The aim of this paper is to identify the components of the sustainable regional ecosystem of social economy enterprises (hereafter 'regional ecosystem'), and to explore the principles of reciprocity, regard and public policy, which have a fundamental impact on the development of such regional ecosystem. The regional ecosystem is an interactive system of the stakeholders who are related to the process of planning, producing, distributing and selling goods and services, and the agents who maintain and spread their social value orientation. This system operates through the interaction of 'local network (business relations and social relations)', 'intermediary organization' and 'public role.' On the basis of the conceptual framework on the regional ecosystem, the result of the in-depth analysis on the case of Gorang-erang Coop shows the interaction of reciprocity and public policy with respect to regard within the context of a characteristic of the regional ecosystem.

This paper intends to raise some of urban policy issues of managing and planning Seoul for the twenty first century. As one of the world's most dynamic megacities, Seoul is faced with at least two trends: one is globalization of the economy, and the other is humanization of urban development in relation to people's quality of life. Given this context, there are emerging issues in a time of transition as the following; pedestrianization, decline of city master plan, micro land use control, citizen involvement, metro-wide management, infrastructure provisions and maintenance, sustainable development, urban information sustaniable development, urban information system, and public-private partnership.

This study aims to discuss the spatial issues of disaster recovery from the Great East Japan Earthquake. Focused on tsunami-damaged regions, this study examines how major regional development issues have been dealt with. In the case study areas, the following ideal spatial methodologies have been suggested for tsunami recovery: building a compact city, intensifying fishing villages, and making a sustainable city. However, as the spatial restructuring have encountered practical barriers, reconstruction has been delayed, and the regional decline have been accelerating. To prevent regional decline which is inevitable after a disaster, this paper suggests that the area of disaster studies should be expanded to long-term recovery process beyond emergency response.

How to protect the environment without sacrificing the human environment and economy at the level of region is on of the most difficult issues of recent times. The dynamic Interactions between economic activities and environmental pollution control activities determine whether social welfare is increased of decreased by such activities and provides a basis for saying whether they help or hurt the economy. Bureaucratic Approach of Local government has failed, and an Impetus has arisen to develop new tools of analysis, useful for finding policy leverages focused on sustainability. This paper focus on understanding dynamic relationships between regional economic system and environmental system, and presenting possible framework for finding policy leverages in dynamic interaction behaviors. The case, selected in this study, is Nacdong river regions case, which is related many meaningful issues about sustainable development： two big metropolitan government and dwellers have different opinion with regard to construction of large scale Industrial pack, drinking water supply, and environment model consisting of three sectors： regional economy sector, river pollution and drinking water sector, environmental protection and investment policy sector Finally, this paper deal with how to link policy leverage to causal loop structure for the sustainable development of two regions.

This study purpose is the consideration of the processing evolution historic of the Educational Facilities 20s century at the grand view in the region Ile-de-France. Specially, by thepart of Educational Politic, Urban Geographic and the Urban Planning. This study purpose is to take a data base and study direction on 'A study of the role educational facility in the urban development'. So I was arrived these conclusions, First, the educational politic of the france was aimed for the democratization of the education and the popularization. After execution of the decentralization in the 1986, high school facilities was more popularized. Second, in the view point of the urban geographic, before 1975 years, high school facilities in the region ile-de-france was unbalanced in the situation regional and in the division social on the urban space. But after law of the Decentralization(1986) in the France, by effort of the regional conseil has take the regional balance. Third, high school facility has a potential force as a center of the development of the city. Forth, the facility has a possibility potential for a working of the important role in the urbanization. specially, the movement of population, the augment prix of the terrain, appartement and the division social in the urban space. as element that important relation with a development of the city.

