A Study on Characteristics and Limitation of Ocean Policies under Federal States - On the Basis of U.S., Canada and Australia - (연방국가 해양정책의 특정과 한계에 관한 연구 - 미국, 캐나다, 호주를 중심으로 -)

  • Advanced maritime countries such as U.S., Canada, Australia, have been initiated in integrated oceans management through enactment of oceans laws and establishment of ocean policies since UNCLOS and Agenda 21. However, the oceans policies of U.S., Canada and Australia show some limitations in view of integration because of its inherent characteristics of federal government systems. The U.S., Canada and Australia have not a leading agency for integrated oceans policies, have not included jurisdiction of local governments in federal government oceans policies, and have not addressed support to private oceans sector in their ocean policies. Instead, those countries have established ad-hoc oceans committee to achieve cooperation and coordination in oceans management.

Present and Future of the Korean Firms: Focused on the Traditional Market

  • Purpose - This study aimed to explore and examine the government policies and supporting systems of the traditional market in Korea. Research design / data / methodology - Recognizing these problems, the Korean government enacted three special legislations and adopted six support policies in support of the traditional markets. Results - Those markets with modernized stores, parking lots, and arcades have certainly increased sales and the number of customers. However, this uniform modernization support policy was short of supporting strategies that could have developed characteristics and advantages of each market, so many markets and merchants lost self-sustainable ability and ended up with relying on government support. Conclusions - The study indicates that Small & Medium Business Administration's role in implementing government policies including selection of the markets that needed to be modernized, developing commercial areas in connection with traditional market and neighboring shopping streets, customizing and improving distribution system, developing specialty stores, merchant college, merchants' self-sustainable ability, and creating convenient and safe shopping environment is vital to traditional markets' future success.

A Study on Perceived Problems of and Improvement Measures for Asbestos Abatement Companies in Support of Related Policies (석면 해체 및 제거 업체가 느끼는 관련 제도의 문제점 및 개선방안에 관한 연구)

  • Objectives: The purpose of this study is to identify the perceived problems of and suggest improvement measures for asbestos abatement companies in support of asbestos-related systems and policies. Methods: For this study a questionnaire was prepared consisting of current work (two questions), the contribution and necessity of a risk assessment system for asbestos abatement (two questions), and problems with and improvement measures for systems and policies (nine questions). The questionnaires were sent to 2,170 asbestos abatement companies and were returned by 83 companies (return rate = 3.8%). We conducted frequency analysis, ANOVA, and a Chi-squared test at the 5% significance level. Results: Asbestos abatement companies expressed difficulties with complying with wet work (43% of unenrolled managers), negative pressure enclosure (36% of all respondents), and installation and use of decontamination units (26% of all respondents) as stipulated in the relevant regulations. In addition, 43% of the respondents expressed concerns that the expertise of the company was not considered during bidding for asbestos abatement and hoped that an advantage (e.g., bid point) would be given to the upper grades for asbestos risk assessment (38%). Asbestos abatement companies generally rented and used negative pressure devices (including negative pressure recording devices) and suggested that periodic calibration (32%) is needed to ensure the performance of the rented equipment. Finally, the respondents asked for clear definitions for three situations specified in the Occupational Safety and Health Acts: (1) temporarily leaving the asbestos abatement workplace; (2) tasks with less airborne asbestos; and (3) physically breaking or cutting using a machine. Conclusions: The problems and improvement measures identified in this study of asbestos abatement companies can be utilized as fundamental information for the improvement of the systems and policies for safe asbestos abatement.

Development of Comprehensive Health Promotion Policies for University Students (대학생의 건강수준 향상을 위한 포괄적 건강증진 정책 방안)

  • Objectives: The purposes of this study were to describe comprehensive health promotion policies for university students in Korea and to discuss the implications based on the socio-ecological approaches. Methods: A web-based search was performed to identify empirical programs and literature to develop health promotion policies and strategies in university settings. Results: Five domains for policy development are suggested for comprehensive health promotion policies in universities: evidence-based policy development; establishment of supportive policy through network and partnership; infrastructure of university; systems approach with education, environment, enforcement and policy tailored for universities; and sustainability for policy implementation. Conclusions: For healthy universities and students, government, community, health professionals, organizations and universities are all responsible as main agents for the five domains suggested in this study. Multi-level approaches with political, organizational and environmental changes should be sustained as an ongoing process.

