Development and Effectiveness of the Interpersonal Caring Program for Young North Korean Defectors (탈북청소년을 위한 대인간호중재 프로그램의 개발 및 효과)

  • Purpose: The purpose of this study is to evaluate the effectiveness of the interpersonal caring program for young North Korean defectors which we developed based on Kim's interpersonal caring technique. Methods: This study employs a non-equivalent control group pretest-posttest design. The subjects of this study are 36 young North Korean defectors living in three areas. The participants are recruited through alternative schools, churches, and acquaintances. The experimental group consists of 20 participants and the control group consists of 16 participants. Experiments are conducted by four days. Specifically, the experiments are conducted eight times and each takes about 120 minutes. Furthermore, we run the camp for two nights and three days. We test our hypothesis by using Kolmogorov-Smirnov, Independent t-test, Paired t-test, and Independent t-test. Results: All the test statistics support our hypotheses such as self-esteem (t=1.87, p=.035), mental health (t=-1.69, p=.049), interpersonal relationships (t=1.93, p=.031), and quality of life (t=1.88, p=.034). Conclusion: We found that the interpersonal caring program developed in this study is effective in improving North Korean defectors' self-esteem, mental health, interpersonal relationships, and quality of life.

The Emergence of Kim, Jung-Eun in North Korea and a Prospect for Its Political Ideological Education System (북한의 김정은 등장과 정치사상 교육의 향후 전망)

  • The North Korea have supported their own political ideological education system to maintain their basic framework of society. The north korean political education contents become from now on it be done harder. That answer is up to the government of the North Korea, and the general public in North Korea would be going after it. However, when we review this closely, both positions of the North Korean government and the general public would be different each other as before. I would figure out whether the political ideological education system in North Korea would be going on with making realistic changes or just maintaining their old system. The political and ideological education might make settled flexibility. On the other hand, we can expect that it could be reinforced by the North Korean government. For this content, this research is going to try to understand the characteristics of North Korea's ideological education policy considering both position of the North Korean government and the general public thoroughly.

  • The purpose of this study is to understand the women's experiences of negative perception, discrimination and 'ethnicized stigma' in South Korea. For this purpose, data were collected through in-depth interviews from 8 women escaped from North Korea and 4 professionals. The findings of this study are as follows: Almost of them experienced negative perception and discrimination caused by language, pronunciation intonation, and differences of ways to express their emotions. And they experienced the disapproval as the native perception and confusion of ethnic identity. Several participants in this study try to build or organize their communities to give emotional and instrumental support for them. However, in these processes, they experience emotional conflicts and crises feelings of disorganization of their communities because of they didn't have experience to involve communities, and didn't have ideas of membership and their roles. And they were learned to criticize with each other in North Korea. They worry about their families' safety in North Korea. For this reason, they can't have trustful personal relationships among Koreans including people escaped from North Korea in South Korea. They want to participate in Korean's community activities, and learn to adjust to everyday lives in South Korea. In conclusion, based upon the outcomes of this study, it is expected that any practical implications or solutions for North Korean defector's welfare would be suggested.

A Study on the Model of Inter-Korean Economic Integration Based on Industrial Cooperation (산업협력 기반 한반도경제정책의 구상)

  • This study provides a model of inter-Korean economic cooperation suggesting that economic cooperation should be centered on industrial cooperation. As an independent economic zone, the two Koreas will go through a gradual and functional process of cooperation. Also, economic convergence through 'openness and integration' of both markets is a pre-requisite of successful economic integration on the Korean peninsula. This success of the process requires industrialization of North Korea. This study suggests a model of 'the Corea Industrial Development Community on the Korean Peninsula. It aims to support industrialization of the North Korean economy as well as promotion of South Korea's SME competitiveness. It would help meet the demand for improvement of living conditions of North Korean people. Main policy measures includes: 1) co-effort to develop North Korea's provincial industrial zones, 2) upgrading North Korea's 'Jangmadang' into a highly efficient distribution market. Finally, through the construction of the Joint Industrial Development Zone, it is necessary to create a production sharing module for both Korea's industries.

