  • In this paper, the consolidation of ICT basic legislation and ICT special legislation concerning "Ministry of Science, ICT and Future Planning" and "Korea Communications Commission" which came on the back of governmental reorganization in recent years is discussed in the theoretical and practical aspect. Development of "data communication technology" innovatively changed the method of livelihood of mankind, the emergence of network under global dimension provided financial social benefit and posed a challenge and a threat at the same time. Form digital revolution human kind can expect to receive many important blessings. Nevertheless, there are many advantages of development of technology by digital revolution, cyberspace like online media, internet etc. has realistically many problems that must be solved. To maximum positive aspects like the expansion of freedom of expression and creating plan of economy by the advance of transmission technology is needed. And to minimize side effects of informatization is required more. The First, Special Act on ICT has an adaptation in normative standardization to be fit in media convergence beyond convergence of broadcasting and telecommunications. Henceforth, there must be established a legal basis for the achievement of protection of economic evolution and freedom of speech in digital media, information, communication technology and content development. The second, the government action is to accomplish economic development and freedom of information in structural aspect of norm. Therefore minimizing normative problem by reorganization of organization remains clearly unresolved in politics. The third, Special Act on ICT must be basic law covering info-communications field, pay telecommunication and media contents field. The forth, from a technical point of view, net neutrality, conflict of interest for digital content and so on can be fixed easily. Special Act on ICT must not only pursuit of development of industry. Special Act on ICT and pursuit of enhancing quality of life of people and preparing program to promote democratization. From now on, we need to make powerful nation of information& communications technology and in information human rights protection field got to be one step ahead of others with reference to appear all the various aspects must be brought together in the discussion of legislation process of Special Act on ICT.

A Legislative Study on the Plans for its Improvements and Problems of the Lien in the Real Estate Auction (부동산경매에서 유치권의 문제점과 개선방안에 대한 입법론적 검토)

  • A lien is the right to possession the thing until receiving repayment of its bonds in some cases that the property of other person or the occupant for marketable securities receive the bond that has occurred on that property or marketable securities. This has own purpose to break 'principle of creditor equality' to protect especially the bond of the subject occupant in terms of justice. These lien on our civil law come according to the law in prepared certain requirements. However, an incomplete real rights granted by way of security that does not have a preferential performance right or seniority on the exchange value of the object suffer from the problems a lot in the real estate auction process because of the feature that is not announced in the register unlike the mortgage. In addition, the lien of real estate is not lapsed in an auction process. There is no preferential performance righ in a positive law as providing that can oppose to the buyer(a successful bidder) until received repayment the secured bond price to be compliant with the lien(Civil Case Execution Law the 91st clause of Article 5). However, as asserted the super preferential performance righ to a buyer in real terms, acts as primary cause of breaking unexpected loss and according unfair law relation to a senior mortgagee and seizor, etc. and the principles of the creditors equality to the persons concerned in other words, the principles of justice. All of these issues are the establishment of the lien and theory conflict on the effects. In spite of the fluctuations of a real right about real estate is announced as a registration by the current law, only the lien come into unclear announcement means for possession. In addition, Civil Case Execution Law argument is caused by the adoption abernahmeprinzip about the lien (Civil Case Execution Law the 91st clause of Article 5). Therefore, this paper was examined briefly the significance and purpose, history and law-making examples of each country and the valid requirements and effect of the lien that is basic principle of law about the lien system above all. A Basic Study on Particle Distribution Characteristics of Rotary Mist Spraying Device (회전형 미세입자 분무장치의 입자 분포 특성에 관한 기초 연구)

