A Study on the Risk Management of Core Technology R&D Project using Degree of Difficulty and Technology Readiness Level (기술난이도와 기술성숙도를 이용한 핵심기술 연구개발 위험도 관리에 관한 연구)

  • In the Core Technology R&D of the defence area, the development of the related core element technology could be the foundation to develop advanced weapon system in the future. But it might make various problems if you can not accurately define the TRL of the element technology. In other words, if the technology is not sufficiently mature and then the project starts, it might require an increase in the development period and additional cost. Finally the system will be in an incomplete state and result in user dissatisfaction and the project failure. Therefore it is a very important task to properly assess the TRL for a successful project. In this study, We propose the method for risk management of core technology R&D project of the defence area using the QFD process with degree of difficulty and technology readiness level. It is also presented the process to determine the risk level using TRL and Degree of difficulty. Finally We apply this method to UGV system for verifying the result of this study.

  • A Manufacturing Readiness Assessment (MRA) was adapted to prevent the probable ascending expense, poor quality, and delay from the development to production phase and assess the level of manufacturing readiness in 2012. Consequently, there are positive effects on improving the quality to identify the manufacturing risks during the production of military supplies and manage the issues in advance. On the other hand, because the appraisee is becoming accustomed to preparing for MRA checklists tailoring, it was found to intensify the MRA points more than before, which damages the goal of the MRA. This paper proposes the quantitative MRA methodology using MWV (Manufacturing Readiness Level 8 Weighted Value) to define and measure the HOM8, DOM8, ICOM8, and M8RA to reflect the history of MRA, the difficulties of MRA checklists, the intrinsic cruciallity and risk assessment of program, which can overcome the problems mentioned before. This paper shows the MWV of four weapon system programs to be carried out and an analysis of the proposed MRL 8 methodology.

On an Approach to Measuring the System Performance by Utilizing the Combined System Readiness Level and Achieved Technical Performance in Weapon Systems Development (무기체계개발에서 시스템 성숙도와 기술적 성능 달성도를 연계한 시스템 성능 측정 방법)

  • The recent studies indicated that the major sources of the failure in carrying out the programs of weapon systems development would be the unsatisfaction of the required key performance and also the use of premature technology. As such, to manage the risk during the weapon systems development, the use of the technical performance measurement (TPM) and the technology maturity assessment (TMA) turned out to be necessary. However, the TPM studied so far seems to cover the assessment of performance at the component level only, and thus is insufficient in considering the system integration effect. On the other hand, the system readiness level (SRL) method has been presented by reflecting the effect on system integration, but the system performance and maturity has not been considered. To overcome this, a measurement method is proposed in the paper by utilizing the combined system readiness level and achieved technical performance at the system level. This system performance measure can be useful in managing the risk in the weapon systems development.

  • The live fire test has been playing a critical role in evaluating the goals-to-meet of the weapon systems which utilize the power of explosives. As such, the successful development of the test systems therein is quite important. The test systems development covers that of ranges and facilities including system-level key components such as mission control, instrumentation or observation, safety control, electric power, launch pad, and so on. In addition, proper operational guidelines are needed with well-trained test and operation personnel. The emerging weapon systems to be deployed in future battle field would thus have to be more precise and dynamic, smarter, thereby requiring more elaboration. Furthermore, the safety consideration is becoming more serious due to the ever-increasing power of explosives. In such a situation, development of live fire test systems seems to be challenging. The objective of the paper is on how to incorporate the safety and other requirements in the development. To achieve the goal, an architectural approach is adopted by utilizing both the system components relationship and safety requirement when advanced instrumentation technology needs to be developed and deteriorated components of the range are replaced. As an evaluation method, it is studied how the level of maturity of the test systems development can be assessed particularly with the safety requirement considered. Based on the concepts of both systems engineering and SoS (System-of-Systems) engineering process, an enhanced model for the system readiness level is proposed by incorporating safety. The maturity model proposed would be helpful in assessing the maturity of safety-critical systems development whereas the costing model would provide a guide on how the reasonable test resource allocation plan can be made, which is based on the live fire test scenario of future complex weapon systems such as SoS.

