Dynamic Voltage Scaling Algorithms for Hard Real-Time Systems Using Efficient Slack Time Analysis (효율적인 슬랙 분석 방법에 기반한 경성 실시간 시스템에서의 동적 전압 조절 방안)

  • Dynamic voltage scaling(DVS), which adjusts the clock speed and supply voltage dynamically, is an effective technique in reducing the energy consumption of embedded real-time systems. The energy efficiency of a DVS algorithm largely depends on the performance of the slack estimation method used in it. In this paper, we propose novel DVS algorithms for periodic hard real-time tasks based on an improved slack estimation algorithm. Unlike the existing techniques, the proposed method can be applied to most priority-driven scheduling policies. Especially, we apply the proposed slack estimation method to EDF and RM scheduling policies. The experimental results show that the DVS algorithms using the proposed slack estimation method reduce the energy consumption by 20∼40 % over the existing DVS algorithms.

  • Purpose: The purpose of this study is to escape from the existing defense quality policy focused on government-led quality assurance for mass-produced items and to secure quality reliability of weapon systems through a defense quality policy paradigm shift based on designing a verification systems anchored on reliability through the enhancement of military supply quality control in the development stage, the enhancement of quality responsibility of the manufacturing contractor and other methods. Methods: For the shift to the quality-based defense quality policy, the status and the problems of the status quo are analyzed and the direction of future defense quality policy is suggested based on literature review of the concept of reliability and reliability in the field of defense, on case studies of global corporations and their quality policies, on the background on quality assurance in defense, and on case studies of quality policies in other government organizations, Results: Based on the case studies of quality policies in global corporations and other government agencies, the importance of preventive quality control from the early development stages, quality control based on the reliability of the materials and parts, and shift of the quality policy to a certification system to achieve these objectives were highlighted. Conclusion: To secure reliability of weapon system quality, the quality policy must be shifted to a system focused on reliability-based design and verification and there is a further need to enhance the operational efficiency and capacity of DTaQ based on studies and evaluation of weapon system reliability.

  • This study aimed to understand why small libraries, which have been continuously extended by the increase of social interest in them and the enactment of 「Promotion of Small Library Act」, an independent law about small libraries, are poorly activated. To this end, it examined the actual status of small library operation, related policies, support and legislations. By summarizing the results, it proposed a policy direction and tasks for activating small libraries. The policy tasks for activating them consist of three main tasks such as 'the improvement of laws and institutions for establishing the base of policies and securing practical momentum', 'the reestablishment of roles by policy units and the reinforcement of cooperation systems' and 'the construction of stable operation support system for small libraries', and their 14 sub-tasks, under the vision of 'the activation of small libraries support local residents' happy life' and the core value of 'a comprehensive policy ground, the innovation of policy systems and sustainable management support'.

  • A wide range of projects for ocean renewable energy are currently in development around the world and ocean energy industries continue to receive significant support from their governments. Surrounded by sea on three sides, Korea has potentially abundant renewable ocean energy resources, which include tidal current, tidal range, offshore wind power, osmotic pressure and ocean thermal energy. Numerous ocean renewable energy projects has been developed in Korea. Nevertheless, there are some concerns that those developments often select an environmentally unsuitable location and/or there are very few existing information on those environmental effects. The purpose of this study is to improve supporting policies and regulation systems of ocean renewable energy development in Korea by reviewing and compiling government policies and environmental assessment systems related to ocean renewable energy development around the world. The study suggests several policy implications for its environmental-friendly development in Korea, including requirements of strategic environmental assessment for proactive and environmentally suitable site selection of ocean renewable energy development and continuous post-development environmental monitoring, and so on.

Striving Towards a Holistic Innovation Policy in European Countries - But Linearity Still Prevails!

  • The concept of a holistic innovation policy is defined in this article, with discussions of what it is, why it is relevant, and how it can be implemented to enhance product innovation. It is shown that the innovation systems approach has diffused rapidly during the latest decades and has completely replaced the linear view in the field of innovation research. The majority of European countries are striving in the direction of developing a more holistic innovation policy. However, it is concluded that the innovation policies in European countries are still dominantly linear despite the fact that holistic policy seems to be the driving vision. Innovation policy is behindhand. Why innovation policy is still linear is also preliminarily discussed. Policymakers attending conferences on innovation are practically always in favor of holistic (systemic, broad-based, comprehensive, etc) innovation policies, have abandoned the linear view by learning from innovation research. The division between "linear" and "holistic" seems to be located within the community where innovation policies are designed and implemented, a community composed of policymakers (administrators/bureaucrats) and elected politicians. Perhaps the dividing line is between these two groups in that politicians, who actually make the decisions, may still reflexively believe in the linear view. Nevertheless, there seems to be a failure in communication between researchers and politicians in the field of innovation and there is therefore a strong need to involve innovation researchers in policy design and implementation to a much higher degree. Another way to increase the degree of holism could be to separate innovation policy from research policy, since their integration tends to cement the linear character of innovation policy. The empirical results are based on a questionnaire sent to twenty-three EU Member States, out of which nineteen (83%) responded. Part of the work for this article was carried out for the European Research and Innovation Area Committee (ERAC) of the European Commission (DG RTD).