  • The purpose of this study is to analyze the distribution characteristics of mist spray particle size by devising a rotary mist spraying device to develop the evaporative salt water desalination system. The rotary mist spraying device was consisted of a BLDC sirocco fan, a spinning fan, a fan fixed shaft and a salt water supply device etc. In this study we analyzed the characteristics of spray particle size and distribution according to the variation of sirocco fan surface roughness(Ra, ${\mu}m$), revolutions(rpm) and salt water flow rate(mL/min). When sirocco fan surface roughness(Ra) was in the range of $0.27{\sim}7.65{\mu}m$, the spray particle size was $0.117{\sim}1.360{\mu}m$. And then more than 90% of spray particles were found to be less than $0.50{\mu}m$. When sirocco fan surface roughness(Ra) was in the range of $12.70{\sim}22.84{\mu}m$, the spray particle size was $2.51{\sim}184.79{\mu}m$ and more than 98% of spray particles were found to be less than $13.59{\mu}m$. To analyze the effect of fan rotation speed on the size and distribution of spray particles, when surface roughness Ra was fixed $0.27{\mu}m$ and fan rotation speed and salt water flow rate was respectively changed at 3,800~5,600 rpm and 2.77~8.28 mL/min, spray particle size was $0.314{\sim}0.541{\mu}m$. And when salt water flow rate was 9.74 mL/min and fan rotation speed was 3,800~5,200 rpm, spray particle size was in the range of $29.29{\sim}341.46{\mu}m$ and in case of 5,600 rpm more than 98.23% of spray particles were in the range of $2.51{\sim}13.59{\mu}m$.

Research on Classifying the 'Sijochang', or Korean Ode Narrative Song (시조창 분류고)

  • This Research is about the classification of 'Sijochang', or the Korean ode narrative song, in terms of music. Contrary to the literature classification by the number of letters, sijochang varies with the melody. Literally, the classification is generally made as Dansijo(or short ode) Jungsijo(or medium ode) and Jangsijo(or lengthy ode) but the sijochang is normally divided into 'Pyongsijo' (or plain ode), 'Jirumsijo and Saseolsijo'. As while the same Sijochang is called under the different names, the different type of sijochang is also called as the same name, it needs the discussion about its name. Some Korean classical musicians have attempted to define it but they are trying to do it without the specific reasoning about its concept. As a result, the systematic research is required. This study designs to streamline the currently confusing and complex names and set up the sijo's classification system. After reviewing the ancient music note, current sijo score and the traditional theory, I largely classified it into 3 types: Pyongsijo, Jirumsijo and Saseolsijo. And then, 1 analyzed on to which type the sijochang which is presently called belongs, based on several principles. The 67 names of the sijo which I have investigated about are classified with them sharpy reduced into 16. Among the current sijo names. there are some which are of same type yet of different phonetics and there are others which are of different phonetics yet of same type. To avoid such complex and troublesome names, I have orchestrated them as follows, taking the literary and music concept into account. 1) Pyongsijo type : Pyongsijo, Joongherisijo, Wujosijo and Payeonkok 2) Jirumsijo type: Jirumsiro, Namchangjirumsijo(it refers to Jirumsijo sung by male ), Yeochangjirumsijo (it refers to Jirumsijo sung by female), Banjirumsijo(it refers to half the Jiumsiro), Onjirumsijo (it refers to the whole Jirumsijo), Wujojr\irumsijo, Saseoljirumsijo and Whimorisijo) 3) Saseolsijo type : Saseolsijo, Bansaseolsijo(it refers to half the Saseolsijo, Gaksijo or Pyongsiro There are still lots of things to musically streamline, in the fields of disposition of Sijo letters, its form, musical scale and influences on other genre. etc. and as such. the accumulation of theory on them is urgently required. Those musical elements need an in-depth review and study by the experts and the Korean traditional musicians. Later research is expected to play a role of exploring it.

  • As a basic studies for increasing food production utilizing sandy barren lands and sandy farmlands of low productivity which distributed widely in Korea, an experiment of growing rice-plant on sandy barren land was undertaken as follows. 1. Variety, IR-667 was adopted and the growing method was a nutrient-irrigation culture which aimed to minimize percolation loss in sand with an automatic contineous supplying nutrient solution for supplmenting the sand characteristics. 2. The growth type price-plant after heading was a typical higher yield plant, that is, numerous, small, narrow, and thickend leaves, straight attitute, dense fasciculated etc. though the rooting of plant after planting was delayed because of using paddy-field grown seedling. 3. The adaptability of rice-plants on sandy land seemed to be different by varieties and IR-667 was more adaptable than ordinary Japonica varieties. 4. Even at the period of heading and maturing, the root system of rice-plant grown on sand showed vigorous growth having more activated apical portions. while, even the lower leaves showed flourished state. 5. The suppling of calcium and magnecium in addition to nitrogen, phosphorus and potassium on sand made notable increase of stem number per plant, grain number per stem and yields.