Does South-South Cooperation Really Work? Some Evidences from Korea's Bilateral ODA Programs to Facilitate HRD in ICT in Bangladesh

  • While North-South cooperation (NSC) continues to play a considerably dominant role in international development cooperation efforts, there is growing criticisms across the world as to the role and effectiveness of the NSC to support the developing countries to meet their development needs. As such, South-South cooperation (SSC) has become a subject of discussion in recent years across the world in international development and has increasingly become popular as an effective aid modality. However, there is unavailability of sufficient empirical studies about the efficacy of the SSC in the context of Bangladesh. The present paper attempts to examine two KOICA's projects to facilitate HRD in ICT in Bangladesh taking into consideration of Korea as a southern country. The study revealed that Korea's bilateral development cooperation efforts have been effective so far to fulfill their objectives. The findings of the study put forward that SSC may work in the form of technical cooperation to support the developing countries, provided that technical cooperation is demand-driven, and that there is sufficient level of absorptive capacity and supportive policy as well on the part of developing partner country to utilize external skills and technology.

The Adaptation Status of North Korean Defectors to South Korean Society and Its Effect on their Problem Solving Ability (북한이탈주민의 적응실태 및 방안)

  • Unlike in the past, North Korean defectors are not merely satisfied at escaping the regime; they now consider their escape as a form of immigration to pursue a better life. This study examines the adaptation status of North Korean defectors and suggests a plan to cope with the associated challenges accordingly. The current status of North Korean defectors is analyzed based on a literature review and the latest data on their current status, along with their actual adaptation progress to South Korean society and other factors related to the difficulty in their social adjustment. The number of North Korean defectors has increased rapidly since 2000, but the number started to fall in the wake of the inauguration in 2012 of the Kim Jong Eun regime. In addition, North Korean defectors arriving after 1999 are significantly less educated and from lower levels in terms of their occupation and livelihood than those who arrived before. The factors related to North Korean defectors' maladjustment to South Korean society include: difficulties in performing economic activities, differences in the political and economic systems, and cultures, of the two Koreas, and other difficulties stemming from family relations. If the difficulties North Korean defectors experience in adapting to South Korean society are resolved with the support of North Korean defectors and facilities of South Korean society, North Korean defectors will be able to settle down successfully. It is also important for North Korean defectors to strive to adapt to South Korean society by sharing their emotion with the members of society. Therefore, in order for North Korean defectors to adapt smoothly to South Korean society, it is necessary to plan some concrete ways that would reduce social and financial burdens nationwide.

A Study on the Legal Status of North Korean Defectors (북한 탈북자의 법적지위에 관한 고찰 - 난민인정과 보호를 중심으로 -)

  • North Korean defectors had left North Korea often to escape from food shortages in the mid-1990s. Since the 2000s, the reasons of their flee from North Korea have more resulted from their exposure to external information, and a desire for democracy and freedom. However, North Korean defectors living in China are not recognized as refugees and thus subject to various human rights violations including forced repatriation. It needs to be thought that wether North Korean defectors who escape from North Korea are political refugees under international law. If they are not recognized as refugees in their new countries, it is imperative to consider a possible way to protect their human rights under international law. The problem of recognition of the refugee status of a person is a matter of involving the sovereignty of individual countries, however, the Convention Relating to the Status of Refugees should provide protection of their unique rights, as recognizes by the UNHCR, and their status should be treated as a refugees issue in a broad sense. In the future, it is a necessary to establish international solidarity among individual countries, the UN General Assembly, the decisions of the Human Rights Council and support of UNHCR, to anticipate the need for the refugee recognition and the protection of International Human Rights in preparation for possible mass defections and refugees from North Korea.