Directions and Suggestions for Consumer Safety Policy in Living (생활속의 소비자안전확보를 위한 소비자안전관리정책의 방향)

  • This study includes definitions and major issues relating to product safety, and reviews about product safety laws of Korea and of other countries. In addition, this study suggests several ideas for a future governmental policy concerning product safety and the government policies to guide in securing consumers' safety of products. First, we need to set up consumer safety policies and laws dealing with complex consumer safety issues and to integrate existing laws for the safety of products. Second, opening a consumer safety agency and training workers who have relation to the safety policy, as a profession, are necessary. Third, it is required to redefine the product safety guidelines, strengthen the safety policy and to minimize safety regulations by the government directly. Fourth, each product of the safety management policies must be regularly evaluated and given feedback for improving its effectiveness. Fifth, information gathering, disclosing, and having a feedback system related to product safety should be rebuilt for the effective management of unsafe products. In addition, laws and the aims of product safety management being changed to focus on the consumers, control on imported products, collaboration with network and mutual-assistance systems of product safety-related agencies including international organizations and major countries and taking leading roles in the world are essential.

  • The smart convergence environment, in which all industries are converged around ICT infrastructure -- with the eventual inclusion of both industry and culture -- looms. With the emergence of new convergence industries such as smart medicine, smart cities, and smart automobiles, the ICT infrastructure is recognized as the foundation of the overall economy. As such, the importance of the next generation of information and communication construction businesses, which constructs the ICT infrastructure, is highlighted under the smart convergence paradigm environment; various multilateral policies to foster the information and communication construction business -- led by the Ministry of Science, ICT, and Future Planning -- are being implemented. Like other infrastructure industries, however, the estimation of the demand function of the information and communication construction business overall is essential for effectively establishing promotional policies for information and communication construction businesses. However, there has been no study which theoretically estimates the market demand function in the information and communication construction business thus far. The pursuit of a creative economy is a national agenda, as the significance of accelerating the ICT infrastructure is emphasized. Therefore, this paper seeks to estimate quantitatively the demand function in the information and communication construction business using empirical data and a statistical model and then to present policy implications which will aid the development of the information and communication construction business.

Exploratory Analysis of AI-based Policy Decision-making Implementation

  • This study seeks to provide implications for domestic-related policies through exploratory analysis research to support AI-based policy decision-making. The following should be considered when establishing an AI-based decision-making model in Korea. First, we need to understand the impact that the use of AI will have on policy and the service sector. The positive and negative impacts of AI use need to be better understood, guided by a public value perspective, and take into account the existence of different levels of governance and interests across public policy and service sectors. Second, reliability is essential for implementing innovative AI systems. In most organizations today, comprehensive AI model frameworks to enable and operationalize trust, accountability, and transparency are often insufficient or absent, with limited access to effective guidance, key practices, or government regulations. Third, the AI system is accountable. The OECD AI Principles set out five value-based principles for responsible management of trustworthy AI: inclusive growth, sustainable development and wellbeing, human-centered values and fairness values and fairness, transparency and explainability, robustness, security and safety, and accountability. Based on this, we need to build an AI-based decision-making system in Korea, and efforts should be made to build a system that can support policies by reflecting this. The limiting factor of this study is that it is an exploratory study of existing research data, and we would like to suggest future research plans by collecting opinions from experts in related fields. The expected effect of this study is analytical research on artificial intelligence-based decision-making systems, which will contribute to policy establishment and research in related fields.

Adaptive Convergence Security Policy and Management Technology of Home Network (홈 네트워크에서의 적응적 통합 보안 정책 및 관리 기술)

  • In this paper, we propose adaptive convergence security policies and management technologies to improve security assurance in the home networking environment. Many security issues may arise in the home networking environment. Examples of such security issues include the user privacy, the service security, the integrated networking security, the middleware security and the device failure. All these security issues, however, should be fulfilled in phase due to many difficulties including deployment cost and technical complexity. For instance, fundamental security requirements such as authentication, access control and prevention of crime and disaster should be addressed first. Then, supplementary security policies and diverse security management technologies should be fulfilled. In this paper, we classify these requirements into three categories, a service authentication, a user authentication and a device authentication, and propose security policies and management technologies for each requirement. Since the home gateway is responsible for interconnection of many home devices and external network access, a variety of context information could be collected from such devices.
