A Study on the Improvement of the Safety Management Plan under the Construction Technology Promotion Act by Field Survey (현장실태조사를 통한 건설기술진흥법 상 안전관리계획서의 개선방향에 대한 연구)

  • Although the safety management plan review system according to the Construction Technology Promotion Act for securing the safety of the construction work is a fundamental system essential for the prevention of the construction industry disaster, the necessity of its improvement has been raised because it often fails to meet the original purpose. In this study, through the analysis of the effect of the safety management plan and the problems of the operation, we suggest ways to improve it in view of the construction accident reduction and conducted surveys on the construction site through the questionnaires of the client, construction company, and construction business technology manager. In order to improve the effectiveness of this system as a result of the study, it is necessary to distribute the guidelines for the preparation of the safety management plan, manuals, etc., to simplify the contents of the safety management plan, also the step-by-step approval of the safety plan can be a solution. For this, it is necessary to revise the policy through consultation with the Ministry of Land, Transport and Maritime Affairs and related experts.

A study on the present status and improving management of the non-eligible people in Korean long-term care insurance system (노인장기요양보험 등급외 판정자의 관리현황과 개선방안)

  • To vitalize the link program of Korean long-term care insurance system to community-based services for non-eligible people, we analysed the claim data from the Korean National Health Insurance Corporation (NHIC), and conducted a questionnaire survey to charging employees of elderly service department at local governments. The subjects were all 81,377 people, 57,454 of them were arranged to community-based services. The link program was more necessary among the missed subjects rather than the arranged people due to the need for physical or psychological assistance. By the result of the survey to the local government employees, 59.5% of subjects responded their proportion of link service was over 10% and under 20%, and 54.3% of them responded their job boundary are not clear. Major type of linking was notification the subject list to local government, 91.4%; proportion of periodical notification on the status of their service link were 57.1%, only 7.1% were followed to manage after the link. Difficult factors at the link process were pointed out the overload by other side work, deficiency of resources, rigidity of priority of link, and so on. Considering these results, to vitalize the community-based services to the non-eligible people, it may be essential the active participation of the subjects, construction of parts working in coordination among the institutions including NHIC, local governments, and service providers; development of various services for maintenance or promotion of the non-eligible peoples' health and functional status; and active participation of institutions from the third sector, and so on.

A Study on the Cremation Status by the Jurisdiction Area and Outside of the Jurisdiction Area Using the E-Haneul Funeral Information System of Public Cremation Facilities in Gyeonggi-do : Focusing on Before and After the Opening of Public Cremation Facilities in Hwaseong City

  • Based on the results of this study, we presented the following policy recommendations to improve the efficiency of operation and management of public cremation facilities. First, we findings the cremation number of all public cremation facilities in Gyeonggi-do increased from 39,918 people before the opening of public cremation facilities in Hwaseong to 55,642 people after the opening, showing a high rate of increase of 15,724 people(39.4%). Therefore, in order to increase the cremation ratio, the policy of expanding the supply of public cremation facilities should be actively pursued. Second, in this study we compared to before the opening of public cremation facilities in Hwaseong City, the ratio of cremation number the jurisdiction area of all public cremation facilities in Gyeonggi-do using the E-Haneul Funeral Information System increased by 19.0% from 35.9% to 54.9% after the opening, whereas it was analyzed that the outside of the jurisdiction area decreased by 19.0% from 64.1% to 45.1%. Therefore, in order to improve the convenience of citizens using the jurisdiction area, priority should be given to the promotion of policies for the establishment of public cremation facilities by local governments that do not have public cremation facilities. Third, through we research it is analyzed that the cremation ratio of the jurisdiction area of the public cremation facilities in Hwaseong City, which was jointly installed by six local governments located in Gyeonggi-do, was 92.4%, indicating that the ratio proportion of cremation number in the area is very high. Therefore, in order to improve the efficiency of the operation of public cremation facilities, the promotion of policies for joint installation and operation of public cremation facilities should be encouraged.

Study on Priorities of Regional Climate Change Policy (기후변화정책 우선순위 연구)

  • This study aims to analyze the priority of regional climate change policy utilizing AHP (analytic hierarchy process) at the area of Metropolitan City of Incheon. It derives four factors at first hierarchical level, at which level the analysis of pair-wise comparison indicates that industrial sector, energy sector, climate change response, and green culture policy are considered important in that order. It also ends up with sixteen factors at second level. The result of comparison analysis between all factors reveals that investment promotion in green technology R&D is considered the most significant factor of all, followed by establishment of green enterprise support system, electricity-efficiency enhancement support project and build-up of green culture policy governance. The result implies that diverse promotional policies have to incorporate business, institutional, and cultural aspects for sustainable climate change policy of regions. The contribution of this study is that it highlights the need to include regional characteristics in deciding priority among policy options for them to be effective.

Policy Design to Vitalize Spectrum Sharing Ecosystem : A System Dynamics Approach (인과지도에 기반한 주파수공유 생태계 활성화 정책 설계)

  • Demand of spectrum resource is tremendously increasing recently and this trend will continues in the future due to the wide spread of IT services based on cloud computing and Internet of Things technology and as well as smart devices. Recently, spectrum sharing technology has drawn attention to the spectrum policy makers as a promising way to overcome the shortage problem of scarce spectrum resource. To succeed in commercialization of spectrum sharing technology, it is necessary to prospect the future business ecosystem of spectrum sharing and develop appropriate policies and laws at the same time along with the advance of spectrum sharing technology. The purpose of this paper is to analyze casual relationships between enablers in future business ecosystem of spectrum sharing and propose policies to vitalize spectrum sharing ecosystem based on a system dynamics causal map proposed in the previous research. With the causal map and system dynamics method, it is possible to analyze feedback loops exist in the business ecosystem of spectrum sharing and build policies which optimize positive dynamics in business ecosystem of spectrum sharing. As a result, policy leverages were found in four areas; spectrum supply, spectrum demand, spectrum quality and technology, and spectrum transaction cost. For those policy leverages, 13 policies were identified and intervention timing for each policy was discussed. Finally, the promotion policies of government and market participants to vitalize spectrum sharing ecosystem were discussed.