Personal Factors of Defecting North Korean Residents Obstructing Settlement in South Korean Communities and Job Burden Perceived by Police Officers Who are Providing Special Protection for Them (신변보호담당관을 통해 본 북한이탈주민의 지역사회 정착 장애요인과 신변보호담당관의 업무부담 : 개인적 요인들을 중심으로)

  • The present study is to identify personal factors of defecting North Korean residents that obstruct their settlement in South Korean communities. It will provide information about what perception, attitude and behaviors of defecting North Korean residents should be changed and what social skills should be improved in order to successfully adjust to South Korea. Personal obstacles were measured by police officers who are providing special protection for defecting North Korean residents, who are in a good position to observe behaviors of defecting North Korean residents because they are spending a great deal of time with them. They can even identify the personal obstacles not perceived by defecting North Korean residents themselves. Twenty-item scale was developed to measure the personal obstacles and was found to comprise 4 obstructing factors: self-supporting ability related factor, life style related factor, social and cultural adaptation related factor, and attitude toward police officer's support related factor. Among them, self-supporting ability related factor had the highest negative score. The study further revealed that self-support ability and life style related factors had a significant effect on the job burden of police officers. The findings suggested the necessity of ethical and moral education for the defecting North Korean residents.

A Study on the Promotion Plan of the 2032 South-North Korea Joint Olympics (2032 남북공동올림픽 추진방안 연구)

  • The 2032 South-North Joint Olympics is an agreement between the two Koreas. Through this, various efforts are needed to improve new inter-Korean relations and co-prosperity on the Korean Peninsula. The purpose of this study is to proceed with the 203 South-North Joint Olympics. This study was developed by literature reserch methods. The result of this study are as follows. First, Seoul-Pyongyang soccer exchange game will be promoted. Second, the International Peace Cup a relay race(Marathon) will be held. Third, Korea Peace Cup International Table Tennis Championships will be held. Fourth, I propose holding the Korea Sports Science Forum. Fifth, about 16-17 events are propose for North Korea to host the 2032 South-North Joint Olympics. Sixth, the decision to host the 2032 Summer Olympics is expected in 2022 or 2023. Seventh, it is necessary to promote the Inter-Korean Social Association cultural Exchange and Cooperation Committee or the Special Committee for the Promotion of the Inter-Korea Sports Exchange and Cooperation. Eighth, it is necessary to implement a five-year plan to promote Inter-Korea sports Exchange Cooperation or a five-year plan for Inter-Korea sports Exchange and Cooperation. Ninth, the North Korea player registration system will be promote to the South Korean K-1 League. Ten, suggest sports exchange and cooperation ahead of time. Eleventh, train experts on North Korean sports or exchange and cooperation. Finally, the South-North Korea sports exchange Agreement will be promoted. It also promotes the Inter-Korea sports Exchange and Cooperation Support Act.

An Analysis of Science Academic Achievement and Chemistry Items for Multiple Culture and North Korean Migrant Students (다문화·탈북 가정 학생의 과학 학업성취도 특성 및 화학 문항 분석)

  • In this study, we analyzed the characteristics of science academic achievement by multiple culture and North Korean migrant students types, percentage of correct answer and discrimination per items per groups, and contents domains using quantitative and qualitative method in the National Assessment of Educational Achievement (NAEA). As a results of analysis, the degree of science academic achievement of the students from multiple culture and North Korean is much lower than that of the general students. Also, the science academic achievement of the students from multiple culture and North Korean migrant is different from the general students. Especially, science academic achievement of the immigrated students and the North Korean migrant students was lowest. The analysis of items that the difference of the percentage of correct answer was large showed that the students from multiple culture and North Korean migrant were equally weak to it in all contents domains, but that the students from international marriage family born in country were weak in some areas. Therefore, the appropriate the teaching and learning method and the educational support is needed considering the group situation, so the educational implications are discussed.
