming each step. 2. All students can watch these steps owing to a close up, one of the V.T.R Techniques. Accordingly, the teacher’s efforts would be decreased and the proper progress of a text could be maintained because of no repeated exhibition of a teacher. 3. To the teachers unaccustomed to and interested in a drill, the medium would become a subsidiary means. 4. Study all steps of a making, students would become to understand the general flow of a work. Therefore, it might be possible to generalize another units of a making. However though this study was designed don a basis of such effects, the using effects based on only the existing study results, and was focused on the production of a medium. Because this research would be a teacher and there was noncooperation of secondary schools, it was impossible to experiment in schools, which was the prime limitation of this study. Therefore we should be experiment further for the continuous studying.
The integrated solid waste management for Seoul Metropolitan city can be established on the basis of the following hierarchy of priorities: 1. Efforts for source reduction should be propelled by both government and citizens to achieve the effects of resource conservation. The adequate production and consumption which are environmentally amenable and sustainable can be induced by the reasonable imposition of deposit money for waste treatment to one-time use products. To accomplish source reduction effectively, the induction of legal and institutional regulation of producer and consumer participation is requisite. 2. For resource recovery, wastes generated should be recycled as far as practicable. Community residents are responsible to separate discharge, the authorities concerned have responsibility of separate collection, and recycling industry should be assissted through tax reduction and financing. Resource separation facilities can be constructed at Kimpo Metropolitan landfill site for wastes not separately collected due to some unavoidable circumstances. 3. Garbage should be composted. Garbage is uneconomical for incineration, because it has high moisture content and low calorie, thus there is no reason for the incineration of garbage even though garbage is classified into combustibles. Composting facilities can be located at sites which are not densely populated and easily accessible to transportation, for example, Kimpo Metropolitan landfill site. Compost produced can be managed by the authorities for the use of fertilizer to a green tract of suburban land and farms. 4. Nonhazardous combustible wastes not recyclable can be utilized for thermal recovery at the incinerators which are completely equipped with pollution control devices. According to the trend of local autonomy and the equity principle of local autonomous entities, incineration facilities of minimal capacity required can be constructed at each districts of Seoul Metropolitan city which have organized local assembly. In case of Yangcheon district, the economically combustible waste quantity is about 260 tons/day which exceeds 150 tons/day, the incineration capacity of existing facility. But, from now on, waste quantity can be reduced substantially by the intensive efforts of citizens for source reduction and recycling and the institutional support of administrative organizations. Especially, it is indispensable for the government to constitute institutional and technological bases that can recycle paper and plastics form 43% of waste generated. A good time for constructing of incineration facilities for municipal solid waste can be postponed to the time that pollution control technologies of domestic enterprises are fully developed to satisfy the standards of air pollution prevention, because the life expectancy of Kimpo Metropolitan landfill site is about 25 years. Within this period, institutional improvements and technological advancements can be attained, while the air qual. ity of Seoul Metropolitan city can be ameliorated to the level to afford incineration facilities. 5. For final disposal, incombustibles and ash are landfilled sanitarily at Kimpo Metropolitan landfill site.
The statistics of the safety accidents in labs show that the biggest reason for them is researchers' carelessness and insecure actions. In this way, the safety accidents in labs are affected a lot by researchers' safety consciousness. Therefore, in order to prevent the safety accidents in labs, this study aims at measuring the degree of researchers' safety consciousness, grasping the elements affecting their safety consciousness and suggesting the measures to improve the lacking safety consciousness. To accomplish this goal, a survey was conducted and analyzed on the safety consciousness of 1,226 researchers working at 10 government- supported research institutes in Daedeok R&D Complex. As a results, the measures to improve researchers' safety consciousness will be suggested as follows. First, in an environmental aspect, improvement of labs' environment exposed to danger, interest and participation of CEO, regular discussion on the safety in labs, installment of safety equipments in labs, and enlargement of individual labs are necessary. Second, in an educational aspect, the safety education offered by institutes need to be enhanced, experiential safety education fit for the characteristics of research should be applied, the time for safety education must be observed, and the communication among team members through the collective education in department units and safe culture through the campaigns to enhance safety consciousness have to be established. Third, in a systematic aspect, sanctions have to be imposed on the researchers who do not attend safety education, the number of safety supervisors and safety budget of labs should be increased, a safety certification system need to be introduced when a lab is built, the problems in safety have to be open to all departments and rewards for the persons of merit in labs should be extended.

In recent years, Korean public libraries, placed under changing circumstances, require that some new and positive financial policies be formulated for the improvement of their services. T he purpose of this study is to propose a scheme to ensure the revenues of Korean public libraries. The main contents of this study are as follows : (1) Public finance theory is applied to the question of why the public library is publicly supported. The public library does not contribute to stabilization, but it does playa role in each of the other public sector functions : allocation of resources and redistribution of income. In public finance terms there is justification for at least partial subsidy of public library services, which have the attributes of public goods, merit goods and externalities. (2) Public libraries in Korea find themselves suffering from limited budgets. They are neglected in national and local budgets. The lack of adequate funding for library collections prevents libraries from rendering efficient services. (3) In order to put the finances of the Korean public library system on a firm basis, the following proposals are made: 1) It is proposed that the parallel administration under which public libraries are organized be unified to be directly under the local governments. 2) It is proposed that the legislative and administrative system for public library finance be strengthened. (1) Library expenses should be itemized independently in the calculation of general grants-in-aid to local governments. (2) A fixed portion of the total municipal revenue should be appropriated for public library services. It can be executed by making provisions expressly in the annual guidelines for budgeting, municipal ordinances, or in the Library Promotion Law. The rate of allocation should be specified as a part of the national public library development plan. (3) Library tax as a local tax can be imposed. An indirect tax is preferable in order to avoid public misunderstanding and antagonism. 3) The augmentation of the specific grants-in-aid for the public library is proposed. The Library Promotion Law and the Law on Budget and Administration of Grants should be amended to oblige the central government to give financial assistance to local public libraries. 4) It is proposed that strategies to encourage private endowments be worked out. Revision of the Law on Tax Reduction and Exemption and the activation of an advisory library committee at each public library are recommended. 5) Funding and utilization of the envisioned Library Promotion Foundation is proposed. Government contributions, contributions from the Culture and Arts Foundation, and donations from individuals, corporations, and enterprises can be considered as the financial resources of the Foundation. 6) It is proposed that the structure of the Korean Library Association be consolidated to exercise greater influence over the formation of national policy on the public library system. 7) It is proposed as an ultimate guarantee of the health of the public libraries that the citizenry be educated to strongly support library services in responce to the active services provided by the public libraries.
