Assessment of National and Regional Plans Using Integrated Management Index of Korea National Planning and Environmental Planning for Present Status Evaluation (국토계획과 환경계획 통합관리 지표의 적용을 통한 통합관리 현황 평가)

  • Integrated management of Korea national and environmental planing for sustainable development is suggested, and basic research is needed. In this study, national and regional plans were assessed using 'integrated management index of Korea national planning and environmental planning' to grasp the current status of integrated management on Korea national planning and environmental planning. As a result of the assessment, it was found that both national and regional plans need to improve considering the natural ecology part and water resource and quality part. In addition, it was derived that the detailed contents of the indicator can not be reflected according to the characteristics in the higher-level plan. Therefore, it has been found necessary to include proclamatory contents so as to be able to establish a detailed plan that reflects environmental goals in the lower-level plan.

Position Value for Relative Comparison of Healthcare Status of Korea in 2019: Comparison with Countries of the Organization for Economic Cooperation and Development (2019년 한국 보건의료의 상대적 위치와 추이: 경제협력개발기구 국가와 비교)

  • This study aims to compare the healthcare status of South Korea and other member of the Organization for Economic Cooperation and Development (OECD) using the OECD health statistics 2021. We used the position value for relative comparison (PARC) index to measure the five elements of the healthcare system, demand, supply, accessibility, quality, and cost. For the statistical analysis, Mann-Kendall test was performed to examine the trend of the PARC values from 2000 to the most recent year. The results showed that supply, demand, accessibility, and quality were above median than the OECD median and the cost was below median. In sectors such as primary care, health employment and mental health care were below median average. With these result, necessary steps for a sustainable healthcare should be taken into effort by policy makers.

A Basic Study on the Application of Text-Maining Method for Qualitative Evaluation through Barrier Free Certification in School Facilities (학교시설의 장애물 없는 생활환경(Barrier Free) 인증 사례를 통한 정성평가 텍스트마이닝 기법 적용에 관한 기초연구)

  • Since the introduction and operation of BF certification, a total of 6,432 certificates has been issued until February 2020, of which educational research facilities make 1,091 cases (754 preliminary certification, 337 main certification) out of 6,237 buildings, acquiring BF certification of about 20%. Qualitative evaluation is conducted with focus on the three items of BF-certified building evaluation index, which are medium facilities, internal facilities, and sanitary facilities, and major keywords are the deducted through the Text Mining analysis of the derived results. As a result, problems with access paths occurred in the case of the facilities, and assessment indicators for users were found to be necessary among the assessment of the steps of the internal facilities. Finally, we could see that sanitation facilities needed to improve toilets installed in residential development facilities. Based on the results obtained, the study seeks to suggest directions for improving the evaluation index required for BF-certified school facilities.

A Methodological Approaches on the Global Green Growth (글로벌 녹색성장의 연구방법론적 고찰)

  • Recently, the global paradigm on the economic structure has been changed from the price-oriented borderless competition toward the sustainable quality movement due to the ever-increasing global warming and environmental issues. Since Korea hosted the global 20 summit in 2010, it has promoted the green growth policies and asked for the other countries to participate in. Unfortunately, it is not easy to figure out the green growth or green productivity because the economic performance has a side effect of environmental pollution such as CO2 emission. This paper aims to analyzes the methodological comparison for all the related issues with green productivity and suggests the new paradigm of global Malmquist-Lundberger index (GML) as the most flexible field and performance-oriented criteria to measure the green productivity.

Development of a Self-Diagnostic Measurement Index for ISO 26000 Social Responsibility

  • On November 1, 2010, the release of ISO 26000 was announced. ISO 26000 does not require 3rd party verification. But even though it is a standard that is voluntarily adopted, because the international standard for social responsibility can be applied as a trade barrier or business condition between countries, it cannot be ignored. So it is clear that we need to be alerted and prepared for this. This paper offers to help with such needs through organizations by developing an index that organizations can use to understand their current situation and diagnose themselves. This paper conducts a comparative analysis between the 7 core subjects and issues of ISO 26000, the existing indexes used by national institutions and the guideline for sustainable management report, the GRI, with the goal of developing a self-diagnostic index that organizations can utilize in order to diagnose their level of social responsibility. It is divided into the 7 core subjects with 181 measurement issues. There are 7 quantitative issues and 164 qualitative issues. The core subjects, excluding governance, are each alloted 14 points, while governance is alloted with 16 points, for a total score of 100 points. This paper is significant in that it is the first index to make self-diagnostic possible.

