Broadcasting services sector has been facing strong public pressure to shift gears from regulation to deregulation since mid-1990s, where a triggering role was played particularly by rapid development of IT technology and content digitization. Major agenda was how to reduce regulatory divides between more liberal telecommunication sector and less liberal broadcasting. After all, common solution package worldwide was for the latter to switch over from network-dependent(vertical) to network-independent(horizontal) regulation, and to facilitate more open and competitive transmission with content market kept protected. This is no other than decoupling content provision from broadcasting and promoting market access towards the latter. Policy experiences of US and UK show that there exists a complementary relationship between quantitative and qualitative restrictions in implementing such deregulation. While mitigating quantitative ownership regulations in broadcasting, they also sought to systematize, so-called, PIT(public interest test) as a qualitative safety device to cope with the risk of losing fundamental public values accordingly in broadcasting. Recent domestic progress in broadcasting legislation in 2009, however, seems to overlook the growing importance of PIT in the process of deregulation. Bearing this motivation in mind and taking account of the relevant WTO disciplines, this paper is to address policy issues and suggestions for PIT in Korea's broadcasting services sector.
TDD 시스템에서는 스위치나 써큘레이터를 이용해서 송수신 경로를 구분한다. 송수신 경로의 격리도가 낮은 경우 송신신호는 수신기에 간섭원으로 작용하며, 수신기의 성능을 악화시킨다. 본 논문에서는 TDD 시스템에서 송신 경로와 수신 경로 사이에 높은 격리도를 갖는 방법을 제안한다. 또한 논문에서 제안한 격리도 향상 방법의 타당성을 검증하기 위해서 제안한 격리도 향상 모듈을 제작하였고, 제작된 격리도 향상 모듈의 특성을 시험하였다. 특성 시험 결과 제작된 격리도 향상 모듈은 30MHz 대역폭에서 44.8dB 이상의 격리도 향상이 있음을 확인하였다.
Streaming Technology can support the real-time playback without downloading and storing multimedia data in local HDD. So, client browser or plug-in can represent multimedia data before the end of file transmission using streaming technology. Recently, the demand for efficient real-time playback and transmission of large amounts of multimedia data is growing rapidly. But most users' connections over network are not fast and stable enough to download large chunks of multimedia data. In this paper, we propose an intelligent IP streaming system based on personalized media service. The proposed IP streaming system enables users to get an intelligent recommendation of multimedia contents based on the user preference information stored on the streaming server or the home media server. The supposed intelligent IP streaming system consists of Server Metadata Agent, Pumping Server, Contents Storage Server, Client Metadata Agent and Streaming Player. And in order to implement the personalized media service, the user information, user preference information and client device information are managed under database concept. Moreover, users are assured of seamless access of streamed content event if they switch to another client device by implementing streaming system based on user identification and device information. We evaluate our approach with manufacturing home server system and simulation results.
This article want to discuss on comparative research between CHIPS and Fedwire as the cross-border payment systems which America have and use at present. CHIPS is a New York-based automated private-sector clearing facility for large-dollar transfers. It is a central switch communication and settlement system whose 53 participating banks exchange same-day payment messages over dedicated communication lines linking each one to the CHIPS central computer. On January 22, 2001, CHIPS introduced immediate finality for payment released from the CHIPS queue. Unlike the Fedwire system, The CHIPS system is not a real-time gross settlement system. Instead, CHIPS is hybrid system that uses a computer program to select payment order in a queue for release to the receiving bank. CHIPS are governed by CHIPS Rules and Administrative Procedures. Fedwire system is a nationwide electronic fund-transfer system facilitating same-day transfers throughout the United States. It is a gross settlement system providing immediate credit to the receiving bank's master account. Communicating between a Federal Reserve Bank and Fedwire users can be either on-line or off-line. Fedwire transfers are governed by Subpart B of Regulation J, issued by the Federal Reserve Board, which incorporates U.C.C. Article 4A but preempts or supersedes any of its inconsistent provisions.
