A Systematic Method for Analyzing Human Factors-Related Accidents to Improve Aviation Safety in the Air Force (공군의 항공안전 향상을 위한 인적요소 관련 사고의 체계적 분석 기법)

  • Aviation safety is increasingly important to secure the safety of the Republic of Korea Air Force (ROKAF). A critical activity for enhancing aviation safety is to analyze an accident throughly and to identify causes that can explain it reasonably. The results of such a systematic accident investigation can be effectively used for improving information displays, task procedures, and training systems as well as for reorganizing team structure and communication control system. However, the current practice of analyzing aviation accidents in ROKAF is too superficial and simple to diagnose them systematically. Additionally, the current practice does not give a full consideration to human factors that have been identified as main causes of most of the aviation accidents. With this issue in mind, this study aims to suggest a new approach to analyzing aviation accidents related to human factors.The proposed method is developed on the basis of several models and frameworks about system safety, human error, and human-system interaction. Its application to forty-two human factors-related accidents, which have occurred in ROKAF during the last ten years, showed that the proposed method could be a useful tool for analyzing aviation accidents caused by human factors.

  • Large scale construction disasters such as recent Noryangjin flooding incident and Banghwadaegyo collapse accident are occurring persistently. Thereupon, the role and responsibility of the various construction participants are considered as major element to reduce disaster at the construction site. Construction industry is a process of building construction object by going through planning, designing, constructing, and maintenance controlling in which various bodies of act, from contractor to designer and builders, participate. However, the subject of current safety supervision is focused on the builder, the contract enterprise which directly employs workers, while the safety activity participation of the contractor, who exerts decision-making authority at the highest level, is excluded. Therefore, this study understands the level of awareness and reality on the safety activity of each construction participants from which the improvement plan on the contractor centered safety management system is proposed.

  • Drug Dclivcry system (DDS) purpose to getting better remedial result by improving medication from ordinary methods. Applied for DDS, to improve selectivity and comtinuity during absorbing and delivery step, polmer drug (prodrug) was prepared by the esterification with dextran in such of biodegradable polymer and phthalylsulfathiazole with is efficient for entilitis. The polymer durg was prepared with dextran and phthalylsulfathiazole by the esterification. The synthetic procedures of polymer drug was performed by acid chloride and DCC methods. Polymer drug was synthesized in high yield by acid chloride method than DCC method. The antibiotic activities of polymer drug exhibited growth-inhibitory activity against Staphylococcus aureus, Staphylococcus epidermidis, E. coli, Salmonella typhimurium, Klebsiella pneumoniae at the concentration of 500 *g/m* in general through in vitro. As a result of test, polymer drug has 1/2 MIC than phthalylsulfathiazole. Also, it has high level MIC as much as phthalylsulfathiazole with Proteus, Pseudomonas. We conducted possibility of DDS as an applied for medicine with synthesized polymer drug by using natrural polymer. We consider that clinical research must be followed to verify safety and efficacy for controlled release, activity and toxicity.

Cardiotoxicity assessment of 31 herbal formulae by activity of hERG potassium channel in HEK 293 cells (hERG 칼륨채널 활성도 변화에 따른 31종 한약처방의 심장독성 평가)

  • Objectives: Drug-induced blockade of the human ether-à-go-go related gene (hERG) potassium ion channel causes acquired long QT syndrome, which is known to cause cardiac arrhythmias and be fatal. To establish safety evidence of herbal formulae, we evaluated the effects of 31 herbal formulae on hERG channel activity. Methods: The current through hERG channel was measured by changing the membrane voltage before and after treatment with 31 herbal formulae in HEK 293 cell overexpressing hERG channel using a whole-cell patch clamp system. The current-voltage curves and the activity curves were fitted, and the hERG activity and 50% inhibitory concentration (IC50) according to each herbal formula were calculated. Results: Chokyungjongok-tang, Oncheong-eum, and Cheongsangbangpung-tang strongly inhibited the hERG activity, with IC50 values of 67.67, 141.2, and 296.3 ㎍/mL, respectively. Yeonkyopaedok-san, Eunkyo-san, Ukgan-san gajinphibanha, Daegunjoong-tang (except Oryzae gluten), Insamyangyoung-tang, Banhahubak-tang, SokyungHwalhyul-tang, Jodeung-san, Hyeonggaeyeongyo-tang, and Bangkeehwangkee-tang weakly inhibited hERG activity, with IC50 values ranging from 400 to 1000 ㎍/mL. The other 18 herbal formulae showed very weak hERG activity inhibition of less than 50% at the highest concentration (1000 ㎍/mL). Conclusion: This study provided safety information on cardiotoxicity by cardiac arrhythmia risk assessment of herbal formulae, and is expected to be a reference data for predicting the safety and risk of herbal formulae.