Taxonomical Classification of Jangho Series (장호통의 분류)

  • This study was conducted to reclassify Jangho series based on the second edition of Soil Taxonomy : A Basic System of Soil Classification for Making and Interpreting Soil Surveys. Morphological properties of typifying pedon of Jangho series were investigated and physico-chemical properties were analyzed according to Soil Survey Laboratory Methods Manual. The typifying pedon of Jangho series has very dark grayish brown (10YR 3/2) gravelly silt loam A horizon (0~14 cm), very dark brown (7.5YR 3/2) silty clay BAt horizon (14~31 cm), dark brown (7.5YR 3/4) silty clay Bt1 horizon (31~58 cm), brown (7.5YR 4/4) silty clay Bt2 horizon (58~90 cm), and brown (7.5YR 4/4) clay Bt3 (90~120 cm) horizon. That is developed on river terraces. The typifying pedon has an argillic horizon from a depth of 14 to more than 120 cm and a base saturation (sum of cations) of less than 35% at 125 cm below the upper boundary of the argillic horizon. That can be classified as Ultisol. The typifying pedon has 0.9 % or more organic carbon in the upper 15 cm of the argillic horizon, and can be classified as Humult, which is reported for the first time in Korea. That does not have fragipan, kandic horizon, sombric horizon, plinthite, etc. in the given depths, and keys out as Haplohumult. Also that meets the requirements of Typic Haplohumult. That has 35 % or more clay at the particle-size control section, and has mesic soil temperature regime. Jangho series can be classified as fine, mixed, mesic family of Typic Haplohumults, not as fine silty over clayey, mixed, mesic family of Mollic Hapludalfs.

RPC Correction of KOMPSAT-3A Satellite Image through Automatic Matching Point Extraction Using Unmanned AerialVehicle Imagery (무인항공기 영상 활용 자동 정합점 추출을 통한 KOMPSAT-3A 위성영상의 RPC 보정)

  • In order to geometrically correct high-resolution satellite imagery, the sensor modeling process that restores the geometric relationship between the satellite sensor and the ground surface at the image acquisition time is required. In general, high-resolution satellites provide RPC (Rational Polynomial Coefficient) information, but the vendor-provided RPC includes geometric distortion caused by the position and orientation of the satellite sensor. GCP (Ground Control Point) is generally used to correct the RPC errors. The representative method of acquiring GCP is field survey to obtain accurate ground coordinates. However, it is difficult to find the GCP in the satellite image due to the quality of the image, land cover change, relief displacement, etc. By using image maps acquired from various sensors as reference data, it is possible to automate the collection of GCP through the image matching algorithm. In this study, the RPC of KOMPSAT-3A satellite image was corrected through the extracted matching point using the UAV (Unmanned Aerial Vehichle) imagery. We propose a pre-porocessing method for the extraction of matching points between the UAV imagery and KOMPSAT-3A satellite image. To this end, the characteristics of matching points extracted by independently applying the SURF (Speeded-Up Robust Features) and the phase correlation, which are representative feature-based matching method and area-based matching method, respectively, were compared. The RPC adjustment parameters were calculated using the matching points extracted through each algorithm. In order to verify the performance and usability of the proposed method, it was compared with the GCP-based RPC correction result. The GCP-based method showed an improvement of correction accuracy by 2.14 pixels for the sample and 5.43 pixelsfor the line compared to the vendor-provided RPC. In the proposed method using SURF and phase correlation methods, the accuracy of sample was improved by 0.83 pixels and 1.49 pixels, and that of line wasimproved by 4.81 pixels and 5.19 pixels, respectively, compared to the vendor-provided RPC. Through the experimental results, the proposed method using the UAV imagery presented the possibility as an alternative to the GCP-based method for the RPC correction.

