With China Market and strengthening of an international and political position of China, we need to promote exchange and cooperation with China for the supplement of economic vitality and for contriving the contribution of the flow of growth. The necessity of salient traits is needed such as sharing information, training a specialist, network between China Specialists, system establishment of China information DB and sharing China information. Accordingly, KIEP makes the most of limited special manpower and information, and developed China Specialist Forum Website : CSF which will make a stepping stone of systematic, synthetic exchange and cooperation with China. In this paper, we propose an ICT-based smart farm design. At present, the decrease in rural population is naturally inevitable due to the decrease of the total population. The economic burden on each farm grows with increasing labor costs. As a solution to this, the necessity of spreading smart farms using computing resources is emerging. The proposed system utilizes the ICT technology emerging from the Fourth Industrial Revolution. We will use big data analysis to collect a large amount of data and propose a platform for managing collected data and providing efficient services. The proposed platform consists of SOA service layer, middleware layer, resource pool layer and physical resource layer. ICT-based smart farm service can reduce costs and be easy to install and manage because ICT-based smart farm service provides only necessary functions from the user's point of view.

The purpose of this study is to develop conflict management considering justification of planning decision by public involvement (PI) in the context of Korea as an approach to prevent conflicts for railway projects and to achieve consensus building between public and governments. In this study, to evaluate the effectiveness of conflict management in the process of railway planning, we examined the before and after survey on the light rail transit (LRT) planning that was previously conducted. We first conducted estimation on the causal relationships among factors related to acceptance of LRT planning by structural equation model. The estimation results show that conflict management activities and acceptance are positively related. We also discussed as follows: the level of recognition of railway project influences positive effects regardless of conflict management activities, the most important factor with respect to the acceptance is awareness for planning necessity.

Since the science of information is appearing no less important than mathematics and natural science as our society is rapidly becoming information-oriented, the necessity to distinguish prodigies of this field and to educate them as early as possible is also being emphasized. Unfortunately, however, the pertinent study is still in its beginning stage. In this study, I have reviewed the character, definition and method to distinguish prodigies and the procedure of developing a test, as well as researching and analyzing the proper process of distinguishing prodigies, through theoretical contemplation on the method of distinguishing the gifted children. Also, I have characterized and defined the information prodigies after clarifying the character of 'Discrete Mathematics' which becomes the basis of the science of information, paving the way to make a test method that can distinguish those information prodigies. As a result of our applying the system by using the distinction test, it turned out that the distinction test was pretty reliable. Accordingly, it can be utilized as a significant distinction test for information prodigies in the forthcoming future.

As economic profits and social influences of firms grow with economic development and their organizational expansion, consumers increasingly require firms to have their social responsibility. Because social responsibility strongly influences corporate reliability, consumers' intention to purchase, customer loyalty to the products and the recognition of an ethical firm have gained attention as a concept of strategical importance. The prosperity of society should be proceeded for the sustainable development of a firm and the necessity of social responsibility should be emphasized to achieve virtuous circle structure that promotes growth. Additionally, the social responsibility should be proceeded to form trust on a firm. It is very important to change the recognition of consumers to purchase products and increase the profit of a company. This study aims to analyze how social responsibility properties of firms (economic, ethical, discretionary, and legal aspects as low-level factors of social responsibility which Carroll (1979) defined) affect corporate reliability and purchase intention. The analysis found that consumers trust in firms are positively influenced by ethical responsibility (0.391), economic responsibility (0.293), legal responsibility (0.251), and discretionary responsibility (0.248). The relationship between sub-factor of social responsibility and purchase intention is not significantly influenced by other explanatory variables. Corporate trust exerts a direct influence on purchase Intention (0.456). The social responsibility of a firm didn't influence a direct purchase intention. It was found that it brought positive effect on the purchase intention in the course of forming trust. This study suggests that firms should make efforts to understand the relationship between corporate trust and purchase intention along with the characteristics of social responsibility that consumers recognize and improve management strategies for mutual complementary interests.