this paper presents the concept of "mobile ATM', a proposal for third-generation (3G) mobile communication network infrastructure capable of supporting flexible evolution of radio technologies from today's cellular and data services towards future wireless multimedia services. Mobile ATM provides generic mobility management and QoS-based transport capabilities suitable for integration of multiple radio access technologies including cellular voice. wireless data, and future broadband wireless services. The architecture of a mobile ATM network is outlined in terms of the newly-defined "W-UNI" interface at the radio link and "M-UNI"and "M-UNI" interface which supports unified access for WATM and non-ATM mobile terminals through corresponding interworking functions (IWF) is explained. leading to an understanding of how different radio access technologies are supported by the same ATM-based core network infrastructure. Generic mechanisms for handoff and location management within the core mobile network are discussed. and related protocol extensions over the "W-UNI" and "M-UNI/NNI"interfaces are proposed. the issue of "crossover switch (COS)" selection in mobile ATM is considered, and a unified handoff signaling syntax which supports flexibility in COS selection is described. Typical signaling sequences for call connection and handoff using the proposed protocols are outlined. Experimental results form a proof-of-concept mobile ATM network prototype are presented in conclusion.
Over ATM network, variable bit rate(or VBR) traffic is allowed. Control of VBR traffic is allowed. Control of VBR traffic becomes difficult if it is bursty. VBR video traffic becomes so much bursty during intra frame period that much cell loss would occur when satistical multiplexed in ATM swich. To aviod cellloss, extra communication resources should be allocated, which reduces the capability of an ATM channel. In this paper, we propose two methods which enable a channel limited in resources to serve more VBR MPEG video bit streams. Firstly, we could redue the bitrate fluction of a statiscally multiplexed bundle of VBR video bit streams by reducing the number of intra frames overlapped at the same frame period. This method can be used in ATM switch which controls multiple video sources. Secondary, in two layer enoding, statistical multiplexing gains can be icreased by letting peak bit rate durations of both layers not be overlapped. This results in more smooth traffic. The performance of proposed methods are demonstrated by a proposed calculation method of statistical multiplexing gains(or SMGs.) The proposed SMG is based on both delay and cell loss QoS requirements at the same time.
The previous works in sensor networks security have focused on the aspect of confidentiality, authentication and integrity based on cryptographic primitives. There has been no prior work to assess the survivability in systematic way. Accordingly, this paper presents a survivability model of wireless sensor networks using software rejuvenation for dual adaptive cluster head. The survivability model has state transition to reflect status of real wireless sensor networks. In this paper, we only focus on a survivability model which is capable of describing cluster head compromise in the networks and able to switch over the redundant cluster head in order to increase the survivability of that cluster. Second, this paper presents how to enhance the survivability of sensor networks using software rejuvenation methodology for dual cluster head in wireless sensor network. We model and analyze each cluster as a stochastic process based on Semi Markov Process (SMP) and Discrete Time Markov Chain (DTMC). The proof of example scenarios and numerical analysis shows the feasibility of our approach.
A technique to suppress the low frequency ripple voltage of the DC output voltage in three-phase buck diode rectifiers is presented. A pulse frequency modulation method is employed to regulate the output voltage of the rectifier and guarantee zero-current switching of the switch over the wide operating range. The pulse frequency control method used in this paper shows generally good performance such as low THD of the input line current and unity power factor. In addition, the pulse frequency method can be effectively used to suppress the low frequency voltage ripple appeared in the dc output voltage. The proposed technique illustrates its validity and effectiveness through the respective simulations and experiments.
Semiconductor devices can be series stacked for the application of high voltage switching. It can provide high reliability and long lifetime by the safe design with a reasonable margin. The equal voltage distribution at solid-state switches in series should be guaranteed. Static and dynamic voltage division, over current protection must be considered carefully in the design stage. A fast switching thyristor is a good candidate for the high power pulse applications. A high voltage switching module is designed and tested. Its specifications are working voltage of 70 kV, switching pulse width of 120${\mu}s$, peak switching current of 220A, maximum repetition rate of 200pps. The module can be series connected to get higher working voltage. This paper presents the design details and the test results are compared with expected circuit simulations.
MPI(message passing interface) 기반 PC 클러스터 상에서 병렬분산 GHT(generalized Hough transform)를 모델화하고 시간 분석하여 고속화 구현하였다. 파이프라인 방송(pipelined broadcast) 통신방식과 누산기 배열(accumulator array) 분할 처리정책을 사용함으로써 통신부담을 최대한 줄였고, 전체 처리 과정에 걸쳐 통신과 계산처리를 시간 중첩시켜 구현함으로써 최대한의 속도제고를 하였다. 100 Mbps Ethernet 스위치를 이용하여 MPI 기반 PC 클러스터를 구현하고 제안한 병렬분산 GHT를 실험하여 선형에 가까운 속도 제고율 (speedup)을 확인하였다.