An inquiry concerning early philosophy of G. Deleuze (초기 들뢰즈 철학에 관한 연구)

  • It is well known that Deleuze began his philosophical work from researching the biographies of many predecessors' such as D. Hume, Lucretius, I. Kant, B. Spinoza, F. W. Nietzsche, H. Bergson, and etc. Among them, especially Spinoza, Nietzsche, and Bergson constitute a foundation supporting the whole idea of Deleuze. He declared that the goal of his early biographical work is a theme converging the identity of two philosophers, Spinoza and Nietzsche, and it shows that these two philosophers had such a huge significance to Deleuze, at least by then. However, we may point out two issues here. The first is why Deleuze, who is recognized as a philosopher of 'difference', deals the identity. The other issue is, what kind of identity exists between the two philosophers, Spinoza and Nietzche. In a common sense, their ideas contradict to each other. Spinoza puts God at the center of his philosophical system, whereas Nietzsche declared 'God is dead'. Though Nietzsche expressed a concurrent opinion with Spinoza at first, it is well known that he turned his side against him soon after and criticized him sharply. There is a conflict at the core of this criticism concerning the existence or non-existence of God. Many think that Spinoza, however, cannot be free from the argument that his philosophy allows a possibility of atheism. Deleuze, who also called Spinoza an atheist, suggested a new viewpoint of the philosophy of Spinoza based on his attribution to the concept of 'power'. On the other hand, Deleuze reinterpreted Nietzsche, where he analyzed 'the will to power' in a totally inventive way. Likewise, the reciprocal communication of ideas connected by the concept of 'power' gives a foundation of identifying the two philosophers to Deleuze. In this paper, considering this reciprocal communication, I intent to reveal the foundation of identity of the two philosophers, Spinoza and Nietzsche, and as a result, investigate what the concept of identity means to Deleuze, the philosopher of difference. Furthermore, we will also take a look at how Deleuze presents a new perspective on the conflict on the existence of God of the two philosophers in the process of validating the identity.

A Study on the Strategy of IoT Industry Development in the 4th Industrial Revolution: Focusing on the direction of business model innovation (4차 산업혁명 시대의 사물인터넷 산업 발전전략에 관한 연구: 기업측면의 비즈니스 모델혁신 방향을 중심으로)

  • In this paper, we conducted a study focusing on the innovation direction of the documentary model on the Internet of Things industry, which is the most actively industrialized among the core technologies of the 4th Industrial Revolution. Policy, economic, social, and technical issues were derived using PEST analysis for global trend analysis. It also presented future prospects for the Internet of Things industry of ICT-related global research institutes such as Gartner and International Data Corporation. Global research institutes predicted that competition in network technologies will be an issue for industrial Internet (IIoST) and IoT (Internet of Things) based on infrastructure and platforms. As a result of the PEST analysis, developed countries are pushing policies to respond to the fourth industrial revolution through cooperation of private (business/ research institutes) led by the government. It was also in the process of expanding related R&D budgets and establishing related policies in South Korea. On the economic side, the growth tax of the related industries (based on the aggregate value of the market) and the performance of the entity were reviewed. The growth of industries related to the fourth industrial revolution in advanced countries overseas was found to be faster than other industries, while in Korea, the growth of the "technical hardware and equipment" and "communication service" sectors was relatively low among industries related to the fourth industrial revolution. On the social side, it is expected to cause enormous ripple effects across society, largely due to changes in technology and industrial structure, changes in employment structure, changes in job volume, etc. On the technical side, changes were taking place in each industry, representing the health and medical sectors and manufacturing sectors, which were rapidly changing as they merged with the technology of the Fourth Industrial Revolution. In this paper, various management methodologies for innovation of existing business model were reviewed to cope with rapidly changing industrial environment due to the fourth industrial revolution. In addition, four criteria were established to select a management model to cope with the new business environment: 'Applicability', 'Agility', 'Diversity' and 'Connectivity'. The expert survey results in an AHP analysis showing that Business Model Canvas is best suited for business model innovation methodology. The results showed very high importance, 42.5 percent in terms of "Applicability", 48.1 percent in terms of "Agility", 47.6 percent in terms of "diversity" and 42.9 percent in terms of "connectivity." Thus, it was selected as a model that could be diversely applied according to the industrial ecology and paradigm shift. Business Model Canvas is a relatively recent management strategy that identifies the value of a business model through a nine-block approach as a methodology for business model innovation. It identifies the value of a business model through nine block approaches and covers the four key areas of business: customer, order, infrastructure, and business feasibility analysis. In the paper, the expansion and application direction of the nine blocks were presented from the perspective of the IoT company (ICT). In conclusion, the discussion of which Business Model Canvas models will be applied in the ICT convergence industry is described. Based on the nine blocks, if appropriate applications are carried out to suit the characteristics of the target company, various applications are possible, such as integration and removal of five blocks, seven blocks and so on, and segmentation of blocks that fit the characteristics. Future research needs to develop customized business innovation methodologies for Internet of Things companies, or those that are performing Internet-based services. In addition, in this study, the Business Model Canvas model was derived from expert opinion as a useful tool for innovation. For the expansion and demonstration of the research, a study on the usability of presenting detailed implementation strategies, such as various model application cases and application models for actual companies, is needed.