This study develops the evaluation model which is for assessing on the side of users in expressway service areas, and researchers apply this study for monitoring expressway service areas by routes. The direction of development on Evaluation Criteria is all about on the side of necessity of rest area users, the reflection of current conditions, the construction of total evaluation criteria, and the examination of connecting study with current study. After that, this study examines previous evaluation criterias and researchers will select the primary provision of evaluation through FGI, and they derive the final evaluation criteria throughout the verification of suitability on Evaluation Criteria. Throughout AHP analysis which is a professional survey system of users, researchers dereive on the side of facilities, on the side of environments facilities, on the side of position, and on the side of services in order by the weightings. As you can see in this study, this study also considers quantitative and qualitative factors together, and it allows to evaluate conditions of rest areas. In addition, this study can be a primary study for suggesting the ways of improvements of rest areas by using Spider Map and for monitoring future study.

The need for education that meets the strengths and weaknesses of cyber education is raised because there is difference in the characteristics of students and the needs for education between the cyber university, where the education without constraints of time and space is made, and the existing offline universities. Also, it is expected that the satisfaction of students will be greater if the education is provided based on the analysis of the characteristics of students and their demands for education. There are many students already engaged in construction industry. The students entering the construction engineering department in cyber university are Interested in acquiring the theoretical foundation and professional construction knowledge based on practical experience, professional licenses, and career management. Also, they are interested in further studies at graduate school level and add to academic depth. This study suggests the necessity of establishment of construction education system Including objectives and curriculum in cyber university based on the analysis on the characteristics of students and educational needs.

Purpose: Knowledge on pathophysiology is important to understand diseases and patient conditions and also in providing advanced nursing care. This study was performed to investigate the present situation, knowledge, and educational need on pathophyiology of advanced practice nurses(APN). Method: Eighty-four APN, who is practicing in hospitals nationwide, were surveyed with structured questionnaires developed by researchers. The questionnaire were composed of 109 items with 4 point scales with the contents of general characteristics, educational experience on pathophyisology, educational need, and knowledge on major and subcategories of pathophysiology. Result: The 77.1% of APN had experience of taking pathophysiology lecture and the lecturer were mainly medical doctors(39.8%) and APN(32.4%). The 61.5% of APN answered that the knowledge on pathophysiology was helpful and 97.6% of APN thought pathphysiologic education is needed in clinical practice. Seven major categories of pathophysiology showed higher scores were water imbalance, heart diseases, hemodynamic disorders, arterial vessel disorders, electrolyte imbalance, diseases of the digestive system, and diseases of the respiratory systems. Educational needs on the major and subcategories of pathphysiology were different by the field of APN and also by the clinical experiences as APN. APN also responded that there is a necessity to change the present curricular more specific to each practice field and more focus on the clinical practice. Conclusion: It was confirmed that educational and clinical need on the pathophysiology is very high and there is urgent need to change current curricular more specific to the field of APN and also clinical practice. This survey will help to identify and clarify the areas of change and to improve the education for the APN.

The quality of records determines the value of records as assets in the digital age. It depends on how consistently record requirements can be applied during the records production and utilization processes using mostly IT systems. Therefore, the importance of effective records management (RM) governance applied for all organizational areas cannot be emphasized enough. The purpose of this paper is to propose a new framework of RM governance in order to produce and manage more valuable records, and the way to implement it in an organizational context. For the purpose, this paper discusses the necessity of a governance framework to formulate and operate consistent policies and procedures for overall processes of production, distribution, utilization and protection of records based on the values of evidence and information. Next, it proposes an integrated model by linking the management framework of the Information Governance Reference Model (IGRM) and the Management System for Records standards (ISO 30300 series; MSR) for the effective RM governance to be implemented in an organizational context.

Partial transmit sequence(PTS) scheme has been widely studied to reduce the peak-to-average power ratio(PAPR) of Orthogonal frequency-division multiplexing(OFDM) signal since it is flexible ad any spectral regrowth is not made. A necessity of the PTS scheme is to transmit the side information about the phase rotation factors for correct OFDM symbol recovery. In this paper, a new side information embedded PTS scheme using the reference symbols is proposed fur the PAPR reduction and the BER(bit error rate) performance is analyzed when the erroneous side information is received. In this proposed method, the information about the rotation factors is expressed by the phase of reference symbols. The proposed method maintains the same PAPR reduction performance as the conventional PTS scheme and OFDM symbols are correctly recovered by the side information to meet the required BER level, which is verified via the computer simulation. Also, it is shown that the proposed method can be easily realized and can be used for all kinds of digital modulation formats in the OFDM communication system.