  • This paper deals with the feasibility analysis and alternatives for infrared detector development. The purpose of this paper analyze development requirement and feasibility study in both technology and cost. We get raw input data for system engineering process from development and technical expert, and then analyze cost and technology for development feasibility, and alternative study. Infrared Detector is core component of Thermal Imaging System and developed by ADD from 2006 to 2008 year. Technical level is analyzed by TRL(Technical Readiness Level) and AOA(Analysis of Alternative) is done by development and production cost estimate. We use SEER-H tool for cost estimate, that is parametric cost estimate tool based on Knowledge Base. Also this paper presents risk analysis for project management because it is necessary to risk driver management during the infrared detector development. The result of IR Detector feasibility and alternative study will be used in technical and cost analysis. This study can help those who are related to the cost analysis and development feasibility of other weapons

The Effect of Technology Readiness, Fashion Innovativeness, and Participation Level Perception on Acceptance Intention of 3D Virtual Fitting Systems (소비자의 기술 준비성, 패션 혁신성 및 참여수준 지각이 3차원 가상 피팅 시스템 수용의도에 미치는 영향)

  • This study investigates the influence of technology readiness, fashion innovativeness, and participation level perception on the acceptance intention of 3D virtual fitting systems. We presented a 3D virtual fitting system with detailed information that was watched by respondents who subsequently completed a research questionnaire. The data were collected from 300 subjects with an age range of 21 to 39 who have experienced Internet shopping. Descriptive statistics, Cronbach's alpha, factor analysis, correlation analysis, and multiple regression analysis were conducted. The results were as follows. First, fashion innovativeness, technology innovativeness, participation level perception, and optimism significantly influenced the acceptance intention. Second, fashion innovativeness, technology innovativeness, participation level perception, and optimism positively influenced the acceptance intention in the male group; however, technology innovativeness, participation level perception, optimism, and insecurity significantly influenced the acceptance intention in the female group. The results indicated that a marketing strategy has to be designed that focuses on consumers with high technology, fashion innovativeness, and optimism to increase the acceptance intention. In addition, markers have to enhance a participation level perception that will contribute to the introduction of 3D virtual fitting systems. Another notable finding was the importance to differentiate marketing strategies according to gender.

Readiness and Challenges for Applying IFRS 17 (Insurance Contracts): The Case of Jordanian Insurance Companies

  • This paper examines the readiness of Jordanian insurance companies to apply the International Financial Reporting Standards (IFRS 17), and the challenges of its application. The study developed a questionnaire based on prior related studies, and in the light of IFRS 17, the study used different statistical methods and techniques such as means, standard deviation, and t-test to achieve its goals. The results indicate that Jordanian insurance companies are not ready to apply IFRS 17, for several reasons. Most importantly, insurance companies have a low level of ability to define the scope of IFRS 17, study the impact of IFRS 17 application to financial reports, and develop new internal monitoring methods to apply IFRS 17. As for the challenges for applying IFRS 17, the biggest is the data challenge, followed by the challenges of first-time implementation, systems, and results and presentation. Finally, this paper advocates that it has become important for Jordanian insurance companies and supervisory bodies to enhance their readiness to apply IFRS 17 within a scheduled time framework and by taking several preparatory steps: performing simulations consisting of procedures to deal with IFRS 17 requirements and the impact on financial reports, and helping human resources with familiarization and application of IFRS 17.

  • The purpose of this paper analyze development feasibility and alternatives for infrared detector development in both technology and cost. Infrared Detector is core component of Thermal Imaging System and developed by ADD from 2006 10 2008 year. We got raw input data from development and technical expert, and then analyze cost and technology for development feasibility, and alternatives study. Technology level is analyzed by TRL(Technology Readiness Level) and AOA(Analysis of Alternatives) is done by development cost estimate. Estimating the development cost, we use SEER-H that is parametric cost estimating tool based on Knowledge Base. This study can help those who are related to the cost and development feasibility analysis of other weapon systems.

  • As practicalization and commercialization of the technologies invented from the national R&D(Research & Development) project has been emerging as an important issue, the need for a tool for R&D project management has been increased. Technology Readiness Levels model(TRL) has currently been used for R&D project management because it provides distinctive definition of the nine levels in the progress of technology development starting from the basic research level to the utilization level. However, it is difficult to adopt the model for a large-scale national R&D project in which multiple research projects are involved simultaneously. In addition, TRL demands evaluation of research projects done by relevant experts and offers no specific measures determining the level of technology development. This study uses Delphi method to develop the measurement system helping to determine technology readiness levels for the technologies invented in a large scale national R&D project. The proposed model includes definition and measurement scles for each level in TRL.

  • A mortar system is able to be fired more rapidly and concentratedly than other field gun systems. A mortar system can be easily manufactured because of its simple structure. It has also been supporting for the fire power of infantry because it can be carried conveniently. But a mortar system has demerits that are the limited firing range, poor accuracy and uncomfortable operability. Korean army plan to be operated rapidly and enlarge battle field in the near future. So weapon systems of Korean army must have longer firing range, automatic laying function and precision firing capability. This study suggests efficient developing concept of 120mm self-propelled mortar system through surveying the technical readiness level of current R&D and manufacturing ability.