The Ecological Values of the Korean Demilitarized Zone(DMZ) and International Natural Protected Areas (비무장지대(DMZ)의 생태적 가치와 국제자연보호지역)

  • The Korean Demilitarized Zone (DMZ) was established in 1953 by the Korean War Armistice Agreement. It extends from the estuary of the Imjin River, in the west, to the coast of the East Sea. It is 4 km in width and 148 km in length. However, the ecosystems of the civilian control zone (CCZ) located between the southern border of the DMZ and the civilian control line (CCL) and the CCZ in the estuary of the Han River and the Yellow Sea are similar to those in the DMZ, and, therefore, the ecosystems of the DMZ and the CCZ are collectively known as the "ecosystems of the DMZ and its vicinities." The flora in the DMZ and its vicinities is composed of 1,864 species, which accounts for about 42% of all the vascular plant species on the Korean Peninsula and its affiliated islands. Conducting a detailed survey on the vegetation, flora, and fauna in the DMZ is almost impossible due to the presence of landmines and limitations on the time allowed to be spent in the DMZ. However, to assess the environmental impact of the Munsan-Gaesong railroad reconstruction project, it was possible to undertake a limited vegetation survey within the DMZ in 2001. The vegetation in Jangdan-myeon, in Paju City within the DMZ, was very simple. It was mostly secondary forests dominated by oaks such as Quercus mongolica, Q. acutissima, and Q. variabilis. The other half of the DMZ in Jangdan-myeon was occupied by grassland composed of tall grasses such as Miscanthus sinensis, M. sacchariflorus, and Phragmites japonica. Contrary to the expectation that the DMZ may be covered with pristine mature forests due to more than 60 years of no human interference, the vegetation in the DMZ was composed of simple secondary forests and grasslands formed on former rice paddies and agricultural fields. At present, the only legal protection system planned for the DMZ is the Natural Environment Conservation Act, which ensures that the DMZ would be managed as a nature reserve for only two years following Korean reunification. Therefore, firstly, the DMZ should be designated as a site of domestic legally protected areas such as nature reserve (natural monument), scenic site, national park, etc. In addition, we need to try to designate the DMZ as a UNESCO Biosphere Reserve or as a World Heritage site, or as a Ramsar international wetland for international cooperation. For nomination as a world heritage site, we can emphasize the ecological and landscape value of the wetlands converted from the former rice paddies and the secondary forests maintained by frequent fires initiated by military activities. If the two Koreas unexpectedly reunite without any measures in place for the protection of nature in the DMZ, the conditions prior to the Korean War, such as rice paddies and villages, will return. In order to maintain the current condition of the ecosystems in the DMZ, we have to discuss and prepare for measures including the retention of mines and barbed-wire fences, the construction of roads and railroads in the form of tunnels or bridges, and the maintenance of the current fire regime in the DMZ.