  • This study was conducted laying the focus on finding the mutual action between the substantial ecological value and economic system in the national land, and calculating the environmental carrying capacity and sustainability of the national land using the emergy synthesis. Particularly, this study pays attention watchfully to the reality that the analytic framework to analyze sustainability is not arranged well, as the concept of sustainable development considering environmental carrying capacity, which becomes a widely discussed topic today, is defined differently according to the subjective views of respective researchers, and the situation which needs in-depth evaluation on the interaction between nature and economy which becomes the fundamental of sustainable development. This study also aims at groping for correct direction for the national land development by calculating the environmental carrying capacity and index value which is appropriate to the national land and providing the framework for preparing the policy to induce the sustainable use and management of the national land. The concept of emergy synthesis which is used for the evaluation of environmental carrying capacity and sustainability in the national land, as in this case, can notify the information on current situation of the national land as well as explain how the national land transforms according to time pass (the role of information synthesis), and gives knowledge if the national land policies advances toward the direction of sustainable development (the role of policy evaluation and observation). Emergy synthesis also can take role for selecting best policy on the process of decision making on the exploitation of the national land (the role on the process of decision making).

Beyond Growth: Does Tourism Promote Human Development in India? Evidence from Time Series Analysis

  • The present study aims to investigate the impact of tourism growth on human development in Indian economy. For this purpose, the study uses annual data from 1980 to 2018 and utilizes two proxies for tourism growth - tourism receipt and tourist arrivals - and uses human development index calculated by UNDP. The study uses control variables such as government expenditure and trade openness. The study employs auto regressive distributed lag (ARDL) approach to investigate the cointegrating relationship among the variables in the model. Further, the study also explores the causal nexus between tourism sector and human development by using the Toda-Yamamoto Granger non-causality test. The result of ARDL bounds test reveals the existence of cointegrating relationship between human development indicators, government expenditure, trade openness, and tourism sector growth. The cointegating coefficient confirms a positive and significant relationship between tourism sector growth and human development in India. The causality result suggests that economic growth and tourism have a positive impact while trade openness has a negative impact on human development in India. The major findings of this study suggest that tourism plays an important role in the socio-economic development of Indian economy in recent years and the country must develop this sector to achieve sustainable development.

Position Value for Relative Comparison of Healthcare Status of Korea in 2020 (2020년 한국 보건의료의 상대적 위치와 추이: 경제협력개발기구 국가와 비교)

  • This study examined the trend of healthcare status and compared the status of South Korea and other member of the Organization for Economic Cooperation and Development (OECD) using the OECD health statistics 2022. We used the OECD health statistics from 2022 and a position value for relative comparison (PARC) index to compare the five elements of the healthcare system. The study also used a Mann-Kendall test to analyze the trend of the PARC values from 2000 to the present year. The findings of the study indicate that many South Korea's PARC values were higher than the OECD median. But practicing physician in supply part and medical cost were lower than OECD median but the trend significantly increased. Medical accessibility part and quality of care part except primary care, and mental health had a high relative position but the trend did not increased significantly. After outbreak of coronavirus disease 2019, there were changes in medical accessibility. Health screening and vaccinations showed an overall decline in 2020 compared to 2019. These results suggest that policymakers need to take necessary steps for a sustainable healthcare system in the country.

Financial Development in Vietnam: An Overview

  • In this paper, we provide an overview of financial development in Vietnam. Particularly, a new approach of this study is to measure financial development through improvements in depth, efficiency and access of the banking system and stock market. Further, the study examines the factors significantly affecting financial development in Vietnam. The data are collected in Vietnam, an emerging country with a limited financial development. We employ the Autoregressive Distributed Lag (ARDL) approach, which generates a high reliability and suits data characteristics of emerging countries like Vietnam. We observe that Vietnam's banking system plays a key role in supplying credits to the economy while the nascent stock market at a limited size shows its potential for a considerable growth in the future. We also find the influential determinants of financial development in Vietnam including real estate market (RE), economic growth (EG), consumer price index (CPI), and global financial crisis (GFC). These findings are essential for Vietnamese authorities in providing practical solutions in order to build a sustainable and synchronous financial development. They are also first empirical evidence relating to an overview of financial development in an emerging country, so they are not only valuable to Vietnam but also crucial to other emerging economies.

Development of Environmental Responsibility Index for the Manufacturing Industry by Emergy Analysis (Emergy 분석법에 의한 제조업의 환경친화성지수 개발)

  • Emergy is a measure of the processes required to produce something expressed in units of the same energy form. Emergy based indices can provide insights into the thermodynamic efficiency of the process, the quality of its output, and the interaction between the process and its surrounding environment. However, in an industrial system, the inputs are mostly nonrenewable, renewable energy source is nearly zero, ultimate purpose is pursuit of profits in economic activity. In study, we present two indices based on emergy - EEE(Ecological Economic Efficiency) and ERI(Environmental Responsibility Index). The EEE is taken into account real value of product in market economy. The ERI is shown to be a function of the net yield of the economy, its ‘load’ on the environment and ecological economic efficiency. Manufacturing industry of Korea produced the 30% of total GDP in 2001. We applied these indices to manufacturing industry for environmental management and further sustainable industry. As a results, the highest ERI is 0.34 in recycling industries, the lowest ERI is 0.01 in coke, refined petroleum products which is dominated by ELR. The higher ERI, the more friendly to environment. The suggested indices help us understand relative contributions of various alternatives in company's production and consumption activity, and provide a tool of decision-making for the rearrangement of future industries. Furthermore, they contribute to environmental friendly operation and consumption.