Developments of Evaluation Expertise of Technology Innovation Program for Knowledge Economy by the Ministry of Knowledge Economy: The Case of the National IT Promotion Agency (지식경제 기술혁신사업의 평가 전문성 발전 방향: 정보통신산업진흥원 사례)

  • This work aims firstly to analyse the evaluation expertise in the National IT Industry Promotion Agency(NIPA) which is charge of funding and promoting R&D programs in the field of IT industry, a main part of 'Technology Innovation Program for Knowledge Economy' supported by the Ministry of Knowledge Economy. It will also discuss the policy means for improvement of the evaluation expertise of the NIPA. The results show that the evaluation system of the NIPA has been fair in stage of the selection of evaluators and the career management system of evaluators. But it will be necessary for improvement in stage of the surroundings supporting the expertise during evaluation practise. Therefore, in order to improve the evaluation expertise of the NIPA, I suggested and discussed 12 policy means in accordance with the short term perspective and long term one.

Employment Policy & Strategy of Irregular Workers in Hospital (병원의 비정규직 고용정책과 경영전략)

  • The objectives of this study were to inspect how the law effected on hospital employment system and which policy and strategy are needed to cope with the present situation as the law regarding irregular workers law has enacted for a year. To grasp the changes of employment style in hospital, 56 hospitals among 311 general hospitals were questioned in this study. And employment policy and strategy were developed by referencing examples of developed nations and other industries. The survey showed that the wage and welfare level of irregular workers in hospitals was improved compared to that in the other industries. But there were still much discrimination between regular and irregular workers. The policy direction of government is, first of all, to follow the principle of equal treatment to equal value of labour. The first feasible policy is to enforce social security. The second one is an employment promotion policy which reduces or exempts hospitals employing irregular workers from tax and insurance fee. The third one is to extend employment contract period to 3 years. and finally there are policies to permit more dispatched jobs and to expand the social insurance coverage. The strategies to solve the problem of irregular workers are as follows; 1) performance wage system, 2) guaranteeing employment by unlimited contract, 3) creating new category of workers, 4) the wage system of management by object, 5) the method of job classification. This study has a meaning in the point that it was studied on hospital which is special industrial part and analyzed the changes after enacting irregular workers law and presented management strategy for countermeaure program. In this study, it was expected to contribute to decisions-making in hospital management, especially when using human resources.

  • The purpose of this paper is to evaluate the Indian Software Industry and t government's industrial policy by analysing the characteristics of the software industry, authority, development process, social infrastructure, and public sector. The Information age is creating profound changes in the way we live and work. It is transforming all aspects of society, stimulating new opportunities. Over the past decade, India has deliberately prepared itself to meet the new challenges of the information age. India became an important player in shaping world software industry. Through the industrial policy, Indian government is focusing on 1) the development of software industry, 2) dramatic increase in IT scientists engineers, and the promotion of education institutes, 3) the establishment of the software technology Parks (STP), 4) the inducement of foreign direct investment, 5) extensive standardization, 6) the coordination of the law and system. India has liberalized finance and telecommunications system in an effort to bring in more business, and has revamped education curriculums to encourage more creativity among students. Government has played crucial role in bringing India one of advanced software nation by presenting the grand vision and sophisticated plan, liberalizing telecommunication market, and enhancing the efficiency of bureaucratic system.

Globalization Development Plans of the Convergence Systems and Policies for Domestic Fire Industry (국내 소방산업의 글로벌화 융합형 제도와 정책의 발전방안)

  • This study is related with globalization development plans of the convergence systems and policies for domestic fire industry. The current issues are analysed from the condition of the policy enforcement of fire industry promotion and analysis results of the fire industry's environment. Consequently, advanced plans of promotion law and overseas expansion plans for fire industry is proposed, Especially, overseas expansion plans include technology policy strategies and activate plans of overseas expansion support for fire industry. Plans of overseas expansion support for fire industry are discussed in terms of three detailed plans including with diversification of foreign exhibitions support of fire industry, dispatch expansion of overseas market pioneer and expansion of the asian emerging markets. Especially, plans of expansion of the asian emerging markets will lead the strategic performances including with establishment of superiority in domestic fire system, provision of infrastructure abroad in domestic fire industry and of Induction of establishment in domestic fire inspection systems.

Effect Analysis of Healthy City Policies on Residents' Walking (시스템사고로 본 건강도시화 정책이 지역주민의 걷기실천율에 미치는 영향 분석)

  • The purpose of this study is to estimate the effects of healthy city policies on residents' walking. In order to estimate promotion of walking rates by healthy cities policies, it developed System dynamics(SD)-based model which showed causal relationships among urban design, public health policies, and walking levels. SD technique is useful for future forecast and policy impact assessment. The spatial units of the SD-based system for policy impact assessment included 66 cities, counties, and communities in Seoul Metropolitan Area. The system simulation was planned to be run for 21 years from 2009 to 2030. For this study, 3 alternatives were proposed with combinations of length of bike lanes, number of bus routes, crime rates, self-reported good health status rates, and obesity rates. As a result of simulations, residents' participation rates for walking were increased from 1.00% to 9.98%. This study contributes to better understanding the benefits of healthy cities that are associated with individual walking. It further provided useful insights into planners' role in promoting health. The paper concluded with a discussion on future research opportunities and implications for public policies in urban and transportation and public health.
