Since the announcement of the Rio Earth Charter in 1992, the Environmental Policy of each country has changed a lot. That is, it aims at compatibility of nature and humans, and preservation and development of environment. It has changed a goal from the past direct regulation and post-treatment to 'sustainable development'. To overcome world-wide environmental problems such as changing global climate, various political means such as economic incentives and pre-prevention policy such as environmentally-friendly productive process, effective use of resources, minimized generation of waste have been developed. As environmental problems which are growing serious began to threat survival of human beings, they must be globally managed rather than by a single country. Therefore, this study is to speculate the EIA System of each country for environmental protection based on such recognition of problems.
This study uses recycled green building materials based on a Taiwan-made recycled mineral admixture (including fly ash, slag, glass sand and rubber powder) as replacements for fine aggregates in concrete and tests the properties of the resulting mixtures. Fine aggregate contents of 5% and 10% were replaced by waste LCD glass sand and waste tire rubber powder, respectively. According to ACI concrete-mixture design, the above materials were mixed into lightweight aggregate concrete at a constant water-to-binder ratio (W/B = 0.4). Hardening (mechanical), non-destructive and durability tests were then performed at curing ages of 7, 28, 56 and 91 days and the engineering properties were studied. The results of these experiments showed that, although they vary with the type of recycling green building material added, the slumps of these admixtures meet design requirements. Lightweight aggregate yields better hardened properties than normal-weight concrete, indicating that green building materials can be successfully applied in lightweight aggregate concrete, enabling an increase in the use of green building materials, the improved utilization of waste resources, and environmental protection. In addition to representing an important part of a "sustainable cycle of development", green building materials represent a beneficial reutilization of waste resources.

This paper describes progress on formulating a national asbestos profile for the country of Vietnam. The Center of Asbestos Resource, Vietnam, formulated a National Profile on Asbestos-related Occupational Health, with due reference to the International Labor Organization/World Health Organization National Asbestos Profile. The Center of Asbestos Resource was established by the Vietnamese Health Environment Management Agency and the National Institute of Labor Protection, with the support of the Australian Agency for International Development, as a coordinating point for asbestos-related issues in Vietnam. Under the National Profile on Asbestos-related Occupational Health framework, the Center of Asbestos Resource succeeded in compiling relevant information for 15 of the 18 designated items outlined in the International Labor Organization/World Health Organization National Asbestos Profile, some overlaps of the information items notwithstanding. Today, Vietnam continues to import and use an average of more than 60,000 metric tons of raw asbestos per year. Information on asbestos-related diseases is limited, but the country has begun to diagnose mesothelioma cases, with the technical cooperation of Japan. As it stands, the National Profile on Asbestos-related Occupational Health needs further work and updating. However, we envisage that the National Profile on Asbestos-related Occupational Health will ultimately facilitate the smooth transition to an asbestos-free Vietnam.
Background and objective: A biosphere reserve is a complex concept that combines the preservation of biodiversity and the sustainable development with the region, outstanding ecosystems with worth conserving in worldwide. The purpose of this study is to suggest the way of zoning that can perform the functions of conservation, development, and logistics support of biosphere reserves. Methods: To meet the purpose of this study, the designation criteria, restrictions, and permissions of the protected area specified in the law for domestic protected areas were reviewed to classify the functions of a biosphere reserve. Results: Through this classification, 10 domestic protected areas with high ecological protection value, such as the natural beauty of the ecosystem, biodiversity, and habitats for wild animals and plants were derived as the core areas of the biosphere reserves. Also, a total of 21 protected zones that can function as a buffer to protect the core of the natural ecosystem from indiscriminate development such as resource protection, recovery, pollution prevention, and improvement were derived as appropriate sites for a buffer. In the review process, issues such as different behavioral restrictions and ranges of permission due to the application of different laws were identified, if two or more protected areas exist within one of the protected areas, there is a protected area that does not meet the criteria for designating use zone, or where behavior restrictions do not meet the zoning criteria of biosphere reserve, under the laws of domestic protected areas. Conclusion: Although this study was not able to carefully review most of the laws on domestic protected areas that are linked to other laws, it was able to categorize appropriate domestic protected areas that can act as the core and buffer zones of biosphere reserves.