The purpose of this study is to propose a way to develop and disseminate the renewable energy technologies and industries in the local community. Fundamentally, the renewable energy is able to reduce environmental pollution and diminish a use of fossil-fuel energy in the local area. And it will lead to promoting regional sustainable energy in the future, as well as making contributions to local economic development. Above all, based on the environmental conservation project, including greening of the city and improving water quality, Daegu metropolitan city has launched a series of renewable energy projects, such as solar city programs and local energy plan. But, some problems still exist, due to the technological, economic and socio-political barriers. Thus, to encourage and disseminate a renewable energy in Daegu city, we need to examine a present condition on renewable energy and analyze constraint elements to prevent its distribution. Based on the results, we have to set the feasible strategy to develop and disseminate renewable energy in Daegu city and help it systematically integrate renewable energy technologies and industries into environmental economics and city planning. Ultimately, to achieve this purpose, we need to adopt the following policy measures: (1) establishment of a master plan for renewable energy; (2) interconnection between local development project and energy industry; (3) promotion of technological development; (4) inducement of and assistance to renewable energy industry; (5) fostering venture companies; (6) specializing Daegu's public office by energy-specific education programs. In particular, local entities including local company, consumers, policy-makers and citizen's groups have to pay attention to local energy plan for the regional sustainable energy future. These measures will lead to establishing an environmentally friendly and sustainable city.

In order to create a successful regional development model, there should be an effort to foster a strategic industry which boosts a geographical features of rural areas. Because, It must be clear that the strategic industry chosen between choice and concentration of the development of the local industry development which boosts the local economy revitalization. The local government should have continual concern and roles to fulfil political subjects and keep estimating about the possibility that there could be the sustainable development by Task Ahead of the local industry. This study's indicators were established for the adequacy evaluation of the industrial policy by focusing on domestic regional development's success example. Next, Conjoint analysis was conducted on the Experts. On the basis of this analysis, the weights of indicators are derived. And this study suggest the reasonable evaluation system to take Sustainable industry plan of regional strategic. Consequently, 'Regional development' sector separate 3 categories which are 'Local economy', 'Human Resource Development', 'local marketing' and 9 indicators were derived. 'Industrial development' sector derived 9 indicators about 'Construction of infrastructure', 'Technical development' and 'business support'. Looking through the implications of this study. First, the problem needed to be supplemented based on the Diversity and concreteness of Evaluation system when government assesses regional industry development policy. Second, local government have to strategically consider the possibility of convergence between industries and easiness of network in a broad region. Finally, Foundation and support of the professional manpower and companies for the regional industries must be established.

Sustainable agriculture in Korea will gain important momentum by implementing The Direct Payment Scheme for Environmentally Friendly Agriculture in 1999. The farmers who want to participate in the program will be paid 530,000won/ha directly by the Government in return for engaging sustainable agriculture. The policy scheme which is a pilot program will be restricted to environmentally regulated areas to apply such as water supply protection zone, environmental protection districts and national parks. As a consequence of the policy, the supply of transitional organic agricultural products is expected to increase significantly. However the increased supply of low input agricultural products may have difficulties to find an appropriate marketing channel which is differentiated from the general agricultural product market. Development of an open market system for mass transaction of the low imput agricultural products is necessary. Also various government programs and projects which are designed for clean environment and regional community development must be integrated into the sustainable agriculture program to have synergy effects.

Global polarization at different scales has been more intensified than ever before. So, more complicated geographies are associated with global poverty and inequality, and their subsequent problems such as famine, disease, environmental degradation, and asylum seekers. These problems are apparently confined to specific countries and regions. However, they are a consequence of historical-geographic (post)colonial interconnectedness. In this sense, since the early 1960s, international development cooperation has significantly contributed to resolve or alleviate them. Especially, in 2015, the Millenium Development Goals(MDGs) project is finished and Sustainable Development Goals(SDGs) are newly set up as a global project to end human poverty. It is assumed that donor's IDC to accomplish SDGs will be more complicatedly implemented because SDGs contain more expanded and diversified forms of project targets than before. They are both possibilities and limits in the sense of development geography.

This paper suggests the development device of Busan-Jinhae free Economic Zone(BJFEZ) to strengthen the competitiveness of the Port of Busan and promote the regional development in Busan. It deals with the securable feasibility of necessary sites and development costs and financial resources, the foreign investments figure, and the structure of the BJFEZ Authority. In addition, to evaluate the background, process, and contents of 'Special Purpose Local Government', the paper looks into the amendment proposal of 'Act on designation and management of free economic zones' suggested by the central government from the regional view of point. As proposals to promote and activate BJFEZ, it is recommended in the paper that it is required, first, to draw the detailed political methods to guarantee sound and sustainable development project and investment environment in accordance with regional characteristics prior to marketing, second, to develop and implement differentiated policy means to facilitate foreign investment, third, to strengthen specialty of the BJFEZ authority, and finally, to set up the supporting role and cooperation of both the central and local governments.
