The purpose of the study is to develop a synthetic method for generating arbitrary number of not the same but similar texture images. The method includes processes to extract basic shape elements from texture images originating in actual objects, to select them to reappear the image features and to arrange them in a image plane. The authors have already proposed the shape-pass type filter bank assuming that the sensual impression mainly depends on minute shapes existing in the texture images. Nowadays an HMM-based text-to-speech system (HTS) has been very widely studied because it needs less memory and low computation complexity and is suitable for embedded systems in comparison with a corpus-based unit concatenation text-to-speech one. It also has the advantage that voice characteristics and the speaking rate of the synthetic speech can be converted easily by modifying HMM parameters appropriately. We implemented an HMM-based Korean text-to-speech system using a small size Korean speech DB and proposes a method to increase the naturalness of the synthetic speech by controlling duration model parameters in the HMM-based Korean text-to speech system. We performed a paired comparison test to verify that theses techniques are effective. The test result with the preference scores of 73.8% has shown the improvement of the naturalness of the synthetic speech through controlling the duration model parameters.

In line with increasing interest of climate change and pedestrian rights, the city of Seoul has been implementing car-free pedestrian street policies. The government and the private sector agreed to introduce carfree streets, expecting to increase the urban vibrancy and attract customers in the streets. However, studies that empirically analyze the effects of the policy are insufficient, and there are no studies that reevaluate the car-free pedestrian street policy after the COVID-19 outbreak. Therefore, this study evaluates the car-free pedestrian street policy at the commercial street, the Jongno 52-gil, using the synthetic control method. As a result of the analysis, it was found that the car-free pedestrian street policy was valid for enhancing urban vibrancy. Also, it was found that proper time interval is required to assess the policy since the peak increase of policy was observed in 3 months after the policy implementation. However, less than a year, the increase of the de facto population density on the Jongno 52-gil was revealed to be insignificant. In addition, the Jongno 52-gil was more vulnerable in the decrease of the de facto population density in the COVID-19 period than the synthetic control region. The results of this study suggest that long-term population inflow measures and flexible counterplan to contagious diseases are necessary in the car-free pedestrian street policy.

On September 28, 2020, the Korea Fair Trade Commission introduced a proposed bill entitled the "Fair Online Platform Intermediary Transactions Act." We quantify the impact of this proposed act on Naver, Korea's major digital platform. Finding a proper control unit is not an easy task in social science studies. We overcome this caveat by constructing a synthetic version of Naver using Abadie & Gardeazabal's (2003) synthetic control method. It appears that the economic cost of the proposed act is not negligible at all. Naver's opportunity loss amounted to 16.18% of its market capitalization (approximately 8.5 trillion won in comparison with its pre-regulation market capitalization). Any regulation-based approaches to resolving digital platform issues have both promises and pitfalls. The results highlight that regulatory bodies should carefully gauge the impact of such regulations, as we have seen with Naver's case.
This study analyzed the effect of pay-as-you-throw bag prices on domestic waste through the natural experiment difference in difference with synthetic control method using cases of price cuts in some districts in Busan in 2019. In order to consider the endogenous problem when estimating demand and price elasticity, the price-invariant district was set as a synthetic control group and the price-cutting district was set as a treatment group. As a result of the analysis, the price elasticity of demand was 0.05~0.11, and the price of the pay-as-you-throw bag had little effect in sales. This seems to be because pay-as-you-throw bag is necessities and account for a very small proportion of household income. This suggests that a policy that can shift the demand curve will be more effective than a price policy to achieve the waste reduction goal because the demand curve is almost vertical.
In the area of the speech synthesis techniques, the waveform coding methods maintain the intelligibility and naturalness of synthetic speech. In order to apply the waveform coding techniques to synthesis by rule, however, we must be able to alter the pitches for prosody control of synthetic speech. In this paper, we propose a new pitch alteration technique in time-frequency hybrid domain, that compensates phase distortion of the cepstral pitch alteration method with time scaling method in the time domain. This method can remove some phase spectrum distortion which is occurred in conjunction point between the waveforms in continued frames. Also, we can obtain little magnitude spectrum distortion below 1.18% for pitch alteration of 200%.

This paper proposes an evaluates a new approach to detect ships as targets from Radarsat-1 SAR (Synthetic Aperture Radar) imagery in the vicinity of Korean peninsula. To be more specific, a labeling technique and morphological filtering in conjunction with some other methods are employed to automatically detect the ships. From the test, the ships are revealed to be detected. For ground truth data, information from a radar system is used, which allows assessing accuracy of the approach. The results showed that the proposed approach has the high potential in automatically detecting the ships.
The purpose of this paper is to improve the matching accuracy in identifying corresponding points in the area-based matching for the processing of stereo vision. For the selection of window size, a new method is proposed based on frequency domain analysis. The effectiveness of the proposed method is confirmed through a series of experiments. To overcome disproportionate distortion in stereo image pair, a new matching method using the warped window is also proposed. In the algorithm, the window is warped according to imaging geometry. Experiments on a synthetic image show that the matching accuracy is improved by 14.1% and 4.2% over the rectangular window method and image warping method each.

Objective: The objective of this study was to estimate the genetic correlation (rpc) of growth performance between purebred (Duroc and Korean native) and synthetic (WooriHeukDon) pigs using a single-step method. Methods: Phenotypes of 15,902 pigs with genotyped data from 1,792 pigs from a nucleus farm were used for this study. We estimated the rpc of several performance traits between WooriHeukDon and purebred pigs: day of target weight (DAY), backfat thickness (BF), feed conversion rate (FCR), and residual feed intake (RFI). The variances and covariances of the studied traits were estimated by an animal multi-trait model that applied the Bayesian inference. Results: rpc within traits was lower than 0.1 for DAY and BF, but high for FCR and RFI; in particular, rpc for RFI between Duroc and WooriHeukDon pigs was nearly 1. Comparison between different traits revealed that RFI in Duroc pigs was associated with different traits in WooriHeukDon pigs. However, the most of rpc between different traits were estimated with low or with high standard deviation. Conclusion: The results indicated that there were substantial differences in rpc of traits in the synthetic WooriHeukDon pigs, which could be caused by these pigs having a more complex origin than other crossbred pigs. RFI was strongly correlated between Duroc and WooriHeukDon pigs, and these breeds might have similar single nucleotide polymorphism effects that control RFI. RFI is more essential for metabolism than other growth traits and these metabolic characteristics in purebred pigs, such as nutrient utilization, could significantly affect those in synthetic pigs. The findings of this study can be used to elucidate the genetic architecture of crossbred pigs and help develop new breeds with target traits.

The synthetic breaking test method was developed to evaluate the breaking performance of ultra high-voltage circuit breaker and made up of two independent circuits; current source circuit and voltage source circuit. In application of this test method, it is necessary to extend the arc of the test breaker. So, the new re-ignition system using VTGS (Vacuum Triggered Gap-Switch) was constructed to improve the efficiency and reliability of this test. In this re-ignition system, VTGS operates in high vacuum state of $5{\time}10^{17}$torr and control system consists of the triggering device and the air M-G (Motor-Generator). This re-ignition system showed the operating characteristics, such as delay time ($t_d$) and jitter time ($t_j$ not exceeding 5us and 1us respectively, and had the operating voltage of $25\~150kVdc$ at the gap distance of 24mm.