Among the rivers in Korea, the Han River is the largest, most important one, which runs through the Seoul metropolitan region in the west toward the yellow sea. In the Han River basin there live as many as 17.1 mil. people including appr, 11 mil, citizens in Seoul. The Seoul Metropolitan region, already containing appr. 40% of the nation's total populating, expectedly poses an ever-growing polluting burden to the Han River. Due to Korea's vigorous industrialization and heavy urbanization in the past quarter century, water pollution was observed to be increasing in the Han River until the mid-1980's, but thereafter the Han River began to improve little by little by virtue of the government's massive investment and all-out efforts in water preservation. Public awareness on the importance of environmental protection is increasing unprecedentedly. With a view to meeting people's growing demand for clean water and pleasant environment, the government established the "Comprehensive Mid-Term Environmental Conservation Plan" (1992∼1993) in 1991. According to the plan, 1,315 bil.won(1.7 bil.us$ ) is to be poured into the Han River Basin to install 113 water pollutant abatement plants including 43 treatment facilities. To successfully cope with the future's challenging need for the environmentally sound sustainable development, a variety of measures and an array of policies are going to be incorporated with emphasis on, -redistributing such polluting sources as population and industries -tightening control of the water pollutant discharge -restricting the pollution-accompanying land use -enhancing the assimilation capacity of the river -stirring up the public awareness and participation in the environment protection We hopefully anticipate that with those e(forts the Han River will improve as drawn in the attached "1996's Envisioned Han River Quality".
Sustainable Development(SD) is an important concept for the future of the coastal area, and for development of fishing villages. Since 1992 UN Conference on Environment and Development in Rio de Janeiro many governments and local authorities throughout the world have been engaged in preparing and implementing $\ulcorner$Agenda 21$\lrcorner$. Many projects which previously would have been identified as environmental protection are now presented under the banner of sustainable development. Integrated Coastal Management (ICM) is an extension of sustainable development. ICM was presented as a framework for resolution of coastal use conflicts. The aim of the present paper is to assess sustainable development potential of fishing villages in Cheonsu Bay Region according to implementation of ICM. Cheonsu Bay Region was known as one of the productive fishing grounds and Cheonsu Bay Region preserved unique characteristics of traditional fishing villages. But this region is now experiencing many changes through the massive reclamation projects like Seosan A B Project. After a brief overview of concepts and history of SD and ICM, the reclamation process and its impacts on both fishery and fishing communities in Cheonsu Bay Region are discussed. According to their changing environmental and socio-economic characteristics after the reclamation, ca 35 representative coastal villages in this region can be classified into 5 types. Many coastal villages shows diversity in their economic activities, as tourism and recreation function becomes more and more important in this region. In present-day Cheonsu Bay Region, it is possible to differentiate fishing village cooperatives(FVO) with high potential of sustainable fishery development, FVOs with medium potential, FVOs with low potential on the basis of 14 selected indicators.
Article 1 of the Korea Copyright Act stipulates that the purpose of this Act is to protect the rights of authors and the rights neighboring on them and to promote fair use of works in order to contribute to the improvement and development of culture. Hence, the improvement and development of culture is the final goal of the Copyright Act and should be the essential standard of the interpretation and application of the law. However, most of Korean copyright scholars do not explain the meaning of it and they even assume that protection of the copyright and promotion of fair use themselves are deemed as it. The meaning of the improvement and development of culture should be derived from the Constitution and there is a principle of the nation of culture as one of the basic constitutional principles. Pursuant to the principle of the nation of culture, the improvement and development of culture means maximization of the right of enjoyment from culture by the building of the ecology for the sustainable production and consumption of the works. This should be not only the legislative purpose of the Copyright Act but also the goal of culture policy.