Upper and Lower Bounds of the Expected Busy Period for the Triadic Med(N, T, D) Policy (삼변수 Med(N, T, D) 운용방침에 따른 Busy Period 기대값의 상한과 하한 유도)

  • Using the known result of the expected busy period for the triadic Med (N, T, D) operating policies applied to a controllable M/G/1 queueing model, its upper and lower bounds are derived to approximate its corresponding actual values. Both bounds are represented in terms of the expected busy periods for the dyadic Min (N, T), Min (N, D) and Min (T, D) or Max (N, T), Max (N, D) and Max (T, D) with the simple N, T and D operating policies without using any other types of triadic operating policies such as Min (N, T, D) and Max (N, T, D) policies. All three input variables N, T and D are equally contributed to construct such bounds for estimation of the expected busy period.

  • Purpose - The purpose of this study is to find out how shipping company recognizes making partnership with the third party logistics provider and to give implication. Research design, data and methodology - Personal interview and questionnaire by E-mail, Fax, Mail, and telephone were used. 700 copies of the questionnaires were distributed and 155 copied were returned. Among collected questionnaires, 20 copies were excluded because of insufficient content, and therefore 135 copies were used. Results - Korea should change into new paradigm from old one based on current economic and social systems which has stemmed from bureaucracy, inflexibility chauvinism and equalitarianism. Flexible policies, administration and systems will be needed for better business practices. The Domestic logistics corporation needs to preoccupy strategic logistics hub and network. Conclusions - To be a center of North East Logistics, Korea needs more reasonable business law, systems and policies. Social norms and orders should be established to accomplish political and social security. A paradigm of the policy ruling over development of capital city and satellite cities shall make change.

  • Based on the known results of the expected busy periods for the triadic Min (N, T, D) and Max (N, T, D) operating policies applied to a controllable M/G/1 queueing model, a relation between them is constructed. Such relation is represented in terms of the expected busy periods for the simple N, T and D, and the dyadic Min (N, T), Min (T, D) and Min (N, D) operating policies. Hence, if any system characteristics for one of the two triadic operating policies are known, unknown corresponding system characteristics for the other triadic operating policy could be obtained easily from the constructed relation.

  • There are so many related policies to design and construct building mechanical system. Therefore, preferentially in this study, purposes and major contents of related laws are summarized briefly. Subsequently, some points at issue and ways to improve laws and codes for energy conservation are suggested. From the results of this study, some points at issue are as follows : (1) Inconvenience in the application due to dispersion of similar codes. (2) Lack of systems and tools to verify and to evaluate the effect of energy conservation by any policy (3) Lack of the incentive Policy for Participator to conserve of energy.

  • Decision problem called an optimal release policies, after testing a software system in development phase and transfer it to the user, is studied. The applied model of release time exploited infinite non-homogeneous Poisson process. This infinite non-homogeneous Poisson process is a model which reflects the possibility of introducing new faults when correcting or modifying the software. The failure life-cycle distribution used generalized gamma type distribution which has the efficient various property because of various shape and scale parameter. Thus, software release policies which minimize a total average software cost of development and maintenance under the constraint of satisfying a software reliability requirement becomes an optimal release policies. In a numerical example, after trend test applied and estimated the parameters using maximum likelihood estimation of inter-failure time data, estimated software optimal release time.

Recommendations for Improving Incentive Systems in the Building Sector of South Korea

  • Purpose: Reducing energy consumption and greenhouse gas emissions is a primary concern throughout the world, and the building sector is a particularly efficient area for making these reductions. In South Korea, the government has recently enacted policies for "Green Growth" that, among other things, enforce regulations in the building certification rating system (BCRS) and reorganize existing incentive systems. Method: In this study, we examined regulations and incentive systems used in the United Kingdom, Germany, and the United States that encourage the use of energy efficient technologies in construction and compared these policies to those used in South Korea. We also disseminated surveys to experts in the fields of architecture, planning and design, and engineering to better understand their knowledge and perception of the BCRS and its incentive systems. Additionally, we sought their recommendations for improving these incentive systems. Result: Based on our comparative case studies of regulations and incentives in other countries, alongside recommendations from experts in South Korea, we concluded that incentive systems in South Korea are limited and require improvement. We make recommendations for strengthening existing regulations and incentives and for implementing new incentive programs.