  • The recent development of Sensor technology has broadened its applications to many fields of industry including railroad. The sensor technology enables the railroad system to monitor and control. This paper suggests the sensor based system design for evaluating and improving the reliability and safety of the ICT system. For this purpose, the reliability and the level of safety integrity of a general gateway have been predicted quantitatively and the supplementary design has been proposed for RAMS improvement. RAMS requirements for each life cycle stipulated in IEC 62278. RAMS activity is capable of producing significant and effective reductions in operation costs and time.

  • This paper presents a case study of PSD(Platform Screen Door) system assurance based on EN50126 life-cycle stage. By applying this system assurance, the accidents related to urban light transit railway especially that caused casualties could be reduced tremendously. This case study contributes significantly to the reliability, availability, maintainability and safety of the PSD system. Request For Proposal (RFP) of a rail road operator in which required by RAMS is prepared in which to ensure all system assurance activity and safety assessment are compulsory. The step-by-step activities and related deliverables are used which include functional analysis, FMECA, hazard identification analysis, system hazard analysis, maintainability analysis, FRACAS, and finally verification and validation of the system.

  • Power spectrum analysis is a powerful noninvasive tool for quantifying autonomic nervous system activity. In this paper, We developed a measuring system for Autonomic Nervous Activity by using power spectrum analysis method to obtain the activities of autonomic nervous system. This system adopt a isolated power for patient's safety. In this system, Two output signal is obtained - R-R interval time variability and Respiration time variability. Time variability is use to find out some disease related to Autonomic Nervous System. Experimental tested range is 30 ~ 240 BPM for ECG and 15~80 BPM for Respiration.

  • This paper describes the development of an INS (Inertial Navigation System) integrated positioning system, which can monitor and track the firefighter's position for assisting effective fire-fighting activity and rescue services. The INS consists of highly accurate three-axis gyro sensor and three-axis accelerometer. By integrating an INS to positioning system, it is also possible to obtain the information of firefighter's physical state (e.g. standing, collapse and crouch) of posture including velocity. Consequently, this research would obviously make a contribution to effective rescue activities and safety of firefighters. Besides, this paper presents results from field tests conducted at Tokyo University demonstrating its viability and utility. We also summarize the overall system requirements and architecture, and describe the hardware and software used in the prototype system in detail.

Safety Assessment of Foods Produced Using Recombinant DNA Techniques

  • The introduction of genetically modified crops has raised concerns regarding safety issues over the insertion of foreign genes into plant genomes using recombinant DNA technology. Since 1991 in Japan, 29 foods and 6 food additives have been evaluated, based on the "Guideline for Safety Assessment", before these foods were marketed. The MHW, however, decided that safety assessment of such foods and food additives should be legally imposed. because soon such foods and food additives are expected to circulate globally and a new system for assessing safety of such foods and food additives at a pre-market stage is necessary, in order to avoid the distribution of any genetically modified foods that have had no safety assessment. The MHW published relevant announcements to amend existing regulations on 1 May 2000. "Standards for safety assessment of seed plant" is established based on a concept of substantial equivalence, and applicable to the products which are regarded as equivalent to the existing products used as foods and food additives. The characterization of the food products entails consideration of the molecular characterization. phenotypic and compositional characteristics, key nutrients and toxicants, and toxicity and allergenicity of the introduced proteins, and if there are indications of unintended effects of the modification, whether further safety testing (animal studies etc.) is needed should be considered. Safety and wholesomeness studies with whole foods should be care fully designed in order to avoid nutritional imbalances causing artifacts and uninterpretable results as was the case of Dr. Pusztaiis report. A case study of genetically modified soybeans (glyphosate-tolerant soybeans) on the immune system of rats and mice is shown. Chemical compositions were also compared with those of the non-GM soybeans. The studies failed to detect any differences in immuno-toxic activity.muno-toxic activity.