National park is one of the important types of protected area management systems established by IUCN and a management model for effective conservation and sustainable use of natural and cultural heritage in countries around the world, and it assumes important roles in conservation, scientific research, education, recreation and driving community development. This study takes Liaohe National Park in China, a typical representative of global coastal wetlands, as a case study, and uses python technology to collect travelogues and reviews of visitors from Mafengwo.com, Ctrip.com, Go.com, Meituan.com and Dianping.com as a source, and the text spans from 2015 to 2022. The results show that wildlife resources, natural landscape with river and sea, wetland ecology and fishing and hunting culture of northern China are fully reflected in the perceptions of visitors to Liaohe National Park. However, there is still much room for improvement in terms of supporting services and facilities, public education and tourists' experience and participation in Liaohe National Park. In this paper, we use python data visualization technology to study the public perception of wetland wildlife as the theme, and grasp the satisfaction, spatial distribution, activity content and emotional tendency of the public in the process of wetland wildlife as the theme, so as to better promote the Liaohe National Park to better carry out the public experience while strictly adhering to ecological protection, and to provide the Liaohe National Park with a better opportunity to This will provide scientific basis for the Liaohe National Park to play a better role in ecological civilization construction and education of ecological civilization awareness.
Taipei Water Management Office (TWMO) is one of the eleven district offices in Water Resource Agency. Water management is the top priority to be pursued both on daily management and long-term management at TWMO. There are five departments to perform a wide range of tasks in addition to water management. All management prescriptions are simply to provide sustainable clean water for about four millions population in Taipei. TWMO has gone through 16 years experience of development and implementation of GIS in water management. The objectives of this paper are to provide the major ingredients of successful and operational GIS for water management. The five departments at TWMO have performed tasks such as city planning, construction management, forest management, land use enforcement, soil and water conservation, water quality monitoring and protection, garbage collection, and sewage disposal management. Data base creation was one of the major jobs to be done. Update of data base has to be done on a daily basis. Computers, its peripheral, and software are essential for GIS developed at TWMO. Know-how and technical skill on computers and GIS for every technician are contributing significantly such that GIS can be implemented on most of jobs performed at TWMO. Implementations of GIS have been pursued by application modules on a task-oriented basis. Application modules are simple, easy to use, and menu driven with only Chinese. Web-based and mobile GIS are the new components that make water management at TWMO stay on the right course. To solve problems encountered in water management by GIS at TWMO can be easily and user-friendly may be the most important experience.

Cellulose fibers is one of the most abundant in nature. It has many distinctive features: abundant in nature, biodegradable, non-toxic, eco-friendly, sustainable, easy to fabricate, hydrophilic, and cost-effective. Cellulose fibers, known as pulp, is produced from cellulose-containing materials by the pulping process. As the raw material, wood has been most commonly used while recycled pulp has been also used to some degree. Thus, pulp usually refers to wood pulp. Generally, the pulp and paper industry is regarded as the commodity market where the cost should be much more important than the quality. It also belongs to a mature market where the growth is slow, or even in decline. Accordingly, technological development has been rather stagnant for the industry. Recently, however, the pulp and paper industry has faced very serious challenges. First, due to digital technology, there has been a steady decline in the need for pulp and paper products. The digital industry has continuously replaced printed products such as books, newspapers, and magazines. Second, there has been a trend initiated by developed countries to limit the use of wood as the raw material for the sake of environmental protection. This forces the industry to find a more efficient use of wood pulp as well as finding alternative, non-wood sources. Third, as an individual becomes wealthier and more conscious of health-care, the quality of a product becomes more important than the cost. Thus, a paradigm shift is needed from the cost-conscientious to the quality conscientious. The objective of this article is to review the technologies aimed at engineering cellulose fibers for producing high-value added paper products.
